1 ALAMO AREA YOUTH SOCCER ASSOCIATION 11U-19U BOYS & GIRLS DIVISIONS GENERAL RULES & PROCEDURES Last Amended: May 2017 GENERAL RULES & PROCEDURES DISCLOSURE The AAYSA 11U-19U Boys & Girls Divisions General Rules & Procedures provides the platform for all youth soccer players to be competitive: We welcome all teams and promote fair and positive play. AAYSA, which is affiliated with and sanctioned by the South Texas Youth Soccer Association, and as such, the STYSA Rules and Regulations apply to every team and every participant in any AAYSA League. Each person having any responsibility whatsoever for a club or team either participating in any AAYSA League or desiring to participate in the AAYSA League is responsible for reading and understanding the rules of AAYSA League Rules and the STYSA League Rules. In the event any player, parent, club, team, coach, team manager, and/or club or team representative is accused of violating any of these rules, ignorance of these rules will not be considered a viable defense. It is each club s or team's responsibility to see to it that each person having any responsibility for the club or team receives a copy of these rules and that copies are made available, read, and understood by all of the club or team's parents and players and/or guardians. The League Rules of the AAYSA were written for the benefit of the AAYSA and its participants. While these Rules (together with the STYSA rules) are intended to be comprehensive and thorough, it should be understood that not all situations, circumstances, and events can be anticipated and therefore covered precisely. Further, it is recognized that on occasion conflicting rules or statements may occur. Therefore, it is the firm policy and sole right of the AAYSA League to interpret and enforce these Rules (and resolve any conflicts) in accordance with and in keeping with the intent, purpose, and spirit of the Rules. 2 ALAMO AREA YOUTH SOCCER ASSOCIATION 11U-19U BOYS & GIRLS DIVISIONS GENERAL RULES & PROCEDURES Last Amended: May MISSION STATEMENT The Alamo Area Youth Soccer Association was formed in AAYSA was started to promote an opportunity for all who wish to participate in youth soccer activities. AAYSA shall teach good sportsmanship, educate youth participants and adult sponsors in the fundamentals of the game of soccer, promote the game of soccer through sponsorship of regularly scheduled competitions and conduct other educational activities as shall be deemed appropriate for the promotion of the game of youth soccer. 2.0 LEAGUE STRUCTURE The league structure is a promotion / relegation format to keep the level of competition competitive and progressive for all levels of play. AAYSA youth soccer competitions (11U-19U) shall be divided into four (4) divisions or leagues: AAPL: Alamo Area Premier League (Most Competitive) AACL: Alamo Area Championship League (Competitive) AASL: Alamo Area Select League (Least Competitive) AAYSA Recreational League (Recreational) 3.0 GENERAL RULES OF PLAY 3.1 AAYSA GENERAL RULES OF PLAY: It is the intent of AAYSA Rules to establish minimal standards to govern play; with the goal to create a fair competitive format to improve the overall level of play within the Alamo Area. 11U-19U is open to independent teams, as well as, clubs/associations/ organizations wishing to join the AAYSA. 3.2 EXCEPTIONS TO FIFA LAWS: Except as otherwise noted in these rules, FIFA Laws shall govern the play of any games between member organizations, provided, however, that teams, players, and coaches competing in STYSA and/or USYS competitions shall be governed by STYSA and/or USYS respectively. 3.3 STYSA GENERAL RULES OF PLAY & RULES AND PROCEDURES: Except where defined herein, AAYSA will follow STYSA General Rules of Play. Click to View: STYSA General Rules of Play & Rules & Procedures. 4.0 DEFINITIONS 4.1 SEASON: The period of play including any and all post-season play. There are two (2) seasons of play: FALL: August - December SPRING: February - May *YEAR-LONG: Competitive Divisions (AAPL & AACL): will play with a Fall & Spring Season, but their competition will be a year-long event. 4.2 LEAGUE/DIVISION: A minimum group of six (6) or more teams joined for the purpose of playing under a common set of administrative and competition rules. (AAPL, AACL, AASL, Recreational League) Alamo Area Premier League (AAPL) - Max 18 Teams Alamo Area Championship League (AACL) - Max 18 Teams Alamo Area Select League (AASL) - No Max AAYSA Recreational League (Rec) - No Max 4.3 PLAYING AGE: Calendar year of birth is used to determine a player s age for registration purposes. Teams will be placed in age divisions according to the age of their oldest player. 4.4 ASSOCIATION/CLUB/ORGANIZATION: A group sponsoring and/or administering a team or group of 2

3 teams. 4.5 SUB-CLUB: A team or group of teams registering under another association/club/organization. 4.6 LEVELS OF PLAY: The competition leagues in each age group as defined or administered. 4.7 AGE GROUP: The upper limit of playing age for team formation. 4.8 EVENT: GotSoccer League Registration 5.0 TEAM FORMATION 5.1 GOTSOCCER TEAM IDENTIFICATION NUMBER: Teams and Rosters need to be entered into GotSoccer. The team identification number will be the way AAYSA tracks a team s progress and which teams will get the bye invitation from year to year. IMPORTANT: DO NOT change your Team Identification Number in GotSoccer. 5.2 PLAYER RECRUITMENT: Direct recruiting or solicitation of players during a season shall be strictly prohibited. Failure to comply with this rule will result in a review by the AAYSA Board D&P Committee with punishment up to a suspension from any AAYSA events for one year This does not prohibit the distribution of flyers, mailers, web posting or other common practices to advertise any member club to the general public. 5.3 ROSTER MINIMUM: In order to register for an AAYSA League Event teams must meet the minimum roster requirement. Reason for this rule is because in past we have had problems with teams registering for an event and then dropping out at the last minute U-12U: The minimum number of players on a roster in 11U-12U is nine (9). No team with less than (9) players may register U-15U: The minimum number of players on a roster in 13U-14U is twelve (12). No team with less than twelve (12) players may register U-19U: The minimum number of players on a roster in 15U-19U is twelve (12). No team with less than twelve (12) players may register. 5.4 ROSTER MAXIMUM: U-12U: The maximum number of players on a roster in U11-U12 is sixteen (16). No team with more than sixteen (16) players may participate U-15U: The maximum number of players on a roster in U13-U14 is eighteen (18). No team with more than eighteen (18) players may participate U-19U: The maximum number of players on a roster in U15-U19 is twenty-two (22). No team with more than twenty-two (22) players may participate. 5.5 GUEST PLAYERS: Guest players are not permitted in AAYSA League(s) and Guest Players are not permitted in the AAYSA Competitive League Challenge Tournament Games and AAYSA Post Season Tournament: AAYSA City Championship for AAPL, AACL & AASL. 5.6 CLUB PASS PLAYERS: Club pass players are not permitted the AAYSA Competitive League Challenge Tournament Games or the AAYSA City Championship Tournament. Club Pass Players are permitted in the AAYSA League Play. A Club Pass Player is a registered player competing with a team in the same club other than the team which they are rostered PURPOSE: The Club Pass Player Rule is designed to maximize the development of the player by allowing players to guest play on a team from the same Club at the same age level, or an older age level team from the same Club, on a temporary basis Club Player Pass may only play in one division higher within their age group. For example: An AACL player may play for an AAPL team. AASL Players may only play for an AACL not an AAPL team Club Player Pass may play at an older level, but, only at the same or one division level higher. For example: 12U AAPL Player can play 13U (or older) AAPL and cannot play in 13U AACL or AASL. 12U AACL player can play 13U AACL or 13U AAPL and may not play 13U AASL Club Player Pass must only play one game per day (this includes their primary team). If an exception needs to be granted the VP must be contacted, prior to playing. 3

4 Any club pass player that receives an ejection is required to sit out the next sanctioned game whether it is with the team they received the ejection with or their primary team VIOLATIONS: Team/Coach in violation of this rule will automatically forfeit the league game which the violations occurred with a result of a loss 0-3. Game will be recorded as a forfeit on the standings. In addition, coach will be subject to review by the VP of the AAYSA Competitive League and the committee at the time of the violation SUPERVISION: AAYSA League Director will need notification within 12 hours of a kickoff that a team is using a Club Pass Player. Teams using a Club Pass Player should also notify their opponent. Simply the game card to the League Director and to the opponent within 12 hours of the game kick-off time. 6.0 MULTIPLE ROSTERING 6.1 Players can be rostered to only one AAYSA/STYSA primary team at any time during the season MULTIPLE LEAGUE ROSTERING: In order to keep the integrity of the competition levels players are allowed to be duel rostered to US Club teams and AAYSA/STYSA teams. The matrix is below is in the best interest to maintain the spirit of fair play US CLUB C Bracket: Equivalent to AACL US CLUB B Bracket: Equivalent to AAPL US CLUB A Bracket: Equivalent to WDDOA Div I 6.2 No player may play with more than one (1) team in the same competition without utilizing a Club Player Pass. 6.3 During the seasonal year a player is required to have only one player pass, even if he/she is a guest player for plays on other league team(s). This player pass must be for the primary team to which this player is bound for purposes of STYSA Fall Championships and Cup play. 6.4 Learn More STYSA Rules and Procedures 7.0 ADDS, RELEASES & TRANSFERS 7.1 ADDS: As long as you have open roster spots you can add new players to your roster. New players must be registered and have participated in at least two (2) league games with his/her respective team prior to taking part in any AAYSA/STYSA post season competition (AAYSA City Championship), excluding invitational tournaments A player may play for only one primary team registered with AAYSA during each season, and any player registered to a team is bound to that team for the entire season unless there is a case of extreme hardship. A player will be considered rostered to a team: Assignment of a properly registered player to a team; or The player s first participation in any competition (excluding tryouts and scrimmages leading to team formation) sanctioned by STYSA or its Member Associations. 7.2 PLAYER TRANSFERS: All requests for player transfers shall be submitted to the AAYSA Registrar in writing, stating the reason for the request of transfer. If the AAYSA Registrar approves the player transfer, the information is to be forwarded to the affected organization(s) and person(s). The player is not to play a game with the transferred-to-team until after the transfer has been approved and the player has registered with the transferred-to-team. 7.3 PLAYER RELEASE: A player request for release is mandatory and must be honored without exception per USYS If the team is disbanded by its member organization/association prior to the start of the seasonal play, the players may be released or reassigned without requesting a transfer Extreme hardship: A player may be released in case of extreme hardship. 7.4 TEAM TRANSFERS: A team wishing to transfer from one member organization to another must complete a Team Transfer Form and submit it to the AAYSA Registrar (if AAYSA does not have a Registrar) than this duty will fall under the League VP in which the team is transferring. 4

5 7.4.1 GOTSOCCER ID: Since the history of a team is based on the GotSoccer ID it is the Team s Responsibility to properly transfer a team, if a team creates a new GotSoccer Team account it is basically creating a new team and that team will have to challenge in as a new team TEAM TRANSFER WINDOWS: Team interested in transferring needs to submit their Team Transfer Form within two windows (Jan-Feb) and (June-July). Teams are not permitted to transfer mid-season. 8.0 REGISTRATION 8.1 AAYSA MEMBERSHIP APPLICATION: All Associations/Clubs/Organizations participating in any AAYSA Youth Competition are required to complete AAYSA Membership Application via the AAYSA Website: Click Here to view Application. This allows the AAYSA Board to best understand the inter-workings of your organization and provides AAYSA Board of Directors and League VPs a best way to communicate with our members. Association/Clubs/Organizations are required to maintain their accurate contact information. 8.2 AAYSA EVENTS REGISTRATION WINDOWS: All AAYSA league event registration windows are required to be posted on the AAYSA website three (3) months in advance. Registration window needs to be open for a minimum of one (1) month. 8.3 AAPL & AACL REGISTRATION: A qualifying tournament (AAYSA Competitive League Challenge Tournament) will be used to determine division placement depending on the total number of teams registering. Divisions shall be further divided into age levels. Each age level of competition shall comprise a league AAPL & AACL BYE TEAM REGISTRATION: AAPL BYE TEAMS: Teams who are qualified from the previous year will need to register prior to the event registration deadline. No Challenge Tournament is required ROSTERS: Teams are required to turn in last year s official roster when registering their teams. This is so the League VP and Committee can review to make sure there are not any unethical changes to the team s roster prior to start of the competition. Any concerns will be brought up to the League VP and their committee at the time to determine eligibility AACL BYE TEAMS: Teams who are qualified from the previous year will need to register prior to the event registration deadline. No Challenge Tournament is required ROSTERS: Teams are required to turn in last year s official roster when registering their teams. This is so the League VP and Committee can review to make sure there are not any unethical changes to the team s roster prior to start of the competition. Any concerns will be brought up to the League VP and their committee at the time to determine eligibility. 8.4 AASL & AAYSA RECREATIONAL REGISTRATION: Teams wishing to play in the (AASL) Alamo Area Select League or AAYSA Recreational Division are only required to register for those leagues before the deadline. No Challenge Tournament is required to register for these events AASL & AAYSA RECREATIONAL PROMOTIONS: AASL BYE TEAMS: Winner of the Fall Season and Winner of the Spring Season from the previous year will be promoted to the AACL. No Challenge Tournament is required AAYSA RECREATIONAL TEAMS: Winner of the Fall Season and Winner of the Spring Season from the previous year will be promoted to the AASL. Teams just need to register for the AASL. No Challenge Tournament is required to register for the AASL Division. 5

6 9.0 AGE DIVISIONS 9.1 Teams are normally formed so that players are placed on the youngest team for which they qualify. 9.2 Age groups are determined by the player s Calendar Birth Year. 9.3 Teams will need to register based on the oldest player s calendar birth year PROOF OF AGE 10.1 Proof of age shall consist of a certified or verified birth certificate, a Uniformed Services Identification and Privilege Card (or the equivalent Department of Defense form) issued by the uniformed services of the United States, a birth registration issued by an appropriate government agency or board of health records, a passport, an alien registration card issued by the United States Government, a certificate issued by the Immigration and Naturalization Service attesting to age, a current driver s license, an unexpired federal, state or local government identification card (if documentation of birth is required), or a certification of an American citizen born abroad issued by the appropriate government agency. Hospital, baptismal or religious certificates will not be accepted PLAYER RECRUITMENT: There will be no recruiting of players. Direct solicitation of individuals to play for a club s league team(s) shall be prohibited For purposes of this rule, direct solicitation shall be defined as communication, whether spoken or in writing, between a club representative and a player; direct solicitation does not include websites maintained by a club, banners or other written communications (including letters, flyers and s) that are prepared by or on behalf of a club and that are not specifically addressed (by mail, or other form of delivery) to a player, whether individually or as part of a group Club representative shall be defined as a club s board member, coach, assistant coach, manager or trainer, or any individual acting at the request of such board member, coach, assistant coach, manager or trainer. Club shall be defined as any organization that registers individuals to play soccer through AAYSA and/or STYSA and includes any sub-club, group or other organization associated with such club. Player shall be defined as an individual who was not previously registered to play with the club initiating the communication and shall include such player s parents or guardian Direct solicitation is permitted after the last published AAYSA game has been completed FORFEIT. The referee shall declare a forfeit if a team has less than the requisite number of players on the field ready to play within 15 minutes after the game was scheduled to start. The required numbers of players at a minimum is set forth in the STYSA rules. If neither team has the requisite number of players within 15 minutes after the game was scheduled to start, then the referee shall declare a double forfeit and shall score the game as a loss for both teams MINIMUM NUMBER OF PLAYERS TO AVOID A FORFEIT: U-12U: 6 players (9v9) U-15U: 7 players (11v11) U-19U: 7 players (11v11) 12.2 PLAYING AN INELIGIBLE PLAYER: At any point during any competition if a team is caught playing an ineligible player, that team will automatically forfeit that game. Ignorance of League Rules is not a defense; it is the coaches, team managers, and DOC responsibility to make sure they are following AAYSA Rules. Repeat offenders are subject to additional penalties based on AAYSA D&P Committee PLAYING TIME: ALL AAYSA COMPETITIONS: AAPL, AACL, AASL and AAYSA Recreational Division each coach must make every effort to play each registered player that is present at least one-half and in each half of the game unless unable to do so because of discipline, illness or injury. In the event that a player is present but will not be playing, the coach must inform the referee and the opposing coach as to the reason that a player will not participate. 6

7 14.0 CHARGING THE GOALKEEPER: The FIFA rules with respect to charging of the goalkeeper shall not apply. Charging shall be defined as intentional, non-violent, shoulder to shoulder contact while the ball is within playing distance. In all age divisions there shall be no charging or intentional or reckless contact with the goalkeeper in any manner whatsoever. Any such act will be considered at least as dangerous play and punished accordingly SUBSTITUTIONS: Substitutions shall be unlimited. The prior permission of the referee is required in order to make any substitution at any time, except at the resumption of play after the half time break. Any goal keeper change must be called to the attention of the referee Substitutions may be made as follows: 1) On a throw-in (by the team in possession) 2) On a goal kick (by either team) 3) After any goal (by either team) 4) After a stoppage of play for an injury (by either team) 5) At half time (by either team) 6) After a caution (ONLY the player receiving the caution yellow card ) 16.0 USYS PLAYER ID CARDS: The team representative shall provide to the referee prior to the beginning of each game properly completed and laminated USYS identification cards for each player on the team. The cards must be computer generated and contain the following information GOTSOCCER VIRTUAL ID CARDS: Teams are allowed to use the GotSoccer Virtual Cards for AAYSA Challenge Cup Play, AAYSA League Play (AAPL, AACL, AASL and AAYSA Rec) GOTSOCCER VIRTUAL ID CARDS NOT PERMITTED: AAYSA City Championship Tournament. Team must use Laminated Cards for this event. Player cards will be checked prior kick-off of each game by the referee PLAYERS WITHOUT PROPER USYS ID CARDS: Are ineligible to play in any inter-organization game. Each coach will have a STYSA issued Adult Participation Pass that will be his/her identification card. It must also be presented prior to each game KIDSAFE/ADULT PARTICIPATE PASS: STYSA has established a policy of background checks for all adults, volunteers and employees who will be in contact with the youth players. It is imperative that every adult over the age of 17 years of age-whether a coach, assistant coach, manager, trainer, team mom, officer or board member submit their information online for the required background check via the STYSA website at Any individual refusing to submit information for a background check will not be allowed to participate. Each club or league within an association should have in place a procedure for verifying that all adults fulfill the requirements GAME CANCELLATIONS/RESCHEDULES: In the event a team has an issue with a game they must notify the team prior to (7) seven days that they need to reschedule. It is the responsibility of the home team to reschedule the game. A new game date & time should be posted within 72 hours of the notification. If there is a continued conflict in re-scheduling the game, the appropriate Vice-President will be responsible for rescheduling the game Purpose of this Rule: We want coaches to work together, but in the event one or both teams are unresponsive the club DOCs and VP of the league will need to step in and settle the issue. It is important all teams have the correct contact information in GotSoccer in order to make communication between teams more efficient Field Schedulers: Due to the fact games are scheduled a year in advance for AAPL & AACL, Field Schedules are allowed to move field numbers at the same location to suit field conditions. This can only be done at a minimum of 7 days in advance and requires notice to both home and away teams MANDATORY COACHES / DOC MEETING: All Participating teams MUST send a representative from their team, not another team to AAYSA Mandatory Coaches Meetings. 7

8 20.0 GAME DAY PROCEDURES: 20.1 GAME DAYS: Typically game day will be Saturday(s) and/or Sunday(s). Games can be scheduled during the week if both teams agree on the date/time MULTIPLE GAMES IN ONE DAY: It is policy to not play more than one (1) league game in one day. However, if approved by VP of League this may be allowed SCHEDULING MEETING: Prior to the start of the season there will be an official scheduling meeting which all teams must have a representative at to get all games scheduled. This date will be posted to the AAYSA Website with a minimum of (3) three months to minimize conflicts for teams AAPL & AACL: This league will play a yearlong schedule, which will allow some early start dates available to kick off the Spring Season a little earlier to ensure all games can be played in the allotted time for the season RAIN-OUTS: The league perpetual calendar has provided rain-out dates for teams to play. It is up to each team to schedule their game, especially during the Spring Season in order to get all games in before the conclusion of the season GAME CARDS: A game card shall be completed by the referee for all AAYSA League Play. Home team is responsible to bring the game card to the game; but it is highly recommended both teams have a game card for each game. Club Player Pass players should have been declared 12 hours in advance prior to the start of the game NO WRITE-INS ALLOWED: Players must be printed on the Game Card, if a write-in player plays in a game then that player is deemed ineligible and the game will be a forfeit. NO EXCEPTIONS TO THIS RULE REASON FOR RULE: Players must be eligible to be printed on the game card, because all players need to be STYSA insured. Also, GotSoccer ensures that all players eligible to be placed on the game electronically are eligible players for that competition level SIGNATURES ON GAME CARD: At the completion of the match, the referee shall have each team representative sign the game card and submit the game card to the field representative or the coach of the winning team or home team in case of a tie HOUR RULE: The winning team or the home team in case of a tie has 72 hours to submit the COMPLETE Game Card (8.5 by 11 paper) via to the VP of League. Failure to comply with this rule may result in a Forfeit or the League VP may require the game to be replayed REASON: Accurate Standing is required to run this league properly, so teams need to make sure they turn all game cards in the proper and timely manner RECOMMENDATIONS: Don t leave the field without a picture of the game card if you are losing team, or the away team in case of tie SUBMIT SCORE: Teams can submit the score simply by going to or you can Phone it in You will need to provide the Event ID and PIN which is located on the top of the game card RED/YELLOW CARDS: If a player(s) receives a yellow or a red card this needs to be recorded here as well GAME CARDS ARE STILL REQUIRED TO BE ED EVEN IF YOU SUBMIT THE SCORE TO GOTSOCCER JERSEY: Teams must have a home and away jersey. Home Jersey color should be lighter and Away Jerseys should be darker. If there is a color conflict the Home Team is required to change GOALKEEPERS: The goalkeeper s jersey will be distinct from both teams and the referee. Goalkeeper s jersey does not require a number. A penny is allowed for Goal Keepers JERSEY NUMBERS: Each player must have a clearly discernable permanent number on the back of their jersey (including alternate jerseys), which will correspond to their 8

9 name on the Game Roster GAME BALL: Both Home & Away teams present a game ball to the referee before the start of play SIDELINE PROCEDURES: Spectators will sit on one side of the field and teams will be on the other side. Some Fields may have designated sides for Spectators and Teams, please respect Fields Rules NO SPECTATORS OR COACHING STAFF BEHIND THE GOAL DURING PLAY NO RUNNING UP AND DOWN THE SIDELINE ADDRESSING PLAYERS OR REFEREES NO DOGS ALLOWED FEET SAFE PLAY RULE: All parents and spectators need to try to stay at least 5 feet away from the touchline during game play. This is a safety issue, so players and referees do not collide with spectators or parents - This includes children Please pick up all trash and clear the bench or spectator sidelines immediately after a game, respect others ability to enjoy the game POINT SYSTEM FOR LEAGUE PLAY: 21.1 Ten (10) Point Scale points for a win points for a tie points for a loss point for each goal up to 3 max goals point for a shutout 21.2 Tiebreakers 21.3 ALL games may end in a TIE. 11 APPENDIX 1 AAYSA LEAGUE GENERAL OVERVIEW PROMOTION / RELEGATION FORMAT 1.0 PURPOSE OF PROMOTION / RELEGATION Goal of the program is to promote teams to a higher level of competition to improve the overall quality and competition level in the AAYSA. Teams are promoted based on their league play standing only. No Playoffs. Self-Promotion: AAYSA Recreational teams can selfpromote themselves to AASL before any season once they feel they are ready. Only teams that win the either the Fall or Spring Season will be automatically promoted to the AASL division. In some cases the VP of the Recreational and AASL along with their committee may review the 2 nd place team(s) to automatically promote them as well if the situation presents itself. 2.0 CHALLENGE TOURNAMENT AAYSA Challenge Tournament is open to any and all teams looking to move up their level of play: new teams to AAYSA, AACL (ranked 5-10 from the previous year), AASL and AAYSA Recreational Teams. After the Challenge Tournament; if a team does not qualify for the AACL they will be placed in the AASL League. AASL Fall or Spring Season winner will automatically be promoted to AACL. 3.0 AACL: ALAMO AREA CHAMPIONS LEAGUE AACL teams that finish in the top (4) will be automatically promoted to the AAPL the following year. Teams from the AAPL that finish in the bottom (4) spots (#18, #17, #16, #15) will be automatically relegated to the AACL. Team ranked 5 th 10 th will earn a bye for the follow year and teams ranked 11 th - 18 th will have to challenge back in to the AACL the following year. 4.0 AAPL: ALAMO AREA PREMIER LEAGUE AAPL teams that finish in the top (2) (#1 & #2) will be given the opportunity to promote to WDDOA STYSA Competition Level. Teams from the AAPL that finish in the bottom (4) spots will be automatically relegated to the AACL. Teams who finish between 3 rd - 14 th will earn a bye for the next year. 11

Each team must have a minimum of 6 eligible players to start a game, and 6 players to continue play. Both teams must sit on the same sideline opposite parents and spectators. Home Team is listed first and must wears lightest jersey, Visitor Team must wear darkest jersey. In case of jersey color conflict, Home Team changes. Both teams will present an acceptable ball to the referee to choose for use as the game ball. If a Tournament ball is available then only that ball will be used for games. Teams can only have Rostered Players, Coaches, Assistant Coaches and Managers on their sideline bench area. Team Trainers must be registered as Assistant Coaches to be allowed at the team s bench area. A limit of three (3) rostered adults will be allowed at the team s bench area during the games. All teams must present to the referee their Virtual ID Cards before the start of each game. (Permanently numbered T-shirts of the same team color are allowed for this competition). The goalkeeper s jersey will be distinct from both teams and the referee. Goalkeeper s jersey does not require a number. Referees will change in case of color conflict with teams or goalkeepers. Substitution Rules: o Substitutions may be made as follows: 1. On a throw-in (by the team in possession) 2. On a goal kick (by either team) 3. After any goal (by either team) 4. After a stoppage of play for an injury (by either team) 5. At half time (by either team) 6. After a caution (ONLY the player receiving the caution yellow card ) If a medical professional concludes there is a suspected head injury, that player will not be allowed back on the field until released by a doctor. 12

13 APPENDIX 3 ALAMO AREA CITY CHAMPIONSHIP TOURNAMENT PURPOSE: This is a yearend event. AAYSA will be looking for a Title Sponsor for this event. The goal of this event is to make it one of the largest participated tournaments in the San Antonio Metro Area from year to year. When teams register for the league part of the registration fee includes the entry fee to this tournament, this tournament will be held at the end of the Spring season each year. 14 APPENDIX 4 AAPL & AACL League VP and Committee Matrix 1.0 COMMITTEE FOR AAPL & AACL DIVISIONS The purpose of the committee is so there is oversight to the VP League Director decision when it comes to anything that is not stated in the general rules. This is to protect the VP from being the sole person to make decisions and allows the teams playing the competition to be involved in the decision making process. The DOC of the teams or Coach will be assigned to the committee if/when the League Director needs additional council based on the matrix below. Committee teams get (1) vote and the VP of the League will be the tie breaker if needed. There are (6) teams assigned to the committee and the committee is determined by the current rankings at the time in which the VP needs additional council. During the season the rankings will vary week to week and at the end of the year the committee ranking will remain the same until the following year starts. Issues need to be well documented and presented properly to committee teams and a ruling should happen within hours from the time VP sends to the teams. All decisions and issues voted on by the VP and League Committee will be documented. CONFLICT OF INTEREST: If a team assigned to the committee based on the matrix AND has an obvious conflict of interest then whichever ranking number that teams is will change (-1). EXAMPLE: 6-1 = 5; 13-1 = 12, etc. 14
