Others: Shelley Brooks 1/ APOLOGIES Malcolm Harding; Sarah Harding; Bob Rashbrook and Brian Shacklock 2/ CHAIRMAN OF MEETING OPENING REMARKS (CHRIS COOPER) Chris Cooper opened the meeting by welcoming all to meeting, reminded them to sign the attendance sheet and turn off mobiles. Although Alan Knight was in attendance, he (Chris) would be Chairing the meeting. Going on to say that fixtures for the season are behind but no doubt Paul will cover this in his report. 3/ APPROVE MINUTES OF MEETING HELD ON MONDAY 21STJANUARY 2008 These were accepted and signed as correct by the Chairman 4/ MATTER ARISING THERE FROM 6b Reiterate about fines Clubs are reminded that unless they have a valid excuse then they appeal is with the SCFA. 6c The playing of League Challenge Cup Finals at Crawley Down proved a success and the League have already confirmed dates for this season, these are shown on both League websites and have been circulated via League Management Committee minutes. 6d Still no luck with a sponsor, not helped by the current financial situation. 9b The League managed to cover just the one semi-final. 11a Due to circumstances beyond their control the Management Committee had no alternative but to drop plans to start an Under 18 Division. There are no plans to formulate a division for season 2009/ b As per item 6d. 5/ TREASURERS REPORT (PAUL BASTON) With Paul being absent there was nothing to report. 6/ COMPETITION SECRETARY S REPORT (BOB RASHBROOK) In his absence a report from the Competition Secretary was read out: a) Confirming what the Chairman had said at the AGM in July in that if there is no replacement for me by the 5th April 2009 the Committee will start winding things down. Apart from the Chairman and I resigning at the last League Management Committee meeting both Malcolm and Sarah Harding indicated that they will also be vacating their positions. Recent correspondence from the Treasurer, Paul Baston also suggested that he may not be continuing. b) In the case that the League is still in existence next season would Clubs prefer that League Council meetings for the Women s Section be called as and when the need arises. The general consensus of the meeting was that they should remain. 7/ REGISTRATIONS SECRETARY S REPORT Absent 1

3 8/ REFEREES SECRETARY S REPORT (RUSSELL BROOKS) a) Russell said that 90% of matches have been covered but concerned that some Referees had let Clubs down, however the Clubs need to play their part in improving this by confirming their games with the appointed Referee ASAP. b) Have two Referees from the far reaches of Sussex but none local to Club on certain Sundays so we have to use those given to us by the Central Appointments Secretary. c) It is unlikely that the League will have enough Match Officials to cover our Women s League Challenge Cup Semi- Finals. Will have a better idea when in receipt of appointments from the Central Appointments Secretary. d) In general the standard of sportsmanship has been good although we have received two marks of 5. e) The question was asked do Referees get fined?. The answer to that is no but action can be taken against them if the Clubs go through the correct procedures in informing the appropriate persons. f) One Club present said they were unaware that they had to confirm the fixture with the Referee. 9/ FIXTURE SECRETARY S REPORT (PAUL PRESTON) a) Paul said he was fairly happy with how things were going and asked Clubs to let him know ASAP as possible when their matches are called off. 10/ RESULTS/PRESS SECRETARY S REPORT Absent 11/ ASSISTANT SECRETARY Absent 12/ ANY OTHER BUSINESS None 11) CHAIRMAN OF MEETING CLOSING REMARKS (CHRIS COOPER) The Chairman thanked those for attending and hoped they have a save journey home. The Chairman said he would like to highlight two points and thanked Paul Preston for his sterling work during the month of November in having to re-arrange so many fixtures. He also thanked the clubs for their patience in what was a difficult month. Thanks were also passed to the Competition Secretary in getting fines down by about 40% from last season. Although he didn t have the exact figures to hand anyone wishing to see them only has to contact him. 3/ APPROVE MINUTES OF MEETING HELD ON WEDNESDAY 17TH DECEMBER 2008 These were accepted and signed as correct by the Chairman 4/ MATTER ARISING THERE FROM Any issues would have been dealt with throughout the past season. 5/ TREASURER S REPORT Absent 6/ COMPETITION SECRETARY S REPORT (BOB RASHBROOK) a) The Secretary said that the fine system is working well even though he has had his critics, some saying that he is too abrupt or cynical with fines. The Secretary said that enough information had gone out to Clubs either by or via the Weekly News Sheets. He said the League Rules state that fines must be paid on or before 14 days, he stated that within these 14 days there are two Sundays, so another two days are added making it 16. If fines are not received by the stipulated date then he issues the following up fine, normally three days are the said stipulated date, thus a Club has in fact 19 days to pay the original fine. He has had to send out suspension notices to Clubs for non-payment of fines but fortunately the Clubs have paid their debts in time. b) Any Club wishing to put any rule changes in for Season 2010/1011 can do so providing it is laid out correctly. Clubs will be sent out a reminder next year on how to do this. c) League Challenge Cup Finals Crawley Down FC and Palatine Park (Worthing) are the venues for this years fines. As yet no decision has been made regarding the Under 18 Cup Final, a warning it could be midweek. d) The Secretary said that there were items on the Online Shopping, DSA Barriers are for sale and it is hoped within the next few weeks to have other items on there. 1

5 7/ REGISTRATIONS SECRETARY S REPORT (BOB RASHBROOK) I think this season has gone well, hopefully the good work put in by Malcolm Harding over the previous two seasons has continued and Paul Preston s input during the summer months has made life a lot easier. Personally I think I have been more than fair with Clubs. As yet I have not refused a registration although Clubs have been asked to correct details, and to their credit the response has been very good. I think through the postal dispute Clubs rallied and made things a lot easier and it was appreciated that some travelled some distance to hand deliver or collect. As for the Under 18/16 there was some difficulties in the first month regarding Clubs not receiving their forms back in time for their opening fixtures or in some cases fixtures. This will improve next season I m sure. Ian Gillam (Eastbourne Girls) asked whether the League had received a decision about girls reaching 16 and their playing for an Adult Section side. The Chairman said the League had received a reply from the SCFA and it would be dealt with at the next League Management Committee meeting. 8/ REFEREES SECRETARY S REPORT (RUSSELL BROOKS) Matches are being covered and it is hoped that the League can also appoint Referees to Cup Semi-Finals. 9/ FIXTURE SECRETARY S REPORT (PAUL PRESTON) Girl s League Challenge Cup Draws: (See: Appendix Cup Draws) 10/ ANY OTHER BUSINESS a) Under 10 Football: Clubs were asked if there was an interest in having an Under 10 section for Season 2010/2011. 8 ANNUAL GENERAL MEETING (Standing Orders) 1. Each Member Club is entitled to send to the Meeting TWO REPRESENTATIVES, one with voting powers. All League Officers are entitled to attend and to vote. Admission tickets are attached and must be presented on arrival at the meeting. Those marked entitled to vote will be exchanged for one voting card. 2. Each Member shall stand when he/she address the Meeting and give their name and Club (where appropriate). The person must resume their seat whenever the Chairman speaks. 3. No Member shall rise when the Chairman is speaking. 4. No other Member shall be allowed to speak until a proposition has been moved and seconded. 5. No Member shall be allowed to address the Meeting for longer than a 5 minute period except the mover of a resolution who may speak for a period not exceeding 10 minutes. 6. The mover of a resolution shall have the right of reply before a motion is put, but no other Member shall be allowed to speak more than once on the same resolution, unless he/she is asking a question. 7. If there is another resolution, the mover and the seconder shall not speak upon the original motion. 8. The resolution can be moved at any time and, if accepted by the Chairman, shall be put at once. 9. The Chairman shall not speak personally on any motion without vacating the Chair. 10. These Standing Orders to be strictly adhered to at all times.

A document entitled Standing Orders had been circulated indicating the procedure to be adopted during the Meeting. It was also confirmed that no Club was in debt to the League. 2/ APOLOGIES Paul Baston; Bognor Regis Town Girls and Sovereign Saints Girls 3/ TO RECEIVE AND CONFIRM THE MINUTES OF 4TH ANNUAL GENERAL MEETING HELD ON MONDAY 7TH JULY 2008 With the inclusion of Partridge Green Youth Girls and Emma Howard (League Welfare Officer) being in attendance these minutes were approved and signed as correct by the Chairman. 4/ MATTERS ARISING THERE FROM These had been dealt with and added to minutes throughout the season. 5/ ELECTION OF NEW CLUBS Applications had been received from new Clubs: AFC Brighton & Hove Girls; Jarvis Brook Girls; Maidenbower United Girls; Old Town Youth Girls; Rustington Park Youth Girls, University of Brighton Ladies and Worthing Rebels Youth Girls The above Clubs election into the League was proposed and seconded and adopted by the meeting. The Chairman informed the new Member Clubs that they were now entitled to vote on all issues at this meeting.

11 6/ TO RECEIVE AND ADOPT ANNUAL REPORT FOR SEASON 2008/2009 The Annual Report was proposed, seconded and adopted by Meeting. 7/ TO RECEIVE AND ADOPT FINANCIAL STATEMENT FOR 2008/2009 The Chairman asked whether there were any questions regarding the Financial Statement from those present - there were none. This was seconded and adopted by the Meeting. 11/ CONSTITUTION OF THE COMPETITION FOR SEASON 2009/2010 The Secretary said that he had distributed an updated list and at present that was correct. The Fixture Secretary said that due to withdrawals it may be necessary to merge divisions etc., with this in mind the Constitution for Season 2009/2010 was proposed, seconded and adopted by the meeting. 12/ ALTERATION TO RULES Brian Shacklock presented the rule amendments; explaining that certain rules were mandatory and had to be accepted and the rest were proposals by the League Management Committee. The meeting agreed to vote all proposed rule amendments en-bloc and these proposed, seconded and were adopted by the meeting.

12 13/ FIX DATE FOR COMMENCEMENT AND CONCLUSION OF PLAYING SEASON It was proposed that Season 2009/2010 commence on Sunday 6th September 2009 and concludes on Sunday 9th May A discussion took place after a Member Club (Dynamo Girls) asked if the commencement could be delayed a week owing to the girls only being back at school a week and would be awkward getting the girls registered on time. It was commented on that most Clubs had finished their campaign last season in February/March so why was an early start required. The Fixture Secretary said that the Registration Forms had been available since early June and there was plenty of time to get the girls registered. He went on to say that as for commencing the season on 6th September, this was normal practice for local Leagues and with our climate you can never be sure what to expect. It was also his intension not to play midweek fixtures at the start of the season if there were insufficient numbers in a division. The original proposal was seconded and accepted by the meeting. 14/ ANY OTHER BUSINESS a) DSA Barriers The Secretary informed the newly elected Girl s Clubs that there were DSA Barriers for collection after the meeting. The question also arose about damaged barriers and what was the procedure in changing them. The President said he had spoken to the SCFA Chief Executive on this issue and he was informed that Clubs should let the Secretary know of any problems. b) Lauren Jones (Worthing Minors Girls) The newly appointed President brought to the meetings attention the unfortunate plight of Lauren Jones who has been told that she would never walk again following an accident. He asked if the League on behalf of the Member Clubs would like to make a donation to help her. A proposal of was made and this was accepted. The League would make such donation as and when the time is required. The Chairman thanked everyone for attending and trust they have a safe journey home. 14 ANNUAL REPORT 2009/2010 This is my first annual report as Chairman of the league and what a year it s been. Yet again the weather has played its part, something that seems to now be an annual occurrence! This disruption brings its own challenges, particularly to our fixtures secretary Paul Preston and I would like to thank him for his sterling efforts in ensuring the competition remained on track and the difficult decisions he has had to make. The clubs and teams have experienced a season of attrition and I would like to thank everyone for doing their utmost to keep the momentum, playing matches when and where possible and ensuring players spirits are maintained. There have been many instances of co-operation and this is the spirit we should continue to embrace when faced with extreme circumstances. It is my pleasure to congratulate all our Divisional Winners, Challenge Cup Winners, Award Winners, and Runners-Up in all Competitions. The cup finals have benefited from the use of a number of grounds this season and I would like to thank everyone involved for their help and assistance enabling us to hold our cup finals at Crawley Down and Peacehaven & Telscombe Football Clubs along with Palatine Park (Worthing Town Girls FC). We have had nothing but positive feedback on all the venues and the facilities provided. On your behalf I also thank all of our League Officers and Committee Members who give their time to make this League one that is growing in stature year on year. Deputy Chairman, Audra Ryder, who has been a great source of balance and objective opinion. Paul Baston our Treasurer, who regrettably is standing down this season after giving the league his time and expertise since its creation in His knowledge on finance and rules matters will be missed. Competition Secretary Bob Rashbrook, who has completed his first season as a contractor and I am sure all will agree his efforts have gone far beyond our expectations and the time he has been able to give assisting clubs to avoid penalty has been welcomed throughout. Brian Shacklock, continues to ensure the U16, U18 and Ladies Registrations were completed. Russell Brooks, as our Referee s Secretary has done another superb job this season providing referees to all the games that were possible. Emma Howard as the League Welfare Officer continues to provide a valuable and balanced view to an important area for girl s football and is a great asset. Not forgetting grateful thanks to our remaining Committee Members/Club Representatives who do a great job representing our Member Clubs at meetings. Next season will see them taking an increasing role as your liaison to the League Committee and more details will be given at the AGM. Finally, enjoy the summer break, the World Cup and all the emotion and excitement this will provide. 16 SUSSEX COUNTY WOMEN & GIRLS FOOTBALL LEAGUE PROPOSED RULE CHANGES /2011 SEASON OLD RULE 2(C) Each Club shall within 30 days of election, pay a Deposit of 50.00, which shall be returnable to Clubs on leaving the Competition provided they have fulfilled their fixtures and complied with all orders of the Management Committee. NEW RULE 2(C) Each new Club shall within 30 days of election, pay a Deposit of , which shall be returnable to Clubs on leaving the Competition provided they have fulfilled their fixtures and complied with all orders of the Management Committee. 5(D) The Management Committee shall have powers to apply, act upon and enforce the Rules of the Competition and shall also have jurisdiction over all matters affecting the Competition, including any not provided for in the Rules. Except where these Rules provide for the imposition of a set penalty any Club, Club Official (limited to Chairman, Secretary or Treasurer) or Player alleged to be in breach of a Competition Rule must be formally charged in writing and given the opportunity to present their case before the Management Committee Financial penalties can only be imposed if included within the set penalties for breaches of Competition Rules. All breaches of the Laws of the Game, Rules and Regulations of The Football Association shall be dealt with in accordance with F.A. Rules. 5(D) The Management Committee shall have powers to apply, act upon and enforce the Rules of the Competition and shall also have jurisdiction over all matters affecting the Competition, including any not provided for in the Rules. 17 8(B) A registered Adult/Girl playing member of a Club is one who, being in all other respects eligible has:- (i) Signed a fully and correctly completed Adult Competition registration form in ink, countersigned by an Officer of the Club, and who has been registered with the Registration Secretary 5 days prior to playing and whose completed registration counterfoil or an acknowledgement by the Registration Secretary has been received by the Club prior to playing. Each club must have sufficient players as per League Rule 10(E) to be registered by the 17th August. Failure to comply with this rule shall incur a fine not exceeding Furthermore, failure to comply with this rule will invoke Rule 10(F). The Club must also complete in full a Photo Registration Card for each player and this must accompany the Registration Form (ii) Signed a fully and correctly completed Girl s Competition registration form in ink, countersigned by her parent or guardian and an Officer of the Club, and who has been registered with the Registration Secretary 5 days prior to playing and whose completed registration counterfoil or an acknowledgement by the Registration Secretary has been received by the Club prior to playing. The registration document must incorporate any known serious medical conditions of the player and emergency contact details of the player s parents or guardians. These details must be available at matches and training events the player attends within the management of the Club or Competition. Each club must have sufficient players as per League Rule 10(E) to be registered by the 17th August. Failure to comply with this rule shall incur a fine not exceeding Furthermore, failure to comply with this rule will invoke Rule 10(F). The Club must also complete in full a Photo Registration Card for each player and this must accompany the Registration Form. (iii) The registration document must incorporate a current passport-size photograph of the player seeking registration. If a player's age is required for registration purposes a Competition must accept an original birth certificate or a photocopy. In cases where the birth certificate is not available a Competition is required to accept a photocopy of the player's passport or other official document issued by a Government Agency attesting to the player's date of birth. Under 17 the player must be under the age of 17 as at midnight on 31st August in the playing season. Under 18 the player must be under the age of 18 as at midnight on 31st August in the playing season. 19 8(I) Subject to The Football Association Rules dealing with players without a written contract when a player desires a transfer, the Club the player wishes to transfer to shall submit a transfer form to the registration Secretary accompanied by a fee of 5.00 Such transfer shall be referred by the Registration Secretary to the Club for which the player is registered. Should this Club object to the transfer it should state its objections in writing to the Registration Secretary and to the player concerned within 7 days of receipt of the transfer form. A Club not wishing to have a game allocated to them are to apply to the Fixture Secretary using the Competition s preferred method of application with all the correct evidence supplied at least four weeks prior to the match date. 10(B) All matches shall be played in accordance with the Laws of the Game as determined by the International Football Association Board or, for Mini-Soccer, the Laws of Mini-Soccer as set down by The Football Association. Duration of Matches: Adult: duration of 90 minutes (45 minutes each half). Girls: Under 18 and Under 17 duration shall be 90 minutes (45 minutes each half). Under 16 and Under 15 duration shall be 80 minutes (40 minutes each half). Under 14 and Under 13 duration shall be 70 minutes (35 minutes each half). Mini-Soccer: Under 12 and Under 11 duration shall be 60 minutes (30 minutes each half). 10(B) All matches shall be played in accordance with the Laws of the Game as determined by the International Football Association Board or, for Mini-Soccer, the Laws of Mini-Soccer as set down by The Football Association. If a minimum time is to be played it has to be mutually agreed by both Captains in consultation with the Referee prior to the commencement of the game. No player under the age of 17 as at midnight on 31st August in any season shall be permitted to play more than one game or, in the event the competition allows the playing of a double-header, i.e.: two separate matches, 100 minutes per day in this Competition. Clubs must take all reasonable precautions to keep their grounds in a playable condition. All matches shall be played on pitches deemed suitable by the Management Committee. If through any fault of the home team a match has to be replayed, the Management Committee shall have power to order the venue to be changed. The minimum time for any game will not be less than 40 minutes (20 minutes each half) for players in the Under 14, 13, 12 and 11 age groups and not less than 50 minutes (25 minutes each way) for Adult, Under 18, 17, 16 and 15 age groups. The size of football to be used shall be: Adult: - Size 5 Girls: Under 18, 17, 16 and 15 - Size 5 Under 14 and Under 13 - Size 4 The Management Committee shall have power to decide whether a pitch and/or facilities are suitable for matches in the Competition and to order the Club concerned to play its fixtures on another ground. Ground Facilities used within this Competition are required to have suitable changing and toilet facilities. The times of kick-off shall be fixed by the A.G.M. or the Management Committee. Any Club failing to commence at the appointed time may be liable to a fine not exceeding or otherwise dealt with as the Management Committee may determine. The home team must provide goal nets, corner flags (not less than 1.5m (5ft) high) and Club Assistant Referee s flags. 21 Mini-Soccer: Under 12 and Under 11 - Size 4 Mini-Soccer: Under 12 and Under 11 - Size 4 Goal nets must be used. 10(D) The Secretary of the Home Club must give notice in writing of full particulars of the location of, and access to, the ground and time of kick-off to the Fixture Secretary, match officials and the Secretary of the opposing Club at least 96 hours prior to the playing of the match. The away Club shall seek and acknowledge receipt of such particulars. Any Club failing to comply with this Rule shall be liable to a fine not exceeding (D) The Secretary of the Home Club must give notice in writing of full particulars of the location of, and access to, the ground and time of kick-off to the Fixture Secretary, match officials (if appointed by the League) and the Secretary of the opposing Club at least 120 hours prior to the playing of the match. The away Club shall seek and acknowledge receipt of such particulars. For late notification a Club shall be fined 5.00 and for no notification the fine shall be (F) Home and away matches shall be played. If a Division is formed with or is reduced to eight or less teams the Management Committee at its discretion may arrange a third or fourth fixture between the teams in that Division and will arrange a draw to decide which team shall have home advantage in each such additional fixture. In the event of a Club failing to keep its engagement the Management Committee shall have power to inflict a fine, deduct points from the defaulting Club, and award the points to the opponents, order the defaulting Club to pay any reasonable expenses incurred by the opponents or otherwise deal with them except the award of goals. The defaulting Club must submit a written explanation (Educational/Medical) for the match not being fulfilled to the Secretary within 7 days of the fixture. Notwithstanding the foregoing home and away provision, the Management Committee shall have power to order a match to be played on a neutral ground or on the opponent s ground if they are satisfied that such action is warranted by the circumstances. Expenses must be claimed within 14 of the said match, and shall be subject to the approval of the League Management Committee. 10(F) Home and away matches shall be played. 23 11(A) (i) Adult: The Registration Secretary must receive within four days of the match being played a correctly completed Match Return Sheet (Yellow Copy) giving details of the score, forenames/surnames (block letters) of players participating in the match. And also Referee markings (1-100) required by Rule 13. Failure to do so will incur a fine not exceeding and/or the Club being dealt with as the Management Committee decides. 11(A) Clubs are required to submit Results and Statistics of the match played in the prescribed manner on the FA Full-time webpage within 4 days of the match. Club/Team Administrators submitting their Results and Statistics must confirm the forename, surname of team players (indicating substitutes if played) who have taken part in the match, details also to include goal scorers and misconduct. Failure to do so will incur a fine not exceeding and/or the Club being dealt with as the Management Committee decide. (ii) Girls and Mini-Soccer: The Registration Secretary must receive within 4 days of the match being played a correctly completed Match Return Card (paper or electronic version) giving details of the score, forenames/surnames (block letters) and registration numbers of the submitting team along with the registration numbers only of the opposing team players participating in the match. And also the Referee markings (1-100) required by Rule 13. Failure to do so will incur a fine not exceeding and/or the Club being dealt with as the Management Committee decides. 24 New Rule 11(D) Each team, if requested by its opponents, shall supply a written list of its team members, signed by a responsible member of that Club before the commencement of the match. Failure to comply with such a request should be reported in writing to the Competition Secretary within 3 days of the scheduled match. A team will be entitled to refuse to take part in a match until its opponents have provided it with a list of its team members. A team failing to provide its opponents with a list of team members resulting in the match not being played shall be deemed in breach of League Rule 10(F) [unfulfilled fixture]. 12(A) Team rankings within the Competition will be decided by points with 3 points to be awarded for a win and 1 point for a drawn match. The teams gaining the highest number of points in their respective Divisions at the conclusion shall be adjudged the winners. Matches must not be played for double points. In Mini-Soccer points can only be awarded for Under 9 Competitions onwards. In the event of two or more teams being equal on points team rankings will be decided in the following order:- (i) (ii) (iii) goal difference (For Adult Divisions only) goals scored (For Adult Divisions only) deciding match(es) played under conditions determined by the Management Committee. For deciding matches, in the event of the scores in a special championship match played under conditions determined by the Management Committee being level at the end of the game, 30 minutes extra time shall be played in two equal periods of 15 minutes for Adult/Under 18/17, and 20 minutes extra time shall be played in two equal periods of 10 minutes for Under 16/15/14/13. If the scores are level following extra time, the winners will be determined by the taking of kicks from the penalty mark in accordance with the International Board Decision contained in the Laws of Association Football. Clubs failing to comply will be liable to a fine not exceeding LEAGUE CHALLENGE CUP RULES 6(D) For all rounds up and including the semi-finals a player must have been a registered playing member of her Club for at least 5 days previous to the original date fixed for the match to be played.
