In her absence the Secretary said that she had found a supplier (Plus.net) that does Broadband for 6.49 per month. (ACTION: Hannah Cooper) The Chairman made it clear that in his report of the last meeting his comments about not accepting expenses from the league was a personal thing and it was up to other members to do what they thought best regarding theirs. There was no directive implied. With the above inserted the minutes were signed as a true record. 45/ MATTERS ARISING FROM THE ABOVE MEETING 38ii The Secretary had written to Rustington Girls. (ACTION: Closed) 39eii Ron Gillard to speak to Paul Preston re: Newhaven Girls v Littlehampton Town Devils (Under 11) but during a conversation with Ron the Secretary said that there was nothing g that could be done as this was brought up at the December meeting and the match awarded to the home club, also that Littlehampton Town Devils had paid the fine. The President said the Secretary s comments were not entirely correct and that as fresh evidence had come to light then the matter can be dealt with. In Paul s absence the chairman agreed to discuss this with Paul and report back to Ron once he had the opportunity to do so. (ACTION: Chris Cooper) 41d Adur Athletic - The Secretary had written to the club explain rule amendment procedures. (ACTION: Closed) 41f Typo errors have been corrected. (ACTION: Closed) 46/ CORRESPONDENCE The FA Women s Challenge Cup (Results and Fixtures) i SCFA Ltd. Details of Women s Challenge Trophy Final on Thursday 17th February ii iv. SCFA Ltd. League Statement, details to appear under Registration Report SCFA Ltd. Details of a seminar the County are hoping to run regarding Full-time. It is hoped to have Danny McConnell, the FA Full-time Consultant in attendance. v. SCFA Ltd. FA Community Awards 2011 v v SCFA Ltd. Correspondence regarding ball boys/girls for County Finals, circulated to Member Clubs. 47/ REPORTS a) CHAIRMAN - CHRIS COOPER Nothing to report. b) TREASURER HANNAH COOPER Absent i ii Bank Balance as of 3rd February 2011: 15, Less Club Deposits - balance available: 13, A draft analysis had been circulated to members prior to the meeting of how the account is split from the beginning of this season up until 11th February There are some cheques to clear that have been deposited, so the bank balance will go up, these are mainly due to fines and some new player registrations being paid. 1 P a g e

REGISTRATIONS SECRETARIES BRIAN SHACKLOCK/BOB RASHBROOK Registration details to date: Adult: 264 / Under 16: 211 / Under 15: 129 / Under / Under 13: 222 / Under 12: 171 / Under 11: 127 / Total: 1370 Dual registrations to date: 60 / Transfers to date: 11 Transfer deadline is today (14th February 2011) and last date for Player Registrations is 1st March FIXTURE SECRETARY PAUL PRESTON Abandoned match: Polegate Grasshoppers Girls v Marle Place Wanderers Girls (Under 15) Sunday 16th January Committee decision: Match to be re-scheduled at a date set by the Fixture Secretary. Maresfield Village Ladies v Ferring Youth Ladies (Ferring playing with 7 players) Sunday 16th January Committee decision: Ferring Ladies found guilty infringing Rule 10(E); Match declared void; Maresfield Village Ladies awarded match and no further action to be taken against Ferring Ladies. Clubs still late when confirming fixture it should be 120 hours prior to kick off. Looking forward to League Challenge Cup Finals (Sunday 6th March 2011). It was hoped that teams not having a fixture that day would support the Finals in the new format. It was suggested that Clubs who have a back log of fixtures can request a match on this day - the Chairman to speak to Paul. (ACTION: Chris Cooper) Having watched some games, I notice that if there is someone coaching that they do this from behind the touchline and not on the pitch. Trial of reporting goal scorers working well in the Womens Division when clubs remember to add the names on. May extend this to other divisions on application. Next season - divisions based on merit not geography high on the agenda, where team numbers will allow. Unfulfilled fixtures to date: 45 (see: Appendix Unfulfilled fixtures since January meeting) REFEREES SECRETARY RUSSELL BROOKS Most of semi finals got covered though due to a bit of confusion we had one where the appointed Match Official didn t turn up this was explained an accepted. All divisional games covered though we had one where the Match Official got lost en-route but all worked out ok. We had a situation where a Match Official said it was ok for a player to play when there was no Player Registration ID Card available. An was sent to all Match Official who officiate on the league reminding them not to get involved in these situations. League Challenge Cup Final appointments have been sent out and waiting confirmations back. On Monday 7th February 2011 I attended a SCFA Central Appointments meeting here at Lancing. Paul Jeffery said Russell should be congratulated on receiving his 15 year long service refereeing award from the SCFA. Likewise Russell also commented on Paul (Jeffery) getting the same award and Lionel Woodward receiving his 25 year long service award. LEAGUE WELFARE OFFICER EMMA HOWARD nothing to report RULES SECRETARY RICHARD PLANT Absent The meeting had received rule amendments proposed by Paul Preston. Members were asked to forward their views and comments to Richard. A decision can then be made at the March meeting as to whether the Committee support them. Also pending payment of Club fines ( ) Katie Hilton (Hastings Borough Youth Girls FC) and Ashleigh Jenkinson (Eastbourne Borough Girls); Suspension: Until interviewed by League Disciplinary Sub-Committee. b) i Charter Standard League (Paul Jeffery) Paul had met with Keveena Mosen and there should be no problem with becoming a Standard Chartered League for Season 2011/2012 Part of the process is that the League arrange for 2 x Training Session that are to be funded by the League. ii c) The Secretary informed the meeting that in the new set of Standard Code of Rules that had been published there is a requirement regarding Clubs being Standard Chartered Clubs. League Challenge Cup Finals Prior to me meeting notes taken at the League Challenge Cup Sub-Committee meeting were circulated and a short discussion took place on various items which agreement was required. The Secretary asked who would be available for the two days that the finals fell on. Sunday 6th and Thursday 10th March 2011: Chris Cooper; Russell Brooks; Shelley Brooks; Paul Jeffery; Alan Knight; Paul Preston and Bob Rashbrook Sunday 6th March 2011: Ron Gillard and Audrey Ryder Thursday 10th March 2011: Hannah Cooper and Maria Somes i Tony Lelliott said he was confident that sponsorship would cover the cost of the finals. d) Standard Code of Rules The Secretary said that he had received the updated version and there may be a lot of changes to consider. No Club shall be compelled to play after the concluding date. Original fixtures arranged by the Fixtures Secretary must not be arranged for a date later than seven days preceding the concluding date determined by the Annual General Meeting. A Club not wishing to have a game allocated to them is to apply to the Fixture Secretary using the Competition s preferred method of application with all the correct evidence supplied at least four weeks prior to the match date. 10(A) The Annual General Meeting shall determine the commencing and concluding dates for the ensuing season which shall be in accordance with Football Association Rules. No Club shall be compelled to play after the concluding date. Original fixtures arranged by the Fixtures Secretary must not be arranged for a date later than seven days preceding the concluding date determined by the Annual General Meeting. A Club not wishing to have a game allocated to them is to apply to the Fixture Secretary using the Competition s preferred method of application at least seven clear days prior to the match date. If the application is non-school activity related, clubs are allowed one authorised application per season which must be: relating to a match before 1st March and must not be for a Cup match or an additional play-off match to determine Divisional winners or runners-up. If the application is relating to a school activity then evidence will need to be supplied to support any such application. To give Clubs the option to postpone a game with flexibility for the League to arrange other fixtures within the League Policy Statement) 10(G) A Club may at its discretion and in accordance with the Laws of the Game use 3 substitute players in any match in this Competition who may be selected from 5 players. (Adult/Under 18 Section only) For Girls football for teams in the Under 16 age group and below, a player who has been substituted herself becomes a substitute and may replace another player at any time subject to the substitution being carried out in accordance with Law 3 of the Laws of Association Football. The maximum number of substitutes that can be nominated to the Referee is 3 (three). Mini-Soccer (Under 12 and Under 11) - any number of substitutions may be used at any time with the permission of the Referee. Entry onto the field of play will only be allowed during a stoppage in play. A player who has been replaced may return to the play as a substitute for another player. The teams gaining the highest number of points in their respective Divisions at the conclusion shall be adjudged the winners. Matches must not be played for double points. In Mini-Soccer points can only be awarded for Under 9 Competitions onwards. In the event of two or more teams being equal on points team rankings will be decided in the following order:- (i) goal difference (For Adult Divisions only) (ii) goals scored (For Adult Divisions only) (iii) deciding match(es) played under conditions determined by the Management Committee. For deciding matches, in the event of the scores in a special championship match played under conditions determined by the Management Committee being level at the end of the game, 30 minutes extra time shall be played in two equal periods of 15 minutes for Adult/Under 18/17, and 20 minutes extra time shall be played in two equal periods of 10 minutes for Under 16/15/14/13. If the scores are level following extra time, the winners will be determined by the taking of kicks from the penalty mark in accordance with the International Board Decision contained in the Laws of Association Football. 7 APPENDIX Rule Changes OLD RULE NEW RULE Reason 8 In each tie prior to the Semi Finals in this Competition the game shall be played on the ground of the Club first drawn unless otherwise mutually agreed with the Fixture Secretary for the match to be played on the opponents or an alternative ground. Should the tie be postponed on two occasions due to poor condition of ground the Fixture Secretary shall order a change of venue. 8 In each tie prior to the Final in this Competition the game shall be played on the ground of the Club first drawn unless determined by the Fixture Secretary.
