Process and make recommendations to the County Committee on the Grading of Clubs. Investigate and process matters relating to the Enforcement of Rules, including hearing Objections and Counter-Objections. Be responsible, in the first instance, for making decisions on applications for Transfer Within the County and the Grading of Players. Consist of a Cathaoirleach and Runaí nominated by the Management Committee for appointment by the County Committee, and 10 other named members of the County Committee and/or other suitable personnel (all of whom shall be named together with the County Referees' Administrator (who shall vote only on the appointment of Referees). Have plenary powers.

5 2 L e a t h a n a c h RÉAMHRÁ AN CHATHAOIRLIGH CHAIRPERSON S FOREWORD A chara, I am delighted to present the 2019 Fixtures Masterplan and Competition Regulations document on behalf of the Fermanagh Competitions Control Committee. Much effort has been put into the production of this document by our committee, which I am confident is as comprehensive as any produced by any Competitions Control Committee anywhere in Ireland. I hope that you will invest the time to read through this document to reflect the many hours work that have gone into preparing it. There is much useful information contained within this extensive document that, when read in conjunction with the Official Guide, will keep us all right throughout I am grateful for the commitment of each member of the committee, all of whom operate on a voluntary basis in order to ensure that competitions in Fermanagh are organised efficiently and that the principles set out are adhered to. As a committee, we believe in being open, honest and accountable to members of the association in Fermanagh and we have endeavored to engage with the appropriate bodies and individuals to explain why we have taken the decisions we have and to address any questions or queries there may be as early as possible. We are very conscious of the current challenges facing clubs across Ireland with regards to the pressures on the calendar, particularly with regards to fixture scheduling, the regularity and certainty of games and the varying needs of different groups of players within our association. Club football is the heart and soul of our association and we all need to work collectively to ensure that we showcase our games in the best light possible. The members of the Competitions Control Committee have an extremely challenging role in making decisions, which at times we know will not be universally popular, and which are made in the greater good rather than considering the individual needs of their own clubs. We have put in place key principles to guide us in our decision-making process, which will allow us to be consistent and strategic in our thinking and hopefully allow all stakeholders of the association to understand why we

6 3 L e a t h a n a c h have arrived at the decisions we have, regardless of whether there is universal agreement with the outcome. I hope you will support us in practical terms and with your goodwill as we attempt to meet our own challenging targets and to meet the varying needs of all of our stakeholders over the course of this season. We have endeavored, in so far as possible, to produce a finalised schedule of fixtures for the year for all adult and underage competitions. However, on occasion, events will transpire that will be outside of our control and as such, this schedule may unfortunately be subject to change, which shall be at the discretion of the CCC. Any such changes will be kept as minimal as possible and will be communicated as early as can be. As you will realise when you look through this book and the accompanying calendar, scheduling games in 2019 has been a real challenge, not least as a result of an U20 inter county league at the height of the summer. We are in discussions with two counties to move U20 inter county games from Saturdays to Wednesdays and the fixtures contained within this document are optimistically based on getting agreement on both those games. Further details on fixture scheduling and the rationale for some of our decisions are included within this booklet and I would ask you to read those before reaching a judgement on the schedule so that you may have a better understanding of the challenges facing the committee in arranging internal competitions. Also included in this booklet are the updated adult and underage competition regulations, which are to be read alongside the Official Guide and Fermanagh Bye Laws. I would ask everyone involved in the GAA in Fermanagh to familiarise themselves with these documents, so everyone knows what will happen in every eventuality. Some of these regulations will require the approval of Central Council and this process will being immediately. On behalf of the Fermanagh Competitions Control Committee, may I take this opportunity to wish all of our clubs every success in 2019 in reaching the goals that each individual and team has set for the year. 7 4 L e a t h a n a c h ÁR BPRIONSABAIL OUR PRINCIPLES Our key principles in decision making have been as follows: Players, along with all our stakeholders, deserve and require fixture certainty. Having a season with a definite completion date for all internal competitions. Clubs support a regular flow of games for senior club players through the summer months, including Games for Club Players. That there are safety net and reclaiming lost ground opportunities within the end of season league formats. All rounds of the league competitions shall be completed before any of the championship starts. Sustain a season long interest in club training, with championships, as the climax of the season and offering the best preparation possible for going into the end of league formats. Organising adult competitions where games are competitively important and meaningful throughout the season. Consistently, fairly and strictly enforcing all competition regulations, particularly with regards to postponements and accurate First 13 lists. Meeting the welfare needs of all players, club and county, by recognising that there are club player needs and county player needs, and they are both equally important within the amateur ethos of the GAA. The need for those who have a say in club fixtures (County Committee, Inter-County Management team, CCC and Club Management groups) to respect the desire and need for players to play regular games for their clubs. Giving the club and county teams that are acting as ambassadors for our county the best possible chance to prepare for and compete in Provincial and National Competitions.

10 7 L e a t h a n a c h ADULT COMPETITIONS FERMANAGH GAA ADULT COMPETITION REGULATIONS The Competitions Control Committee (CCC) shall designate an Adult Fixtures Administrator from amongst its membership, who shall be the main point of contact for all matters relating to Adult Fixtures under the jurisdiction of Coiste Chontae Fhear Manach and who shall administer such matters on behalf of the Committee. 2. Senior Football Leagues (SFL) i. SFL Division 1 Competition (2019) shall consist of ten teams and be played on a double round basis i.e. 18 league games for each club. The Top 4 teams will compete in the league semi-finals (1 st v 4 th and 2 nd v 3 rd ) with the two winners contesting the SFL 1 Final to decide the League Champions. There will be no automatic relegation; instead relegation will be decided by the following format: The teams finishing 9 th and 10 th will play off with the loser relegated. The teams finishing 7 th and 8 th will play off with the winner safe. The winner of 9 th /10 th will then play the loser of 7 th /8 th with the loser of that game relegated. ii. The SFL Division 2 Competition (2019) shall consist of ten teams and be played on a double round basis i.e. 18 league games for each club. There will be no automatic promotion; instead promotion will be decided by the following format: The teams finishing 1 st and 2 nd will contest the SFL 2 Final. The winners of that game will be SFL 2 winners and will be promoted to SFL 1. The teams finishing 3 rd and 4 th will play each other in the SFL 2 Promotion Semi Final. The winners of the SFL 2 Promotion Semi Final will play the losers of the SFL 2 Final in the SFL 2 Promotion Final. The winners of that game will be promoted to SFL 1. iii. The SFL Division 3 Competition (2019) shall consist of four teams, those finishing in 5 th, 6 th, 7 th & 8 th place of SFL Division 2. The teams finishing 5 th and 8 th will play in the first Semi Final, with the teams finishing 6 th and 7 th playing in the second Semi Final. The winners of the two Semi Finals will play in the SFL Division 3 Final. 3. Reserve Football i. The Erne Cups shall consist of second teams of those clubs in SFL 1 and SFL 2 and clubs not participating in SFL. ii. The Erne Cups shall be in 2 Divisions, separate to SFL.

11 8 L e a t h a n a c h iii. The Erne Cup Division 1 Competition (2019) shall consist of ten teams and be played on a double round basis i.e. 18 league games for each club. The top 2 teams will contest the final. The bottom 2 teams in Erne Cup Division 1 will be relegated to Erne Cup Division 2. iv. The Erne Cup Division 2 Competition (2019) shall consist of all remaining teams and be played on a double round basis. The top 2 teams will contest the final and are promoted to Erne Cup Division 1. v. Games in Erne Cup Division 1 & Division 2 are 13 aside, or 15 aside by agreement. vi. 3 points are awarded for a win (whether the opposing team turns up or not), 2 points for a game that ends in a game finishing in a draw in which both teams field, 1 point for a defeat (where the losing team turns up and fields a team) and 0 points are awarded to a team, or teams, that fail(s) to field. vii. A Reserve A Football Championship shall be organised on a knockout basis for the teams in Erne Cup 1. viii. A Reserve B Football Championship shall be organised on a knockout basis for the teams in Erne Cup 2. ix. Games in the Reserve Football Championships shall be 15 aside. Players ineligible for Reserve Football x. Any club fielding a team in the SFL 1 or 2 and wishing to field a team in the Erne Cup must name 13 players who will be ineligible to play in the Erne Cup. Penalty: On a Proven Objection or On an Inquiry by the Committee-in-Charge Award of Game(s) to Opposing Team(s) and 100 fine. xi. Any club fielding a second Erne Cup team must name another 13 players who will be ineligible to play for the second Erne Cup team. Penalty: On a Proven Objection or On an Inquiry by the Committeein-Charge Award of Game to Opposing Team and 100 fine. xii. These lists must be submitted to the Adult Fixtures Administrator at least one week prior to the start of Erne Cup competitions and approved by the CCC. The initial list shall be based on participation by players in the 2018 SFC/IFC/JFC championship. The inclusion of any player who was not a regular participant in the 2018 SCF/IFC/JFC must be justified by the club. xiii. These lists may be revised at any time by the CCC on the written request of the club provided that:

12 9 L e a t h a n a c h xiv. xv. xvi. xvii. xviii. a. The player being removed from the list has missed or will miss two consecutive games in SFL. b. The player being removed from the list is replaced by another player (normally this player should be the one who is replacing him on the club s first/second team). The CCC shall have the power to include or remove players from this list if it deems their inclusion/exclusion appropriate. Any player who has been named on a matchday panel with the County Senior Football Squad (McKenna Cup, National League or Championship) in a calendar year, or in the two calendar years prior (2019, 2018 or 2017), is prohibited from playing in the Erne Cup or Reserve Football Championship in that year. Penalty: On a Proven Objection or On an Inquiry by the Committee-in-Charge Award of Game to Opposing Team and 100 fine. The 1 st 13 lists from each club shall be revised before the first round of Reserve Football Championships to exclude 13 players from Reserve Football Championships. No revisions will have been deemed to have been made until written confirmation has been provided in writing to the club secretary by the Adult Fixtures Administrator. After a club has played its first SFC/IFC/JFC game, it shall resubmit, within seven days, to the Adult Fixtures Administrator a list of 13 players, who shall subsequently be ineligible to participate in the Erne Cup and Reserve Championship. No further re-gradings shall be permitted after this deadline. 4. Club Championships i. The Senior Football Championship (SFC) is organised as follows- Round 1 games - SFC quarter finals. The four 1st Round winners will enter the semi-final of the SFC and the two winners will contest the SFC final. The four 1st Round match losers will enter the championship relegation play-offs. The two defeated teams from those play-offs will contest the SFC relegation final with the loser being relegated to the following year s Intermediate Championship (IFC). ii. The Intermediate Championship (IFC) is organised as follows- Round 1 games-ifc quarter finals. The four 1st Round winners will enter the semi-finals, two winners will contest the IFC final and the winners of that final will be

13 10 L e a t h a n a c h promoted to the following year s Senior Football Championship (SFC). The four 1st Round match losers will enter the championship relegation semi-finals. The two defeated teams will contest the IFC relegation final, with the loser being relegated to the following year s Junior Football (JFC). iii. iv. The Junior Football Championship is organised as follows: Round 1 games - JFC Quarter Finals 1 and 2. The two 1 st Round winners will play in Semi Final 1. The two losers shall play-off in Quarter Final 3 with the loser going out. The winner of QF3 shall play the loser of SF1. The winner of this game will play the winner of SF1 in the JFC Final and the winners of that final will be promoted to the following year s Intermediate Football Championship (IFC). Notwithstanding the provisions of any other Rules, the following requirements shall specifically apply to all Club Championship Games organised under Regulation 4: a. The Team line-out (the jersey numbers and the names in Irish and English of fifteen starting players and up to fifteen substitutes - total thirty), along with the names of the management team, shall be registered with the Adult Fixtures Administrator not later than 9am on the Wednesday before a week-end game. Penalty: Withdrawal of Sideline Privileges from Bainisteoir for the game in question. b. The starting team shall be provided to the referee on an official team list at least 20 minutes before the scheduled start time of the game. Penalty: Withdrawal of Sideline Privileges from Bainisteoir for the game in question (or next game if already privileges already withdrawn). c. In the case of a valid withdrawal for For Non-Senior Inter-County Championship games the jersey number of the player being replaced shall be used by the replacing player. Such withdrawal shall be notified in advance of the commencement of the game to the Committee-in-Charge/Match Monitor at least 15 minutes prior to throw-in. The inclusion of A.N. Other is not permitted. d. Players must be numbered exactly in accordance with the published match programme. Penalty: 50 fine for each breach.

14 11 L e a t h a n a c h v. All Championship draws shall be open and the First Round/Quarter Final Draws shall take place during the month of April. Draws for subsequent rounds shall be made when the previous rounds have been played. All Championship games (with the exception of Finals) shall be played (except by agreement and with the approval of CCC) at neutral venues. Competition Regulations shall be produced for the Club Championships. 5. Teams Finishing on Level Points In the event of teams finishing on level points in the Erne Cup or Senior Football League, the tie shall be decided by the following means and in the order specified: i. Where two teams only are involved - the outcome of the meeting of the two teams in the previous game(s) in the Competition; ii. Scoring Difference (subtracting the total Scores Against from the total Scores For); iii. Highest total Score For; iv. Highest total Goals For; v. Scoring Average (dividing the total Scores For by the total Scores Against); vi. A Play-Off. 6. In relation to Regulation 5 (ii), (iii), (iv) and (v) above, if the accumulated scores of a team, so involved, are affected by a disqualification, loss of game on a proven objection, retirement or walk over, the CCC may decide that the tie be decided by a Play-Off. 7. Drawn Games in Knockout/Playoff i. Replays shall be held for all SFC/IFC/JFC matches and SFL Finals ending in a draw. In the event of the replay ending in a draw, extra time shall be played, which shall consist of two periods of ten minutes. If, after playing extra time, the match is still drawn, a further replay shall be arranged. ii. For all other knockout games not included in Regulation 7(i) finishing as a draw, two 10-minute periods of extra time shall be played. If teams are still level, an additional two periods of five minutes each way will be played. There shall be a maximum time space of five minutes between the end of the first phase of Extra Time and the beginning of the second phase. The Half Time interval in the second phase of Extra time should not exceed five minutes. For the

15 12 L e a t h a n a c h purposes of Riail 2.6 (a) (f) Players in Extra Time Rules of Specification T.O Cuid II, Phase 2 of Extra Time shall be considered an extension of the initial Extra Time provision rather than as a new period of Extra Time (e.g. a team reduced to 14 players because of a sending off during the playing of the first phase of Extra Time must start Phase II with only 14 players etc.) If still level at the end of the Phase 2 of Extra time, a mechanism in line with that agreed by Central Council shall be used to decide the outcome. 8. Availability of Inter-County Players In addition to Rule 6.22 T.O. 2018, the period of time during which Inter- County Players shall not be expected to fulfil Club Fixtures prior to Inter- County Games, in the same code, shall be as follows: i. Senior Inter-County League and Championship: a. All-Ireland Final - 17 days. b. Provincial Final 17 days c. All other Games - 10 days. ii. U20 Inter-County League and Championship: a. All Games 3 days 9. Games for Club Players The Competitions Control Committee may, at any time, designate certain SFL matches to be Games for Club Players (GCP). i. Where the CCC designate a game as a GCP 26 Matchday Panel - Players who are not included in an Inter-County Senior Panel of twenty-six players, shall be available to their Clubs for these Games for Club Players on the weekends of Inter-County Senior games. ii. Where the CCC designate a game as a GCP Full Panel - Players who are not included in an Inter-County Senior Panel shall be available to their Clubs for these Games for Club Players on the weekends of Inter-County Senior games. iii. Where the CCC designate a game as a GCP 15 + used subs - In the event of a club game taking place on the same weekend, but after the Inter County match, and no less than 10 days before the next scheduled Inter County match, those players who did not play for the County team in the preceding game shall be available to their Clubs for that game. iv. The penalty for the club of an ineligible member of an Inter-County Panel participating in a Game for Club Players, shall be the awarding of the game to the opposing team. In the event of both

16 13 L e a t h a n a c h teams involved in a game breaching this rule, this shall result in the forfeiture of points for the two teams. There shall also be a fine for the responsible Club(s) of 100. v. In the event of a game originally designated as a Game for Club Players being postponed for any reason, those players not available for a game on the original date as a result of their involvement with the Inter County Senior panel shall not be available to play in the refixed game, unless the Competitions Control Committee provide written confirmation to both clubs in advance of the game. 10. Unfulfilled Fixtures The penalty for each unfulfilled fixture in the Senior Football League shall be the award of the game to the opposing team and a fine to the team(s) responsible of 200, one half of which shall be passed on to the other team involved, once the fine is received by Coiste Chontae Fhear Manach. The penalty for each unfulfilled fixture in the Erne Cup shall be the award of the game to the opposing team and a fine for the responsible team(s) of 100. Failure to field in two consecutive matches in the same season may leave the team liable to disqualification from that competition for the rest of the season. 11. Postponement of Matches i. Matches may be postponed in the following circumstances: a. Death of, or death of a first degree relative (father/mother, son/daughter, brother/sister, husband/wife/partner) of a Player, Manager, Club Chairperson, Club Secretary, Club Treasurer or Club President during the 72 hours preceding the game. b. In case of death of Parish Priest or Curate in the Parish of any team engaged. c. With the agreement of both teams on a re-fixture date and with the approval of the Competitions Control Committee, all of which shall be in place no less than 72 hours before the game is due to begin. d. If for any reason the Competitions Control Committee considers it necessary. ii. The Adult Fixtures Administrator must be notified by the secretary of the club responsible for the postponement, in reasonable time of all postponements, stating the reasons for same. iii. No fixture may be postponed more than once, unless under exceptional circumstances.

All postponement re-fixtures must take place before the playing of the final round of league fixtures and there shall be no postponement of the final round of fixtures, except under regulation 11a. a., b. or d. above. v. Matches postponed in accordance with Regulation 12 or matches not played due to failure of a referee to appear shall be re-fixed by the Competitions Control Committee, having consulted with both teams. vi. No game shall be considered to be postponed until such times as written confirmation is provided by the Adult Fixtures Administrator. 12. Unplayable Pitches Guidance for when a pitch may be unplayable: i. The Secretary of the Club must request a pitch inspection from the Adult Fixtures Administrator as soon as possible. ii. A pitch can only be judged to be unplayable by a referee chosen or appointed by the Referees Appointment Officer or by the Adult Fixtures Administrator. iii. An officer of the club should make themselves available when the pitch inspection is being done and the decision being made. iv. CCC has the power to rearrange a game from a pitch deemed unplayable to an alternative venue, including that of the other team involved. 13. In addition to the requirements of T.O Cuid II, 2.5 (i) before all official games, the Referee shall be given a list of players, in duplicate, generated and printed from the GAA Management System (Servasport), which shall include the following details: i. Full name of player (in both Irish and English) ii. Player s GAA membership number iii. Date of Birth iv. Jersey number of starting players only 14. The names of the following team officials must be included on a list provided to the referee prior to commencement of all adult fixtures. i. Bainisteoir ii. Maor Foirne iii. Maor Uisce iv. Medical Person/First Aid/Physio v. Any other personnel present

18 15 L e a t h a n a c h 15. Teams shall wear their registered distinctive colours in inter-club competitions. In all Championship games, League Semi Finals and League Finals (including promotion and relegation games) where there is a similarity of colours, both teams shall change to their alternative registered colour(s). For all other games, the team not due to be playing at home shall change to their alternative registered colour(s). Penalty: Club(s) shall be liable to a minimum of 100 fine. 16. The CCC reserves the right to amend its published games calendar as it deems necessary. 17. Any Club seeking to record a game must seek and receive permission in writing from the County Secretary in advance of the game. Any approval granted shall be on the understanding that the Competitions Control Committee, Hearings Committee or County Secretary shall be provided with a copy of the recording if requested. The club must inform the opposition of the recording and a copy provided if requested. 18. Referees i. Each club shall supply at least one active referee for Adult Competitions to the panel for refereeing club games within Fermanagh. ii. The Competitions Control Committee shall set a minimum target for each club on the number of games at which its referee officiates. Any club failing to meet such targets shall have home advantage removed for all adult games until such times as they are in compliance. iii. The Host club and Travelling Club shall each be responsible for providing two umpires and one linesman for all games, with the exception of Club Championship games. 19. Winners of all competitions under the control of the County Committee shall be presented with a trophy. The number of medals shall be 24 for all adult competitions. 20. All trophies must be returned to the Adult Fixtures Administrator or to the Secretary of Coiste Chontae Fhear Manach, before the April County Committee meeting. Penalty: 20 fine per month per trophy.

The Club Committee is responsible for the safe custody of all trophies and shall be held responsible for the cost of repair of replacement necessitated as a result of any damage to trophies, as determined by the CCC. Each club shall have a nominated officer who shall be the point of contact for CCC with regards to trophies. 22. The above regulations shall supersede all previous regulations and regulations passed at County Committee. They shall be referred to by number in all objections, appeals and such like documents wherein they are used. Recommendations for their amendment or deletion shall quote the number of the regulation to be amended or deleted, and if passed by the required majority at a County Committee meeting shall become operative. 20 17 L e a t h a n a c h SCHEDULING ADULT CLUB COMPETITIONS As is always the case, but even more so in 2019, the ability of a County Competitions Control Committee to schedule adult club football is heavily impacted by external factors. In the early part of the year, our natural commencement date for adult club is determined by the conclusion of the National Football League (NFL), the finals of which will take place on Sunday 31 st March. We intend to start our Senior Football Leagues on that day, unless Fermanagh reach the NFL Final. The Erne Cup will also begin on that weekend, allowing a joined-up approach within clubs to adult football and the submission of accurate first 13 lists from the start. Any club wanting to play football before that date is encouraged to enter the Ulster Club League. Moving on through the year, the month of April has been set aside for club football and we are making full use of that, scheduling 5 rounds of SFL games over the 4 weekends in April. The months of May and June will see difficulties begin to emerge. In Fermanagh, due to the goodwill from clubs and the belief that club players are entitled to regular games, we have normally been able to continue on with our SFL competitions, regardless of the progress of the Senior County team. However, with the introduction of an Inter-County U20 league and championship during this busy time, we believe it unfair and unreasonable to ask or expect clubs to play games without members of both the Senior and U20 county panels, given that some clubs have significant representation across both panels, leaving them without more than 10 players for club games. In its submission to Ard Comhairle seeking the introduction of an U20 league competition at this time of year, the Central Competitions Control Committee claimed that there is little club activity anyway in June and early July and that all U20 championship games should be played mid-week.

21 18 L e a t h a n a c h In Fermanagh, there would normally be club football every weekend in June and early July and in Ulster, all U20 championship games are being played at weekends, despite the commitments made. We have submitted our opinions on this matter to both the Ulster Council and to the Central Competitions Control Committee and we have asked them to play these competitions in Spring or at the very least, to play all U20 games mid-week. Our Fixtures Analysts have fed back to the National Fixture Analysis Committee that the scheduling of the U20 competitions at the proposed time will have a significant impact on our ability to organise adult club football. Our views have not had the desired impact and the U20 competitions are proceeding as planned. If that went as planned, we would be unable to schedule any SFL games from 25 th May until at least 16 th June as a result of the scheduling of the U20 competitions. This period without senior club football would also include the weekend of June due to the scheduling of the U20 Football Championship. If Fermanagh progress in the U20 Championship, the Ulster Semi Finals are on 5 th July, the Final is on 13/14 July and the All Ireland Semi Finals and Final are being played on 27/28 July and 3/4 August respectively. For example, if Fermanagh reach the Ulster U20 Final and we adopted the policy of not playing Senior Club Games on the same weekend as U20 County games, we would have a serious crisis with fixture scheduling in Fermanagh as there would be 7 consecutive weekends with no senior league games. That would have a even bigger impact on our ability to conclude competitions in a timely fashion, but we will deal with the situation as it arises. However, we have sought to reach agreement with Longford and Leitrim with regards to two U20 league games due to be played on Saturdays at the end of May and start of June. We are hopeful that we can get agreement to play those games on Wednesdays, reducing the impact on club football. We are planning to proceed with senior club games at the times when Fermanagh s progress in the U20 competition is not guaranteed. Due to the time challenges, we cannot find a scenario where we extend this already lengthy break and we can get all games played in time. We therefore

22 19 L e a t h a n a c h suggest that if Fermanagh progress and individual clubs want to amend their own games, then they should follow the standard process of agreeing a refixture with their opponents. We cannot have a situation where league games are being played after the commencement of the Ulster Club Championship in October as teams will be holding back waiting for Fermanagh s 3 representatives to return to club football. We know from experience that this leads to an increase in the number of games not being played, which can distort the final league standings as some teams may be fortunate to pick up points that they would not necessarily have got had the game been played. Whilst the scheduling of U20 activity in May, June and July will have a devastating impact on club activity, we believe that the introduction of an inter-county development league is a welcome and important step, but we strongly believe that it should be played in the spring time, when the impact on club football will be much lower. This change needs to happen for 2020 and our representatives to Ulster Council and Central Council should be mandated to express that view. The feedback from our survey in 2018 indicated that players were largely in favour of Sunday games being played earlier in the day and were generally supportive of more games on Friday or Saturday night. One issue that was raised was the impact on players of playing multiple games at weekends, particularly when county players are not available to their clubs. Therefore, we have endeavored to play Reserve games during the week at times when Senior games will be, or could be, played without county players. We have also avoided the situation of players being asked to play three games in three days, as was unfortunately the case in At the tail end of the season, the optimum closing date for internal senior club competitions is one which leaves our three championship winners with the best possible preparation to participate in their respective Ulster Club Championship games, which will be played on 19/20 October.

23 20 L e a t h a n a c h We intend to leave a free weekend for preparation for all teams, although if the SFC Final ends in a draw, this free weekend would not be possible, unless League Semi Finals or Finals were to be played mid-week. We strongly believe that the best way in which to organise our Senior club competitions is to play all rounds of the SFL first, followed by the championship block, before returning to conclude the Semi Finals and Finals of the leagues. This means that all clubs enter the championship block with the same preparation period and should lead to more meaningful league games in the closing stages as all clubs will want to build momentum ahead of the championship. The difficulty with playing the league Semi Finals and Finals before the championship is that some teams will be left idle for a few weeks, with others involved in playing competitive football. If we were to play the championship block before the 18 rounds of senior league games were concluded, it is very hard to get teams motivated to return to playing rounds of league football and this leads to increased numbers of conceded games. 41 38 L e a t h a n a c h UNDERAGE COMPETITIONS FERMANAGH GAA UNDERAGE COMPETITION REGULATIONS The Competitions Control Committee (CCC) shall appoint a Youth Fixtures Administrator from amongst its membership, who shall be the main point of contact for all matters relating to Underage Fixtures under the jurisdiction of Coiste Chontae Fhear Manach and who shall administer such matters on behalf of the Committee. 2. All disciplinary matters regarding underage football in Fermanagh shall be a matter for the Competitions Control Committee. 3. Club secretaries shall send details of their registered teams to the Youth Fixtures Administrator at least 96 hours prior to the commencement of a competition or that team(s) may be refused entry into that competition. 4. A club which is entering two teams at the same age level must submit a list of players who shall not be eligible to play in the second named team. The number of players on this list shall be two fewer than the number of players starting in the competition in which the first team is participating. This list can be amended at any stage during the competition with the approval of the CCC. 5. Competitions shall be organised at the following age groups in Fermanagh in 2019: i. Under 11.5 (League) a) A player shall have celebrated his/her 8th birthday prior to July 1st and be due to celebrate his/her 12th birthday on or after July 1st of the calendar year. This is a competition for boys and girls of an appropriate age for Primary 5, Primary 6 and Primary 7 only. b) Smart Touch (size 3) footballs shall be used. c) A player in possession of the ball is allowed one solo & one bounce or two solos and then must release the ball. If a player deliberately drops the ball to the ground or loses control of the ball once they have taken two touches, another player must touch the ball before the original player can touch the ball again. Penalty: Free kick from where foul occurred.

42 39 L e a t h a n a c h ii. d) The ball may be lifted off the ground with the feet only. e) All kickouts, restarts and free kicks can be taken from the hand or off the ground. f) The player who is fouled takes the free and when an opponent fouls the ball e.g. overcarries it, the player nearest to the ball takes the free. g) The opponent nearest to where the ball crosses the sideline, takes the sideline kick from the hands. h) When a defender plays the ball over his/her own endline, the other team are awarded a free kick from the centre of the field opposite where the ball crossed the endline. i) Playing Area is to be 90m x 40-50m (2 Playing Areas fit on 1 standard pitch). j) Games are to be played at maximum 11 v 11. k) Well secured portable goal posts shall be used (4.5m x 2.2m or similar). Training poles or flags may be used, when required. Cones shall be used to mark the boundary lines. l) All scores (goals and points) are worth 1 point. m) 4 periods of 10 minutes will be played as default. In the event of both teams agreeing, one further period of 10 minutes may be played. 50 minutes will be the maximum allowed playing time. n) Games may be refereed by referees who have completed the Go Games Young Whistler course. Under 13 (league and championship) a) A player shall have celebrated his 9th birthday prior to January 1st and his 13th birthday on or after January 1st of the Championship Year. b) Size 4 footballs shall be used. c) A player in possession of the ball is allowed one solo & one bounce or two solos and then must release the ball. The top two teams in each Division shall compete in the Final. c) Games shall be 13 aside, or 15 aside by agreement. d) Games being played on a 15 aside or 13 aside basis shall take place on a full-sized pitch. e) 3 points are awarded for a win (whether the opposing team turns up or not), 2 points for a game that ends in a draw, 1 point for a defeat (where the losing team turns up) and fields a team and 0 points are awarded to a team that fails to field. f) The winners of the U21 Competition shall represent Fermanagh in any Provincial competition or other appropriate tournament that may be arranged. 6. A Grading Workgroup shall be formed before the February Youth Committee meeting to make recommendations on the grading of each team entered in each competition. The membership of this workgroup shall be appointed by the Competitions Control Committee and shall include at least five members deemed to have relevant knowledge, skills or experience. It shall be a matter for the Grading Workgroup how it decides on the grading of each team, but it should take relevant factors into consideration, such as the number of players and the performance of this group of players in previous years. Recommendations from the workgroup shall be forward to the Competitions Control Committee for its

47 44 L e a t h a n a c h consideration and approval. Decisions on gradings shall be circulated to clubs at least 14 days prior to the beginning of a competition. 7. Teams Finishing on Level Points In the event of teams finishing on level points in the league stages of a competition, the tie shall be decided by the following means and in the order specified: i. Where two teams only are involved - the outcome of the meeting of the two teams in the previous game(s) in the Competition; ii. Scoring Difference (subtracting the total Scores Against from the total Scores For) from the games involving only those teams that are tied on points; iii. Highest total Score For from the games involving only those teams that are tied on points; iv. Highest total Goals For from the games involving only those teams that are tied on points; v. Scoring Average (dividing the total Scores For by the total Scores Against) from the games involving only those teams that are tied on points; vi. A Play-Off. 8. In relation to Regulation 7 (ii), (iii), (iv) and (v) above, if the accumulated scores of a team, so involved, are affected by a disqualification, loss of game on a proven objection, retirement or walk over, the CCC may decide that the tie be decided by a Play-Off. 9. Drawn Games in Knockout/Playoff i. Replays shall be held for all Finals ending in a draw. In the event of the replay ending in a draw, extra time shall be played, which shall consist of two periods of ten minutes. If, after playing extra time, the match is still drawn, a further replay shall be arranged. ii. For all other knockout matches finishing as a draw, two 10-minute periods of extra time shall be played. If teams are still level, an additional two periods of five minutes each way will be played. There shall be a maximum time space of five minutes between the end of the first phase of Extra Time and the beginning of the second phase. The Half Time interval in the second phase of Extra time should not exceed five minutes. For the purposes of Riail 2.6 (a) (f) Players in Extra Time Rules of Specification T.O Cuid II, Phase 2 of Extra Time shall be considered an

48 45 L e a t h a n a c h extension of the initial Extra Time provision rather than as a new period of Extra Time (e.g. a team reduced to 14 players because of a sending off during the playing of the first phase of Extra Time must start Phase II with only 14 players etc.) If still level, replay shall be arranged, which should be played between 3 and 5 days later. 10. The penalty for each unfulfilled fixture shall be the award of the game to the opposing team and a fine for the responsible Club of 100, in line with T.O (6.38). This fine shall not be imposed if notification of three hours or more is provided to the Youth Fixtures Administrator and the club secretary of the other team involved. Failure to field in two consecutive matches in the same season may leave the team liable to disqualification from that competition for the rest of the season. 11. Postponement of Matches i. All correspondence regarding postponements shall be between the Club Secretary and the Youth Fixtures Administrator (or in his/her absence the Chairperson/Secretary of the CCC). Clubs should not contact the Referee or the Referee s Appointment Officer directly. ii. Matches may be postponed in the following circumstances: a) Death of, or death of a first degree relative (father/mother, son/daughter, brother/sister, husband/wife/partner) of a Player, Manager, Club Chairperson, Club Secretary, Club Treasurer or Club President during the 72 hours preceding the game. b) Death of Parish Priest or Curate of any team engaged. c) If for any reason the Competitions Control Committee considers it necessary. iii. The Youth Fixtures Administrator (or in his/her absence the Chairperson/Secretary of the CCC) must be notified by the secretary of the club responsible for the postponement, in reasonable time of all postponements, stating the reasons for same. iv. In the event of a postponement being agreed by the two Clubs and with the permission of the Youth Fixtures Administrator (or in his/her absence the Chairperson/Secretary of the CCC) following the submission of an approved form by both Club Secretaries, the

49 46 L e a t h a n a c h re-fixture must take place by within a reasonable period of the postponement. The definition of reasonable shall be a matter for the Competitions Control Committee to determine on a case by case basis. Failure to comply may result in forfeiture of points for the two teams. v. All postponement re-fixtures must take place before the playing of the final round of league fixtures and there shall be no postponement of the final round of fixtures, except under regulation 11a. i., ii. or iii. above. vi. Matches postponed without an agreed alternative between both clubs, or matches not played due to failure of a referee to turn out, or an unplayable pitch will be re-fixed by the Competitions Control Committee. 12. When a pitch may be unplayable: i. The Secretary of the Club must request a pitch inspection from the Youth Fixtures Administrator (or in his/her absence the Chairperson/Secretary of the CCC). ii. A pitch can only be judged to be unplayable by a referee chosen by the Referees Appointment Officer. iii. An officer of the club must be present when the pitch inspection is being done and the decision being made. iv. CCC has the power to rearrange a game from a pitch deemed unplayable to an alternative venue, including that of the other team involved. 13. In addition to the requirements of T.O Cuid II, 2.5 (i) before all official games, the Referee shall be given a list of players, in duplicate, generated and printed from the GAA Management System (Servasport), which shall include the following details: i. Full name of player (in both Irish and English) ii. Player s GAA membership number iii. Date of Birth iv. Jersey Number 14. There shall be no maximum number of substitutions made during a game of a competition up to and including U15 (but not the U15 Championship). A substitution may only be made during a break in play. A substitute may only enter the field of play having received permission from the referee and after the player being replaced has left the pitch.

50 47 L e a t h a n a c h 15. The names of the following team officials must be included on a list provided to the referee prior to commencement of all fixtures. i. Bainisteoir ii. Maor Foirne iii. Maor Uisce iv. Medical Person/First Aid/Physio v. Any other personnel present 16. The Respect Initiative will apply in all underage competitions. Players and coaches shall line up behind their manager after the game to shake hands with the referee, opposing players, manager and coaches. 17. The CCC reserves the right to amend its published games calendar as it deems necessary. 18. Referees i. Each club shall supply at least one active referee for Underage Competitions to the panel for refereeing club games within Fermanagh. ii. The Competitions Control Committee shall set a minimum target for each club on the number of games at which its referee officiates. Any club failing to meet such targets shall have home advantage removed for all underage games until such times as they are in compliance. iii. The Host club and Travelling Club shall each be responsible for providing two umpires and one linesman for all games. 19. All cups/trophies awarded, together with any cups/trophies which may be presented to the County Committee at any time, shall be the exclusive property of the County Committee 20. Winners of all underage competitions under the control of the County Committee shall be presented with a wall plague, which is to be retained by the club. The number of medals shall be 24 for all underage competitions. 21. The above regulations shall supersede all previous regulations and regulations. They shall be referred to by number in all objections, appeals and such like documents wherein they are used. Recommendations for

52 49 L e a t h a n a c h SCHEDULING UNDERAGE CLUB COMPETITIONS The GAA is moving (at a national level) to an underage system that all counties must operate using the U13, U15, U17 and U19 model for club competitions. This will be put into place from 2020 on so it makes sense that we fully embrace this move in 2019, moving on from the initial steps made in In November 2018, it was agreed that we would move to the U13, U15, U17 and U19 age grades. Like the situation with adult competitions, there are substantial external challenges facing a County Competitions Control Committee in determining when there is suitable space within the calendar to schedule underage competitions. Taking all things into consideration, we have decided to play the U19 and U15 competitions in the first half of the year and the U17 and U13 competitions in the second half of the year. One of the benefits of this is that it removes the possibility of any player playing for more than one team at any time as an U15 player cannot play U19 football and an U17 player cannot play adult football. The biggest issue remaining with such a format is that leaving a player with no regular football until they reach a standard to play at U13 level would be considered late in the player pathway. The work carried out by the Games Development Manager and County Coaches in arranging Go Games blitzes and by various clubs in organising tournaments has helped to fill this gap and will continue to be important work. However, as a result of us historically having a comprehensive U12 programme, for boys and girls, much of this activity focused on U8, U10 and U10.5 age grades and this gap needs to be filled. We are therefore introducing an U11.5 (P7) competition to take place from early April until the middle of May. In line with the Official Guide, these games will be arranged on the Go Games model. In terms of scheduling, one of the challenges we face is that inter-county U16 & U17 Academy games begin on Saturday 2 nd March and for 6 Saturdays in a row, both those panels of players are involved in competitive inter-county matches. The U17 inter-county football championship begins at the end of April, taking up another four possible weekend slots and the U17 Celtic Challenge (hurling) starts at the end of March and runs right through until August.

53 50 L e a t h a n a c h In the month of March, we do not have the ability to schedule mid-week matches due to the time it gets dark and a shortage of grounds with floodlights. Once we get into April, May & June, there are external pressures on young men taking part in GCSE & A Level exams, which causes a further problem with fixtures scheduling and we have taken this into consideration in our fixture planning. For example, the majority of U15 league and championship games take place during these months and we have endeavored to avoid playing midweek games during this time to ease the pressure on people preparing for exams. Of the 11 slots for league fixtures (including the finals), 7 of them are fixed for Saturday mornings, 3 are down for Friday evenings, with only 1 game on a Thursday evening (25 th April), which is well before the GCSE exams begin in mid-may. All championships games (except replays) are fixed for Saturday mornings. U19 activity will conclude at the end of March, which is very early in the year, but the challenge of deciding whether to extend the programme of games has to be balanced against a number of factors. These include the large number of 18/19 year old players at university and unable to make mid-week games and the overlap of players that would be involved in adult teams at weekends, thus making games at those times unworkable. Once again, the U21 competition is being played once the adult club competitions come to an end in October. The re-introduction of this competition has been a huge success in the last two years, with 15 clubs taking part in We want to see all 20 clubs represented in 2019, a most achievable objective. We are well aware of the various pressures facing young men in a modern society. We need to ensure that we take into consideration the need for young people to have a social life, to be able to focus on their education, to sustain a part-time job or work on the family farm, or to be enabled to participate with other teams (club, school and county) within the GAA. We also want to provide regular and meaningful games for the maximum number of players. We understand that a small minority within the county are very active across a number of teams, but their activity should not be used as justification for denying the vast majority of our players regular games, so a balance between the two has to be found.

54 51 L e a t h a n a c h We believe that, with the space available to us, the proposed format for 2019 provides that balance as best we can. If we were operating with a blank canvass, we would do some things differently. We have continued the practice of setting Monday evenings aside for hurling and for ladies football within the county. No games are being organised for Monday evenings and clubs are once again asked not to arrange training for Monday evenings.
