8 ESSA Rec Soccer Tournament Rules 1. Laws of the Game - Games will be played with the following criteria Age Group # of players Game Length PK OFF Direct Ball Size U7/8 6 v 6 4 (10) minute quarters No No No Size 3 U9/10 6 v 6 2 (20) minutes halves No No No Size 4 U11/14 7 v 7 2 (20) minutes halves Yes Yes Yes Size 5 Half time and quarter Breaks U7/8 (2 minute break between 1 st & 2 nd quarters, 2 minute break Between 3 rd & 4 th quarters, 5 minute half time) U9/10 (10 minute half time) U11/14 (10 minute half time) a) No slide tackles will be permitted. b) Poor sportsmanship will not be tolerated by coaches and/or players. 2. Ties - In the event of a tie at the end of regulation play, the following procedures will be applied: 1. A mandatory overtime (OT) period of five (5) minutes will be played. This overtime shall be played in its entirety. There is no golden goal or sudden victory. 2. In case of a tie after OT, Kicks from the Penalty Mark rules will apply to determine the winner. Only players playing at the end of OT will be allowed to participate in the kicks. Standard FIFA rules will be followed: o Each team shall select five (5) players, from the players on the field at the conclusion of the overtime period, to kick. o The referee will toss a coin and the team whose captain wins the toss selects whether to take the first or second kick. o Teams shall alternate kicks. o If, before both teams have taken five (5) kicks each, one team has scored more goals than the other team could, even if it was to score on each of its remaining kicks, taking kicks shall cease and the winner declared. o If, after both teams have taken five (5) kicks, both have scored the same number of goals, or have not scored any goals, the kicks shall continue with five new players selected from the remaining players who were on the field at the end of the overtime. Kicks continue until such time as both teams have taken an equal number of kicks (not necessarily five more kicks) and one team has score one goal more than the other. This means if teams are tied after the first round of five penalty kicks, successive rounds of one shooter from each team will be taken until one team prevails. No player may take a second kick until all other eligible players have kicked. Page 1
9 ESSA Rec Soccer Tournament Rules 3. Sportsmanship What is sportsmanship? - According to Webster, sportsmanship is "fair play, respect for opponents, and the gracious behavior in winning and losing" Good Sportsmanship - Good sportsmanship is when teammates, opponents, coaches, and officials treat each other with respect. Kids learn the basics of sportsmanship from the adults in their lives, especially their parents and their coaches. Kids who see adults behaving in a sportsmanlike way gradually come to understand that the real winners in sports are those who know how to persevere and to behave with dignity - whether they win or lose a game. This is one of the most difficult of life's lessons for kids to learn. Everyone wants to win the game, otherwise, why would we even play them. It's not whether you win or lose, its how you win and lose that defines your sportsmanship. The EastSide Soccer Association wants to stress the importance of sportsmanship and how important it is to the development of our young players. "Winning isn't everything" is the message ESSA wishes its parents and kids to take away from the game of soccer. Let's teach our kids good sportsmanship, how to be a good winner and a good loser and let's have fun playing and watching the world's most popular sport. We owe it to our kids. ESSA reserves the right to prohibit any child and/or parent who cannot be a good sport from participating in the tournament. Examples of poor sportsmanship 4. Equipment a. The use of profanity b. Arguing with a referee c. Fighting among parents, coaches and/or players d. Encouraging players to engage in harmful plays, i.e. slide tackles, elbowing, pushing, shoving etc. a. All players are required to wear shin guards. b. All body piercing and other jewelry must be removed, including newly pierced ears. c. Any equipment eligibility concerns not specifically mentioned in these rules shall be ruled by the Referee 5. Player / Coach / Spectator Locations: d. Both teams will be on the same side of the field, including coaches. e. All other persons must be on the opposite side. No spectators or coaches are allowed behind the goal lines. f. The spirit of the game and sportsmanship are paramount. 6. Protests - The decision of the referee will be final. Protests are not allowed. 7. Final Arbitration The ESSA Board is the final interpreter of the rules and regulations and reserves the right to issue the final decision of all matters pertaining to the tournament. Page 2
