3 TOURNAMENT RULES GENERAL 1. These rules become effective on the start date of the tournament, irrespective if it is still marked as draft. 2. Registration for the event must be completed online at There will be no exceptions. 3. No player will be paired unless he/she is fully paid up and have fulfilled all the conditions as published in this document and in the circular documents. All documentation can be found on 4. The decision of the Arbiter shall be final unless overruled by the Appeals Committee An appeal can be lodged in writing to the LOC It must be accompanied by a R200 fee that will be refunded if the appeal is successful The appeal must be signed by the player and his/her guardian or the Team Manager Only appeals by players will be entertained No appeals may be lodged any later than 30 minutes after the official end of the round, or it will not be entertained The Appeals Committee shall consist of the following persons A chairperson appointed by the LOC who has a minimum qualification of IA; Two arbiters who are not involved with the appeal and must have a minimum FA qualification; The Chairperson of the LOC or his/her representative who will be a member of the LOC; A member of 4Knights or its representative; The Appeals Committee shall have the right to co-opt any other person to assist with the appeal The Appeals Committee shall always have an uneven number of members All persons serving on the Appeals Committee must be at least 21 years of age.

4 Any one person can fulfil two roles i.e. be a LOC member and an appointed arbiter. This does not change the requirement of article Smoking inside any building of the playing venue is forbidden. The general rules with regards to smoking of the institution must also be adhered to at all times. Designated smoking areas will be provided. 7. Any person (Arbiter, Team Manager, Team Captain, Team Coach, Official, Non Official, Spectator or anyone else) found to be under the influence of alcohol will immediately be banned from the SAJCC and may be removed and banned from the premises as well. 8. No equipment or furniture may be removed from the playing hall. 9. All players must conduct themselves in accordance with sporting fairness and decency, and must take care to neither distract nor annoy their opponents. They should endeavour to settle all disputes by mutual agreement. Article 11 of the FIDE Laws of Chess must always be observed. 10. The LOC, Chess SA, Birchwood, 4Knights, appointed Arbiters or any other person who is appointed or is associated in an official capacity with the SAJCC, take no responsibility for the loss and/or damage to any personal items. 11. Age Groups Definitions u/8: born 2011 or later u/10: born 2009 or u/12: born 2007 or u/14: born 2005 or u/16: born 2003 or u/18: born 2001 or u/20: born 1999 or 2000 MATCH RULES 12. The latest FIDE Laws of Chess shall apply and pairing of players will be done according to Swiss Manager Pairings software. 4

5 13. All players, pairings and results will be published on results.com and will be regarded as the official publication. Any other documents/publications are not the official publication and will be regarded as supplementary. 14. The Board prizes will be awarded as per this document in section 48 of this document. Please note that the board results as displayed on is not displayed by tie-break. 15. All players shall notate the moves in accordance with the Laws of Chess. Players MUST complete the following information on their notation sheets and result slips before the start of the round: Name & surname of the players Round Board & table number Section and age group Date of the round 16. Should the information be incomplete, the CA has the right to award 0 (zero) points to the player. Repeat offenders may be penalised more severely. 17. Players must wear their ID cards while in the playing hall. A player that infringes this rule may be removed or not be allowed inside the playing hall. All TM s, TC s and other appointed Officials must wear their ID cards while inside the playing area 18. Mobile phones and other communication devices According to Article 11.3.b of the Fide Laws of Chess, during play, a player is forbidden to have a mobile phone and/or other electronic means of communication in the playing venue. If it is evident that a player brought such a device into the playing venue, he shall lose the game. The opponent shall win According to Article 12.8 of the Fide Laws of Chess, unless authorised by the Chiefor Deputy Arbiter, it is forbidden for anybody to use a mobile phone or any kind of communication device in the playing venue or any contiguous area designated by the arbiter. The following penalties shall apply: First Offence Manager: R500,00. Coach: The Manager/Region will be fined an amount of The Coach/Region will be fined an amount of R500,00. 5

6 Spectator: the tournament. He/she will be banned from the venue for the rest of Second Offence Manager: The Manager/Region will be fined an amount of R and the manager will be banned from the playing venue for the rest of the tournament. Coach: The Coach/Region will be fined an amount of R and the Coach banned from the playing venue for the rest of the tournament A Cell phone box will be provided by the LOC for each region. It is the region s responsibility to appoint someone from the region in order to manage all Cell phones from said Region. The player, manager or coach can hand in his phone to the person for safekeeping in the box. A number will be attached to the phone and a duplicate number given to the owner. On return of the number, the person can claim his phone. The LOC and its representatives takes no responsibility for these phones. It is merely a service to assist the players at their own risk In accordance with Article 12.8 of the Fide Laws of Chess, LOC members and the CA are hereby authorised by the Chief Arbiter, to use a mobile phone or any kind of communication device in the playing venue or any contiguous area designated by the arbiter. 19. The players shall not eat food or snacks at the playing tables. One bottle of water per player in a container with a cap will be allowed at the table. 20. Players who have finished their games must leave the playing hall and not return before the next round. 21. No unofficial games shall be played in the playing hall. Game analysis can be done in the area(s) designated for this purpose. 22. Only coaches, managers, arbiters, LOC, authorised spectators and players shall be allowed on the floor during play. 6

7 23. A tolerance of 20 minutes will be allowed for late arrivals, unless the arbiter decides otherwise. An opponent can claim a game 20 minutes after the published start of the round, irrespective of the actual start time of the round. 24. Spectators may view games from the designated areas in the hall only. Each Region will be allowed one spectator within the designated area in the playing area per two teams entered. 25. Photographs (no flash) of the players playing may be taken in the first five minutes of the start of the round only. The official photographer shall be allowed to take photographs during rounds. 26. Under no circumstances will any game in progress or game just completed be discussed in the playing area. 27. Incorrect scores (as processed by the CA) must be reported immediately if noticed and will be dealt with on an individual basis. Both players must agree in person to change the recorded score. 28. The player who has the move shall not leave the playing area without the permission of the match arbiter. 29. In case of eboards being in use at the competition: The arbiter may take a photograph of the notation pad or board during the game to correct errors in the software recording; Players must adhere to instructions with regards to the eboards; 7

Referring to the map above: The playing areas are defined as: Playing venue 1: OR Tambo Hall (#55), excluding the bathrooms and toilets Playing venue 2: The Terminal (#60), excluding the bathrooms and toilets Playing venue 3: Atrium, Baobab (#50); excluding the bathrooms and toilets Smoking areas for players are defined as the areas marked in red on the map OR Tambo: The two grass patches right at the entry to OR Tambo hall The Terminal: The area on the stoep on the northern side of the building Atrium, Baobab: The open-air area in the centre of Atrium The playing venue include: The playing areas as defined above; The smoking areas as defined above; The bathrooms and toilets of The Terminal and OR Tambo halls; 8

9 The tuck shop BC Cafe (#80); 31. A player who is a no show for a round will automatically be removed from the pairing. 32. Reserves will always play at the bottom board; 33. Calculation of bye points: Teams will receive the average (rounded up with no decimal) of their points scored during the tournament for a bye This calculation will happen at the end of the tournament For pairing purposes during the tournament, a team will receive points equal to half of the team size for a bye. Forfeited wins will be allocated from board 1, until the required number of points is recorded for the winning team. A forfeited loss will be recorded for the lower boards The calculation of the bye points will only be calculated for teams with podium or possible podium positions. The tournament will be sent for rating with the full bye points If the tournament was a Round Robin or all teams had a bye, there will be no recalculation or adjustments of the bye points Teams paired against teams who is a no show or who withdraws from the competition will receive points as if the team had a bye. 34. The organisers reserve the right to re-pair teams in the first round in case of no-show teams. Only teams who have no opponents will be repaired. 35. The CA reserves the right to resort the ranking list after the second round. The score of the teams in the first two rounds will be used to reseed the unseeded teams. These teams will be seeded below the current seeded teams in order of the score. SPECTATORS 36. Spectators have no privileges. According to the FIDE Laws of Chess, players who have completed their games become spectators. 37. Spectators will be allowed in the designated areas within the playing areas as defined by the LOC. The CA has the right to take away spectator privileges at any time in his sole discretion. 9

Spectators that discuss a player s position or time management with that player, or point out that it is a player s move, or talk loud enough to be heard by a player with a game in progress, warrant removal from the spectator viewing area. 39. All spectators will be required to wear the tags provided. 40. Spectators (as well as TM s and TC s and other union officials) may not make claims regarding games in progress. They may point out irregularities to an Arbiter in a manner not noticed by either of the players, but may not make any claims on behalf of the players. 10

11 JUNIOR TEAM CHAMPIONSHIP TOURNAMENT FORMAT 42. Open Sections Format: Team Round Robin & Team Swiss for last section The last section will always be a minimum of 8 teams Rounds: Sections: The A Section will be Round Robin and as many Round Robin sections thereafter. The last section will always be a Swiss with a minimum of 8 teams. If the last section are also only 8 teams, it will be a Round Robin as well Time Control: 90: sec increments from move 1 120:120 on clocks which are not capable of increments. The entire section must play the same time control. 43. Girls Section Format: Team Round Robin & Team Swiss for the last section The last section will always be a minimum of 8 teams Rounds: Sections: The A Section will be Round Robin if there are more than 8 teams in the next section, else it will be Swiss. The last section will always be a Swiss with a minimum of 8 teams. If the last section are also only 8 teams, it will be a Round Robin as well Time Control: 90: sec increments from move 1 120:120 on clocks which are not capable of increments. The entire section must play the same time control. 44. All Star participants The All Star Tournament are primarily organised to give official reserves for teams a chance to play as well. In extreme cases where a player did participate in the regional trails, but was not selected, he/she will also be accommodated. 11

12 44.2. Entry Criteria SA Junior Team Championship Participants: You are an official participant in the current SA Junior Team Championships and You played at least 70% of the games in the current SA Junior Team Championships and You were a paid-up member of the region you are representing by 31 August of the current year; SA Junior Team Championship Reserves: You are an official reserve of a team participating in the current SA Junior Team Championships and You were a paid-up member of the region you are representing by 31 August of the current year Special Permission from his/her Region The player has an original printed letter, signed by the president or secretary of the region stating he/she has the approval of the region to enter the Wild Card Tournament. The original letter must be submitted at the registration day of the Team Championships. A copy of the letter must be ed to the Chief Arbiter before the start of the tournament Should a region have excess players, they can make arrangements with other Regions in order to fill up those teams first A player can only play for another region with the players own region s (where the player was registered on 31 August of that year) consent The Regional representative must enter the All Star player as a reserve in the team registration software Regional representative will collect all fees and pay it to the tournament bank account. (no fees will be collected from individuals by LOC of SAJCC). 45. Age Group Sections Open u/8-6 players per team plus 1 reserve (boys & girls) u/10-10 players per team plus 1 reserve (boys & girls) u/12-10 players per team plus 1 reserve (boys & girls) u/14-10 players per team plus 1 reserve (boys & girls) u/16-10 players per team plus 1 reserve (boys & girls) 12

14 49. Foreign Countries 2. Score (game points); 3. Most wins (forfeit excluded); 4. Most games with black (forfeit excluded); 5. Highest ranked team African federations may enter teams in any of the applicable age groups in the Open Team event section; 14

15 50. General Team Arrangements (Draft) 51. The table below is a draft and can still be challenged by regions. TBA

16 PROMOTION & RELEGATION 52. No region will be allowed to have more than one team in the Championship Section (A Section). If a union qualifies for promotion in the B-Section, but already has a team in the Championship Section (which is not relegated), the next union, who does not already have a team in the Championship Section, will qualify for promotion. 53. A region will be allowed to have a maximum of two teams in any of the other round robin sections. 54. Teams that end in 1st and 2nd place in any section will be promoted to the next higher section the following year. 55. Teams that end in 7th and 8th in a section will be relegated to the next lower section the following year if the section had no cancellations. 56. Any new team entering the competition will be paired in the last section of a particular age group. 57. The CA will use his discretion to pair international teams entering the competition for the first time in an appropriate section depending on the strength of the team. 58. In case of a province splitting up into various regions, the region where the capital of the region is located will keep the ranking the province had. The other (new) regions will be paired in the last section. TEAM MANAGERS 59. One coach/manager will be allowed to be on the floor only when his/her team is still playing. Coaches and/or mangers will not be allowed back into the playing area after their team has finished their match. 60. Team Managers must inform the Chief Arbiter if they are going to use the reserve player. The following procedure must be used: On the score sheet of the current round where the reserve is playing, neatly draw a line through the player that is not playing; Write the name of the reserve at the bottom of the score sheet just below board number 6 or 10 whichever is relevant Record the scores of the current round in the grid on the score sheet provided for it next to each board number in the original spot.

17 61. Team Managers MUST remain behind their team players at all times whilst play is in progress. No eye contact with a player will be allowed. 62. A Team Manager will not be allowed to walk between rows where other games are in progress where his team is not playing. 63. Team Managers are free to make notes about the games in progress, but must be done out of sight of the players and away from the boards. 64. Team Managers shall check for accuracy regarding the spelling of surnames, initials, ages and board orders. Discrepancies must be reported at the administration office during the official registration period or as soon as it is discovered. 65. Team Managers are responsible for entering the results on the match score card provided together with the players original notation sheets. Match score cards must be signed by both TM s. Any score cards not signed and/or handed in without the correct number of notation sheets will NOT be accepted. 66. It is the responsibility of the Team Manager to make sure the score sheet is complete before it is handed in. It will be the at the sole discretion of the CA to decide on the score of incomplete score cards and notation sheets. 67. Team Managers must verify the final results before signing and handing in the match score cards. 68. A player may ask his Team Manager on duty at his table at the time (during the Team Championships) the necessary authority regarding the offer/acceptance of a draw. An immediate response is required and no advice may be given. The request must take place away from the board (out of sight of the board) in the presence of an Arbiter or the other Team Manager The Team Manager must confine himself to giving only brief information, based solely on the circumstances of the Match and may only respond to the player s request. For example, if asked by a player whether he should accept/offer a draw, the Team Manager may only answer Yes, No or delegate the decision to the player himself The Team Manager shall abstain from any interference or intervention during play. He shall give no information to a player concerning the position on the chess board, nor consult any other person as to the state of the game. 17

18 68.3. All discussions shall take place away from the board and out of sight of the board in the presence of an Arbiter or the opposing TM. He may not leave the discussion or enter into an assessment of the position on the board before making his decision. COACHES 69. Coaches may not discuss inside the hall games that are still in progress. 70. Coaches may not make notes in view of players. 71. Any form of communication (directly or indirectly) between a Coach and a player is strictly forbidden. If it is found that such communication took place, the game will immediately be declared lost for the erring player and the guilty player will be barred from the SAJCC. Further disciplinary action may be brought against this Coach and player. 72. Coaches must wear their ID cards while in the playing hall. A Coach that infringes this rule will be removed from or not allowed into the playing area. 18

19 WILD CARD TOURNAMENT FORMAT 73. Format: Individual Swiss 74. Rounds: Time Control: 90: sec increments from move 1 GENDER AND AGE GROUPS 76. Age Groups: u/8, u/10, u/12, u14, u/16 & u/ Gender: Male & Female in each age group TIE BREAK 78. Direct encounter 79. Greater number of victories 80. The greater number of games with Black (un-played games shall be counted as played with White) 81. Buchholz Cut Buchholz Cut 0 TOURNAMENT ENTRY & ELIGIBILITY 83. A player who already qualified for the SAJCCC via the Grand Prix System or by Rating, is not eligible to play in the Wild Card Tournament. 84. A player who already qualified for the SAJCCC by Grand Prix or by Rating and still play in the Wild Card event, will lose his/her status on the Grand Prix -or Rating List, whichever is appropriate. Only the outcome of the Wild Card event will then be used as eligibility for participation in the SAJCCC. 1 ST ROUND PAIRING To prevent tiebreak issues and provide everyone with an equal chance to qualify for the Closed, all players without opponents will be re-paired after 20 minutes. This will include players who entered into the wrong category as well. 19

20 INTER-REGIONAL CHAMPIONSHIPS TOURNAMENT FORMAT 85. Format: Team Swiss 86. Rounds: Boards: reserve 88. Time Control: 90:90 plus 30 sec increment from move Sections: There will only be one section with various category prizes. BOARD ORDERS 90. Board orders should preferably be ranked by player CHESSA ratings. 91. No player can play above a player with a rating that exceeds his rating by 150 or more. 92. Playing order of teams must be provided to the arbiter within one hour of the pairing of the round. It must be ed to Ronald.king@psg.co.za. It will then be published. CATEGORIES AND PRIZE FUND 93. Categories Open Ladies Team Junior Team Senior Team 94. The prizes will be paid as follow for the different categories: st Place Open: R12, nd Place Open R7, rd Place Open R5, Best Junior Team R3, Board prizes (1 5) R There must be at least three teams in a category for the prize fund to be paid. TOURNAMENT ENTRY & ELIGIBILITY 96. All Regions affiliated to Chess South Africa may enter the tournament. 20
