1 The tournament is open to all USYSA affiliated teams that participate in the under 14 through under 18 age categories and are registered in good standing with their state and/or national association for 2006.* Applications: Mail application and payment to:, Ember Way, Apple Valley, MN Make checks payable to: Apple Valley Soccer Tournament. Application deadline is May 1, Please check MYSA website for availability after deadline. Teams will be notified of acceptance no later than May 15, Out-of state (non-mysa) affiliated teams must submit written proof of permission to travel 15 days in advance of the Tournament. Divisions: Boys/Girls: U14 Open (Premier and C1), Classic 2, Classic 3 Boys/Girls: U15 Open (Premier and C1), Classic 2, Classic 3 Boys/Girls: U16 Open (Premier and C1), Classic 2, Classic 3 Boys/Girls: U17 Open (Premier and C1), Classic 2, Classic 3 Boys/Girls: U18 Open (Premier and C1), Classic 2, Classic 3 Brackets: Brackets will consist of a maximum of 8 teams. All teams will be bracketed by age and ability. Premier teams can only compete in Open brackets. Nonpremier teams will be allowed to play up in age level and at the same or one competitive division lower. Teams will not be allowed to play down in age level even if all players are age-eligible at the younger age if they are registered with their state organization at a higher age level. Brackets and/or age groups may be combined depending on number of applications received. Every attempt will be made to come to a workable solution with all teams involved. In divisions where there are 6 or more teams, two brackets will be created. The winner of each bracket will play for the Championship. Awards will be given for both 1 st and 2 nd place. In divisions where there are 5 or fewer teams, only one bracket will be created. The winner will be determined by most points. Awards will be given for both 1 st and 2 nd place.

2 Fields: Games will be played on soccer fields in the communities of Apple Valley, Burnsville, Eagan and Lakeville. All areas being used are tobacco, alcohol and drug free zones. Tobacco use or use of alcohol/drugs is strictly prohibited at any of the tournament sites. Tournament Headquarters/Director: The Tournament Headquarters will be located at The Apple Valley Teen Center, Johnny Cake Ridge Road, Apple Valley, MN Coaches need to plan for extra time for check-in and getting to the location of their first game. The Tournament Director is Judy Hoffman (952) Check-in Procedure: All teams must register at Tournament Headquarters at least 1 hour prior to the team s first game or by noon on Saturday June 10, The coach or a team representative will need to present a team roster, player passes, medical authorization form and travel papers (for out-of-state teams) for each player. This documentation will be checked against the team roster. In addition a signed, laminated pass, with picture, for each Coach, Assistant Coach, and Manager must be presented. Out-of-state, non-mysa affiliated teams must have proof of birth date, their states approved player pass for each player and proof of insurance coverage. Each team will be required to leave a team contact phone number to be used if the Tournament Director needs to contact a team during the tournament. Rosters/Registration: All teams will be allowed a maximum of 18 players. U17 and U18 teams may roster 22 players, but only 18 may dress per game. Game rosters will be checked at the field by field marshals or game officials. Each player will be allowed to play on only 1 team. All rosters are frozen at check-in. A team roster and MYSA player passes (or equivalent) must be presented at Tournament Headquarters prior to the team s first game. No pass, No play, No exception. A team may roster a maximum of 3 guest players from the same or younger age level and from the same or less competitive division. Guest players must be listed on a guest player roster. Out of state, non-mysa affiliated teams must have proof of birth date and their states approved player pass at time of check-in.

3 Games: The duration of all games will be two 30-minute halves. No teams will be scheduled to play more than 2 games in one day. Note: weather or being in the playoffs may change this. Each game will be played under FIFA rules as modified by MYSA and as further modified within this document. Games will be played on Friday evening between 5:30pm and 8:00pm. Saturday and Sunday between 7:30am and 9:00pm. If games are behind schedule, time will be made up by reducing each half by 5 minutes until the tournament is back on schedule. If MYSA teams have a conflict with regular season games they will need to reschedule the regular season games. Weather/Other Emergencies: Tournament officials reserve the right to shorten and/or cancel games as deemed necessary, if there is lightning in the area or if the weather could cause risk to participants and those attending the games. Tournament officials will adhere to MYSA Weather Policy to determine whether play needs to be suspended. Weather conditions will be monitored at Tournament Headquarters by using weather radios and weather information on the Internet and television. If games are stopped due to inclement weather or other act of God, and cannot be restarted, a game may be considered completed at the half. If a game is unable to reach a full half we will first try to reschedule. If it is impossible to reschedule before further games must be played, the game shall be considered a 0-0 tie. In case of medical emergency, the referee will contact the field marshal who will call 911 and the tournament Director. The Police departments and Ambulance services for each city where games will be played will be informed of field locations used for tournament play. It is each team s responsibility to provide water, ice, and basic first aid for their players. Rules of Play: FIFA rules as modified by MYSA. Refer to the MYSA Policies and Rules Manual, and as further modified in this document. Teams listed first on the schedule will be designated home team and is responsible for alternate uniforms if the referee deems it necessary to change. All teams must be at the game site ready to play 20 minutes prior to each game or a forfeit may be awarded. Each team must have their player passes at game time.

4 The winning coach (or in case of a tie, the team listed first) and the center referee must sign the game card that the field marshal will report to Tournament Headquarters. The referee s decision on the field is final. There will be no protests allowed regarding the decision of the referee. Please direct all player eligibility questions to the Tournament Director, or a designee, prior to the completion of the match. Game Format All games will be played 11v11 Three referees will be used Scores will be kept Teams will have the chance to advance to play-off rounds as appropriate Points and Tiebreakers: Games ending in ties will remain ties in preliminary rounds. Championship games that cannot end in a tie will not be decided by a golden goal. Two five (5) minute overtime periods will be used. After the first 5-minute period, teams will switch goals with no interval before the second 5-minute period. If the game is still tied, it will be decided by kicks from the penalty mark following the procedures published in the USSF Laws of the Game. The Tournament Director, or a designee, reserves the right to move the kicks from the mark to an alternate location. To determine which teams advance to a championship round, the following procedures shall be used in sequence: Highest number of points o Win = 6 points o Tie = 3 points o 1 point for each goal, maximum of three per game o 1 point for a shutout, example: 0-0 tie equals 4 points o 10 points maximum per game Winner of head to head competition; does not apply if more than two teams are tied Winner of most games Goal differential; goals scored minus goals against Fewest goals allowed Lowest team number; team number is assigned in the order in which application was received A forfeit in play will result in a 2-0 score and 9 points. Teams forfeiting preliminary round games cannot advance to the championship round.

5 Standings and Advancing teams: Team standings will be posted at Tournament Headquarters within one hour after the end of each game. Game scores and Team standings will be updated at 1:00pm and at the end of play each day. Teams advancing to a championship round will be notified after game results are finalized and posted. The team will be notified by a phone call to their team contacts phone number listed at time of registration. Referees: A three-person system will be used. Only USSF certified and currently registered referees will be used. In matters concerning conduct of games, the referee s decision on the field is final. There will be no protests allowed regarding the decision of the referee. Red Cards: The procedure for red cards issued during the tournament will follow MYSA guidelines for handling and reporting of all yellow and red cards. One game suspension Sent off by the referee for persisting in misconduct after having received a caution. That is, after having received a yellow card, receiving a second yellow card for one of the following: dissent, unsportsmanlike conduct, persistently infringing the Laws of the Game, entering or leaving the field without the permission of the referee, delaying the restart of play, failing to respect the required distance when play is restarted with a corner kick or free kick. A player sent off by the referee for denying a goal-scoring opportunity either by deliberately handling the ball or by an offense punishable by a free kick or penalty kick shall serve a minimum one game suspension. Two game suspension Sent off by the referee for one of the following: serious foul play, abusive, offensive or foul language, violent conduct, spitting at an opponent or any other person. A two game suspension will be in order even if the player had received a yellow card prior to receiving the red card. Conduct: Misconduct by coaches or spectators may result in the individual(s) being asked to leave the field of play and/or non-participation for the remainder of the tournament. A referee may request the individual(s) to leave the field of play

6 before a game continues. This information will be included in the game report. The district director will take appropriate action for MYSA and MYSA affiliate teams. For out-of-state teams, the appropriate state association will be notified. The Tournament Director will resolve any situation not covered in the rules.
