Mark your calendar now for the weekend of June , 2000, for the Winona Steamers Invitational Tournament. Even though it is only the beginning of the year, we have been hard at work for weeks now planning the seventh annual Winona Steamers Invitational Soccer Tournament. Located in an historic community with activities for the entire family, the Steamers Tournament is open to both boys and girls in all age brackets, Classic I and II and III and for Tournament Teams. See the enclosed pages for more details. Along the banks of the mighty Mississippi River, Winona offers something special for every member of the family. You and your family will be able to: Enjoy a refreshing swim at the aquatic center... Enjoy a round of golf, two public golf courses... Enjoy a stroll around Lake Winona... Enjoy a relaxing carriage ride through historic Winona... Enjoy camping, try Prairie Island at the river s edge... All this plus the exciting competition on the soccer fields! Last year nearly 86 teams joined the tournament. We hope to see some old faces from last year, as well as some new faces this year. The maximum number of teams we accept is 90 teams. Please register early, last year we had to turn down teams by the beginning of May. Lodging in Winona: Again this year Winona State University will be providing dorms at a nominal price (over 400 people stayed in the dorms last year). The fee includes a continental breakfast. The registration form for this service will be mailed to each team that enters the tournament. Sign up your team as soon as possible so that you won t miss any of the fun. 4 Winona Steamers Invitational Soccer Tournament June , 2000 Divisions: Girls: U Red/White/Blue, U11/12, U13/14, U15/16, U17/18/ TT, C1, C2, C3 Boys: U10 ---Red/White/Blue, U11/12, U13/14, U15/16, U17/18/ TT, C1, C2, C3 We do our best to separate the groups by single age and division. But sometimes it is necessary to combine the ages; we will do our best to make it fair. (e.g. U11/U12 C1 could be together, U11 C1/C2 could be together) If you would like you may enter, on the registration form, your past record or any information that would assist the committee in making this decision. All outstate teams (those not Minnesota Youth Soccer Association teams) will be classified as Classic 1 for bracketing. U10 will be an open bracket. WINONA YSA reserves the right to combine any age divisions. Teams are accepted on first come basis. If we are not able to accommodate your team, you will be notified immediately. Game will be held on Friday evening, Saturday and Sunday. Playing hours are 5:00 p.m. to 9:00 p.m. on Friday and 8:00 a.m. to 8:00 p.m. on Saturday and Sunday. We will do our best to have the far away teams not come until Saturday, but this is not always possible so please plan for the full weekend. Every team will be guaranteed a minimum of three games, with no more than two games being played on any given day (weather may change this or if you are in the playoffs). The minimum number of teams in a bracket will be four, with the max being 12. WINONA YSA has available 12 playing fields located on four sites within 2 miles of each other. This tournament is open to all Classic I and II and III competitive teams and Tournament teams. All teams and players must be USYSA registered. A valid player's pass must be presented before the start of each game. A limit of 6 guest players with valid players' passes will be allowed. Guest players may be registered on a team if the player is either from your club or another club AND is at the same age or lower than the age level and division of the team registered. Guest players must be identified on the MYSA Guest Roster form on the back of the Application/Roster. Note: No Premier players or teams may participate in this tournament. $180 for U10 girls and boys $265 for U11 and older teams, girls and boys Entry fee must accompany team's application for acceptance to tournament. Our referee association solicits contacts from USSF certified referees in your area willing to officiate. USSF Rule 3040 states that no one shall officiate as a referee or assistant referee in any match who is not registered with the USSF for the current year unless that person is a visiting foreign referee who has been properly accredited by his or her national association. Fees to be paid and room accommodations are available upon request. Checks will be held until teams are notified of their acceptance. All entries confirmed are final. No refunds will be made to teams canceling after acceptance. Winona Steamers Invitational Tournament Rules 1. The rules of the USYA as modified by the MYSA govern this tournament. 2. All teams must register before they may begin to play. All teams must supply an official roster, either an official form from the state organization or a tournament application, at the time of registration check-in. Corrections to previously submitted rosters may be made at the time of registration. No changes in the composition of the team are allowed after the tournament begins. A maximum of 18 players are allowed per U11 to U19 rosters. U10 may roster up to 14 players. A player may only be rostered on one team during the tournament. Note: All teams must provide medical authorization for each player at the time of registration on a form adequate for use at the site of the tournament. If you wish you may pick the copies up after the tournament from the registration headquarters. Note: It is necessary to follow USYSA/FIFA travel procedures with written proof of permission to travel submitted to the host 15 days in advance of the tournament.

5 Note: If your team is from outside the host National State Association, Minnesota Youth Soccer Association, written proof of insurance coverage for players/coaches/personnel is required for entry into the tournament and must be presented at registration. Note: MYSA teams do not need travel permits for MYSA league play or MYSA sanctioned invitational tournaments, this is a sanctioned tournament. Note: U10 teams will have three games with no scores recorded. No U10 team may participate at a U11 or higher bracket, but individual players may play-up. We try to arrange all the U10 teams to play on one given day. For U-10 and younger teams: (Rules) games must be played with eight players aside; scores for U10 and younger games may not be posted; there may be no play-off rounds, and any awards must be given to all players. U10 and younger teams may not participate in a U11 or higher bracket. 3. Immediately following the final games individual awards will be given to each player of the first and second place teams. All players on the U10s receive an award. 4. The length of the games will be: U10: two 25 minute halves, with a five minute half-time U12: two 30 minute halves, with a 5 minute half-time U14: two 35 minute halves, with a 5 minute half-time U16 thru U19: two 40 minute halves, with a 5 minute half-time 5. No overtimes will be played during the preliminary rounds. All overtimes in final round will be two 5-minute periods, with one minute of rest in-between; teams switch goals at half-time. If still tied, then FIFA rules for penalty kicks will apply. 6. Home teams are the first team listed for each game. The home team must supply a game ball acceptable to the referee for play. The home team must be prepared to change jersey colors if there is a conflict. 7. Tournament points will be awarded in the following manner: Six points for each win Three points for each tie Zero points for a loss One point for each goal, maximum of three per game One point for a shut-out (0-0 tie is four points for each team) Ten points maximum per game A forfeit is scored as a 3-0 game, or 10 points 8. Determination of group winners is by: Highest number of tournament points Winner of head-to-head competition (this is not used if more than two teams are tied) Winner of most games Goal differential (goals scored minus goals against) with a maximum of three goal differential per game) Fewest goals allowed Penalty kicks according to FIFA rules, except that any rostered player may be chosen to kick or tend goal (In brackets of four teams, if there is a tie in the total number of points for first place, there will be a fourth game to determine 1st and 2nd place. In age division of seven and five teams, tie will be broken by applying the above tie breakers.) 9. Teams should be at their designated field at least 15 minutes prior to kickoff time. Teams will forfeit a game if unable to field a team 5 minutes after the scheduled game time or later if deemed okay by the referee. A forfeited game is a 3-0 game. A minimum of 7 players is required to start and play a game. Any team forfeiting a game cannot advance to the final round. 10. Due to differences in field conformation, referees at each site shall determine locations of teams and spectators. 11. Weather/Lightning Policy: Winona Youth Soccer Association policy on dangerous weather and field conditions: dangerous weather constitutes an unplayable condition (even if the storm has not yet broken) if any of the following conditions is present: 1. The sound of thunder follows lightning within ten (10) seconds of a visible flash. 2. Any cloud-to-ground strike occurs within a two-mile radius of a field. 3. Thunder is heard from within a two-mile radius of the field, regardless of the presence of lightning. 4. Any lightning, of whatever form is visible within a two-mile radius of the field. Winona YSA Club representatives, coaches, and referees are advised that if any of the above conditions exist, a match should be suspended. Every attempt will be made to restart and complete the game, and if possible, during the tournament day. When the game can not be resumed and completed, the Tournament Directors will decide the final outcome of the game. It is pointed out that the safety of all is paramount, independent of any cost, inconvenience or advantage due to the replay (or lack thereof) of the match. 12. Tournament officials reserve the right to shorten and/or cancel games as deemed necessary. 13. Players receiving Red Cards: The host Tournament Director or appropriate national state association will be the recipient of all passes dependent upon the status of suspension. MYSA passes for which a red card is issued will be retained by the Host Tournament Director. Non MYSA passes if the red card has been served; the Tournament Director may return the pass. The complete Red Card Guidelines will be mailed to the teams attending the tournament. 14. Tournament officials reserve the right to expel from the tournament any coach, player, bystander, or team for gross misconduct on or off the playing field. Rules defining conduct in the MYSA handbook apply to MYSA teams subject to league director authority for league teams, etc. 15. No protests are allowed. Decision of the tournament director is final.
