3 Introduction We ve created this document as a resource to help our coaches get their teams off to a great start this fall. You will find much of this information and additional resources on the WSSC website We hope that you find this useful. Feel free to copy and share any information with your players and their families. The West Seattle Soccer Club wishes you a wonderful, fun, and healthy season of soccer this fall. 4 Positive Coaching Alliance (PCA) WSSC is continuing to offer free access to the Positive Coaching Alliance course so that you may be come a certified Double Goal Coach. The PCA course is a wonderful resource for new and experienced coaches alike to make their players soccer experience the best it can be. A positive approach gets the most from youth and high school athletes, which is what coaches, parents and the athletes themselves want. Staying positive also helps youth get the most out of sports. Encouraging athletes with positive reinforcement helps them hear and heed the necessary corrections. With that winning combination of truthful, specific praise and constructive criticism, athletic performance improves and so do the chances that kids stick with sports longer and learn all the valuable life lessons inherently available through organized competition. Academic research and real-world scoreboard results from millions of coaches, parents and athletes that PCA has trained and educated prove what the pro and college coaches on PCA s National Advisory Board already know: Positive is powerful. Please spend an hour or two getting acquainted with the PCA course. You won t regret it. PCA Link on the WSSC website: http// Voucher Code: WestSeattleSoccer7 Age Verification All players MUST provide proof of age to the Highline Soccer Association, if you haven t done so already. Proof of age is either a passport or a certified birth certificate. If neither can be provided, please contact Cori Roed (WSSC Club Registrar at wssc.registrar@gmail.com) for other options. Before registration is complete for new players, proof of age must be submitted to WSSC. The WSSC does not store or retain the physical documents. They are destroyed after the player s data is verified in our system. Eligible Players It is the responsibility of the coach to only allow players in good standing that are listed on their official team roster to participate in a match. The coach can view their official roster through BonziTeam. If it is determined that an ineligible player participated in a game, whether deliberately or unknowingly, the team may be required to forfeit every game in which the ineligible player(s) took part, and the coach may be suspended from the league. Playing improperly registered or ineligible players will cause the team to be NOT IN GOOD STANDING. Teams NOT IN GOOD STANDING may be deprived of WSSC goods and/or services by a decision of the WSSC board. In extreme cases, the team may be disbanded and all fees and dues paid by the team and/or team players may be forfeited. Member Passes WSSC will be issuing Washington Youth Soccer (WYS) Member Passes to all U-11 and older teams. The pass contains unique information to verify the eligibility of each player. Teams participating in tournaments sanctioned by WYS are generally required to present a valid membership pass for every coach and player associated with the team roster. Verify that the information on the card is accurate (full legal name and accurate DOB), affix a small current photo of the player or team official, and then laminate each card. It is no longer necessary for the coach or player to sign the card. Please see our website for updated information concerning Member Passes. Page 4 of 22

5 Mandatory Concussion Education Coaches and Players -- because of a state law that requires all users of school district fields to be trained on concussion symptoms, all coaches and players must review and electronically "accept" an informed consent form. This is part of the coach and player registration. View the Brain Injury Resources provided on page 19. Sudden Cardiac Arrest Awareness Act - Coaches, Parent/Guardians and Players -- a recently signed state law requires all users of school district fields to be trained on sudden cardiac arrest. SCA information is part of the registration process. View the Sudden Cardiac Arrest Information Sheet on page 22. Team and Individual Pictures Pictures for the 2017 season are scheduled for Saturday, September 9/23 (for teams that play on Saturdays) and Sunday, September 9/24 (for Sunday teams and as a backup). There is an additional backup day of 10/7. All pictures will be taken at Hamilton View Point. Picture scheduling and ordering will be available online. U-13 and older teams have first priority for picture times as they may have more rigorous travel requirements. More information and scheduling links will be available from our website in September. Playing Time As WSSC is a recreational youth soccer club, each player in good standing on the team is to be played a minimum of 50% in every game. This is in accordance with the WSSC and WYS by-laws. No Recruiting! WSSC will not tolerate any recruiting of players from one team to another. We understand that some players will want to switch teams to play with a friend or coach, but under no circumstances should a coach contact a player from another team for the purposes of bringing that player over to his/her team. WSSC is a recreational club that encourages fair play and that does not include improving one team at the expense of another team. If a player does want to play on another team, both coaches and the parents should be involved in the discussion. Practices As the coach, you set the practice days and times for your team. The WSSC reserves fields for practices, but does not assign fields to specific teams. For this reason, we ask that coaches share any available space with teams that do show up to practice. Please leave the area in front of the goals to full-sided teams. All coaches are strongly encouraged to practice at the game locations designated for their age groups. A list of practice times and locations reserved for WSSC use will be available on the Coaches Corner page of our website by August 1 st. Suggestion: you may want to inform parents that if they are not going to stay at the practice field, they must coordinate with another parent to be responsible for their child in case they are late picking up their child. You are a coach, not a child-care provider, and your time is valuable. In no case should a child be left at a field without coach/parental supervision. Page 5 of 22

6 Medical Release Forms All coaches should have a signed medical release form for every player before allowing them to participate in practices or games. A signed release will enable emergency personnel to treat an injured player in the parent s absence. Without a signed release, emergency workers can only perform life-saving measures until a parent arrives to authorize care. As a coach, you have access to print medical release forms (with the player s information prepopulated) from your BonziTeam page. To print the medical release forms for your team click on Roster in the left column, and then click on Print Rosters & Medical Releases at the top of the middle column for a list of printing options. Select Official Bonzi Medical Release to print releases for your entire team, or for selected individuals, and have each parent sign it. The coach is responsible to have each player s signed medical release present at all practices and games! Background Checks!!!! To insure that we are providing the safest possible environment for our kids, a background check for all coaches and team managers is required by WYS. Any person who works directly with the players on the field, or who has administrative access to the team s player data (Coach, Assistant Coach, Team Manager, Trainer, etc.), must register with the WSSC and clear a national background check. A cleared adult (21 or older) must be present at ALL team practices and games. If a registered team representative with this clearance is not present, the team is not eligible to practice or compete. For these reasons, it is an expectation of the WSSC that every team will have at least two (2) cleared adults assigned to the team roster. Background Check Process WYS uses Affinity to process coach national background check. The background check system features some changes from the previous background check process: o The waiver that is signed by each applicant has been updated to reflect the changes in the background check process. This includes the types of records accessed and new language to cover minors and adults. The new waiver language will be in place when the application links are made public on o Minor applicants will no longer go through a national background check, but will instead require a letter of reference from an adult to attest to their character. This will be uploaded to their profile in Affinity. o Organization name and role fields are required. In order for clubs and associations to access records for volunteers, the correct organization name and role fields should be selected. This creates an "application" or a record under your club and association. If a volunteer applies and picks the wrong organization, contact WA Youth Soccer for assistance in updating the record. o Referees and WYS volunteers will apply through separate links. If an applicant is both a WYS volunteer and a referee, they should apply through the volunteer link. o Referees will be required to pay a $6 fee. WYS volunteers will receive free background checks. If a WYS volunteer is also a referee, Affinity will reconcile duplicate requests and no fee will be processed, but the referee needs to contact Affinity directly to adjust their profile. Process for WA Youth Soccer Volunteers The link to Affinity for background checks for WA Youth Soccer volunteers is rma.volunteer.washingtonyouthsoccer.org. 7 system in Affinity. If you have forgotten your password, use this link to recover your password: Referees Please remember that the referee has the final say during your game. DO NOT criticize the referee or challenge decisions at the field. Please use the following process to evaluate your referee(s) after the match is played, whether you are offering praise or constructive criticism. For U-08 to U-12 matches played within the Highline Soccer Association (HSA) and home U-13 to U-19 matches, please use the Trias Referee website ( and click on Information Evaluate Referee. For AWAY matches played against South Sound United League (SSUL) opponents please check with the opposing club to determine the Ref website and follow the guidance to provide an evaluation. It is not acceptable for anyone to attack or abuse a referee in any way. Verbal attacks such as challenging or criticizing the referee s calls is considered abuse. In such cases, the club will back the referee, and the person that committed the attack will be disciplined. It sets a bad example for parents, players, and spectators. Our intent is to improve the referee s performance through mentorship. We want the WSSC to model and practice the highest standards of fair play and sportsmanship. At the conclusion of each match, all WSSC players and coaches should shake hands with their opponents and the referee. No Referee? Play On! If an official referee is not present, league rules require that the match must still be played. It is recommended that each team designate a volunteer to officiate half the match and that designee assumes the referee s full authority. To check if you have a referee assigned in Trias, click on Information Match Inquiry. Rosters It is the goal of the WSSC to assign every player that registers timely to a team. If there are players that are not assigned to a team and there is room on a team roster, our club by-laws mandate that the player be assigned to an available roster. In an attempt to balance the number of players within a division, the WSSC first assigns these non-rostered players to the team that has the fewest number of players. WYS Maximum Rosters by Age Group: U-6 & U-7=8 U-8=9 U-9 & U10=11 U11 & U12=14 U13 to U-14=18 U-15 to U-19=22 (no more than 18 players can dress on game day) BonziTeam You can think of this as your team s own personal team website. BonziTeam allows you to see your roster, game schedule, standings (if maintained), add your own events and pictures, communicate with your team via or text, and as an easy way to print medical release Page 7 of 22

8 forms and rosters. When rosters are finalized, we will turn BonziTeam on for your team and each member of the team will receive an invite. You can also access BonziTeam from your Member Account, or from this link: (need to enter team code) Tournaments WSSC reimburses each U8-U10 team up to $200 per calendar year, and U11-U19 team up to $400 per calendar year for tournaments. For more information, please check the Policies page on our website. Playing in a tournament? Please Plan Ahead! Tournament participation requires advance planning and preparation. The Coach must complete, sign, and submit an approved tournament roster form, such as the Official Safe Team Roster available to coaches on BonziTeam. The tournament roster must include the full legal name, date of birth, and concussion education status for every player participating in the tournament. Once completed, this documentation must be forwarded to the WSSC Registrar wssc.registrar@gmail.com for signature approval. To be eligible to participate, players must be registered through WYS or any of its affiliated clubs during the seasonal year. Additionally, the registrar is required to verify the date of birth of each player. If the player is not age-verified in the WSSC system, proof of age will be required before the roster can be approved. Once WSSC approval is granted, the WSSC Registrar must forward the documentation to the Association Registrar for final approval. Please allow at least seven (7) business days to obtain roster approval. Remember that you and your team are representing the Club and the Highline Soccer Association. Play hard. Play fair. Have fun! Treats or Snacks If your team families agree to provide treats or snacks for each game, we suggest that you create a list at the beginning of the season and assign families to take on this task. Trophies The West Seattle Soccer Club does NOT provide trophies for players or teams, but we have arranged a significant discount for WSSC Members on trophies, medals, and recognition plaques with Northwest Trophy Howell Street, Seattle, WA (206) Washington Youth Soccer (WYS) Coaching Tools WYS offers a range of tools based on its player development philosophy to support coaches. Click on the Coaching Tools ( to find links to the laws of the game and the latest WYS curriculum including complete Age Appropriate Training Sessions for U6, U8, U10, and U12 players. WYS Coaching Education Washington Youth Soccer has a coaching education program designed to meet player development guidelines and the curriculum laid out by US Soccer education opportunities range from the new volunteer coach just starting out to those pursuing the highest licensing in their field. 9 Uniforms and Equipment for WSSC Teams It is the goal of the WSSC to provide great looking uniforms for every team and participant. We are proud of our coaches and teams and want each to represent our organization with pride whenever they compete. For this reason, it is our desire that every team and player wear their league provided kit whenever they compete in matches sanctioned by the WSSC or its affiliated leagues. Teams are permitted to purchase their own (alternate) kits subject to all of the conditions below. Coaches and player families are responsible for insuring compliance with the WSSC uniform rules. Uniforms worn by participants in the West Seattle Soccer Club (WSSC) during league or sanctioned play must conform to the playing rules adopted by the WSSC and its governing bodies. Any lettering or emblems on uniforms must pertain to the club or team name, nickname, crest, mascot, player s name or nickname, or the sport of soccer. Other emblems or patches promoting drug prevention, sportsmanship, team or individual achievements, or those of a patriotic nature may be permitted with advance approval of the WSSC Board. Uniforms and required equipment may not contain the name or identifiers of individual or business sponsors, except for those sponsors that may be specifically approved by the WSSC. General Guidelines for Player Uniforms: a. Jerseys of opposing teams should be of contrasting colors. In the event of a similarity of color, the home team is responsible for making the necessary change. b. Except for the uniform of the goalkeeper, jerseys, shorts, and socks of teammates should be of a similar color, design, and pattern. The jersey of the goalkeeper should be distinctly different from that of any teammate or opponent, except the other goalkeeper. If visible, apparel worn under the jersey and/or shorts should be of a similar length and color. c. All jerseys (excluding the goal keeper) should have a unique number on the back. Numbers should be of contrasting color to the jersey and clearly visible. Pinnies may be worn over the numbered jerseys to remedy a color conflict. d. All participants in a game must wear shoes and shin guards. Soccer cleats are recommended. Shoes with a cleat on the toe are not permitted. e. Sweatbands, tight fitting stocking caps, or protective headgear may be worn. f. Players may not wear wristbands or jewelry, with the exception of religious or medical medals. A religious medal must be taped and worn under the uniform. A medical medal must be taped but may be visible. g. It is recommended that substitutes wear distinguishing pinnies when warming up outside of the team area Team Uniforms Instructions for Coaches For the 2017 Fall Season, team uniform packages contain a complete kit (jersey, shorts, socks) for each field player, a training jersey for players U-12 and above, and a jersey and gloves for a designated goalkeeper (U-08 and above). The WSSC kit is the primary team uniform and should be worn in all league matches. WSSC uniforms may be worn for team practices and in tournaments or any activity in which the team represents the West Seattle Soccer Club. If a kit is lost or damaged during the season the player s family may be responsible for the cost of replacement. Page 9 of 22

10 Important information concerning uniform sizes: a. The uniform size distribution was determined by the manufacturer based on the average weight and height of players in each age group. The size distribution of the team uniforms is included with each team package. b. Jerseys are numbered sequentially. The smallest jersey in each team uniform package bears the lowest number. PLEASE distribute the jerseys accordingly. c. If you need an alternate jersey or short size to fit a player on your team please notify the WSSC Board as soon as possible. When ordering a replacement jersey, please include the uniform color and the number of the jersey that needs to be replaced. Customizing WSSC Uniforms and branded Merchandise: a. All WSSC uniforms and merchandise may be customized with the player s name and/or with a team name or logo pursuant to the guidelines posted above. b. The names of businesses or individual team sponsors may not be added to WSSC uniforms or merchandise expect with written permission from the WSSC Board. The complete kit (jersey, shorts, socks, and the training jersey for players U-13 and above) is the property of the player. Please allow the player to keep all kit elements after the conclusion of the season. Summarized Rules for Modified and Full-Sided Soccer The rules of the game are governed by FIFA rules, except where noted below for the Modified soccer formats (U6-U12). Rules that are unmodified are those concerning the Start of Play, Out of Bounds, Fouls and Misconduct and Throw-ins. The purpose of the Modified soccer format is to allow players to play the game in a format that will maximize player enjoyment of the game while teaching them the skills that they will need as they grow older. Build Out Line Rule (U6 to U10) On goal kicks, free kicks in the penalty area and the keeper in possession of the ball, opposing players must move towards their half of field until the ball leaves the penalty area, or the goal keeper has put the ball into play. Download Info Sheet from our website at No Heading Rule (U6 to U11) Players cannot intentionally head the ball in these age groups. If they do, then it is an indirect kick at the spot of the foul. If the ball hits their head unintentionally (per the referee), then play continues. Standard Modified Rules These rules are standard for play in all or most modified formats: No standings will be kept for levels U6-U10. All players are to be played at least 50% of the time. All players must wear shin guards. All players must be properly registered with the West Seattle Soccer Club. All parents must provide a signed medical release for their players or be physically present at all games and practices. No jewelry is allowed on a player at all. The player will not be allowed to play if they have jewelry on. This includes the soft cloth necklaces or bracelets. All comments from the sidelines must be positive and supportive of the players, coaches, and officials. Page 10 of 22

11 Coed U6 and U7 Rules Coed Teams Size of Ball - #3 Number of players on field - 4 vs. 4 (no goalkeeper), max roster size is 8 Length of each half - 16 minutes, 5 minute halftime No offside rule, but discourage cherry picking Use fouls as a teaching opportunity Slide tackling is not allowed No direct/penalty kicks. All kicks will be indirect Allow retries on throw-ins and corner kicks, and use as a teaching opportunity No heading. An indirect kick will be given by the other team. No scores will be kept U8 Rules Size of Ball - #3 Number of players on field - 5 vs. 5 (4 plus goalkeeper), max roster size is 9 Length of each half - 25 minutes, 5 minute halftime No offside rule, but discourage cherry picking Use fouls as a teaching opportunity Slide tackling is not allowed. No direct/penalty kicks. All kicks will be indirect Allow retries on throw-ins and use as teaching opportunity No scores will be kept No heading. An indirect kick will be given by the other team. 13 League Structure for Teams WSSC Team Options West Seattle Soccer Club teams are placed into four (4) different leagues, depending on age and level of competition: WSSC (West Seattle Soccer Club) house league - Coed U6 and U7 HSA (Highline Soccer Association) U8-U12 teams SSUL (South Sound United League) very strong U11-12 and all other teams U13-U19 NPSL (North Puget Sound League) highly competitive teams U11 and above (only if no viable SSUL age bracket) WSSC - Coed U6/U7 is a recreational house league. WSSC teams will play other teams in the WSSC area. The season starts in mid-september and ends in early November (8 game season). There are no published standings and game scores will not be recorded. Teams are led by Master Coaches. All games are played on Sundays. HSA HSA League is a recreational league for U8-U12 teams. WSSC teams will play other teams from West Seattle and also teams from the Highline Soccer Club area that includes Des Moines/Midway, SeaTac, and Burien. The season starts the second weekend after Labor Day and ends before Thanksgiving (10 game season). There are no published standings and game scores will not be recorded for U8-U10 teams. Standings will be kept for U11 and U12 teams. All games are played on Saturday. SSUL - Most WSSC teams U-13 and above -- and some of our U-11/12 teams -- will be participating in the SSUL this fall. The SSUL features recreational and select soccer teams from seven (7) neighboring soccer Associations including Auburn, Federal Way, Kent Covington, Highline, Maple Valley, Renton Tukwila, and Pierce County. The league is professionally administrated by Washington Youth Soccer (WYS) and representative leadership from all seven member Associations. The SSUL will foster local, like-vs-like competition for our recreational soccer teams, and also provides a pathway for our highly-capable teams to challenge themselves against select competition. NPSL - The NPSL is a competitive youth soccer league that is a partnership of Washington Youth Soccer District 1 and District 2 and their eleven youth soccer associations comprising over 57,000 youth soccer players. NPSL s mission is to supply a competitive venue to its teams that makes geographic sense and is not limited by District or Association boundaries. Read more here: City and State Cup Tournaments The Recreational Cup is the State Cup Tournament for "Recreational Teams" ages U-11 and above. US Youth Soccer defines "Recreational" by stating: "the use of tryouts, invitations, recruiting or any like process to roster a player selectively to any team on the basis of talent or ability is prohibited." The Rec Cup is played in late October and November with finals in early December. The Founders Cup is the third most competitive state tournament, whose participants are primarily competitive teams. The tournament is played in January to early February. This is the highest level WYS sanctioned tournament for which WSSC teams are eligible to compete. 14 WSSC Expense Reimbursement Policies To get reimbursed for any of the following, mail the receipt with your name and address to: West Seattle Soccer Club PO Box 16266, Seattle, WA Please our club Treasurer at if you have any questions concerning reimbursement. Tournament Reimbursement The WSSC will reimburse each U8-U10 team up to $200 and each U11-U19 team up to $400 per calendar year for tournament reimbursement. To claim this benefit, the team must pay for the tournament up front. The tournament sponsor will issue a receipt to the team contact generally on the day of the tournament. Please submit your receipt to wsscboard.treasurer@gmail.com for reimbursement. Referee License Reimbursement The WSSC will reimburse new referees up to $75.00 for fees paid to attend classes and obtain their certification. The only condition is that the referee must pass the final exam to acquire the license and officiates at least 10 WSSC matches. Please submit a copy of certification and proof of payment to the attention of the Club Treasurer wsscboard.treasurer@gmail.com for reimbursement. Coaching License Reimbursement WSSC will reimburse coaches for fees paid to attend Coaching License classes. The only condition is that the coach must pass the final exam to acquire the license. Standard class fees run up to $150. If the class will cost more than that, prior approval is required. Please submit your receipt and proof of completion to wsscboard.treasurer@gmail.com for reimbursement. Player Refund Policy* The WSSC will refund any player in full before the soccer season starts, for any reason. After the season starts, a 75% refund can be granted if requested by September 30th, and a 50% refund can be granted if requested by October 31st. After October 31st, no refunds will be given. Players registered in the Coed U6 & U7 program can be refunded in full up until October 31st; thereafter no refunds will be given. *All refunds are subject to 10% administration fee, unless waived by Board. 16 2017 Coaches Code of Ethics (Adapted from WYS) Responsibilities to PLAYERS The coach shall never place the value of winning over the safety and welfare of players Coaches shall instruct players to play within the laws of the game and within the spirit of the game at all times Coaches shall not seek unfair advantage by teaching deliberate unsportsmanlike behavior to players Coaches should not tolerate inappropriate behavior from players regardless of the situation Demands on players' time should never be so extensive as to interfere with academic goals or progress Coaches should direct players to seek proper medical attention for injuries and to follow the physician's instructions regarding treatment and recovery Any problems that cannot be resolved between coaches should be referred to the WSSC Board of Directors Responsibilities to the LAWS OF THE GAME Coaches should be thoroughly acquainted with and demonstrate a working knowledge of the rules for their age group Coaches are responsible to assure their players understand the intent as well as the application of those rules Coaches must adhere to the letter and spirit of the Laws of the Game Coaches are responsible for their players' actions on the field and must not permit them to perform with intent of causing injury to opposing players The coach must constantly strive to teach good sporting behavior Responsibility to OFFICIALS Officials must have the support of coaches, players and spectators. Comments and critiques of governing bodies, teams, coaches, players, parents or media should be positive and constructive. Coaches have the responsibility to assist their players in conducting themselves properly when in public when representing their team, member association and WYS Other RESPONSIBILITIES A coach's behavior must be such as to bring credit to himself, his organization and the sport of soccer While the concept of rivalry is wholly embraced, it cannot take precedence over exemplary professional conduct The attitude and conduct of the coach towards officials, players, spectators and coaches should be controlled and undemonstrative It is unacceptable for a coach to have any verbal altercation with an opposing coach or bench before, during or after the game Page 16 of 22

17 Coaches must use their influence on his/her spectators that demonstrate intimidating and/or unacceptable behavior towards officials, player(s) and opposing team members WSSC Player Agreement I recognize that being part of a West Seattle Soccer Club team is a privilege, and with that privilege there is responsibility. I agree to abide by the following terms and conditions: 1. I will come to practices and games on time, prepared to participate with the correct equipment and at the time designated by the team coaches or manager. 2. If I am unable to attend practices or games, I will notify my coach or the team manager in advance. [If I miss practices without notice or miss practices on a regular basis, I acknowledge that the coach can restrict my playing time in games accordingly]. 3. I will treat my teammates, coaches, and opponents with respect. I understand that responsibility will be delegated within the team and that it is to be respected as well. 4. I will work hard and keep a positive attitude. Part of my commitment will include practicing my soccer skills on a regular basis at home, and maintaining an appropriate level of fitness to compete. 5. I will demonstrate a good sportsmanship attitude towards other teams, coaches and game officials at all times. [If I disagree with referees, I will speak with my coach about any issues and refrain from confronting the referees.] 6. I recognize that my teammates are counting on me; therefore I will give my best to the team at practice sessions and games. 7. There shall be no use of alcohol or drugs at any WSSC sponsored events such as practices and games. 8. For significant violations (such as violence towards others, possession of illegal drugs at any WSSC sponsored occasion or minors consuming alcohol at any WSSC sponsored occasion) or for repeated violations a suspension of participation rights, with the length of the suspension dependent of the severity of the violation. WSSC Parent and Spectator Agreement I recognize that being part of a club team is a privilege, and with that privilege there is responsibility. I agree to abide by the following terms and conditions: 1. I will support my child by ensuring that transportation is available to attend games on time. 2. I will treat the players of the team, coaches, opponents, officials and other parents with respect. I understand that my involvement is that of a positive team support member during games. I understand that it is the coaches delegated responsibility to coach during these times, my role being that of a spectator. 3. I will demonstrate a "good sportsmanship" attitude towards other teams, coaches, game officials and parents at all times. 4. I will abide by the City of Seattle Parks policy of NO DOGS at athletic fields. Please refer to the Seattle Municipal Code (Chapter 18.12, Parks Code). 5. I will abide by the City of Seattle Parks Sports Participation Policy, available for download from our web site. Prohibited activities include NO AIR HORNS. BRAIN INJURY RESOURCES COACHING PACKET On May 14, 2009 the Governor of Washington Christine Gregoire signed the Zackery Lystedt Law. Effective July 26, 2009, the Lystedt Law directly affects youth sports and head injury policies particularly how you, as a coach, need to respond to player injuries. The new law requires that: 1. An informed consent must be signed by parents and youth athletes acknowledging the risk of head injury prior to practice or competition Page 17 of 22

18 2. A youth athlete who is suspected of sustaining a concussion or head injury must be removed from play when in doubt, sit them out 3. A youth athlete who has been removed from play must receive written clearance from a licensed health care provider prior to returning to play CONCUSSION FACTS A concussion is a brain injury. All concussions are serious. Concussions can occur without loss of consciousness. Concussions can occur in any sport. Recognition and proper management of concussions when they first occur can help prevent further injury or even death. WHAT IS A CONCUSSION? A concussion is an injury that changes how the cells in the brain normally work. A concussion is caused by a blow to the head or body that causes the brain to move rapidly inside the skull. Even a ding getting your bell rung or what seems to be a mild bump or blow to the head can be serious. Concussions can also result from a fall or from players colliding with each other or with obstacles, such as a goalpost, even if they do not directly hit their head. The potential for concussions is greatest in athletic environments where collisions are common. Concussions can occur, however, in any organized or unorganized sport or recreational activity. As many as 3.8 million sports and recreation-related concussions occur in the United States each year. RECOGNIZING A POSSIBLE CONCUSSION To help recognize a concussion, you should watch for the following two things among your athletes: 1. A forceful blow to the head or body that results in rapid movement of the head. -and- 2. Any change in the athlete s behavior, thinking, or physical functioning. (See the signs and symptoms of concussion.) SIGNS AND SYMPTOMS SIGNS OBSERVED BY COACHING STAFF Appears dazed or stunned Is confused about assignment or position Forgets sports plays Is unsure of game, score, or opponent Moves clumsily SYMPTOMS REPORTED BY ATHLETE Headache or pressure in head Nausea or vomiting Balance problems or dizziness Double or blurry vision Sensitivity to light Sensitivity to noise Answers questions slowly Loses consciousness (even briefly) Shows behavior or personality changes Can t recall events prior to hit or fall Can t recall events after hit or fall Feeling sluggish, hazy, foggy, or groggy Concentration or memory problems Confusion Does not feel right Adapted from Lovell et al Page 18 of 22

19 Athletes who experience any of these signs or symptoms after a bump or blow to the head should be kept from play until given permission to return to play by a health care professional (see Licensed Health Care Provided list below) with experience in evaluating for concussions. Signs and symptoms of concussion can last from several minutes to days, weeks, months, or even longer in some cases. Remember, you can t see a concussion and some athletes may not experience and/or report symptoms until hours or days after the injury. If you have any suspicion that your athlete has a concussion, you should keep the athlete out of the game or practice. PREVENTION AND PREPARATION As a coach, you can play a key role in preventing concussions and responding to them properly when they occur. Here are some steps you can take to ensure the best outcome for your athletes and the team: Educate athletes and parents about concussion. Talk with athletes and their parents about the dangers and potential long-term consequences of concussion. For more information on long-term effects of concussion, view the following online video clip: Explain your concerns about concussion and your expectations of safe play to athletes, parents, and assistant coaches. Pass out the concussion fact sheets for athletes and for parents at the beginning of the season and again if a concussion occurs. Insist that safety comes first. o Teach athletes safe playing techniques and encourage them to follow the rules of play. o Encourage athletes to practice good sportsmanship at all times. o Make sure athletes wear the right protective equipment for their activity (such as shin guards). Protective equipment should fit properly, be well maintained, and be worn consistently and correctly. o Review the athlete fact sheet with your team to help them recognize the signs and symptoms of a concussion.

20 Teach athletes and parents that it s not smart to play with a concussion. Sometimes players and parents wrongly believe that it shows strength and courage to play injured. Discourage others from pressuring injured athletes to play. Don t let athletes persuade you that they re just fine after they have sustained any bump or blow to the head. Ask if players have ever had a concussion. Prevent long-term problems. A repeat concussion that occurs before the brain recovers from the first usually within a short period of time (hours, days, or weeks) can slow recovery or increase the likelihood of having long-term problems. In rare cases, repeat concussions can result in brain swelling, permanent brain damage, and even death. This more serious condition is called second impact syndrome.4,5 Keep athletes with known or suspected concussion from play until they have been evaluated and given permission to return to play by a health care professional with experience in evaluating for concussion. Remind your athletes: It s better to miss one game than the whole season. WHAT SHOULD A COACH DO WHEN A CONCUSSION IS SUSPECTED? 1. Remove the athlete from play. Look for the signs and symptoms of a concussion if your athlete has experienced a bump or blow to the head. Athletes who experience signs or symptoms of concussion should not be allowed to return to play. When in doubt, keep the athlete out of play. 2. Ensure that the athlete is evaluated right away by an appropriate health care professional. Do not try to judge the severity of the injury yourself. Health care professionals have a number of methods that they can use to assess the severity of concussions. As a coach, recording the following information can help health care professionals in assessing the athlete after the injury: Cause of the injury and force of the hit or blow to the head Any loss of consciousness (passed out/knocked out) and if so, for how long Any memory loss immediately following the injury Any seizures immediately following the injury Number of previous concussions (if any) 3. Inform the athlete s parents or guardians about the possible concussion and give them the fact sheet on concussion. Make sure they know that the athlete should be seen by a health care professional experienced in evaluating for concussion. 4. Allow the athlete to return to play only with permission from a health care professional with experience in evaluating for concussion. A repeat concussion that occurs before the brain recovers from the first can slow recovery or increase the likelihood of having longterm problems. Prevent common long-term problems and the rare second impact syndrome by delaying the athlete s return to the activity until the player receives appropriate medical evaluation and approval for return to play. 5. Licensed Health Care Providers a. What licensed health care providers are trained in the evaluation and treatment of concussions/brain injuries and authorized to allow the athlete to return to play? b. Medical Doctors (MD) Doctor of Osteopathy (DO) Advanced Registered Nurse Practitioner (ARNP) Physicians Assistant (PA) Licensed Certified Athletic Trainers (ATC) c. Research is currently being done to determine which other licensed health care providers may have sufficient training to qualify to authorize return to play. Washington Youth Soccer will update clubs/associations and the wsysa.com website as this information becomes available. d.
