3 About MSPSP (Michigan State Premier Soccer Program) The Michigan State Premier Soccer Program (MSPSP) is Michigan's compe;;ve state-wide soccer league. We represent over 12,000 talented young boys and girls annually. Our purpose is to promote the development and execu;on of highly skilled youth soccer, sportsmanship, quality coaching and officia;ng within the State of Michigan. 4 What s New - MSPSP Team Official sendoff policy In the event that a team official (coach, assistant coach, manager, etc.) is sent off (red card) during an MSPSP match the following penal;es will automa;cally apply: - The team official is suspended (completely barred) for the next MSPSP match that he/she is due to par;cipate in with the team he/she received the red card with. - A $ sendoff fine will be assessed to the affilia;ng league of the team official in ques;on. - Can be appealed, see Team Official Sendoff Policy for details (MSPSP website). - MSPSP / State Cup Dual Result -Complete MSPSP / State Cup Dual Result Form. You agree to the result of the State Cup match played between the two teams and will count as the MSPSP result (league match) between the same two teams. Addi;onally, you forfeit protest rights with MSPSP. The match MUST be played under State Cup Rules using only players who are eligible for State Cup & MSPSP par;cipa;on. - Digital Passcards & Physical Passcards -For Digital Passcards, players must have photo uploaded on GotSoccer.

7 9401 Coach Responsibili;es (General) All head coaches of teams playing in Premier division 1 and Premier division 2 shall be required to have a minimum D coaching license or a NSCAA Na;onal Diploma. All head coaches of teams playing in any Classic divisions shall be required to have a minimum E coaching license. A head coach of a Classic division team that advances to the Premier division shall have one (1) season to obtain his/her "D" coaching license or NSCAA Na;onal Diploma. Each coach, assistant coach, manager, and or other team officials must have a valid MSYSA Risk Management (background check) card. Each coach is responsible for submiqng proper pass cards and Referee Fees prior to the start of the game as well as reimbursing any park entry fees the referee and opposing team incurred to enter the facility.

8 MSPSP Rule 8 Sec;on 5- Club Passcards The MOST ques6oned MSPSP Rule (1) MSPSP registered teams may u;lize players from within both the same club and MSPSP affiliated league to par;cipate in the team s MSPSP league games. (2) Players u;lized in this manner are considered club passcard players (3) Players wishing to club passcard to a MSPSP team must be currently registered with MSYSA. (4) Players can club passcard up a maximum of two age groups from their eligible age group (U14 -> U16). (5) MSPSP teams are limited to five (5) club passcarded players per game. (6) Teams u;lizing an MSPSP club passcard player must meet all other roster requirements

9 MSPSP Rule 8 Sec;on 5- Club Passcards (7) Game day rosters may not exceed 18 total players including club passcarded players. (8) Players can club passcard a maximum of twice per week with the week star;ng on Sunday. (9) Players may club passcard within their own age group only from a lower division team to a higher division team (Premier 2 -> Premier 1). (10) Players cannot club passcard down in compe;;on or age groups from their primary rostered team / eligible age group. MRL and Na6onal League players may not par6cipate in MSPSP. (Regardless of age group) (11) At the U13 age group in the fall season, players may club passcard across the statewide divisions. Players registered on a statewide team may not club passcard into the regional divisions regional division players may club passcard onto statewide teams.

10 MSPSP Rule 8 Sec;on 5- Club Passcards 12) Players needing to service a suspension for misconduct are not permimed to club passcard un;l their suspension is served with their primary team. Suspensions may not be served in club passcarded matches. 13) Select and Recrea;onal MSYSA registered players may club passcard in MSPSP matches. Club passcarding select and recrea;onal players must be age-eligible for the MSPSP division. 14) U13 MSYSA Directors Academy players may NOT club passcard to U13 MSPSP Matches. All other Directors Academy to MSPSP club passcarding scenarios are permimed.

11 Viola;on of Club Passcard Rules A viola;on of MSPSP club passcard procedures will be reviewed by the MSPSP Board of Directors. Punishments can include, but are not limited to, one or more of the following: Replaying of the match with the viola;ng team paying for match fees including referee and facility costs. Match forfeiture. A monetary fine to the offending team, coach, or league. Suspensions of the offending coach.

12 Reschedules & Cancella;ons Can reschedule for ANY reason, provided other team agrees to reschedule. No excep6ons to requirements of the policy Does your reschedule require a fee??? - All MSPSP reschedules must be accompanied with a $ reschedule fee. Excep;ons are only granted due to inclement weather, dangerous field condi6ons or facility unavailability (documenta;on required). Teams s;ll responsible for arranging AR s. If NO is in the box that applies to your reschedule, the match will need to be played as scheduled or forfeited. Forfeiture fines are $250 + the team is ineligible to win the division in which they par6cipate.

14 Referees MSPSP liaison at the field MSPSP assigns the CRs and your Club assigns the ARs. MUST be cer;fied assignors. Referees get paid if they show up at the field, no excep6ons. Assignors available on Referee evalua;on forms available on USE this form! MSPSP stands by ALL referee discre;onary decisions. Red cards Yellow cards Offside Etc. Do NOT ask for suspensions to rescind. Will not happen.

16 Suspensions Applies to players and coaches. Red Cards 1 game suspension - Violent Conduct, Spiqng, & Serious Foul Play WILL be two game suspensions. - from MSPSP Disciplinary CommiMee Yellow Card accumula;on - 3 yellow cards 1 game suspension - 6 yellow cards 1 game suspension Two yellows in one match does not accumulate as two yellows. Track your teams own yellow cards to avoid conflict Use copies of your roster. You can call and check with MSPSP but you are responsible to keep track of this and ensure you have eligible players should a player face a suspension.

17 Protests Protests must be wrimen on the game report at the field (no excep;ons). Preferably BEFORE the match, but OK azer. Can only protest for a misapplica6on of the Laws of the Game or the MSPSP Rules and Regula6ons. - No off-sides, issued cards, hand balls, etc What is an acceptable protest? - Field size, game length, ineligible player (club passcard) Again, protests must done at the field, on the game report preferably before the match begins. Note your signature on the match report By signing this report you agree all items reported are valid.

18 Late Player Addi;ons For late player addi6ons, MSPSP needs: Player contract Player added to team in GotSoccer $25 fee check or cash only MSPSP must have all items before the passcard will be created. MSPSP will only send physical copies of the passcards, we will not send copies via . Replacement cards are $20. No duplicates. MSPSP Rule 10 Sec6on 7: Roster Addi6ons. 1. Any&me a named goalkeeper is injured and out of play, another goalkeeper may be added for the remainder of the season, through the normal registra&on process. 2. Any&me a team's ac&ve roster drops to fourteen (14) players, due to injury or resigna&on of players, that team shall be allowed to add players to their roster through the normal registra&on process un&l they have reached an ac&ve roster of fideen (15) players. 3. Player addi&ons to MSPSP rosters are permissible up to forty-eight (48) hours before a teams first match except for addi&ons outlined in Rule 10 Sec&ons 7. 1 and 7.2 (which can occur at any point in the season).

19 Inter-Premier Program Player Transfer MSPSP will only approve a transfer from one MSPSP team to another MSPSP team if the following condi;ons are met: (a) The player transfer is supported (approved) by the player s originally registered team, club and league (documenta;on required) (b) The player transfer is supported (approved) by the player s new team, club and league. (c) The transfer occurs during the MSYSA Transfer Window (11/1 3/1). (d) All other MSYSA and MSPSP Rules and Regula;ons are followed.

20 Late Team Official (staff) Addi;ons All teams get three (3) team officials - Head Coach, Assistant Coach, Manager staff posi;ons - Any combina;on of coaches, assistant coaches, and managers. A fourth (4 th ) team official costs $25. Don t want to hear from them! Disciplinary CommiMee Ar6cle III. Sec6on 9. Disciplinary Authority The MSPSP Board of Directors has authority to bar completely, suspend or otherwise discipline any player, coach, manager, assistant, trainer, club officer, league officer, or other person associated with any team playing within MSPSP.

21 MSPSP Team Requirements - MSPSP Patches Lez sleeve or lez breast MSPSP Lanyards Coaches & team officials Ignorance of the Rules It is the responsibility of each player, roach, manager, trainer, team official, and league official to know and understand the Bylaws and Rules of the premier program. Ignorance of these Bylaws and Rules will not be considered an excuse for failure to follow them and will not be considered as a defense in any Disciplinary Hearing of the Premier Program.
