2 Pilchuck Soccer Alliance 2016 Strawberry Classic Tournament Rules GENERAL The tournament director will have jurisdiction over all games played in the tournament. All disputes will be resolved by the tournament director. Games will be played in accordance with WSYSA rules and FIFA Laws of the Game except as noted below. ELIGIBILITY OF PLAYERS 1. Coaches are responsible for ensuring the eligibility of their players. All teams rosters must be submitted at check-in and all players must meet the eligibility requirements specified under sections A-F below. a. The tournament is open only to District Select and Recreational/Club teams. District and Recreational teams will play in different brackets when possible. No Premier teams or players are allowed. b. Birth Year of players by Age Bracket Washington State Soccer Age Chart Based on Birth Year - U09 to U19 Birth Year Age Bracket U9 U10 U11 U12 U13 U14 U15 U16 U17 U18 U19 c. All players must be registered in a USYSA program d. Guest players - Up to three (3) guest players are allowed for U09 - U12 teams. Five (5) guest players are allowed on each team U13 and older. All guest players must be of the correct age division and no more than two (2) years younger than the team they guest play for. Guest players for recreational/club teams may NOT be registered on a select, district, or premier team for the season. Guest players for select/district level division may NOT be registered on a premier team for the season. e. Failure to prove eligibility or falsifying eligibility of players will result in immediate expulsion from the tournament and forfeiture of all games won or tied. The team shall have all games recorded as losses by a score of 0-1. The tournament will not refund the tournament fee in such a situation. f. The tournament roster must be verified by the participating team s club registrar or verified through Bonzi to be valid including guest players (if any). Coaches must sign the team s roster at check-in to certify the eligibility of the players.
3 TEAM & ROSTER 1. Maximum roster size: a. U09 and U10 12 players b. U11 and U12 14 players c. U13 to U19 18 players 2. Players per side: a. U09 and U10 7 per side b. U11and U12 9 per side c. U13 to U19 11 per side 3. A minimum of seven (7) players shall constitute a team for U11 and older teams. Teams with less than seven (7) players will forfeit. 4. The home team shall change jerseys if the referee determines that there is a color conflict in uniforms. The home team is the first team listed on the schedule or playoff bracket. All teams must have a color change of uniforms. 5. Each player on the team shall wear a shirt with a different jersey number and may not exchange it with another player for the duration of that game (goalie shirt excepted). Players shall not wear anything that is considered by the referee to be a danger to themselves, teammates, or opposing players. 6. Coaches, players, and spectators shall remain at least 3 yards away from the touchlines and away from the areas behind the goal lines. Failure to comply with the center referee s or assistant referee s request to move back from the touchline will result in ejection from the game. FIELD OF PLAY 1. Pilchuck Soccer Alliance will be responsible for preparing the fields for play 2. Pilchuck Soccer Alliance will supply the goal nets and corner flags 3. Each coach will be responsible for clean-up of the general area of their sidelines after each game. Respect your field. 4. The referee shall have the final word on whether the field is playable or not.
4 GAMES 1. Game ball size: a. U09-U12 Size 4 b. U13-U19 Size 5 2. The referee s acceptance of the game ball is final and may not be questioned 3. Duration of games: a. U09-U10 twenty five (25) minute halves (2) b. U11-U19 thirty (30) minute halves (2) 4. Games shall be played as scheduled. No excuse/reason for being late or not appearing for a game will be considered. Only the referee in charge of the game, with the concurrence of the tournament director, has the authority to cancel any game. a. Failure of a team to be ready and/or present at kick-off time will result in a forfeiture of said game and the score shall be recorded as a 0-1 loss. b. If a forfeit game exists for any reason, goal differential will not be used to determine the winner of pool play for playoffs. 5. In the event a game starts late, the referee shall shorten the play time for each half by the appropriate amount in order to get back on schedule. 6. In the event games are postponed because of weather conditions or other unforeseen circumstances, the tournament director shall reschedule the game at the earliest possible date and time. In the event a game must be cancelled, no refund of tournament fees will be made. TEAM CHECK-IN PROCEDURE Check-In for all teams will be located at the tournament headquarters tent at the field entrance of the 152 nd Street Soccer Complex. 1. Check-In for ALL teams will be from 7am to 12pm on Saturday, August 6 th. a. Coaches do NOT have to check-in before their first game. They MUST check-in at some point during the specified time window b. Teams are welcome to check in Friday evening from 5 pm to 7 pm, August 5 th. 2. Coaches/team representative must be present a. An accurate team roster signed by the club s registrar must be in the possession of the tournament director by the end of the specified check-in time window b. If questions arise about the eligibility of a team/player, the coach may be required to provide proof of age for each player via a copy of the player s birth certificate, passport, or USYSA ID at any time during the tournament. c. Only players who meet the eligibility requirements specified in the eligibility of players section will be allowed to participate 3. ROSTERS: a. A hard copy of your team roster, signed by your club/league registrar is not necessary if: your roster was verified through Bonzi upon registration and any additional changes to your roster (adding of guest players) were also verified by Bonzi
5 TOURNAMENT FORMAT 1. U09 and U10 teams will play 3 games in a jamboree format. Scores will not be recorded and there will be not playoffs. 2. U11 to U19 teams will play in a round-robin format with points recorded after each game. Each team will play three games and depending on their score, (with divisions of 4 or more) may advance to a playoff and championship game. Medals and a team trophy will be awarded to both teams at the end of championship games (1 st and 2 nd place). a. Brackets of 3 teams will play 4 games total (play each team twice), and the team with the highest points will win the division. 3. POINT SYSTEM a. The highest number of points accumulated during the round-robin play will determine who plays in the playoff and championship games. b. Points will be awarded as follows: Win 6 points Tie 3 points Loss 0 points Shutout 1 point Each goal scored up to 3 goals 1 point (3 points max per game) c. Maximum 10 points per game d. A 0-0 tie shall be scored as 4 points (3 points for a tie, 1 point for a shutout) e. Minus two points for each red card and/or player ejection (2 yellows in one game) 4. All games will count fully towards determining the winner of each pool 5. TIE BREAKERS (to be used at the end of round-robin play) a. Head-to-head play (outcome of the game involving the tiered teams) b. Team with the lowest goals against c. Goal differential (goals scored/goals allowed) d. Team with most goals e. Coin toss 6. The winner of playoff and championship games shall be decided by head-to-head play 7. If the teams are tied at the end of playoff or championship games, the teams will proceed to penalty kicks from the mark to determine a winner. Best of 5 will determine the winner. If no winner after 5 rounds, it will go to sudden death penalty kicks. (Best of 1 round) a. There will not be over-time SCORE REPORTING U9 and U10 age groups do NOT report their scores 1. U11-U19 teams will report their scores to tournament headquarters within 30 minutes of the end of their game 2. Scores may be reported in 3 ways: a. directly to tournament headquarters located at the 152 nd St. Field Complex b. texted in to the tournament number:
6 c. in to the tournament 3. If texting/ ing in scores: a. Please include: - Game time - Field Number - Team Names - Score b. Scores must be reported in within 30 minutes of end-of-game c. The score hotline is for reporting scores or field emergencies ONLY - Please direct any concerns or questions to a tournament official or referee who will contact tournament headquarters as needed - Game protests can not be made via phone 4. Scores may be reported by any team representative (coach, player, parent) 5. BOTH TEAMS are expected to report their game scores; win, lose, or tie 6. Referees will NOT report game scores, except in the case there is a discrepancy in the team score reports 7. What happens if I don t report my score? a. Teams who fail to report their scores will receive 0 points for that game until they report their score 8. What happens if I receive a busy signal or voic from the hotlines? a. DO NOT LEAVE A MESSAGE scores reported via voic will NOT be accepted b. If you cannot get through to any of the phone numbers, wait 5 minutes and try again - The hotline may become very busy at the end of games, please be patient 9. Scores and standings will be posted to the Pilchuck Soccer Alliance website as soon as possible. 10. Please notify tournament headquarters if you see an error the standings MISCONDUCT 1. Any player sent off the field of play by the referee (red card/two yellows/expulsion) must immediately leave the game-site so as not to be within sight or sound (as determined by the referee). 2. Any coach or team official who is dismissed by the referee must immediately leave the game-site so as not to be within sight or sound (as determined by the referee). a. In the event an individual refuses to leave, the referee shall suspend the game and report the occurrence. The tournament director will then declare forfeiture by the offending team. 3. The referee will file an official report of any misconduct to the tournament director. All cards will be reported to WSYSA. 4. The penalty for a red card/send-off of a player, coach, or team official shall be a one (1) game suspension from the following game unless otherwise determined by the tournament director. 5. Formal game protests must be made in-person to the tournament director. a. According the FIFA Laws of the Game, referee judgment calls cannot be protested or reversed
