3 Page3 PREAMBLE The 67 th NATIONAL FOOTBALL CHAMPIONSHIP for the SANTOSH TROPHY KERALA-UTTAR PRADESH 2013 is a Championship of the, matches of which will be played at Kerala and Uttar Pradesh from 1 st February to 3 rd of March It will be played in the following manner: 1. Qualifying Round I 2. Qualifying Round II 3. Quarter-Final Round 4. Semi-finals 5. Final The host Associations shall set up Organizing Committees for the conduct of this Championship. The Organising Associations and the Organising Committees for the 67 th National Football Championship for the Santosh Trophy 2013 is subject to the control and supervision of AIFF, which has the last word on all matters relevant to this Championship. Working relations between the AIFF, the Football Association of Kerala & Uttar Pradesh and the Organising Committees are regulated by these regulations and by agreements and/or correspondence regarding this Championship between the AIFF and Football Associations of Kerala and Uttar Pradesh. The AIFF may at its discretion prefix the name of the Championship with the name of its sponsor. These Regulations and the current Constitution and Regulations of the AIFF, regulate the rights, duties and responsibilities of the organising Association, the participating teams, the concerned State Associations and parties involved in the preparation, organization and hosting of the 67 th National Football Championship for the Santosh Trophy 2013.

4 Page4 ART. 1: PARTICIPANTS 1. All the affiliated Member Associations are eligible to take part in this Championship. 2. Participation of all affiliated Member Associations is mandatory. ART. 2: MODE OF COMPETITION 1. Grouping & Qualification System 1. The following teams that have not qualified for the Quarter Final round of the last years Championship will be placed in Qualifying Round II 1. Assam 2. Andaman & Nicobar 3. Jammu & Kashmir 4. Rajasthan 5.Madhya Pradesh 6. Tripura 7. Pondicherry 8. Sikkim 9. Uttarakhand 10. Jharkhand 11. Gujarat 12. Chandigarh 13. Nagaland 14. Karnataka 15. Himachal Pradesh 16. Bihar 17. Arunachal Pradesh 18. Daman & Diu The teams will be divided into four (4) groups ( depending upon the entries received) and will play a round robin league. The top team from each group will qualify for the Quarter Final Round of this years Championship (4 teams) 2. The following twelve teams from last years Quarter Final round of the Championship will be placed in Qualifying Round I of this years Championship 1. West Bengal 2. Railways 3. Delhi 4. Goa 5. Haryana 6. Chhattisgarh 7. Maharashtra 8. Uttar Pradesh 9. Mizoram 10. Punjab 11. Meghalaya 12. Orissa The teams will be divided into four (4) groups of three (3) teams each and will play a round robin league. The top two (2) teams will qualify for the Quarter Final Round of this years Championship. (8 teams) 3. The following teams that reached the Semi Final stage of the last years Championship, will be seeded directly in to the Quarter Final round of this years Championship 1. Services 2. Tamilnadu 3. Kerala 4. Manipur There will be sixteen (16) teams in the Quarter Final Round. Four (4) Semi-Finalist of last years Championship, eight (8) teams qualified from Qualifying Round I and four (4) teams qualified from Qualifying Round II. Matches of the Quarter Final Round will be played on a round robin league. The top team from each group will qualify for the Semi-Finals (knock-out stage). The winners of the Semi-Finals will play in the Final. ART. 3: COMPETITION SCHEDULE 1. The Fixtures of the Championship will be announced at least thirty (30) days in advance. ART. 4: ELIGIBILITY OF PLAYERS 1. (a) Players shall be bonafide permanent residents or shall be born within the jurisdiction of the State Association which they represent in the 67 th National Football Championship for the Santosh Trophy

5 Page5 Alternately (b) A Player whose services are not required by the State Association of which he is a permanent resident or in which, he is born, may play for the State Association for which, he is registered at the time of the Championship. 2. Players registered with I-League clubs cannot play for any Association in the 67 th National Football Championship for Santosh Trophy Whilst requisitioning and utilizing the services of players for the 67 th National Football Championship for the Santosh Trophy 2013, the State Association requisitioning the players shall inform the state Association from where the players are at present registered at least 30 days before the Championship starts. 4. The AIFF Player s Status Regulation regarding the release of players for Santosh Trophy shall be strictly followed. ART. 5: REGISTRATION OF PLAYERS & OFFICIALS Note: 1. PLAYER S Each team participating in the Championship shall register a maximum of twenty (20) Player s. Players holding foreign passports/oci/pio cards are not eligible to take part in the Championship. The Championship is only for the permanent residents of India. The participating teams are requested to register three (3) goalkeepers, as replacement for injured players will not be allowed once the Championship starts. 2. OFFICIALS A team may register a maximum of three (3) officials for the championship of which one compulsorily has to be a registered Doctor or a Physiotherapist. 3. DOCUMENTATION FOR REGISTRATION a. Player s and officials must be registered using the AIFF Official Registration Form for players and officials. b. The Final Registration form for 20 players must be forwarded to AIFF Secretariat at least 10 days before the teams first match in the Competition, duly endorsed by the respective State Association. c. Recent passport size coloured photographs shall be affixed to the forms. d. The President or the Secretary or any authorised signatory of the respective Association shall endorse the registration forms. e. One extra photo of each player shall be attached to the registration forms (for affixing on the participation/merit certificates). f. Certificate from a qualified Doctor that all players are fit to play competitive football. g. Doctor or a physiotherapist registered with the team must produce a degree certificate from a recognized University. If extra photos are not provided, the local organisers will take the photos and the cost will be debited to the concerned team's account during the settlement.

6 Page6 4. PRINCIPLES OF REGISTRATION OF PLAYERS AND OFFICIALS a. A Team can register no less than eighteen (18) players and no more than twenty (20) players for the final registration of the Competition. b. If a team fails to register a minimum of eighteen (18) players, the team will be considered to have withdrawn from the Competition. c. Teams will not be allowed to register more than twenty (20) players, even if they are brought at the cost of the participating teams. d. If a team fails to register a qualified Doctor or Physiotherapist, only two officials shall be allowed to sit on the substitute bench. e. Replacement of disqualified or injured players will not be allowed once the Championship starts. f. Registration forms of Players and Officials duly filled and endorsed by the respective State Associations shall be submitted to the Match Commissioner during the team Manager s Meeting. ART. 6: REGISTRATION OF PLAYERS & OFFICIALS FOR MATCHES 1. Participating teams shall submit names of the first 11 players and nine substitutes to the organising committee at least six hours before their match. 2. Nine substitutes and three (3) officials (provided one is a Doctor or a Physiotherapist) shall be allowed to occupy the reserve bench. Art. 7:. MATCH STARTING LIST 1. The participating teams must hand over the Players selection list and the Officials on the bench list with the names of the eleven (11) players who will start the match and nine (9) players who are designated as their substitutes, suspended or not playing, to the Match Commissioner at least four (4) hours before the kick-off of their match. The team captain and the goalkeepers must be identified on the Players selection list. The same procedure will apply for the registration of officials also. 2. After the Match Starting List has been completed and signed by both the teams and returned to the Match Commissioner, and if the match has not yet kicked-off, the following instruction apply: a) If any of the eleven (11) players listed on the Match Starting List selected to start the Match are not able to start the Match for any reason, they may be replaced by any of the substitutes listed on the Match Starting List. During the Match, three (3) players may still be replaced. ART. 8: SUBSTITUTION 1. Not more than three (3) players may be substituted during a match, from all the remaining reserve players, who must be declared before the commencement of the match. 2. Any player substituted cannot re-enter the game. ART. 9: DURATION OF THE MATCHES 1. Matches will be of ninety (90) minutes duration, consisting of two periods of fortyfive (45) minutes with an interval of 15 minutes in between.

7 Page7 2. The duration of the interval will be from whistle to whistle. ART. 10: POINTS IN LEAGUE MATCHES AND SYSTEM TO BREAK A TIE 1. In the league stage of the Championship, three (3) points will be awarded for a win, one (1) for a draw and no points for a defeat. 2. The classification will be determined based on following order. a) Higher number of points obtained. b) If the points are equal, than by the result of the matches between the concerned teams, with the team securing the highest points in these matches placed higher. c) If points are equal, the team having a higher goal difference will be placed higher. d) If the goal difference is the same, the team with the higher number of goals scored will be placed higher. e) If still the winner cannot be decided, then the ranking will be decided by drawing of lots. NB: ART. 11: If three or more teams are tied for the first or second place after the league matches and these teams have beaten or lost to each other (for example: team, a, b and c are tied in points, team a has beaten team b and lost to team c: team b has lost to team a and beaten team c and team c has beaten team a and lost to team b then Art b will not be applicable and the classification will be decided by following the system in Art c, d or e KNOCK OUT STAGE a) In the knock out stage, if at the end of the match the score remains tied, thirty (30) minutes extra time will be played, consisting of two (2) periods of fifteen (15) minutes each. If still the match remains tied, at the end of extra time, penalty kicks shall be taken to determine the winner. b) If the kicks from the penalty mark cannot be taken or completed then the result will be decided by toss of coin. ART. 12: ABANDONED MATCHES a) If the match is stopped by the Referee before the end of the normal time or during the extra time because of any force majeure or any other incidents such as, but not limited to, the field is not fit to play, weather conditions, floodlight failure, etc. the following procedure must be followed: i. The match is automatically suspended for the duration of thirty (30) minutes to allow conditions to improve sufficiently to restart the match, unless the referee decides that the match can be resumed earlier ii. iii. At the discretion of the Referee, another suspension of a maximum of thirty (30) minutes shall be allowed if in his opinion this extra period of suspension will allow the match to be resumed. Otherwise, at the end of this second thirty (30) minutes period, the Referee must declare the match to have been abandoned. In the case of an abandoned match, the Match Commissioner shall decide within two (2) hours of the Referees decision to abandon the match whether

8 Page8 to order only the part of the match, which has not been completed to be replayed, provided this can be done on the next day of the abandoned match or whether a reply shall be organized and whether the match result at the time of abandonment is valid, taking sporting and organizational considerations into account. b. No appeal may be lodged against decision stated in Art. 12. a above. ART. 13: CANCELLATION OF MATCHES a. If the match cannot commence on time due to any force majeure or any other incidents such as, but not limited to, the field is not fit to play, weather conditions, floodlight failure, etc. the following procedure must be followed: i. The match must first be delayed for a minimum of thirty (30) minutes, unless the Referee decides that the match can commence earlier, before a decision to reschedule the match is taken. ii. At the discretion of the Referee, another delay of a maximum thirty (30) minutes shall be allowed if in his opinion this extra period of delay will allow the match to commence. Otherwise, at the end of this second thirty (30) minutes period, the Referee must declare the match to have been cancelled. iii. In the case of a cancelled match, the Match Commissioner shall decide within two (2) hours of the Referees decision to cancel the match whether the match can be rescheduled, taking sporting and organizational considerations into account, or whether any other action and decision is needed to continue with the competition. Any disciplinary sanctions resulting from the cancelled match shall remain in force b. No appeal may be lodged against decision stated in Art. 13. a above c. If, at any time during the competition, the AIFF Secretariat deems that, for any reason, the stadium is not fit for staging a match; the AIFF may consult with the organizing Member Association and propose an alternate stadium, in accordance with the standards required by AIFF. ART. 14: WITHDRAWAL & PENALTY FOR FAILING TO PLAY 1. All participating member associations undertake to play all of their matches until eliminated from the Competition. 2. Any association that withdraws between the preliminary draw and the start of the preliminary Competition is liable to a fine of Rs. 50,000/-. 3. Any association that withdraws after the start of the preliminary competition is liable to a fine of Rs. 100,000/-. 4. Depending upon the circumstances of the withdrawal, the AIFF Disciplinary Committee may impose additional sanctions, including the suspension of the association concerned from subsequent AIFF Competitions 5. Depending up[on the circumstances, any association that withdraws may be ordered to reimburse AIFF and the organising association for any expenses already incurred as a result of its involvement in the competition, and may also be obliged to pay compensation for any damages or losses incurred. 6. If a team does not report for a match, except in cases of force majeure recognised by the tournament Competition Committee or if it refuses to continue to play or leaves the stadium before the end of the match, the team will be considered as having lost. The match and three

9 Page9 points will be awarded to its opponents with a score of 3-0 or more if, in the case of an abandoned match, the winning team has already reached a higher score at the time the guilty team leaves the field or refuses to continue to play. 7. The guilty team will, as a general rule, be excluded from further participation in the competition so that none of its matches will be deemed valid, unless the incidents mentioned in para 7 occurred in its last match. In addition, the guilty association shall pay compensation for any damages or losses suffered by the other associations and by AIFF. Furthermore, the guilty association will forfeit any claim to financial remuneration from AIFF. Further measures may be taken by the AIFF Executive Committee. 8. If the circumstances of withdrawal are sufficiently serious, the AIFF Disciplinary Committee may also take whatever additional action is appropriate under the terms of Disciplinary Code. 9. The relevant AIFF Committee shall determine the amount of damages for financial loss upon receipt of substantiated and documented request fro the organising Associations. 10. No appeal may be lodged against these decisions. ART. 15: LAWS OF THE GAME 1. All matches shall be played in accordance with the Laws of the Game laid down by the International Football Association Board and published by FIFA. ART. 16: PLAYERS OUTFITS 1. The basic compulsory outfits of a player shall consist of a jersey or shirts, shorts, stockings, shinguards and footwear. Shinguards, which must be covered entirely by the stockings shall be made of a suitable material (rubber, plastic, polyurethane or similar substance) and shall afford a reasonable degree of protection. 2. A player must not use equipment or wear anything that is dangerous to himself or another player (including any kind of jewellery). 3. If under garments are worn, the colour of the sleeve must be the same main colour as the sleeve of the jersey or shirt. If undershorts or tights are worn, they must be of the same main colour as the shorts. 4. If any kinesiology/bb tape is used, the colour of the tape must be of the same main colour of the outfits. ART. 17: TEAM COLOURS/NUMBERS 1. Teams must carry two (2) sets of jerseys at the venue, which shall be in contrasting colours. 2. Teams must declare their first and second colours during the Manager's meeting and use these colours for all matches. 3. Players shall wear registered numbers on their jersey (back and front) and shorts. Number on jerseys, in contrasting colours shall be twenty five (25) cm high at the back and ten (10) cm high in front. The number on the shorts (below right) shall be ten (10) cm high in contrasting colours. The numbers on the jerseys and shorts shall be clearly visible. Goalkeepers shall wear colours contrasting with those of the two teams and the referee. 4. Any team found guilty of allowing players to play in jerseys with numbers other than those registered shall be subject to disciplinary action, including fines. 5. Numbers should range from 1 to 20 in figures universally used with the first

10 Page10 goalkeeper's number being one (1) 6. Team A will always have the 1 st preference to choose the jersey colour. Team B will have to use their alternate colour, in the event of clash of colours. ART. 18: PROTESTS 1. Protest relating to qualification and eligibility of players participating in the competition must be submitted to the Match Commissioner with a copy to the General Secretary of AIFF, as soon as the final registration of players is completed. The protesting team must submit necessary evidence in support of the protest. The protesting team should request the Match Commissioner for the copy of the team list/s. 2. Protest against any incidents that occurs during a match shall be communicated orally by the team captain immediately after the disputed incident and before play has been resumed. The team Manager shall confirm such protests in writing to the match commissioner within two (2) hours after the match 3. Protest against the state of pitch, the markings, the accessory equipment or the footballs shall be made in writing to the referee before the start of the match by the Manager of the team lodging protest. 4. The final decision on this matter will rest with the match referee. 5. All protests must be in writing and must be accompanied by a fee of Rs. 5000/- (rupees five thousand only) 6. If the protest lodged is found to be unfounded or irresponsible, then the protest fee will be forfeited and a fine will be imposed on the protesting team. However, if the protest is upheld the fee shall be refunded 7. No protest shall be made against referee s decisions regarding facts connected with play, such decisions being final. 8. Once the winning team and the classification of the competition have been proclaimed, any protest lodged will be disregarded 9. Pursuant to the regulations of the AIFF, Teams are forbidden from taking disputes to a Civil Court, but may submit them to the appropriate body of the AIFF. ART. 19: DISCIPLINARY MATTERS 1. DISCIPLINE a) Participating teams, players and officials are bound by the AIFF Disciplinary Code. b) Infringement of any of these regulations or any other regulations of the AIFF shall be referred to the AIFF Disciplinary Committee. c) In deciding upon disciplinary measures to be taken, the Disciplinary Committee shall be guided by the provision of the AIFF Disciplinary Code. 2. CAUTIONS AND EXPULSIONS a) A player who receives two (2) cautions (yellow cards) during the tournament shall automatically be suspended for the match following the match in which he receives the second caution.

11 Page11 b) Cautions issued in the qualifying round I and II will not be carried over to the quarter final round. However any suspension which is as a result of expulsion (red card or two yellow cards in the same or different matches) of a player will be carried to the quarter final round. Cautions and expulsions issued in the quarter final round will be carried to the semi finals and the final. c) A player expelled from the field of play by the Referee shall be suspended for the next match unless otherwise determined by the Tournament Disciplinary Committee. ART. 20: DISCIPLINARY COMMITTEE 1. The Tournament Disciplinary Committee shall consist of the following: a) Chairman or Dy. Chairman of the AIFF Disciplinary Committee or their representative. b) The Match Commissioner. c) The Referees Assessor. 2. The Tournament Disciplinary Committee shall deal with all the matters related to the discipline on and off the field of play. 3. When taking decisions, the Tournament Disciplinary Committee shall refer to the report of the Referee, Assistant Referee, Fourth official, Match Commissioner and Referees Assessor. 4. The Tournament Disciplinary Committee shall base its decisions on the AIFF Disciplinary Code. 5. The Tournament Disciplinary Committee shall meet within twenty-four (24) hours of lodging of a protest and shall decide on the same if necessary by hearing all the concerned parties. ART. 21: APPEAL COMMITTEE 1. The Appeal Committee shall consist of the President or Secretary of the or their nominees. 2. The Appeal Committee shall hear appeals lodged against decisions passed by the Disciplinary Committee, except in the cases mentioned in Art 19-2 above or in suspensions for less than three matches and fines of less than Rs. 10, The Appeal Committee shall reach its decisions on the basis of the documents and other means of evidence contained in the Disciplinary Committee's file. However the Appeal Committee may, if necessary, also resort to any further evidence (including television and video recording etc.), which it considers relevant. 4. The appeal Committee shall meet within twenty-four (24) hours of lodgement of an appeal and shall decide the appeal. ART. 22: MATCH OFFICIALS 1. REFEREES Sufficient number of Referees shall be posted for supervision of the matches. 2. MATCH COMMISSIONER A Match Commissioner shall be posted at each venue of the Championship, who shall be the guiding factor for all the matters connected with the championship and shall submit a report to the Federation with proposals and suggestions for

12 Page12 improvement, if any. He shall advise the Referees Assessor in any matter connected with Referees affairs, if considered necessary. 3. REFEREES ASSESSOR A Referees Assessor, if posted, shall be responsible for all matters relating to the management of referees including day-to-day posting, conduct of physical fitness test, pre-match discussions, postmortem of pervious day's officiating etc. N.B: 1. The Match Commissioner appointed shall report at the venue at least three (3) days before the start of the Championship. The referee assessor and the referees shall report at the venue at least two (2) days before the start of the Championship. 2. The Referees shall not be given assignment for the matches, when their home state team plays. ART. 23: FINANCIAL REGULATIONS 1. TEAMS (a) Teams shall be reimbursed ordinary sleeper class rail fare (on concessional basis) for twenty three (23) persons (20 players and 3 officials), plus railway reservation charges and bus fare, where bus journey is involved on production of actual tickets and reservation slip. (concession forms will be issued by AIFF) If for some reasons only nineteen (19) persons are allowed to travel on concessional bases, to and fro 2 nd class sleeper rail fare will be reimbursed for the remaining four (4) persons only. (b) (c) Rail fare/bus fare reimbursement shall be paid only for the actual number of players and officials accompanying the team, subject to a maximum of twenty-three (23) persons. (twenty (20) players and three (3) officials) Allowances of rupees one hundred and seventy five (Rs.175/-) per person per day shall be paid during train/bus journey. For journey of less than twelve (12) hours, rupees seventy five (Rs. 75/-) only shall be paid. (d) Teams will be paid an allowance of rupees seven hundred and fifty (Rs. 750/- ) per person per day, towards their boarding and lodging, starting two days before the teams first match and ending one day after their last match in the competition. e) The duration of the benefits for players and officials of the teams as stipulated above are limited to two (2) days before the team s first match and one (1) day after their last match, but subject to actual arrival and departure of the teams. The teams and other officials shall have to make its own arrangements for stay beyond these days. All the teams shall travel by the shortest routes. 2. Host MA s & Match Officials Financial Terms for the host Association and the match officials will be finalised by a separate agreement. ART. 24: PRIZE MONEY & TROPHIES 1. The winners will get a rolling trophy and prize money of Rs. 5 lac 2. The runners-up team will get a trophy and prize money of Rs. 3 lac

13 Page13 Art. 25: ORGANISING COMMITTEE FOR THE 67 th NATIONAL FOOTBALL CHAMPIONSHIP FOR SANTOSH TROPHY KERALA-UTTAR PRADESH-2013 AND ITS RESPONSIBILITIES 1. The host Association shall appoint an organising committee for the 67 th National Football Championship for the Santosh Trophy 2013, which shall be responsible for organising the Championship in accordance with the AIFF Constitution and these regulations. 2. The organising committee of the 67 th National Football Championship Santosh Trophy 2013 may if necessary appoint one or more sub-committees to deal with various organizational matters. 3. The organising committee shall supervise all the arrangements for the 67 th National Football Championship for Santosh Trophy The organising committee shall entirely responsible for the safety and security of the players, officials, media and spectators. 5. The organising committee shall conduct periodical safety checks on the stadium and shall provide the AIFF with a safety certificate at least 15 days before the Championship starts. 6. The organising committee shall guarantee law and order as well as safety in the stadium, equipment belonging to the AIFF, its agents, media, etc, in collaboration with the relevant authorities. 7. The organising committee shall provide adequate insurance cover to all the players, teams, match officials and spectators. 8. The organising committee shall provide all the necessary medical facilities, including fully equipped ambulances, at the venue and in hospitals situated at a distance of less than 5 kms from the match venue. The organising committee shall be fully responsible for all medical arrangements during the Championship. 9. The organising committee shall assist the teams in securing accommodation at the venue of the Championship. 10. The organising committee shall provide the stadium, the facility areas, corridors, staircases free from all advertisements. 11. The AIFF appointed agents, broadcasters, sponsors, shall have unhindered access to display, sell and promote their products, in a manner that they deem fit. 12. The organising committee shall give free of cost to the AIFF and participating teams the following complimentary tickets/passes: a) For Participating MA s Four VVIP passes and 30 best category tickets. (on the day of their match only). b) For AIFF/Sponsors i) 35% of the VVIP passes. ii) 50 VIP passes iii) 300 passes for best category seats. iv) 150 passes for other category seats. c) Car passes as required.

14 Page14 Art. 26: DUTIES AND OBLIGATIONS OF THE PARTICPATING TEAMS 1. On entering the competition the participating teams automatically undertake: a) To observe these Regulations b) To abide by the rules and regulations of the AIFF and the 67 th National Football Championship for Santosh Trophy and by the decisions of the AIFF Executive Committee (including that of using and wearing the playing and practice kits whenever these are supplied by the AIFF or its sponsors and or use of Championship sponsor Logo's on the players outfits of the team) and the 67 th National Football Championship for Santosh Trophy 2013 organising committee. c) To accept all administrative, disciplinary and refereeing matters connected with the 67 th National Football Championship for Santosh Trophy d) To accept all arrangements regarding the local Organisation made by the local organising committee. e) To accept the use, records and broadcast of the images of teams, players and officials that may appear or be generated in connection with the participation of the teams in the 67 th National Football Championship for the Santosh Trophy f) The AIFF right to use and/or sub-license, names and images of teams, its players and officials shall be exclusive in respect of, or in connection with, the filming, recording, broadcasting and any other forms of transmission, broadcast in connection with this Championship. Art. 27: RESPONSIBILITIES OF THE PARTICIPATING MA s 1. All participating MA s shall provide ample insurance cover to their players and officials, including injury, accident and health during the Championship and teams travel. Make sure that a qualified Doctor or a qualified Physiotherapist accompanies the team. 2. The participating MA s shall also be responsible for the behavior of the members of its delegation (officials and players) and any person carrying out duties on behalf of the team or any office bearer of the team (club). 3. To give a certificate before the start of the Championship from a qualified doctor that all their players are fit to play competitive football. 4. Manager/Coach, of the team shall compulsorily attend the Managers Meeting, press conferences as and when called and also the post match press conference. Art. 28: COMMERCIAL & MARKETING RIGHTS 1. All the Commercial, Wireless, Broadcast, Interactive, Advertisement & Marketing rights related to the Championship including the title, gate decoration, decoration of stage for prize distribution, are the property of the IMGR & AIFF. 2. All the perimeter boards, advertising areas at ground, first, second tier levels area are also the property of the AIFF or its marketing agent. However the host Association will be given six (6) perimeter level and six (6) fence level boards at each venue. Prior permission of the AIFF will have to be obtained for displaying the boards. These boards should not be in conflict with the AIFF and Championship sponsors. 3. Advertisement rights on the match tickets belong solely to the AIFF. The ticket design will be given by AIFF.

All the revenue from exploration of television and commercial rights for the 67 th National Football Championship for the Santosh Trophy 2013 matches belongs to the AIFF. ART. 29: MISCELLANEOUS a. The AIFF reserves the right to alter, amend, remove from and/or add to these regulations as and when necessary. b. In the event of any dispute regarding interpretation of these regulations the decision of the AIFF shall be final and binding. c.
