2 Veterans Park District is excited to continue our partnership with the Melrose Proviso Soccer League. The Melrose-Veterans Park District Youth Soccer League will begin in late October and have two 10 weeks sessions (Oct 25- Jan. 3 and Jan. 10 Mar. 14) for your team or child to participate in. This competitive league will be offered for six different age groups (U6, U8, U10, U12, U14, and U16) that will play every Saturday with practice times available during the week for every team, all at our brand new George A. Leoni Complex. Every child will receive a participation medal and league branded t- shirt along with the experience of feeling like a real professional player when they compete on our state-of-the-art turf field. So come and join us for this amazing experience at our brand new facility. Age groups will be defined per FIFA regulations:

3 MVPD Youth Indoor Soccer League Rules These are the MVPD Youth Indoor Soccer Rules. The league reserves the right to revise, amend, or remove any of the following rules at any time if necessary for harmony of the league. There will be no protest on these rules or on games or scrimmages played by the MVPD participants. The philosophy of the MVPD Youth Indoor Soccer program is to provide an opportunity for every player to learn basic skills of the game, have a wholesome educational experience, and build healthy relationships with coaches and fellow players. Participation is a key part of our program and it is our choice to adopt a philosophy that does not include winning at all costs. 1. GAME RULES A. FIFA Laws of the Game will apply, except where otherwise noted. B. Number of Players: Games will be played seven versus seven with a goalie in all age groups. C. Game Length: For all age groups, games will consist of one 35 minute period. The clock will run at all times, except for player injury and at the discretion of the referee. D. Timeouts: Timeouts are not permitted at any time during the games. E. Tie Games: All games that end in a tie during the regular season will remain a tie. In the season ending tournament, tie games will be determined by penalty kicks. Each team will receive three penalty kicks from the top of the penalty box. If after each team takes their penalty kicks the game is still tied, sudden death penalty kicks will continue until there is a winner. All players are eligible to take penalty kicks; in the event that sudden death penalty kicks are necessary, all players will take a penalty kick before any player takes a second penalty kick. F. Ball Size: The U6 and U8 division will use a size four ball, and all other age divisions will use a size five ball. G. Fouls and Misconduct: Blue cards and red cards will be administered as necessary. A blue card will result in a 2 minute exclusion from game play for the player it was administered to. Blue cards will be awarded for inappropriate conduct including but not limited to: unsporting behavior, verbal or physical dissent, delaying the restart of play, persistent infringement of the Laws of the Game, entering or leaving the field without the permission of the referee, etc. Red cards will be awarded for inappropriate conduct including but not limited to: violent play, spitting at an opponent, denying the opposing team an obvious goal scoring opportunity by handling the ball or by committing a foul worthy of a free kick or penalty kick, receiving a second blue card, using offensive language, etc. Additional game suspensions can and will also be administered at the discretion of the league officials and referees if the action warrants it. H. Substitutions: Substitutions may take place on the fly as they pertain to MVPD playing time rules. I. Offside: The offside rule will not be observed in any age division.

4 J. Out of Play: When a ball fully passes the sidelines or the end lines, the ball is considered out of play. Balls out of play past the sidelines in all age groups will result in a throw in from the point the ball exited play. Balls out of play past the end lines in all age groups will result in either a corner kick of a goal kick. K. Slide Tackling: Slide tackling will not be permitted. Blue cards will be awarded for slide tackling. L. Playing Time All children are required to play during the game. Any deviation from this rule will result in a forfeit for the team who does not play every child on the team. *Rules are subject to change at the discretion of the MVPD League Officials* 2. A single elimination playoff is conducted at the end of league play. League standings will determine the seeding of each team in the playoff. Several games may be played in succession, which is common in tournament play. 3. We ask that you treat the field and building as if they were your own. Please be sure the facilities are left in a clean condition when your team is through playing. No food or drinks are allowed on the field! 4. Please keep with you at all times your team roster. The site supervisor will have a master registration list on the site at all times. It includes home and emergency phone numbers of your players, and the others in the league. 5. Refrain from leaving the gym unattended, coaches should know where you are at all times! In addition, when the game is over coaches will be responsible for their team until a parent or guardian picks the child up. We do not allow any children to leave the premises unattended, or without the means to get home in a safe manner. 6. The referee or the site supervisor will be equipped with ice packs and first aid kits, if necessary. Please ask them for assistance when needed. 7. Please refrain from bring your own balls to the game. The league will provide the balls 8. Teams will shake hands after each game to promote good sportsmanship. 9. The referees are not to be picked on, spoken abusively to, or in any manner degraded. If you think there is an area that needs attention, please contact the league for assistance. This goes for coaches, players, fans, and everyone else who will participate with the league. 10. Practice and encourage clean competition and good sportsmanship at all times! Participate in positive coaching that instructs and encourages players during the season.

5 Turf Rules/Policies Veterans Park District requires all users of our artificial turf to follow these rules. Disregarding these rules will shorten the life of the turf field and directly decrease the quality of your experience on the turf. Any excess damage done purposefully or in excess of usual wear and tear to the facility will result in loss of usage privileges and expulsion from league. 1. Food is prohibited. 2. Sunflower seeds are prohibited. 3. Chewing gum is prohibited. 4. Tobacco products are prohibited. 5. Metal cleats, driving stakes, blades, or heels are prohibited. 6. Hitting, kicking, or throwing baseballs, soccer balls, footballs or lacrosse balls purposely at the walls surrounding the turf or the netting in the facility is strictly prohibited. This behavior will damage our walls and cause danger for track users and spectators. 7. Hitting off pitching machines or live pitching can only be done in the batting cages. 8. Pressure on a sharp point can puncture the turf, which will create an uneven playing surface and danger for users. 9. Glass of any kind is banned; broken shards in the turf are very difficult to remove. 10. Spitting on the turf is prohibited. 11. Excess bobby pins in hair are discouraged. 12. Climbing, hitting, and moving of soccer goals and netting is prohibited. 13. Children under 10 years old must be supervised by an adult 14. Leaving trash or undesired items on the turf after use is prohibited. 15. Veterans Park District is not responsible for lost or stolen items. 16. Any action that contradicts these rules can lead to immediate expulsion from the facility if warranted, as determined by facility staff.

7 STANDARD WAIVER AND RELEASE OF ALL CLAIMS Please read this form carefully and be aware that in signing it, you will be waiving and releasing all claims for injuries you or members of your family might sustain arising out of the use of Veterans Park District s facilities and/or programs. As a participant in the program, I recognize and acknowledge that there are certain risks of physical injury and I agree to assume the full risk of any injuries, including death, damages or loss which I may sustain as a result to participation in any and all activities connected with or associated with Veterans Park District facilities and programs. I agree to waive and relinquish all claims I may have as a result of participation in the programs sponsored by or the facilities made available by Veterans Park District and its officers, agents, servants and employees. I do hearby fully release and discharge Veterans Park District and it officers, agents, servants, and employees from any and all claims for injuries, including death damage, or loss which I may have or which may accrue to me or members of my family as a result of participation in its programs or use of its facilities. I further agree to indemnify and hold harmless and defend Veterans Park District and its officers, agents, and employees from any and all claims resulting from injuries, including death, damages and losses sustained by me or members of my family arising out of, connected with, or in any way associated with the activities of the District or use of its facilities.
