BOX 9765 TRENTON, NJ Tel: (609) Fax: (609) Referee Requirements In order to be able to officiate games under the jurisdiction of the New Jersey Soccer Association (ADULT DIVISION), every Referee MUST DO ALL of the following: 1) Register with the US Soccer Federation (thru the NJ SRC) for the current year. 2) Attend the Annual Re-Certification class for the current year. 3) Any referee grade 7, 6 and 5, MUST also attend the Running Fitness Test. 4) Become a Member Referee of the NJSA for the current year. Each referee MUST REGISTER on the NJSA Referee Assignment System in order to be able to receive Assignments to the Adult games under the jurisdiction of the NJSA. 4 Game Fact Sheet All the affiliated Leagues above AND all the various Cup Competitions have their particular policies. You MUST make yourself familiar with each League or Competition policies BEFORE you show up to one of their games. Most League and Competitions have printed these policies on a GAME FACT SHEET. This Game Fact sheet is available ONLINE by logging on the Web to the League's or Competition Web Site as listed above. If a League s Fact Sheet is not available, you will use the same policies as used by the NJ State Cups Competitions. Assignment If YOU ARE NOT AVAILABLE for a given week or weekend, you MUST NOTIFY THE STATE REFEREE ASSIGNOR AT LEAST 10 DAYS PRIOR TO THE FIRST DATE IN WHICH YOU CANNOT ACCEPT ANY ASSIGNMENT. If YOU ARE AVAILABLE, you MAY receive a game assignment from the NJ State Assignor or from his appointed Assistant Assignor by , or by regular mail and sometimes by phone. No other person can assign you to an Adult game in the NJSA other than those individuals listed above. Always check your for assignments. If you did not get a game assignment by Friday, you should call the NJSA Referee Assignor to verify if you have been assigned to a game. ONCE YOU RECEIVE AN ASSIGNMENT and you become not available or become indisposed and cannot make the game that was assigned to you, YOU MUST CALL THE REFEREE ASSIGNOR so that he/she can replace you.

5 Your Game assignment will indicate the Name and Phone number of the Home team manager. You SHOULD call such manager: to CONFIRM the game LOCATION and TIME. to get the exact DIRECTIONS to the field if you need them If you CANNOT MAKE THE GAME that was assigned to you, YOU MUST CALL THE REFEREE ASSIGNOR, DO NOT CALL THE TEAM MANAGER. Failure to show up for an assigned game without the consent of the Referee Assignor, shall be reason for disciplinary action against the referee. Referee Report The game assignment that you receive will be in the form of a partially filled Referee Report containing all necessary information for your assigned game. If any information is missing or is not clear to you, you should contact the Team Manager listed on the report, otherwise call the State Assignor. In such report you will find the Date, Time and Location of the game You will also find the Name of the League or Competition for the given game. AFTER THE GAME, fill out the game report with the following information: Any Yellow cards issued. Any Red cards issued. Any Injury that you have seen Any player irregularities Any misbehavior by the players, management or spectators If the teams were at the location on time If you were/were not paid, and how much you were paid If there were any Assistant referees in your game, their names and if they were paid. Any protest presented by a team.

6 You must write on the report the proper information (player ID number and player name) from the lineup sheet to identify the players. Do not write just a shirt number. The GSSL requires that you make your Referee Report ONLINE. When making the Online Report, in addition to all the above information, you are required to INDICATE ALL THER PLAYERS that were listed on the Game Line-Up sheet (that you MUST request BEFORE the game starts FROM BOTH teams). This online report MUST be done within 24 hours from the end of the game. If there is an EJECTION during a game, you must MAIL a COPY of the referee report that you prepared online TOGETHER with the PLAYER PASSES of the EJECTED PLAYERS. For all other Leagues and competitions, you must prepare a WRITTEN Game report. This written report must be made in triplicate:. Return the original (WHITE copy) to the League (with the Game line-ups). Return a second copy (YELLOW copy) to the NJ Referee Committee office.. Keep a copy (the PINK copy) for your records ALL Referee Reports MUST be DONE ONLINE or MAILED to the proper League or Competition at the address given above, WITHIN 24 hours from the end of game. This report MUST include the Line-ups of the teams that participated in the game and the player pass for any player that was sent off the field during the game. Failure to file a referee report within 24 hours or without the passes of the ejected players, shall be reason for disciplinary action against the referee. If you do not get a referee report from the Assignor, you can download and print a blank form directly from the Referee account in the Referee Forms section.

7 Game Rosters BEFORE each game starts, YOU MUST COLLECT a Game Line-up (Roster) from EACH team. YOU WILL NOT START A GAME WITHOUT A FILLED GAME LINE- UP (ROSTER) Starting in the Fall of 2011, ALL PLAYERS are registered directly by the NJSA, NO longer by each individual League. Because of this centralization of the Player Registration, the player passes are issued for each League in different colors, and a standard Official NJSA Line-up Roster form is prepared for each game for each team. Each team MUST PRINT FROM THE NJSA WEBSITE the OFFICIAL NJSA GAME LINE-UP. This Official Line-up contains the list of all Team Managers and of all Players that are ELIGIBLE to participate in the game listed. Teams are NOT ALLOWED to ADD or CHANGE any name (team Manager of Player) BY HAND from this Official list: it must show NO CORRECTION. Since this Official NJSA list MAY have more that 18 players, YOU must make sure that the team manager SCRATCHES or CROSSES OFF the GAME LINE-UP any EXTRA player leaving a MAXIMUM of 18 players for each game. Only the selected 18 players printed on the Game Line-UP are allowed to participate in the game. If a team presents a Game Line-up Game roster that is NOT printed from the NJSA website (i.e on League letterhead or on a plain piece of paper), you will allow the game to take place, BUT you must MAIL a COPY of the Referee Report and of the Line-ups used to the NJSA so that the Manager and Player eligibility will be verified by the NJSA. IN GENERAL: so long that a Player s name shows up on the Official NJSA Game line-up, that player CAN play. Such player will have to PRESENT to you EITHER A VALID PASS issued to the team and validated for the current season or a valid PICTURE ID with the Player name as listed on the Game Line-up roster.

8 EXCEPTION: if the name of a the player on the Game list shows as SUSPENDED, this player will NOT be allowed to play EVEN IF he shows a valid player pass. A Game Line-up CANNOT be changed: no ADDITIONS or CHANGES of names are allowed. Every Game Line-up Roster will contain as a minimum the following information: Player Pass Number Player Last Name, First Name Player Shirt Number Each player that plays MUST SIGN (initials are OK also) the Game Line-up Each player must have a UNIQUE shirt number: no two players on the same team can have the same number, otherwise you will not be able to identify the player in case of injury or discipline. YOU ARE RESPONSIBLE to indicate on the Game Line-up sheet (a check box is available on the Official printed form), if the player has SHOWN a VALID NJSA PASS or a PICTURE ID. If you do the report online, then you will have to indicate which players participated in the game when preparing the online report. If you mail the referee report, then you MUST RETURN the 2 original copies of the Game Line-ups (one from each team) with your Game Report to the League or Competition Director. If there is a second copy of the Game Roster, you must give it to the opposing team. Some Game rosters have also a column for reporting the GOAL SCORER. Indicate in that column how many goals were scored by a scoring player.

9 Game Time The assignment will indicate the Game time. This is the STARTING KICK-OFF TIME of the game. You, as a referee, must get to the field location AT LEAST 15 MINUTES BEFORE KICKOFF. If you are going to be LATE for your assignment, you must contact the Team manager, or in its absence, the Referee Assignor. Being late to an assigned game, shall be reason for disciplinary action against the referee. If you get to the field and you do not see ANY team:. Call the team manager listed on your report. If no answer, call the Referee Assignor. Do not go running around looking for another possible field: it is possible that the teams may be coming to the original field to take you to another nearby location. LET THEM LOOK FOR YOU.. Come OUT OF THE CAR and make yourself VISIBLE in case that someone is looking for you: if you are inside the car they may not see you and they may think that you are not at the field.. Report this situation in your report. In any case, you MUST WAIT AT LEAST 15 MINUTES before leaving the assigned location. If it looks like the game is going to start much later than what is supposed to be, and you need to get to another game assignment later on, for which you may be late because of this game being late, LET THE TWO TEAMS KNOW of the situation, and OFFER them to PLAY 2 EQUAL LENGTH HALVES of AT LEAST 35 minutes each. DO NOT PLAY ONE FULL LENGTH HALF AND A SHORT SECOND HALF if you have to leave.

10 If the two teams agree to play TWO EQUAL HALVES, then you do the game, otherwise you decide what you want to do: to stay (and be late for the next game) or not. Report this situation on your referee report. Inclement weather Always check your or your phone messages. If the weather is inclement (rain, snow, ice, cold, etc ) and you received no voice or notification of cancellation:. Call the Team Manager listed on your report if there is one, and double check if the game is still on.. If the Team manager tells you that the game is cancelled, call the Referee Assignor: he may have another game assignment for you.. If no answer, call the Referee Assignor to double check if the game is still on. If the game is NOT CANCELLED, then YOU MUST GO TO THE FIELD. DO NOT TAKE IT UPON YOURSELF AND NOT SHOW TO THE GAME SIMPLY BECAUSE YOU FEEL IT SHOULD BE CANCELLED. When you get to the field, verify the field conditions Report the name and the position of anyone you talk to Report if the field/park authority does not allow you to play on the field Report if you find the field in playable/non-playable conditions If the two teams are present at the game and the game cannot be played (field/park closed or under water), each team owes you half of the Travel Fee. Travel fee is fixed by the NJSA at $30.00 for Referees and $20.00 for EACH assistant Referee.

11 Game fees. Games fees are to be collected ONLY AFTER completion of the game. If a game is played, you get the FULL FEE If you do not officiate a Full game, you MAY not get the full fee. If the game is not played because of unplayable field conditions, and you have traveled to the field for the game as scheduled, you will get the TRAVEL FEE unless the game was officially cancelled by the Referee Assignor (that's why you must call the Referee Assignor when the weather is inclement). If the game was not played because only one team showed up, DO NOT COLLECT ANY FEE from the team that is present at the game. Report the situation IMMEDIATELY to the League or Competition authority in your Game report. The League or Competition will be responsible to pay you for the appropriate fee based on the disposition of the game. Each League and Competition has its own Fee structure. These fees are set by the NJSA according to the level of Competition and cannot be changed without the consent of the NJSA. You CANNOT CHARGE MORE THAN what is indicated on the referee assignment. If it is not indicated, please check the list of referee fees on the NJSA website or call the League or the Referee Assignor. TRAVEL FEE for ALL Leagues and Competitions in NJ is $30 for a Referee and $20 for Assistant Referees. In case of non-payment at the game, the League or Competition will pay the proper fee ONLY if you make a written report. Normally: if a game is ruled by the League/Competition as a FORFEIT for no-show, you will receive the FULL FEE if a game is ruled by the League/Competition as a REPLAY, you will receive HALF the game fee.

12 Unpaid game fees If you do not get the proper fee at a game, you MUST MAKE A WRITTEN REPORT to the League or Competition, and must indicate so in your report. Leagues and Competitions have policies designed to collect the referee fees from a team that does not pay on the field. The League or Competition will pay the proper fee ONLY if you make a written report. You CANNOT keep the team's passes EVEN if you did not get paid at the field. Report such case to the League. At the end of every game, you must return all the passes to the teams EXCEPT for the player(s) EJECTED during the game. Player passes Each Team Manager and each Player that participates in a NJSA sanctioned game must show a VALID NJSA ISSUED PASS. Every team must show AT LEAST ONE TEAM MANAGER NJSA PASS. The names of ALL eligible Team Managers are listed on the top of the Official NJSA Game line-up. If a team does NOT show at least ONE CURRENTLY VALIDATED team manager pass, ALLOW THE GAME TO BE PLAYED, BUT YOU MUST MAKE A WRITTEN REPORT to the NJSA (in addition to the League) by mailing a copy of the game report and of the Game-line for that team. In general, so long that a Player s name shows up on the Official NJSA Game lineup, that player CAN play. Players listed on a Hand-Written Game Line-up, are NOT ALLOWED is allowed to play without a valid NJSA pass. Players listed on an Official NJSA Game Line-up form, will have to PRESENT to you EITHER A VALID PASS issued to the team and validated for the current

13 season OR a valid PICTURE ID with the Player name as listed on the Official Game Line-up roster. EXCEPTION: if the name of a the player on the Game list shows as SUSPENDED, this player will NOT be allowed to play EVEN IF he shows a valid player pass. If a Referee/Assistant allows a player or a team to play without a valid player pass, such Referee/Assistant shall be responsible of any negative consequences arising from such game. BEFORE each game starts, you must do the following: Collect the player passes from each player ONE-AT-A-TIME. DO NOT ACCEPT ALL THE PASSES AT ONCE EACH PASS MUST be checked individually:. Check that the picture reflects the face of the player that is handing you the pass. If, in your opinion, the picture is NOT that of the player handing you the pass,.ask the player for his Date of Birth. It should match that which is on the pass.. Notify the team manager AND the OPPOSING team manager and tell them about any discrepancy or irregularities that you notice.. DO NOT STOP the player from playing. Let the two teams managers decide.. REPORT in your Game Report what you have seen or found. Look at the back of the pass and check:. The pass is for the TEAM NAME you are officiating. Has a CURRENT SEASON validation sticker. If a pass does not have a current validation sticker, you MUST CONFISCATE THE PASS and mail it back to the NJSA. No team shall be allowed to play without player passes in any game. Any referee that officiates a game without collecting player passes, unless the referee HEARS DIRECTLY from the PROPER AUTHORITY (League/Competition Director or State Official), shall be reported for disciplinary action.

14 Substitutions All games played under the jurisdiction of the NJSA shall be played using the FIFA LAWS of substitution: substitutions can occur AT ANY STOPPAGE OF THE GAME can be made by EITHER TEAM and must have the CONSENT OF THE REFEREE. THE NJSA DOES NOT USE YOUTH or HIGH SCHOOL or COLLEGE SUBSTITUTIONS PROCEDURES, ONLY THE FIFA SUBSTITUTION PROCEDURE. In those Competitions where there are Assistant referees, the substitutions must take place at CENTERFIELD only AFTER the player being substituted is OUT OF THE FIELD OF PLAY. Some League or Competition requires that ONLY THOSE PLAYERS that are listed on the Game Rosters and that have presented their player pass, be allowed to sit on the Bench area. Together with those substitute players, only those persons for whom a Coach/Manager card is presented, shall be allowed in the beach area. No other person shall be allowed to be on the bench and the Referee and Assistant Referees shall enforce this policy. Each League or Competition specifies the NUMBER OF SUBSITUTIONS allowed during a game. This information should be available on the League's or Competition's FACT SHEET at their website. Ejections and Cautions You must report ALL ejections and cautions issued during a game. In case of EJECTION, you must give a full explanation of the facts that led you to issue the Red card. A supplemental Report is required in this case. In case of EJECTION you must return the PLAYER PASS to the League or Competition authority together with your referee report, WITHIN 24 HOURS from the game EVEN if making an ONLINE report.

15 The League or Competition is the only authority that can determine how long the player will be suspended. You have no responsibility or right to tell the teams, how long of a suspension a player shall receive. You are only responsible to REPORT the events. When reporting ejections and cautions, you must report the PLAYER FIRST and LAST NAME, AND the last 4 Digits of the player pass number, AND the complete explanation of the REASON of the caution and the ejection (no rule number: we need the rule description). Referee Abuse or Assault These policies refer to all players, coaches, team managers and team officials. Referee refers to any of the Game Officials. A) Referee Assault a) Referee Assault is an intentional act of physical violence upon a Game Official. b) Assault includes, but is not limited to the following acts: Hitting; Punching; Kicking; Choking; Spitting at or on; Grabbing or bodily running into a referee; Head butting; The act of kicking or throwing any object at a referee that could inflict injury; Damaging the referee s uniform or personal property (i.e. car, equipment etc). c) Referee Assaults are to be reported directly to the State Association under whose jurisdiction the game took place. See NJSA address above. d) Referee Assaults are to be evaluated in its seriousness by an Arbitration committee of such State Association, following a hearing set up to review all facts on the assault, at which time the referee may be called in. e) Within 7 days from the hearing, a decision of suspension will be taken by the Arbitration Committee. f) The Arbitration committee, if it finds the assailant guilty, has the power to suspend such assailant, for a SPECIFIC period of time with a MINIMUM of ONE YEAR. B) Referee Abuse a) Referee Abuse is a verbal statement or physical act not resulting in bodily contact, which implies or threatens physical harm to a referee or the referee s property.

16 b) Abuse includes, but is not limited to the following acts: Verbally threatening a referee (remarks such as I ll get you after the game You won t get out of here in one piece etc ); Spewing any beverage on a referee s personal property; Using foul, or indecent or offending language directed to the referee. c) Referee Abuse cases (except in cases of use of foul, indecent or offending language which are handled by each League or Competition), shall be reported to the State Association under whose jurisdiction the game took place. 1) These Referee Abuse cases are to be evaluated in its seriousness by an Arbitration Committee of such State Association, following a hearing set up to review all facts of the abuse. 2) Within 7 days from the hearing, a decision of suspension will be taken by the Arbitration Committee. 3) The Arbitration committee, if it finds the abuser guilty, has the power to suspend such person for a SPECIFIC period of time with a MINIMUM of SIX MONTHS. d) Referee Abuse cases limited to the use of FOUL, ABUSIVE or OFFENDING language, shall be reported directly to the League or Competition under whose jurisdiction the case occurred. 1) These Referee Abuse cases are to be evaluated in its seriousness by such League s or Competition s appointed Arbitration body who shall have the power to issue a suspension for a specific period of time with a MINIMUM of 2 GAMES. Forms Referee Report blanks may be printed from the Referee Account in the Referee Forms link. If you cannot print out those forms, call the NJSA state office for additional blank forms Adherence to these policies All Referees and Assistant Referees that are assigned to NJSA Adult games, MUST adhere to ALL ABOVE POLICIES. Misconduct and non-adherence to these policies will be ground for filing a grievance with the Referee Discipline Committee.
