1 ENGLAND HOCKEY REGULATIONS In these Regulations: EH means England Hockey, the National Governing Body for hockey in England EH Code of Ethics means the England Hockey Code of Ethics and Behaviour EHCD means the England Hockey Competitions Department EHL means the Investec Women s Hockey League or Men s Hockey League EHCG means the England Hockey s Group. FIH means the International Hockey Federation EH s means all Adult, Masters and Junior Clubs s. NDO means the EH National Disciplinary Officer The Disrepute Offence Regulations means the England Hockey Disrepute Regulations which are part of the EH Code of Ethics The Red Card and MMO Regulations means the England Hockey Red Card and Matchday Misconduct Regulations which are part of the EH Code of Ethics These Regulations means these EH s Regulations and any reference herein to a particular Regulation is, unless otherwise expressly stated, a reference to a particular Regulation in these Regulations CMS The online Competition Management System designated by EH 1.2 The Rules of Hockey, including any experimental rule changes approved by EH for use in competitions, shall be observed except as herein provided. 1.3 The EH Code of Ethics shall be applied at all EH s matches. 1.4 EH shall own the broadcasting rights to all matches played in the EH s. 1.5 Each team, by its entry into and participation in any of the EH s, and each player by participating in any team entered in any of the EH s, shall be deemed to have given consent to abide by the Rules of EH, these Regulations, the Player Code of Conduct, the Club Code of Conduct, the EH Code of Ethics and to any amendments that may be ratified by the EH Board or the EHCG. Each team and/or player shall be deemed to have agreed to abide by the decisions of the EHCD and the EHCG in relation to these Regulations or any matter not covered in these Regulations and any penalty or sanction that may be imposed. 1.6 Unless otherwise expressly stated all of these Regulations shall be applicable to each of the EH s. 1.7 The following EH s are sponsored. These competitions must be referred to in all correspondence and publicity, and in any other circumstances in which the name of the any of these competitions is used other than in these Regulations, as follows: Investec Women s Adult s Investec Women s Masters s 2 MANAGEMENT 2.1 The Management of the EH s will be under the auspices of the EHCG. In addition, the EHCD will oversee the general running of the EH s and their publicity and promotion. 2.2 The Terms of Reference of the EHCG are available in the Governance section on the EH website ( or by request. 2.3 The staff of the EHCD and the EHCG will not enter into correspondence regarding requests for the postponement of fixtures from the date specified by EH (see Regulations 7.1 & 10.1). 3 LIAISON 3.1 Each participating team must appoint a Liaison Officer who must be freely available to the EHCD at all times by the usual channels of communication. The name, address, telephone numbers and address of the Liaison Officer must be sent to the EHCD. An address for the Liaison Officer MUST be provided for entry to be accepted. 3.2 Any change in Liaison Officer, or Liaison Officer Details, must be updated on the CMS

2 3.3 The home team must update the CMS at least 10 days prior to the match (i.e. the Thursday that is 10 days prior to a Sunday). 3.4 Each club must liaise with the relevant Umpires' Association to confirm the appointments of umpires in accordance with Regulation The home team must contact the away team, both Umpires (if appointed) and the Match Official (if appointed) to confirm arrangements by 8.00pm on the Thursday that is 10 days prior to the match. Failure to do so may result in a fine. If the home team is unable to make contact they must inform the EHCD. 3.6 If an away team has not been contacted by the home team pursuant to Regulation 3.5 then the away team must contact the home team. If no contact can be made then they must inform the EHCD. 3.7 The home team must complete and return the Match Result Report form and return it to EHCD as directed. If a Match Official is appointed to the match by EH the responsibility to complete and return the Match Report Form rests with the Match Official. 3.8 EH s main form of communication will be via . Draws, results and other pertinent details will be communicated via . It is the Liaison Officer s responsibility to check his/her regularly for updates etc. Where a Liaison Officer has used another person s address for contact purposes, it is the Liaison Officer s responsibility to check with that person for information sent by EH. 4. COMPOSITION OF THE EH The composition of the EH s are set out in Appendices 1.1 to 1.4 inclusive as follows: Appendix 1.1 Adult s Appendix 1.2 Junior s (including match arrangements specific to the Junior s and not otherwise covered in these regulations) Appendix 1.3 Masters s Appendix 1.4 EH s Tiers and Eligibility tables 5. ELIGIBILITY TO PLAY IN THE EH The eligibility requirements for participation in the EH s are set out in Appendices 1.1 to 1.4 inclusive. 6. COMPETITIONS Exceptions to this, relevant to U14 and U16 s are shown in Appendix The EHCD, who will immediately thereafter inform participating Clubs via , shall make the draw for all Rounds for all competitions In all EH s teams will be allocated geographically into Areas. All draws will be made within Areas, up to the semi final stages which will be drawn nationally The first named team in each match shall be designated the home team unless a neutral venue is to be used as may be directed by the EHCD. 6.2 Match format All matches in the EH s shall consist of two halves of 35 minutes with a half time of not more than 10 minutes The winner of a match shall progress to the next round. In the event that a match is tied at the end of regulation time the winner shall be determined by a penalty stroke competition carried out in accordance with Appendix 2.1. NB: any tied match played at the EH s Finals (and the Mixed s Semi Finals and Finals) shall be determined by a shoot out competition carried out in accordance with Appendix The Finals of the EH s shall take place at a venue and on a date or dates as specified by EHCD. 6.3 Tiered Competitions Mixed, U18, Men s Over 60s, Women s Over 45s s In these s all teams shall enter the Tier 1 s. Teams that lose the first match they play by the time the relevant Tier 1 reaches Round Three, will be eligible for the relevant Tier 2 s. Dates for the Tier 2 s will be the same as the dates for the relevant Tier 1 s wherever possible, but EH reserves the right to add additional dates if necessary Men s Over 40s, Mens Over 50s, Women s Over 35s s All teams that enter the relevant Tier 1 s but lose the first match they play by the time

3 the competition reaches Round Three will be eligible for the relevant Tier 2 s In addition teams may enter the Tier 2 s directly, i.e. not participate in the relevant Tier 1 s Dates for the Tier 2 s will be the same as the dates for the Tier 1 s wherever possible, but EH reserves the right to add additional dates if necessary. NB The player eligibility regulations for the Men s Masters Over 40s& Over 50s and Women s Masters Over 35s Tier 2 s are different to those for the Tier 1 s (See Appendix 1.3 Reg ) All teams that enter the relevant Tier 2 s directly (i.e. do not participate in the Tier 1 s) but lose the first match they play by the time the competition reaches Round Three, will be eligible for the relevant Tier 3 s. Dates for the Tier 3 s will be the same as the dates for the Tier 2 s wherever possible, but EH reserves the right to add additional dates if necessary. Tier 3 s will be run where a minimum of eight teams qualify or fewer at the discretion of EHCD. 7 REPORTING OF RESULTS & MATCH OFFICIALS 7.1 It is the home club s responsibility to report the match result, with half-time score and details of goals (scorer, time and type of goal field goal, penalty corner, penalty stroke) or postponement/abandonment immediately after the end of the match as determined by EHCD. Clubs will be fined if the result is not reported as required by these Regulations. 7.2 EH may appoint a Match Official to Tier 1 Adult s matches and such other matches as it may from time to time decide. Where appointed the responsibilities, duties and powers of the Match Official are shown in Appendix MATCHDAY ADMINISTRATION 8.1 Dates of Matches Subject to Regulation all matches must be played on the date set by EH (see Appendix 3). Matches may be played before the set date if mutually agreed by the teams and approved by the EHCD. If a club is hosting a national event on behalf of EH it will be entitled to play the match prior to the date, as long as notification has been received prior to the scheduled date of the previous Round. (For clarification of what constitutes a national event please contact the EHCD) Matches in all competitions may be played on the slip date provided that both teams agree to this and this is also agreed by the EHCD. Teams must notify the EHCD of their intention to play on the slip date not later than the Friday following the distribution of the relevant draw. For any matches rearranged under this Regulation the priority for players shall be with the originally scheduled activity on that date, not the rearranged match. If a match rearranged under this Regulation is postponed, Regulations and 11.4 shall apply. 8.2 Start Times All matches must start at the advertised time. For all matches prior to the final this should be no earlier than am and no later than 2.30 pm. The start time may be varied if mutually agreed by the teams and approved by the EHCD. Home teams should make every effort to avoid an early start time where the away team has a significant journey to make. Match Officials (if appointed) or Umpires (where no Match Official is appointed) may, at their discretion, allow a delay to the advertised start time of the match. 8.3 Unless the Umpires or, where appointed, Match Official in his/her discretion has allowed the start to be delayed, if one team is ready to start but the other is not, the Umpire concerned shall blow the whistle for the game to start and the match shall be awarded to the team which is ready to begin. 8.4 Home teams must provide a sufficient quantity of good quality hockey balls that must be of the same type and colour and suitable for the surface on which the match is to be played. 8.5 Any off-shore island team participating in the EH s shall play its home matches on the mainland unless that team is able fully to contribute towards the additional expenses incurred by the away team and match officials in travelling to the home team's venue. 8.6 Pitches All matches are to be played on artificial turf pitches that are subject to the approval of EH. Long pile (3G) surfaces cannot be used unless the venue/pitch has been specifically approved by EH.

4 8.6.2 It is the responsibility of the home team to ensure that pitch facilities, including markings, goals and goal nets are satisfactory. If the pitch facilities are inadequate, the Umpires or Match Official (if appointed) may direct that the match be postponed or the venue changed Every effort must be made to find a suitable replacement pitch if a team's regular venue is unfit All pitch bookings must be of a duration to enable teams to have sufficient familiarisation and warm up time and allow for a penalty stroke competition to be completed in the event that the scores are level at the end of full time Home teams must ensure a supply of ice at pitchside for use by both teams and the means for cleaning any blood spillage Bench Area and Spectators (This Regulation ( to ) is mandatory for the Adult s and recommended for the other EH s.) Home teams must provide sufficient seating for each team bench and these should be placed on the side of the pitch (preferably away from any spectator area) at a point between the centre and 23 metre lines. Substitutes and officials on the Match Report Form must remain in those areas and no other persons are allowed on the team bench. In addition separate seating must be provided for suspended players and a seat and table for the Match Official (if appointed) at the centre line Spectator viewing areas must be separated from the pitch either by a fence or by roping off a specific section of the ground Home teams must provide Stewards or have an official responsible for spectator control. 8.7 Home teams must provide post-match hospitality for visiting teams and officials and appoint suitable liaison officers to ensure that guests are met on arrival and looked after for the duration of their visit. Failure to do so may result in a fine. 8.8 Home teams must provide adequate showers and changing facilities for umpires and teams. 8.9 Match Report Form and team benches Not less than 30 minutes before the start of a match each team must complete the team details section of the Match Report Form and submit it to the Umpires or, if appointed, the Match Official Each team must have a Manager. The Manager and two further officials are entitled to occupy the team bench. Additionally, a qualified Medical Doctor, whose name appears on the teamsheet, may sit on the team bench A team shall be entitled to nominate up to 16 players in its squad for each match and only those listed may sit on the team bench The teamsheet must be signed by the Manager who in so signing will be deemed to vouch for and confirm that each player listed is eligible to play A player whose name appears on any Match Report Form listing those players eligible to play in a match will be deemed to have played in that match No player named on the Match Report Form shall act as Manager for that match The Match Report Form must be supplied to the EHCD by the Wednesday following the match as directed. Failure to do so may result in a fine Blood Borne Diseases Any player sustaining an injury that bleeds or any player with an open wound must leave the pitch immediately to receive treatment and have the wound covered prior to returning Competitions Finals EH will issue separate joining details for matchday administration for the finals of the EH s Any club that wins a perpetual trophy must arrange for it to be engraved and returned to the EHCD, at its own cost, 28 days prior to the final of the subsequent season s competition unless otherwise agreed by the EHCD. Failure to do so may result in a fine EH shall appoint a Tournament Director for the finals of the EH s. The duties, responsibilities and powers of the Tournament Director are set out in Appendix 3.2 and such other briefing documents as may be issued for the finals of the EH s Permanently suspended players Any player or official permanently suspended from further participation in a match (red card or permanent suspension by an EH appointed Technical Official under Appendix 3) must leave the playing area and surrounds and cannot take any further part in the match whether as player, official or spectator Protests

5 For any match played prior to the Competitions Finals under regulation 8.11 a protest may be made in writing to the Match Official by the Captain or Manager within fifteen minutes of the final whistle. The protest shall be determined by the Match Official under the powers referred to in Appendix 3.1 paragraph For any match played at a Competitions Final under regulation 8.11 if a team wishes to lodge a protest at the end of a match, or at the end of a shoot-out competition the team manager must: declare the intention to do so immediately in writing below his/her signature when signing the match report form or penalty stroke competition form; and provide written grounds for the protest to the Tournament Director within 30 minutes of the end of the match or penalty stroke competition which are to be accompanied by a cash payment of 100 which will only be returned in the event of the protest being upheld A failure by a team to comply with the procedure set out above shall result in the dismissal of the protest For the avoidance of doubt there can be no protest made against an umpiring decision during a match or shoot-out competition, including the award of any disciplinary card. 9 DRESS 9.1 Field players must wear uniform shirts and knee length socks (Women only) Field players shall wear uniform skirts, skorts or shorts (Men only) Field players shall wear uniform shorts Any additional clothing (e.g. cycle shorts or long sleeved tee-shirts) must be of the same colour as the corresponding item of clothing shown on the teamsheet. 9.2 The second named ('away') team shall always take alternative colour shirts and socks to a match and, if required by the Match Official (if appointed) or either Umpire to do so, shall wear them. 9.3 Goalkeepers must wear shirts contrasting in colour with those of both teams. 9.4 Players shall wear on the back of their shirts the numbers allocated on the teamsheet. 9.5 All numbers shall be no less than 8" (20cm) in height and shall contrast with the colour of the shirt. Taped numbers may only be used in an emergency. 10 UMPIRES 10.1 Appointment of umpires Teams are required to liaise with the appropriate body as outlined below regarding the appointment of Umpires. Unless specified otherwise by the relevant body, it is then the home team s responsibility to confirm the game with the appointed Umpires. The relevant body will be responsible for the appointment of both Umpires Adult s Tier 1 This shall, until the last 16, be the responsibility of the Regional Hockey Umpires Association (RHUA). The last 16 shall be the responsibility of the National Programme Umpiring Association (NPUA). Home teams must contact their RHUA up until the last 32 to be advised of the appointments. After the last 32, the appointments will be available on the NPUA website ( Adult s Tiers 2-4, Women s Masters Over 35s & Men s Masters Over 40s and 50s Tier 1 s The RHUA of the home drawn side shall appoint both Umpires until the Finals when the NPUA shall make appointments. The RHUA may delegate appointments to County Hockey Umpires Association (CHUA). Home teams must contact the relevant RHUA/CHUA to be advised of the appointments. If the appointing body is unable to appoint umpires each team shall provide its own assessed Level 1 (i.e. an umpire who has completed the EH Level 1 umpiring course and has subsequently been assessed and passed). umpire, or, in the event that one team cannot provide an umpire, either team may provide both umpires All other s Umpire appointments in all rounds up until the quarter finals are the responsibility of the participating teams. Each team shall provide its own assessed Level 1 umpire (i.e. an umpire who has completed the EH Level 1 umpiring course and has subsequently been assessed and passed). For the quarter finals and semi finals, the Regional Hockey Umpiring Association (HUA) is responsible for appointing but may delegate that responsibility to County HUAs. Home teams must contact the relevant HUA to be advised of the appointments. The NPUA shall appoint to finals If the appointing body is unable to appoint umpires to the quarter finals and beyond, each team shall provide its own assessed Level 1 umpire, or, in the event that one team cannot provide an umpire, either team may provide both umpires

6 Where teams are responsible for appointing their own umpires and one team is unable to do so, that team will be deemed to have forfeited the game. If both teams are unable to appoint an umpire, lots will be drawn by the EHCD to determine who goes through to the next Round Payment of Umpires Where the NPUA, RHUA or CHUA has made the appointment as specified above, the relevant body will invoice the HOME side the sum of up to 60 to cover the expenses of both Umpires. This invoice shall be entitled Officiating Fee and shall cover the appointment of both umpires. No payment should be made to the umpires on the day of the game. In the last 16 of the Cup onwards EH will invoice the home team the sum of 60 as a contribution towards the expenses of the two Umpires. The relevant appointing body as specified above) will then be responsible for paying the Umpires expenses Umpires authority Umpires shall have the authority permanently (red card) or temporarily (green or yellow card) to suspend any player or official from the team bench for in-discipline. This will require the relevant team to withdraw a player from the pitch for the duration of the suspension. 11 POSTPONEMENT OR ABANDONMENT 11.1 All matches must be played on the scheduled date unless a postponement is caused by adverse weather conditions or a team is participating in a European Club (Indoors or Outdoors) on the scheduled date Save where the Match Official (when appointed) has the opportunity at any time before the arrival of the Umpires to inspect the pitch when s/he may decide that the pitch is unfit, the decision on whether or not the pitch is fit for play shall be the responsibility of the Umpires (see also Bad Weather Procedure 11.6) Once a game has started, the decision on whether it should be abandoned rests with the Umpires In the event of a match having to be abandoned as a result of a serious injury to a player, adverse weather conditions or the decision of the Umpires, the EHCD will decide on the action be to taken after receiving a report from the Match Official (if appointed). If no Match Official has been appointed reports will be requested from the relevant Umpires and teams. Such a decision may necessitate a replay of the fixture, depending on the circumstances at the time of the abandonment In the event of a postponement or a replay of an abandoned match, the match must be replayed on the first available slip date unless otherwise agreed by both teams and the EHCD. (See Appendix 4 for Slip Dates for current season) 11.4 If teams agree to use an alternative slip date to the first available one the following conditions will apply: EHCD must be advised by both teams of this within 48 hours of the start time of the postponed match The priority for players will be for any originally scheduled activity on the date of the replay If the replay is not concluded within fourteen days of the next round of the relevant competition then the teams shall cede any home advantage If the replay is subsequently postponed, there are fewer than seven days until the scheduled date for the next round of the competition and the teams are unable to play before that date, then the tie will be decided by the toss of a coin In the event of the home team wishing to postpone a match the away team shall, at their own cost, have the right to inspect the ground prior to a decision regarding postponement being reached Bad Weather Procedure The following procedure should be followed by the home team The home team liaison officer should ascertain from the visiting team the latest time of notification of cancellation, i.e. when the visiting team intends to depart for the pitch venue. If an overnight stay prior to the game is expected, this time will be adjusted accordingly. If it is clear earlier than the above time that the pitch will be unfit due to weather, the visiting side should be informed immediately The agreement of the opposing team is required before a match can be postponed. In the event of the home team wishing to postpone a match the Away team shall, at its own cost, have the right to inspect the ground prior to a decision regarding postponement being reached It is the responsibility of the home team to inspect the pitch prior to the above mentioned departure time. The liaison officer and/or a member of the home team s management should do this. A realistic view must be taken at this stage. Enquiries should be made of the Met Office ( to confirm weather conditions for the next 24 or 48 hours. All teams should use the Met Office as a standardised reference for

7 weather conditions. If the pitch is unfit and is likely to remain so the game should be postponed and the following action taken: (1) notify the away team, (2) notify the Umpires and Match Official (if appointed) (3) notify the EHCD (or Results Co-ordinator at weekends where appropriate) Once the Match Official (if appointed), Umpires and teams have arrived Regulations and shall apply The above procedures clarify the Regulations in so far as they relate to a period when the Match Official (if appointed) cannot be expected to have made a visit to the venue to undertake an inspection. If, however, Match Officials (if appointed) are willing to carry out an inspection that would accord with the time-scales outlined above, they should do so and the final decision to postpone or not is then theirs If a team fails to follow the above procedures and when all parties arrive it is clear that the pitch is, and patently was, unfit prior to the times outlined above, the Match Official (if appointed) will be asked to submit a report for the consideration of EH which may take such action as it deems appropriate. If no Match Official is appointed reports will be requested from the relevant Umpires and teams (NOTE: Whilst it is accepted that no system of match postponement can be perfect, teams are requested to try and ensure that games are postponed in sufficient time for visiting teams and officials to be saved the time and expense of wasted journeys.) 12 FAILURE TO HONOUR A FIXTURE 12.1 A team which fails to honour a fixture must notify the EHCGEHCD immediately, 12.2 In addition the team will forfeit its entry fee, will take no further part in the relevant competition will be subject to financial penalty as follows: withdrawal 16 days prior to first round of competition no fine (Adult and Masters s only) withdrawal fewer than 16 days prior to the first round of the competition 30 fine (Adult and Masters s only) withdrawal from second round of competition - 40 fine (Adult and Masters s only) withdrawal from third round of the competition - 50 fine (Adult and Masters s only) withdrawal from fourth or later round of competition a minimum 60 fine (All EH s) may be barred from participation in any of the EH s in the following season or have priority for a first Round match in the following season In addition EH shall at its discretion have the right to ensure that a team which fails to honour a fixture reimburses the opposing team, officials and EH for any expenses incurred in relation to the fixture. 13 BREACH OF REGULATIONS 13.1 The provisions contained in these Regulations are without prejudice to anything contained in the EH Code of Ethics, and any team or individual found to be in breach of these Regulations may be subject to such penalty as the EHCG may decide in addition to any penalty that may be imposed by any Disciplinary Body authorised by EH. 14 APPEALS PROCEDURE 14.1 Clubs and players have the right to appeal against a decision of the EHCG as set out in this Regulation In any case where the EHCG has made a decision in respect of any matter that is or has been the subject of a decision by a relevant Disciplinary Body pursuant to the provisions of the Red Card & MMO Regulations or the Disrepute Offence Regulations, a club and/or individual affected by the decision has the right to appeal the decision of the EHCG to the EH Appeal Panel Any Appeal to the EH Appeal Panel must be commenced by an Appeal Notice marked for the attention of the EH Appeal Panel sent to and received by the NDO not later than 7 days after the Appellant has been notified of the decision to be appealed against. There must be annexed to the Appeal Notice copies of all documents, including the written statements of any witnesses, that the Appellant intends to rely on in the Appeal Regulations 7.3.1, 7.3.2, 7.3.3, 7.3.7, 7.4(b) [deposit of 150] and 7.5 of the Red Card & MMO Regulations shall apply for the purposes of any Appeal to the EH Appeal Panel and, as soon as reasonably practical after receipt of the Appeal Notice, the Chairman of the EH Appeal Panel shall give directions for the further conduct of the Appeal The decision of the EH Appeal Panel shall be final.

8 14.3 In any case not covered by the provisions in Regulation 14.2 a club and/or individual affected by the decision of the EHCG have a right to appeal to the EH Appeal Panel in the manner set out below The Appeal to the EH Appeal Panel must be commenced by an Appeal Notice marked for the attention of the EH Appeal Panel sent to and received by the EHCD not later than 3 days after the Appellant has been notified of the decision to be appealed against. There must be annexed to the Appeal Notice copies of all documents, including the written statements of any witnesses, that the Appellant intends to rely on in the Appeal The Appeal Notice should be sent by ordinary first class post, fax, or recorded delivery or hand delivered to the EHCD at the EH Offices. A deposit of 150 must be sent within 7 days of the date of the sending of the Appeal Notice. This will be returned, all or in part, if the Appeal is successful. As soon as reasonably practical after receipt of the Appeal Notice, the Chairman of the EH Appeal Panel shall give directions for the further conduct of the Appeal The Chairman of the EH Appeal Panel may, upon the application in writing made by or on behalf of the Appellant, stay, suspend or vary any penalty that is the subject of an Appeal pending determination of the Appeal, and, in exceptional circumstances, may extend the time for appealing upon such terms, if any, as the Chairman may think fit. The decision of the Chairman shall be final Save where the Chairman of the EH Appeal Panel directs otherwise, all Appeals will be dealt with in writing by electronic communication unless the Appellant requests an oral hearing, in which case the Chairman of the EH Appeal Panel may direct an oral hearing As soon as reasonably practical after the receipt of the Appeal Notice, the Chairman of the EH Appeal Panel shall give directions for the further conduct of the Appeal Any other team that may be directly affected by an Appeal shall, as soon as reasonably possible, be notified of the Appeal and subsequently the outcome of the Appeal Where there has been an oral hearing of an Appeal the decision of the EH Appeal Panel may include a direction that the Appellant shall pay all or part of the costs of the Appeal to be summarily assessed by the EH Appeal Panel If an Appeal is not allowed in full, the EH Appeal Panel may impose any sanction that the EHLC could have imposed The decision of the EH Appeal Panel shall be final.

9 APPENDIX 1.1 ADULT 4. Composition of the Adult s 4.1 The Adult s shall consist of the Men s, Women s and Mixed s. 4.2 The Adult s shall be open to all clubs affiliated to EH. 4.3 An affiliated club may enter as many teams as it wishes into each Competition within the Adult s. 4.4 The Adult s shall consist of specified Tiers and each participating team shall be entered into a Tier in accordance with the Tiering Structure set out in Appendix 1.4 of these Regulations. 4.5 Each team entry shall be subject to the Eligibility regulations specified in Regulation 5 below. 5. Eligibility 5.1 Clubs All clubs participating in the EH Adult s shall enter the relevant by the due date All clubs participating in any of the EH Adult s shall pay the following by the due dates: (1) EH club affiliation fees (2) The relevant entry fee (3) All outstanding fines in respect of any EH s Adult, Junior or Masters (4) Any monies owed to England Hockey Other organisations UK Armed Forces For the purposes of these Regulations a Single Service shall be classified as a club and may enter teams accordingly No club or team may alter its title, nor incorporate any part of a sponsor s name therein, without the prior permission of EH. 5.2 Players Men s and Women s s Players shall be eligible to participate in any of the EH Men s and Women s s if they qualify as follows: Players shall not represent more than one club in any one season in any of the EH Men s and Women s s Players who have played for another club in an outdoor Saturday League match during the same season shall only be eligible if they have genuinely changed clubs during this period and severed all links with their previous club. A Saturday League match is defined as any match in an organised league where the matches are played on Saturdays (If required the EHCD will confirm what constitutes a Saturday League match) Players who have played for another club during the same season in any other country affiliated to FIH shall only be eligible if they have genuinely changed clubs during this period and severed all links with their previous club For the purpose of these Regulations players who have played for a club in any of the EH Men s and Women s s and then subsequently play for a different club in an outdoor Saturday League match are deemed to have changed clubs. Such a player may not subsequently play for their previous club in the s 5.3. Composition of Teams

10 The EH Adult Tiered s are intended to allow participation of teams, including multiple teams from a single club at an appropriate level of competition. Regulation 5.3 is designed to achieve this; EHCD shall have the right to interpret these Regulations at its discretion to ensure that the team composition ethos and spirit of the EH s is preserved Team Entries Men s and Women s s Each participating club shall submit to the EHCD by the due date the following for each participating team An elective list of eleven players, selected on merit and including 1 goalkeeper that is commensurate with the Tier within which that team is competing The elective lists of eleven players, selected on merit and including 1 goalkeeper in respect of each higher ranked team in their club, whether or not they are also participating within the s Between January in any season a club may apply to reclassify a maximum of four players, (ie move four players to different elective lists than those provided in above. Any supporting evidence to be provided in line with below No player may play in more than one EH Men s or Women s Adult match in a weekend Any player participating in the EH s at the semi final or final stage must have played for that club in the s in an earlier round. This is subject to any prior dispensation that may be requested of and approved by EHCD Player Eligibility In any match in the Men s and Women s s a team may only field players from their elective list or players who do not appear on an elective list from a higher ranked team in their club The onus of proof regarding any issue of eligibility is on the registering club concerned A player whose name appears on any Result Card or Matchsheet listing those players eligible to play in a match will be deemed to have played in that match Resolution of issues regarding eligibility The EHCD shall decide any issue regarding club, team or player eligibility and shall be entitled to request such written or oral evidence as it considers necessary to make a decision upon this. This shall include any paperwork relating to a player s participation in any league competition Any team that plays an ineligible or suspended player will be disqualified from the competition in which they were participating and may be fined Any team that is deemed by EHCD to have breached the team composition ethos and spirit of the EH s referred to in regulation 5.3 may be liable to disqualification from any competition in which they were participating and may be fined. 5.4 Mixed s Eligibility For avoidance of doubt Reg apply to the Mixed s Players may only play for one team in the Mixed s Players who have played for another club in an outdoor Men s or Women s Saturday League match during the same season must have been registered with the EHCD prior to 24January by the relevant team to be eligible to play in the Mixed s. No new player can be registered after this date At any time during a match a team shall consist of no more than 5 outfield male players.

11 APPENDIX 1.2 JUNIOR Part A Composition and Eligibility 4. Composition of the Junior s 4.1 The Junior s shall consist of the Boys and Girls s at U14, U16 and U18 age groups. 4.2 The Junior s shall be open to all clubs affiliated to EH. 4.3 The Junior s shall consist of specified Tiers and each participating team shall select to enter into a Tier in accordance with the Tiering Structure set out in Appendix 1.4 of these Regulations. The U18 s is Tier 1, with the U18 Tier 2 s being a Plate competition for early round losers at Tier 1. There are Tier 1 and Tier 2 s at U16 and U14 age groups. There is a Tier 3 at U14 age group. Further details of the format of the s are included in these Regulations. 4.4 An affiliated club may enter one team in each of the Tier 1 s and any number of teams into Tier 2 s where direct entry is possible and Tier 3 s. 4.5 Each team entry shall be subject to the Eligibility regulations specified in Regulation 5 below. 5. Eligibility 5.1 Clubs All clubs participating in the EH s shall enter the relevant by the due date All clubs participating in any of the EH s shall pay the following by the due dates: (1) EH club affiliation fees (2) The relevant entry fee (3) All outstanding fines in respect of any EH s Adult, Junior or Masters (4) Any monies owed to England Hockey Other organisations For the purposes of these regulations at Tier 2 and Tier 3 clubs may merge to ensure that they have sufficient players to participate to form a composite club. However one club must be the primary club in terms of entering the competition to recognise compliance with EH policies. It will be the primary club that will be held responsible for any breaches of these Regulations or EH policies No club or team may alter its title, nor incorporate any part of a sponsor s name therein, without the prior permission of EH. 5.2 Players Players shall be eligible to participate in any of the EH Junior s if they qualify as follows: For the U14 s, players must be aged 13 or under on 31 August 2017 For the U16 s, players must be aged 15 or under on 31 August 2017 For the U18 s, players must be aged 17 or under on 31 August Players shall not represent more than one club in any one season in any of the EH Junior s No player may play in more than one EH Junior on the same weekend A player participating in a semi final or final of the U18 s or an Area or National Finals in the U14 or U16 s must have already played in a Saturday League match or the U18

12 s or the U14 or U16 s for that club during the same season. This is subject to any prior dispensation that may be requested of and approved by EHCD U14 & U16 Tier 1 s, U18 Tier 1 and Tier 2 Save as provided in regulation (Guest players) Reg applies Players who have played for another club in an outdoor Saturday League match during the same season shall only be eligible if they have genuinely changed clubs during this period and severed all links with their previous club. A Saturday League match is defined as any match in an organised league where the matches are played on Saturdays (If required the EHCD will confirm what constitutes a Saturday League match) Players who have played for another club during the same season in any other country affiliated to FIH shall only be eligible if they have genuinely changed clubs during this period and severed all links with their previous club For the purpose of these Regulations players who have played for a club in any of the EH Junior s and then subsequently play for a different club in an outdoor Saturday League match are deemed to have changed clubs Such a player may not subsequently play for their previous club in the Junior s except under the Guest Players regulations in below On the date of any match in the Junior s a player must be eligible to play for that club in an outdoor Saturday League match, and if the match is after 31 st January, a player must have been eligible to play for that club in an outdoor Saturday League match prior to 31 st January in that season Guest Players U14 & U16 Tier 1 s, U18 Tier 1 and Tier 2 s only For the purposes of these regulations a guest player is a player who plays for another club in Saturday League hockey but is eligible to play in these s subject to the Regulation below A club may play a maximum of two guest players in a season provided that, The club for whom they have played Saturday league hockey has not entered the relevant age group Tier 1. If the Saturday league hockey club has entered the relevant age group Tier 1, they may give permission, with written consent between the two clubs, for the player to represent their bona-fide Junior club in these s only Players that represent England, or participate in the EH Futures Cup in the same or previous season of participation, must be registered with EH by the Thursday before the first round of matches in the relevant age group Tier 1 s U14 & U16 Tier 2 & Tier 3 s There are no regulations in relation to player eligibility save those shown in and 5.3. In addition, Guest players in the Tier 1 s (Reg 5.2.3) are ineligible to participate. 5.3 Composition of Teams The EH Junior Tiered s are intended to allow participation of teams (including multiple teams from a single club and, where allowed, composite teams formed from more than one club) at an appropriate level of competition. These regulations are designed to achieve this; EHCD shall have the right to interpret these Regulations at its discretion to ensure that the team composition ethos and spirit of the EH Junior s is preserved. 5.4 Player Eligibility The onus of proof regarding any issue of eligibility is on the registering club concerned. For a composite club playing under above this shall be the primary club.

13 5.4.2 A player whose name appears on any Result Card or Matchsheet listing those players eligible to play in a match will be deemed to have played in that match. 5.5 Resolution of issues regarding eligibility The EHCD shall decide any issue regarding Club, team or player eligibility and shall be entitled to request such written or oral evidence as it considers necessary to make a decision upon this. This shall include any paperwork relating to a player s participation in any league competition Any team that plays an ineligible or suspended player will be disqualified from the competition in which they were participating and may be fined Any team that is deemed by EHCD to have breached the team composition ethos and spirit of the EH s referred to in regulation 5.3 may be liable to disqualification from any competition in which they were participating and may be fined. APPENDIX 1.2 JUNIOR Part B Leagues format and match arrangements B.1 U14 Tier 1 and Tier 2 s - Leagues The Under 14 Leagues will be arranged as follows: B1.1. All matches are to be played on a full pitch and are 11 a-side B1.2. All entries will be collated nationally and will be split into 4 clusters Each cluster will be split into two or three leagues, with each league having an equal number of teams where possible All teams in each league will play each other in a series of one off or triangular matches over the scheduled dates in the Centralised Calendar One-off matches will be 30 minutes each way and where one or more teams play two or more matches on any one day matches will be 20 minutes each way In Tier 1 s when all matches have been completed, two or three teams (depending on cluster size) at the top of the league will qualify forarea finals. There will be 8 teams qualifying from each cluster altogether i. Area finals - The eight teams qualifying from each tier one cluster will be split into two pools. One pool will be played at a venue over one day with all teams playing each other (15 minutes each way) ii In Tier 1 s - The top team in the pool will qualify for the national finals where there will be eight finalists iii National Finals. The eight finalists will be split into two pools. Each team in a pool will play each other with the top team in each pool playing off to be National Champions (matches 15 minutes each way). There will also be classification matches for all other positions. In the event of a draw in any classification matches, there will only be a penalty shootout competition to determine the top four places In Tier 2 s arrangements for Area finals will be made by England Hockey dependent on entry numbers. B.2 U16 Tier 1 and Tier 2 s Leagues The U16 leagues will be arranged as follows: 2.1. All matches are to be played on a full pitch and are 11 a-side 2.2. There will be 8 teams qualifying from each cluster altogether.

14 2.2.4.i. Area finals - The eight teams qualifying from each tier one cluster will be split into two pools. One pool will be played at a venue over one day with all teams playing each other (20 minutes each way) ii In Tier 1 s - The top team in the pool will qualify for the national finals where there will be eight finalists iii National Finals. The eight finalists will be split into two pools. Each team in a pool will play each other with the top team in each pool playing off to be National Champions (matches 25 minutes each way). There will also be classification matches for all other positions. In the event of a draw in any classification matches, there will only be a penalty shootout competition to determine the top four places In Tier 2 s arrangements for Area finals will be made by England Hockey dependent on entry numbers. B.3 Scores, points and tie breaks 3.1. In any match if the winning margin exceeds 8 goals the match can be ended at that stage. The result will not show a winning margin of more than 8 goals In all leagues in the U14/U16, teams will receive 3 points for a win, 1 point for a draw and 0 points for a loss If teams are tied on points at the end of any league, the final placing shall be decided as follows Goal Difference The team having scored the greatest goals The result of the match between the two teams 3.4. In a Tier 1 cluster where there are three leagues, and the final qualifiers go down to the third placed team with the best record, the placing shall be decided as follows Points per game average Best Goal Difference Average The team having scored the most goals per game 3.5 Any penalty stroke or shootout competition required shall be played in accordance with the provisions of Appendix 2.1 and 2.2. below. B.4 Failure to honour a fixture 4.1. If a team fails to honour a fixture or forfeits a game it shall be deemed to have lost 0-8 and the opposing team shall be awarded 3 points and deemed to have won the game 8-0. If a team fails to honour more than 2 fixtures, its playing record will be expunged If a team is removed from the competition it: 4.2.i. will forfeit its entry fee 4.2.ii. May be barred from participation in any EH competitions in the following season 4.3. In addition EH shall at its discretion have the right to ensure that a team which fails to honour a fixture may be deducted points and reimburses the opposing team, officials and EH for any expenses incurred in relation to the fixture B.5 Pitch bookings Hosts should book pitches for the following times: For triangular fixtures 25 minutes each way pitches should be booked for at least 4.5 hours For single matches 35 minutes each way pitches should be booked for at least 2 hours For triangular fixtures 20 minutes each way pitches should be booked for at least 3.5 hours For single matches 30 minutes each way pitches must be booked for at least 1.5 hours For Tier 2 U16 Matches, pitches should be booked for 6 hours (unless a second pitch is being used) For Tier 2 U14 Matches, pitches should be booked for 5 hours (unless a second pitch is being used) There should be a 30 minute break between games for teams playing back to back matches
