1 RULES AND REGULATIONS The Rules and Regulations contained herein are of the: Lower Mainland Soccer League #S A registered society in the Province of British Columbia (February 3, 2014) All FIFA Laws of the Game are to be adhered to. British Columbia Soccer Association Rules & Regulations are to be adhered to.

3 1. MEMBERSHIP RESPONSIBILITIES 1.1 Every member is responsible to the League for the actions of its officers, players and supporters and is required to take all precautions necessary to prevent spectators from damaging facilities, threatening or assaulting game officials, team officers or players before, during and upon completion of games. 1.2 No officer, team official, player, referee, assistant referee shall bet on any soccer match, and the league teams are required to prevent betting and the use of objectionable language i.e., no swearing. Any team officer, team official, player or spectator may be removed from the park or ground in case of a breach of this rule. 1.3 No officer, team official, player, referee, assistant referee shall be on any soccer match, and the league teams are required to prevent betting League teams are responsible for all officers, team officials, players, players and team spectators and are required to prevent the use of objectionable language and behavior i.e. swearing is not permitted. Any team officer, team official, player or spectator may be removed from the park or ground if in breach of this rule. Fines may be applied to teams. Formatted: Font: Bold Formatted: List Paragraph, No bullets or Formatted: Font: Not Bold Formatted: List Paragraph, No bullets or Formatted: Font: Not Bold Every member must ensure that their team is represented at all League scheduled meetings It is the responsibility of the Managers/Coaches to know and check where they are to play Any team which is fined must pay the fine within 72 hours of notification OR GAMES WILL BE FORFEITED UNTIL SUCH TIME AS FINE IS PAID All player fines must be paid prior to game in order for the player to be eligible to play Fines can be paid via the LMSL website. Cheques and cash are not permitted. 2. PLAYING SEASONS 2.1 The LMSL has three (3) playing seasons. Fall Spring & Futsal The LMSL has two (2) playing seasons. 3

4 Winter season will commence on the first weekend after Labour Day and terminates on the thirty-first day of March of the following year. 2.2 Summer season will commence on the first day of April and terminates by the thirty-first day of August of the current calendar year. 2.3 Futsal season will commence on the 1 st of September ad terminate by the 31 st of August of the current calendar year. MATCH DAY RESONSIBILITIES AND FIELD PREPARATION 3.1 Field inspection and preparation is the responsibility of the home team; fields are to be checked for conditions such as standing water or frozen turf. Any condition which may be hazardous to players or cause irreparable damage to the field should not be played upon. 3.2 Home teams are required to check their field two hours prior match so that the scheduler may be notified of poor field conditions and the match can be rescheduled. Be sure to check your local municipality guidelines for field status. 3.3 At match time the final decision on field playability is the responsibility of the referee. Both teams should consider the safety of their players and make their concerns known to the referee. Referees must take into consideration municipality guidelines prior to making a decision on playability of field. 3.4 Fields must have clear and present lines in accordance with FIFA Laws of the Game. Do not use or expect the previous line quality to be adequate. It is expected, regardless of prior use by other teams and regardless of weather conditions, that the home team is responsible for clear and distinct line paint that will help the referee and the players have a fair match. 3.5 The home team is responsible for providing four regulation corner flags and one goal net. Teams that regularly play their home matches on artificial turf must provide the proper turf corner flags and ensure both nets are in good condition i.e., no large holes or gaps. 3.6 Home Teams will choose a side to set up their bench and run lines. The Visiting Team will then set up on the opposite side of the field and run lines on that side. In the event the field has both benches on the same side, both teams may use these benches but will be responsible to run the flag on the opposite side of the field for one half. 3.7 Regardless of match site, the home team, as determined by the scheduler, is responsible for all of the regular home team duties. 3.8 Lack of any of the above is to be noted in the match report. Teams will receive one warning without a fine; subsequent infractions will be fined per each offence as per the Schedule of Fines (Appendix B). 4

5 3.9 All teams are required to complete and submit a Match Report following each match. 4. EQUIPMENT 4.1 It is the home team s responsibility to supply a two (2) match-ready balls and a spare match-ready ball will be supplied by the visiting team. Lack of a match ball is to be noted in the match report and the team will be fined for each offence as per the Schedule of Fines (Appendix B, Item 2.a.v) 4.2 A match ball must be in accordance with FIFA Laws of the game; i.e., Plastic practice balls are not considered a match ball 4.3 It is each team s responsibility to supply a net for each game and to put it up and take it down prior and post game. Lack of a net is to be noted in the match report and the team will be fined for each offence as per the Schedule of Fines (Appendix B, 2.a.iv). 5. THE DIVISIONS 5.1 The current Divisions in the LMSL are: Premier Men Premier Women Co-ed Open Div 1 Men Selects Women Co-ed Masters Div 2 Men Div 1 Women Div 3 Men Div 2 Women Recreational Youth Div 4 Men Div 3 Women Masters, Men Div 4 Women Competitive Over 40s Over 40s Women (20175) U21 Men Classics Gold Masters, Women Div 1 U20 Men U20 Men Classics Masters, Women Silver Div 2 Classics Masters, Women Bronze Div 3 U21 Women U20 Women U20 Women 6. PLAYER REGISTRATION Formatted: Font: 10 pt Formatted: Right: -0.75" Formatted: Font: 10 pt Formatted: Right: -0.81" Formatted: Font: 10 pt Formatted: Font: 10 pt Formatted: Font: 10 pt Formatted: Font: 10 pt Formatted: Font: 10 pt Formatted: Font: 10 pt Formatted: Font: 10 pt 6.1 A player is officially registered only when all of the following conditions have been met: The player has completed their Online Registration along with waiver acknowledgement and uploading of a picture The player s registration fee has been paid in full The player s registration has been accepted by the League Office. 6.2 Teams must register and maintain, at minimum, a roster of twelve (12) players. It is recommended (not enforceable) that teams sign and maintain at least a player base of eighteen (18). 5

6 6.3 All adult players must turn eighteen seventeen (17 18) years of age by the 31 st of December on or after the first day of January (January 1) of the current calendar year. The only exception is on Premier and Select teams. 6.4 Youth players may be registered by a coach on an existing team OR register with the LMSL and allow the League to place them on a team appropriate to their age The current calendar year is the year in which play ends The current calendar year is the year in which play ends For tteams within the U20 Divisions, Teams are permitted to haveplay two PERMITTED players over the age of 20 years.. These players are eligible to only play in regular season games. Need to be a minimum of 35 years Classics Teams may register 3 under age players who are twentyeight (28) years of age on or after the first day of January (January 1 st ) of the current calendar year. Formatted: No bullets or The current calendar year is the year in which play ends For the Classics Divisions (women) the minimum age will increase by 1 year every season with the intended goal to create a true Women s Masters Division (over 35s), to satisfy Provincial play requirements For teams within the Men s Over 40s Division, players must meet the minimum age of 40 on or after the first day of January (January 1 st ) of the current calendar year. Teams may register three underage players who are thirty-five (35) years of age on or after the first day of January (January 1 st ) of the current calendar year The current calendar year is the year in which play ends For teams within the Masters Divisions, players must meet the minimum age of thirty-five (35) years on or after the first day of January (January 1 st ) of the current calendar year. 7 Proof of identification must be government issued photo identified e.g., Driver s License, British Columbia Identification Card (herein after, BC I.D.), BC Services card or Passport. No form of electronic I.D. will be accepted Additional proof of a player s identity may be required at the request of the Board of Directors Players must be registered with player fees paid in full 24 hours prior to playing in a League match Players, wanting to play in a Provincial Cup game must be registered and paid in full a minimum of 7 days prior to a Provincial Cup Match as per BC Soccer Association Rules Teams may register as many players as they wish Teams can sign new players up until the end of a season, as long as said player has not registered with another LMSL Team playing in that season and league that is eligible to participate in Provincial Cup or any other BC Soccer Association affiliated team eligible to participate in Provincial Cup.league. Players who sign for more than one team eligible to participate in Provincial Cup will be subject to a suspension and/or fine, as per BSCA rules A player can only be registered to play for one (1) team in one (1) BC Soccer Association affiliated league in the Winter Season, as per BSCA rules. Any player who registers for more than one (1) team in the Winter season will be subject to a suspension and/or fine, as per BSCA rules Any team who knowingly plays a player that is not registered with the Team or League and/or is registered with another team elibible to participate in Provincial Cup or BC Soccer Association affiliated League will be subject to a fine and suspension, and may be expelled from the League at the discretion of the Board of Directors. PLAYER AND TEAM OFFICIALS 7.1 All registered players will upload a 1 x 1 headshot (no hats or glasses) onto the LMSL website when registering. 7

8 8. PERMITS 7.2 All Coaches and Managers need to be registered on the LMSL website and upload a 1 x 1 picture (no hats or glasses). Registration is free for Coaches and Managers. 7.3 All team officials and staff (coach, manager, etc.) as named on the team roster must present valid government issued photo I.D. prior to all matches. Electronic I.D. is not accepted. 7.4 Players, coaches, managers who do not present valid government issued photo I.D. to the referee prior to the start of a game are ineligible to participate in the game and must remove themselves from the field of play and technical area. 8.1 Youth to Adult Permits (YSPs) YSP s allow players from any Youth Club who is registered on a Youth Team to participate in a match in the LMSL. Minimum age restrictions do apply YSP forms must be filled out completely and signed by all respective representatives including the LMSL. Until the team receives the permit signed by the LMSL the permitted player is NOT considered eligible A hard copy of the YSP is required and must be made available upon request of the referee A Youth Player s BC Soccer Association photo identification card must be available for inspection by the referee. Electronic I.D. is not accepted YSPs may only be used in Regular League and League Cup matches. YSPs are permitted for Provincial Cup play. 8.2 Intra-Club Permits ( ICPs) ICPs may be used to allow players registered with LMSL who play for a Club to play on other teams within their Club that are also registered in the LMSL provided they satisfy Appendix A - ICP Transfer Eligibility ICPs do not apply to players who are registered on a Youth Team in the same Club Players registered in any of the LMSL Women`s Classics Divisions are permitted to play on an ICP to any team in the Open Divisions in the LMSL provided they satisfy point

9 ICPs are allowed in league and league cup matches that DO NOT lead to Provincial Cup. but are ICPs are not permitted in any Provincial Cup matches A maximum of five (5) players may be permitted in any league game or league cup game NOT leading to Provincial Cup There is no limit to the number of times a player can play on an ICP The ICP form must be completed prior to that the weekend s match and submitted to the referee There is no fee attached to the use of an Intra Club ppermit (ICP). 8.3 Players who are playing on an Intra Club Permit (ICP) or on a BC Soccer Association Youth to Adult Permit (YSP) must present Government Issued photo I.D.,or Youth Player ID Card or League approved I.D. to the referee prior to the match for identification. Electronic I.D. is not accepted. 8.4 Players may play on ICP s and YSP s in regular League matches as well as League Cup NOT leading to Provinical Cup. Provincial Cup Rules do not allow ICP s or YSP s.??? Formatted: Highlight 9. TRANSFERS 9.1 Players are permitted to transfer from one team to another up to the transfer deadline which is January 15 th as per BC Soccer Association Rules and Regulations. 9.2 Players must be transferred at least 24 hours prior to playing in an LMSL League match so that the League can add the transferred player to the new team s roster. One week (7 days) is required for transfer prior to any Provincial Cup Match as per BC Soccer Association. 10. PLAYER RELEASE 10.1 Player releases are the jurisdiction of the BC Soccer Association. For further details please refer to the BC Soccer Association Rules and Regulations 10.2 Players may only be released prior to the BC Soccer Association transfer deadline of January 15 th. 9

10 10.3 In order to release a player, the releasing team must submit to the LMSL office a signed and dated open-ended transfer form which can be found on the LMSL website under Downloads 10.4 The LMSL will then remove the player from the team s official roster and then forward the transfer form to the player so that they may sign with another team should they wish. 11. SPECIAL RULES FOR WOMEN S DIVISIONS 11.1 Classics Masters Divisions Classics Women s Masters Teams may register 3 under age players who are twenty-eight (28) thirty years (30) of age on or after the first day of January (January 1 st ) of the current calendar year The current calendar year is the year in which play ends Classics Gold 11.3 Classics Silver For the Classics Divisions (women) the minimum age will increase by 1 year every season with the intended goal to create a true Masters Division (over 35s), to satisfy Provincial play requirements Any players under the age of thirty five (35) years will be is eligible to play in all LMSL League and Cup matches but would not be eligible to play in any BC Soccer Association Classics Provincial Cup matches Slide tackling is not allowed in the Classics Women s Masters Divisions The Board of Directors will create multiple levels within this Division as it grows Players registered in any of the LMSL Women`s Classics Masters Divisions are permitted to play on an ICP to any team in the Open Divisions in the LMSL provided they satisfy point 8.1 (Refer to Appendix A) Appendix A - ICP Transfer Eligibility Players from a Division 2 team and below are permitted to play on an ICP to the Classics Gold division so long as they meet the minimum age requirement outlined in section 5.5 and satisfy section (Refer to Appendix A) Formatted: Font: (Default) Arial Formatted: No Spacing, Outline numbered + Level: 3 + Numbering Style: 1, 2, 3, + Start at: 1 + Alignment: Left + Aligned at: 1.5" + Indent at: 2", Tab stops: 1.06", Left Formatted: Indent: Left: 2", No bullets or Formatted: Font: (Default) Arial, Bold Formatted: No bullets or 10

11 11.4 Classics Bronze Players from Division 3 and below are permitted to play on a Classics Silver team on an ICP as long as they satisfy the age requirements are outlined in section 5.5. and satisfy section (Refer to Appendix A) Players from Division 4 are permitted to play on a Classics Bronze team on an ICP as long as they satisfy the age requirements outlined in Section 5.5 and satisfy Section (Refer to Appendix A) Division 4 Open Women Slide tackling is not allowed in this Division. 12. SPECIAL RULES FOR MEN S DIVISION 12.1 Masters For teams within the Masters Division, players must meet the minimum age of thirty-five (35) on or after the first day of January (January 1 st ) of the current calendar year. Teams may carry three (3) underage players who are thirty (30) years of age on or after the first day of January (January 1 st ) of the current calendar year Players from Masters are permitted to play any Open Division Men s team on an ICP so long as they satisfy Appendix A - ICP Transfer Eligibility.Section Players from Open Men s Division 2 Men s Team and lower are and are permitted to play on an ICP to a Masters team as long as they satisfy Appendix A - ICP Transfer Eligibility.Section 5.7 and Section Slide tackling is NOT permitted in this league Over 40 s Competitive For teams within the Men s Over 40 s Division, players must meet the minimum age of forty (40) year on or after the first day of January (January 1 st ) of the current calendar year. Teams may carry three (3) underage players who are thirty five (35) years on or after the first day of January (January 1 st ) of the current calendar year Players from Over 40s are permitted to play for any Men s team on an ICP as long as they satisfy Appendix A - ICP Transfer Eligibility.section

12 Players from the Men s Open Division 4 and are permitted to play for an Over 40s team on an ICP as long as they satisfy Appendix A - ICP Transfer Eligibility.Section 5.6 and Slide tackling is NOT permitted in this division. 13. SPECIAL RULES FOR U20 DIVISION 13.1 For players within U20 division all players must turn seventeen (17)eighteen (18) years of age on or after the first day of January (January 1 st ) of the current calendar year Teams are permitted to have two (2) PERMITTED players over the age of twenty (20) years There is no age limit for the two (2) overage players Permitted players are allowed to play in all LMSL League and Cup matches that DO NOT lead to Provincial Cup. Permitted players are not permitted to play in BC Soccer Association Provincial Cup with the exception of youth player Players from a U20 team are permitted to play on an ICP to any open division including U21 so long as they satisfy Appendix A - ICP Transfer Eligibility.section PLAYER S EQUIPMENT 14.1 FIFA Law 4 shall be strictly enforced by the referees and the players Every player must be identifiable by means of a number on his uniform, the minimum requirement for which shall be a number of contrasting color and at least eight (8) inches in height, of proportionate width, permanently affixed and appearing on the back of the player s shirt Players are not permitted to share a Jersey All Players must wear matching jerseys, shorts, and socks as posted on the team page of the LMSL website. The Goalkeeper must be wearing a different colour than either team All jewelry shall be removed. Taping of any jewelry is NOT permitted. The referee will have the final decision and may request that the player remove themselves from the field of play until they have made themselves safe to themselves and others Knee braces and or casts must be covered with a protective sleeve or cover to the satisfaction of the referee s safety considerations. 12

13 15. REFEREE 14.7 In the event of a colour conflict, the AWAY team is required to change to an alternate colour jersey. Practice bibs are considered shirts but should only be utilized in the event of a colour conflict Referees are to be paid at the field in cash only prior to kickoff Referees will be paid as per the referee schedule of fees for all matches. Each team is required to pay for one-half of the match fees Teams refusing to pay the referees will receive a default, the game will not be played and the refusing team will be fined as per the schedule of fines for failing to play a scheduled match without prior notice Match scores are reported by the referee in their Match Reports 15.5 If the match does not get played for any specific reason, such as the field is unplayable, or inadequate number of players to start the match, then DO NOT pay the referee as the League will deal with payment of the referee Both teams and the referee must submit a match report with details as to why the match could not be played When a game is abandoned by the referee or by either team; both teams and referee are expected to submit a game report that will be reviewed by the Discipline Committee. A decision will be made by the Discipline committee based on all reported information whether the game will be replayed or forfeited by either team Referees are expected to be at the field a minimum of fifteen (15) minutes minimum prior to kick-off (30 minutes preferred) Players government issued photo ID as well as any Permits are to be presented to the referee prior to kick-off. The referee is responsible to ensure the players are present and accounted for on the roster with photo identification and Permits Any Member of the Team who does not have valid government issued photo I.D. available will be asked to leave the field of play and technical area. If players are late they must submit their photo identification to the referee upon arrival or upon entering the field of play Referee does not show up to field If the referee does not show up, teams are asked to make every effort to play the match if at all possible. This match will be considered an exhibition game and not a scheduled LMSL match. The match will be rescheduled regardless if an exhibition game is played or not. 13

14 16. START OF THE MATCH 17. SCORING Refereeing duties can be shared between the teams with a person from each team doing one half of the match Players should cooperate with any replacement referee so as not to cause any undue stress for these individuals All matches scheduled are expected to start on time with no exceptions. Should a field usage be delayed report this in your match report so the Board may address 17.1 Match Scoring is as follows: 18. LEAGUE TIE-BREAKERS Three (3) points for a win; One (1) point for a tie; Zero (0) points for a loss The team having the highest number of points in each of the divisions of the League shall be declared the winner in the respective division. In the event of a tie in points, the position of the teams will be determined in the following order: Goal +/-, or, if still tied Record between the two teams (for games actually played) Playoff between the two teams 18.2 There being a maximum of three points in any one game, in a circumstance where a team forfeits its right to the points in that game, the forfeited points shall be awarded to the opposing team A suspended team will forfeit any games missed during the suspension, at the discretion of the Executive. 19. DISCIPLINE 19.1 Discipline procedures for the League shall be in accordance with the guidelines published by the BC Soccer Association In all cases, the respondent shall have the right to request an in personal hearing when the case is heard and offer a full answer or defense to any charges against him. Otherwise all decisions will be rendered by the Discipline Committee 14

15 based on information provided by the referee and any correspondence submitted to the Secretary by the respondent Any appeal of a decision of the Discipline Committee is to be directed to the BC Soccer Association. In all cases, the respondent will be ed the Law in which the infraction falls under and additional sanctions that may be imposed All players shown a Red Card are subject to an automatic one game suspension (NO EXCEPTIONS) Players or team officials reported for misconduct are not permitted to participate in any soccer activities until their case is dealt with Teams will be notified by the Discipline Committee when a player must serve their suspension for accumulated cautions and for Red Card offences via the suspended list on the League website by 12:00pm on Thursdays. All suspended players will show up on the team rosters All cases of players sent off (red card) the field of play as well as all players and team officials reported for misconduct shall be dealt with within ten (10) days of the incident. Failure to submit correspondence in defense to the League or request an in-person hearing will result in a decision being rendered by the Discipline Committee based on the report provided by the Referee and Assistant Referee Officials The discipline of youth players playing under a youth permit will be addressed by the Discipline Committee of the LMSL. The decision will be forwarded to the District Association and Team Official to which the player is registered as per BC Soccer Association Rule 10(g). 20. EXHIBITION GAMES Formatted: Highlight Formatted: Highlight Formatted: Highlight 20.1 The League Scheduler must be contacted to ensure that a suitable referee is appointed Exhibition game disciplinary matters will be handled in accordance with BC Soccer Association guidelines No team may permit a player from another team to play in any exhibition or benefit game without first obtaining, in writing, the permission of the club with which the player is currently registered. This is due to insurance issues Any team wishing to play a benefit or charity game must first obtain permission from the Board of Directors and BC Soccer Association. 16 21. MATCH DEFAULTS, CANCELLATIONS AND RESCHEDULED MATCHES 21.1 A game default results in a loss (0 points) for the forfeiting team and a win (3 points) for the non-forfeiting team. No goals for or against are recorded Defaulted matches are recorded as a 1 0 D loss and the team will be fined as per the Schedule of Fines (Appendix B) 21.3 Every team requesting a cancellation of a match between 48 hours and one (1) week prior to the game is responsible for the field costs associated with the game* 21.4 Every team that defaults under forty-eight (48) hours responsible for the field costs and all official fees* 21.5 If a team fails to show for a scheduled match, and does not inform the League the team will be fined $250 as per the Schedule of Fines Every request to reschedule a match will be considered by the Board. For Board approval we require a minimum of seven (7) days notice to approve and reschedule a match Every request for a game change must be submitted to the Board via the League Secretary lmsl.sec@gmail.com and to the opposing team. Formatted: Highlight 21.8 No approval will be given within this lead time except under unusual and unforeseeable circumstances that would make this unfeasible, at which point the Board will decide based on the merits of the request 21.9 If a request to reschedule a match is not approved and the team making the request chooses not to play, the match will be a default and the defaulting team will be charged $250 as per the Schedule of Fines Teams must be prepared to play all scheduled and rescheduled matches and to complete the schedule of matches If a match is postponed due to field conditions, the League Scheduler will make every attempt to reschedule the match for the earliest possible date. *Teams are encouraged, by the League, to utilized booked facilities and officials in the event of a default by playing a friendly or exhibition game. 22. 17 22.4 Teams wishing to enter a team in Provincial Cup Divisions will need to adhere to and play by Provincial Cup Rules 23. PROMOTIONS AND RELEGATIONS 23.1 LMSL will have a system of Promotion & Relegation for the Winter Season in order to maintain a level of competitiveness within each Division Promotion and Relegation is mandatory unless there is no Division to Promote or Relegate to Teams finishing in 1 st Place within their Division will move up one Division. Teams finishing last within their Division will relegate down one Division As the LMSL Divisions grow more groups will be added within Divisions the Board will adjust these Divisions as necessary The LMSL reserves the right to promote and/or relegate teams up to and including any game played on the Thanksgiving Long Weekend to ensure competitive and fair play within each division. 24. Failure to properly notify League of unplayable field - $150 ($80 traveling fee for opponents plus $70 referee fee, plus Assistant Referee fees if applicable) xiii. A player fails to provide government issued photo identification and plays in the game will results in a loss for the player s team and possible fine to be determined by the Board of Directors. 3. SCHEDULE OF FINES DISCIPLINE a. Cautions (yellow cards) In a Season i. 3 cautions - minimum one game suspension and $15 fine ii. 5 cautions - minimum one game suspension and $30 fine. iii. 6 cautions - minimum two game suspension and $45 fine. iv. 7 cautions - minimum five game suspension and $60 fine. b. Red Cards In a Season i. 1 red card - minimum one game suspension and $15 fine. ii. 2 red cards - minimum four game suspension and $60 fine. iii. 3 red cards - minimum $100 fine and minimum 6 game suspension and then forwarded to the BC Soccer Association Discipline Committee. c. The League Discipline Committee may add any number of games and fines (when deemed appropriate) to a suspension when: i. The severity of the incident(s) warrants further suspension. ii. The past history of suspensions to a player warrants further suspension. 20
