1 9.6 RESERVES Reserves may be substituted for any absent player(s) up to 30 minutes after the start time, in such cases the Clocks shall not be reset. Any player arriving more than 30 minutes after the start time (i.e. 7:30pm) shall forfeit the game. 9.7 UNFINISHED GAMES When playing at the normal rate of play, as many moves as possible should be played within the 2 ½ hour session. At the end of play an unfinished game is adjourned, providing that a minimum of 30 moves each have been made. The player to move shall seal the move in an envelope, which will record the game position, times used, and the resumption date. This envelope is to be retained at the home venue. An adjournment must take place within 28 days and the home player shall offer 4 dates for resumption of play. One of the 4 dates must be accepted, any reasonable venue may be chosen by the home player. In the event of either player not attending the agreed resumption date, or arriving more than 30 minutes after the Clock has been re-started, the game shall be forfeited. If a game is still unfinished after a 2 nd session, and a result cannot be agreed, a further adjournment procedure is to be adopted, and additional playing sessions continue until the result is resolved. It should be noted that this rule supersedes the Adjudication System which was discontinued by the 1998 AGM. Warrington & District Chess League Handbook 9.8 MATCH CANCELLATION In the event of a team being unable to fulfil a fixture and defaulting the match, the opposing Captain must be given 48 hours notice. If this period is not given the defaulting team shall be docked a league point. The Disputes Committee has the power to invite any EXPERT in the laws of Chess to attend the meeting in an advisory capacity. In addition to written evidence, one representative from each Club involved in the dispute will be allowed to present their case to the Committee whose decision is final. 8.6 GRADINGS The Match Secretary submits all results for both BCF and North West grading; the expense of North West grading is incorporated in the current WDCL fees. Results will be BCF graded on payment of the appropriate BCF game-fee rate. The cost per Club concerned, including any exemptions that apply, will be billed by the League Treasurer. 9. MATCH ARRANGEMENTS 9.1 STARTING TIME The official starting time of matches shall be 7.30pm or earlier by prior arrangement. The playing session shall be for a minimum of 2 ½ hours. 9.2 TEAM SELECTION Each Captain, or deputy must hand the opposing Captain a list of his players in order of current playing strength, the teams then being paired off accordingly. 9.3 CHOICE OF COLOURS In league matches of 5 boards, the away team shall have white on the odd boards. In all other matches, after team declaration, the Captains toss for colour, the winner choosing white or black on odd numbered boards. If a Captain or his deputy is not present at the official or agreed starting time, the opposing Captain may choose colours. 9.4 CLOCKS AND RATE OF PLAY Clocks should be started at the official (or agreed) starting time, after the opponents have agreed the rate of play. The opponent of an absent player is entitled to decide which rate of play, and may set, and start the Clocks accordingly. The normal rate of play is 30 moves in the first 75 minutes, with a time check every 24 moves thereafter. Alternatively, to ensure the game finishes on the night, a fixed finish rate can be agreed in which each player has 90 minutes to complete ALL the moves. If the home player declines a fixed finish, then in the event of an adjournment, the game will continue at the away players venue. The current BCF guidelines for games without an arbiter present should be followed. 2 31

LEAGUE PROCEDURE 8.1 LAWS Except where otherwise stated, play in all games shall be in accordance with the FIDE laws of Chess as approved by the English Chess Federation. 8.2 FIXTURES When two teams from the same Club are in the same division, their first match in each half of the season must be against each other as a priority. Any match that is rearranged must be notified to the Match Secretary in writing, within one week of its original date by both Captains giving the date of the re arrangement. 8.3 REGISTRATIONS Each Club shall, at the AGM, submit in writing to the Match Secretary a list of its players in order of current playing strength (not necessarily the strict grading order). Any changes to this list or any new registrations must be notified to the Match Secretary at least seven days before the list can come into effect. No player may register or play for more than one Club in any season, except with the permission of the Executive Committee. One purpose of the Registration List is to determine a Club s panel players when more than one team is entered in the League. Panel players must be players who are expected to play regularly i.e. at least 50% of the league programme. Players who merit a panel place but are not going to play very often must be listed as additional (e.g. additional top four or top ten). Players who are numbered 1-4 shall not play lower than the A team, players 5-10 not lower than the B team; players not lower than the C team and so on for each group of six players. Any team playing unregistered players will automatically lose that match game and in addition a further half point will be deducted from their teams score, and half a point added to their opponents score for each ineligible player played. Where a Club has two or more teams in one division, they may instead of listing the panel players in order of strength. assign each of the relevant players to one of the teams. NAME The name of the league shall be the WARRINGTON AND DISTRICT CHESS LEAGUE 2. OBJECTIVES The aim of the league shall be to encourage and promote Chess in Warrington and its surrounding districts. 3. MEMBERSHIP Chess Clubs shall be eligible for membership at the discretion of the League s Annual General Meeting. 4. SUBSCRIPTIONS The annual subscriptions shall be decided at the League s AGM and shall be due on that date. 5. MANAGEMENT The Business of the League shall be managed by elected officers who shall be known as the Executive Committee. Should the need arise, the Executive Committee has the power to co-opt new members to it to ensure the smooth running of the League. 6. MEETINGS 6.1 ANNUAL GENERAL MEETING The AGM will normally be held on a suitable date in July or August of each year. The only persons allowed to vote at an AGM shall be one delegate from each team entered in the current season. A quorum shall consist of sixteen persons, or one half of those allowed to vote whichever is the smaller number. 6.2 EXTRAORDINARY GENERAL MEETING An EGM shall only consider proposals relating to the business for which the meeting is called. The General Secretary shall call an EGM of the league within six weeks of :- A request of the Executive Committee A requisition signed by the Secretaries of at least four member Clubs. 21 days notice of such a meeting shall be sent to the Officers of the League and to the Secretaries of each Club (In the case of an AGM to the Secretaries of any prospective new Clubs). 6.3 COMMITTEE MEETINGS These meetings shall be called as the Executive Committee think fit to ensure the smooth running of the League. 7. RULES Amendments to the Constitution shall only be made at the AGM or at an EGM called for that purpose and with the approval of at least two thirds of those present and entitled to vote. The General Secretary shall require six weeks written notice of any proposed 29
