2 Mission s Technology Transfer Program (T2) provides workshops, newsletters, how-to manuals, legislative and regulatory news, on-site technical assistance; and promotes access to the only transportation library in the Commonwealth. We will promote technologies that will create a safe, fiscally responsible, efficient and environmentally sound transportation system.

4 Safety Circuit Rider Program In 2005, KY LTAP was chosen to administer the SCR Pilot Program Objective was to provide assistance to local agencies for improving safety on low-volume roads through lowcost improvements Kentucky s Program gained national recognition for excellence and funding has continued for this program Funding for this program has been made available by FHWA and the Kentucky Transportation Cabinet
5 Why Kentucky has a Safety Circuit Rider Program 425 Cities 120 Counties Cities and Counties Maintain 63% of roads 30% of crashes occur on local roads Driver Inattention No. 1 cause of crashes
6 Collisions with other motor vehicles and fixed objects are the No. 1 causes of fatal crashes
7 Kentucky s Safety Circuit Rider Program FREE technical assistance provided to local agencies for improving safety, including site visits statewide Uses crash data to locate high crash sites and assist communities in finding low-cost roadway safety improvement Three focus areas: 1. Roadway Departures and Collisions with Fixed Objects 2. Crashes at Intersections 3. Pedestrian Safety
8 Safety Circuit Rider Program How Does it Work? Select Six Focus Counties and Local Roadways Utilize Five Years of Crash Data Conduct Road Safety Audit Reviews Partnership between KY LTAP, Local Governments, FHWA, KY Transportation Cabinet, and ADDs Other Counties and Cities are provided technical support on a first come first served basis
9 First Meeting with the Focus County Meet with County Judge/Executive, Road Supervisor / County Engineer and ADD District representative Present Safety Circuit Rider Program Discuss county road crash data Select two county roads to review Date is selected for county officials and road department to attend a half-day training course for low-cost safety improvements & perform RSA
10 Second meeting agenda Invite RSA team (County Judge / Executive, Road Supervisor / County Engineer, ADD District representative, Law Enforcement, and KYTC representative) Attend half-day training Perform road safety audits for the selected roads RSA team ride should ride in one vehicle for optimal results
