1 International Wheelchair & Amputee Sports Federation (IWAS) Electric Wheelchair Hockey 9 th Sport Assembly Monday 8 November 2010 Lignano Sabbiadoro, Italy DOC 12 The ICEWH Executive Committee has installed a working group to set-up a proposal to revise the EWH referee signals for agreement during the Sport Assembly of November 2010 with the aim: - to reduce the number of signals - to take as many signals form Ice Hockey, Floor Ball and Field Hockey as possible. At the moment there are too many signals used in EWH. This is very confusing for the players but equally confusing for the referees. A lot of signals are either not used or create confusing situations when they should make things clearer. After researching the need for signals by asking various teams from different countries and after comparing similar sports like Floor Ball, Ice Hockey and Field Hockey, and tactically similar sports like Handball and Basketball, we can now give clear advice about the use of signals in EWH. At a few international tournaments the opinion of the referees has even been asked. The reason for this advice is due to the many questions concerning the international regulations by members of the Jury Team and by the Chief Referee of the European Championship 2008, wanting to know if and when these regulations will be studied. The advice given by the working group show advise to lessen the number of signals. They also advise to give a number of signals a different meaning and to add a few new signals. In our opinion, and in the opinion of experienced players and referees, using signals during competitions makes things a lot clearer. The working group was chaired by Niels ten Hagen (ICEWH Referee Commissioner). Together with Tereza Kalivodova (ICEWH Jury Member) and Dorte Berenth (ICEWH Jury Commissioner) the workgroup, together with the ICEWH Executive Committee, came to the following proposal. The number of signals will be reduced from 34 to 23 (- 11) Proposal revision EWH Please note that the numbers in the following lists concern the numbers of the signals as mentioned in the current ICEWH Game Rules. List of signals which shall remain: 4. Goal 6. Advantage-rule 7. Player substitution 8. End of a match half / Switch halves 9. End of the match Seconds Rule 11. Dead ball 13. Goal area rule 14. Ball too high 29. Warning 30. Time penalty 31. Disqualification 32. Referee ball 33. Free ball / Goaltender ball / Opening ball 34. Penalty shot ICEWH SA / 9 DOC 12
2 List of signals which shall remain, but with a different meaning: 3. Allocated time-out: signal to be used for all Time-Outs 21. Colliding: signal to be used for all Unlawful use of the Wheelchair 22. Obstruction: signal to be used for obstruction 24. Cutting-off: signal to be used for all Unlawful use of the Stick List of signals which shall be cancelled: 1. Time-in: because the whistle signal indicates that the time shall be started. 2. Time-out: to use the sign for Allocated Time-Outs for all Time-Outs. 12. Flattened ball: to use the general signal for Unlawful use of the Wheelchair. 15. Ball out: to use directly the signal for the penalty and after that the resumption of play. 16. Stick wrongly used: to use the general signal for Unlawful use of the Stick 17. Hooking: to use the general signal for Unlawful use of the Stick, Wheelchair or Body 18. Holding: to use the general signal for Unlawful use of the Stick, Wheelchair or Body 19. Hindering: to use the general signal for Unlawful use of the Stick, Wheelchair or Body 20. Pushing off: to use the general signal for Unlawful use of the Wheelchair 23. Pushing-in: to use the general signal for Unlawful use of the Wheelchair 25. Unintentional offence: to use directly the signal for the offence, the penalty and the resumption of play. 26. Double fault: to use directly the signal for the offence, the penalty and the resumption of play. 27. Intentional offence: to use directly the signal for the offence, the penalty and the resumption of play. 28. Severe intentional offence: to use directly the signal for the offence, the penalty and resumption of play. List of new signals: - No Goal / Cancelled goal - Delayed Play - Dangerous Play GENERAL SIGNALS We then will get: 1. Time-out: A T-sign with fingertips held perpendicular to the palm of the hand in the direction of the timekeeper. Proposal to use this signal always when the referee needs to stop the time of the match (Time-Out). Shall also be used for Allocated Time-outs 2. Goal: Firstly point to the goal with both outstretched arms and forefingers, after that point to the centre spot. ICEWH SA / 9 DOC 12
3 3. No Goal / Cancelled Goal: Forearms in front of the body in a sweeping cross-wide movement with palms down. Washout / continue to play Proposal to use the next signal as used in Ice Hockey and Floor Ball for no goal and cancelled goal : 4. Advantage-rule: One arm outstretched with open hand, fingers closed, points in the direction of the offensive half. The other forearm turns around. 5. Player substitution: Rotate fists around each other. 6. End of a match half / Switch halves: Cross forearms before the chest and whistling 2 times. ICEWH SA / 9 DOC 12
4 7. End of the match: Whistle 3 times and move hands towards the exit / match table with both palms facing out. SIGNALS FOR OFFENCES 8. 3-Seconds Rule: One outstretched arm with fingers pointing sideways 1 to 3. Count audible to three. 9. Dead Ball: Place hand around the fist. 10. 5 11. Ball too high: Close both forearms with open hands in front of the body. Move upper forearm and hand up and down. 12. Unlawful use of the Wheelchair Hit fist against open palm of the other hand. By Unlawful use of the Wheelchair (art F.1., F.2.5., H.1.4.) we mean: Wheelchair-Contact with another player s wheelchair, stick or body, the boundary, goal or referee. Hindering Pushing off Colliding / Charging Obstruction Pushing in Cutting off Hooking Holding Flatten the ball by driving over it (Flattened Ball) Driving with the feet at a height that the ball can not role underneath freely. Driving with the posterior not in contact with the seat of the wheelchair. Driving with a speed over 15 km/h. Playing the ball out of the goal area (with the exception of the goaltender) at a goal attempt, with the clear intention to prevent a goal. Hindering, in any way, the goaltender inside the goal area (incl. the goal area circle) at a goal attempt, with a clear intention to prevent a goal. Moving the goalnet at a goal attempt with the clear intention to prevent a goal. 13. Unlawful use of the Stick Hit the side of the hand against wrist of the other arm. ICEWH SA / 9 DOC 12
6 By Unlawful use of the Stick (art F.2.3., F.2.5., F.3.4. and H.1.5.) we mean: Stick-Contact with another player s body. Hit the ball in a wrong way during a dead moment of play. Drop the stick (Dropping Stick). Drive an opponent's stick out of the hands (Hooking). Obstruct, lift or hook into an opponent's stick (Hooking). Hook around another players body (Hooking). Smash on another players stick or wheelchair (Smashing). Hooking: obstruct, lift or hook into an opponent's stick or hook around a wheel of another players wheelchair or body. Touching the ball in the goal area or play the ball out of the goal area, with the exception of the goaltender. Playing the ball out of the goal area (with the exception of the goaltender) at a goal attempt, with the clear intention to prevent a goal. Hindering, in any way, the goaltender inside the goal area (incl. the goal area circle) at a goal attempt, with a clear intention to prevent a goal. Moving the goalnet at a goal attempt with the clear intention to prevent a goal. 14. Unlawful use of the Body: Grab wrist with the other hand. By Unlawful use of the Body (art F.2.5., G.5.1., H.1.3., H.3.1.) we mean: Touching another players wheelchair, stick or body, or the body of a referee with the own body. Pick up, kick, throw, head, catch, hit, hold, carry or taking the ball along with (a part of) the body. (Playing the ball with the body). Holding Playing the ball out of the goal area at a goal attempt, with the clear intention to prevent a goal. Hindering, in any way, the goaltender inside the goal area (incl. the goal area circle) with the stick, the wheelchair or the body at a goal attempt, with a clear intention to prevent a goal. Moving the goalnet at a goal attempt with the clear intention to prevent a goal. 15. Delaying Play Outstretched arm with one finger turning around. Proposal for this new signal: Delaying Play as used in Floor Ball: ICEWH SA / 9 DOC 12

Dangerous Play Hit fists against each other in front of the body Proposal to use this signal form Floor Ball for roughing : By Dangerous Play we mean: Contacting another person personally in an improper way, which endangers the safety of the person (injury) or the wheelchair (severe wheelchair damage). Ramming Fighting Playing the ball uncontrolled in the direction of another person in a way that is dangerous or intimidating that person. Throwing the stick. Put the stick under another s players wheelchair, between the wheels or right before the front wheel (Hooking a wheel). Smash hard on another players stick or wheelchair (Smashing intentionally ; Dangerous Play). Hit, smash or spear another person, or in the direction of that person, with the stick or body (Hitting, Smashing, Spearing). Lift the stick in such a way or to such a height, which may be dangerous, intimidating or hindering another person (High Sticking). 17. Misconduct Put both hands on the hips. ICEWH SA / 9 DOC 12
8 SIGNALS FOR PENALTIES 18. Warning: One finger raised, make warning movement towards the player. Give short explanation to the player. a. Proposal to add: Show Green Card in case of official warning b. Proposal to add: make calming movements with hands in case of no official warning. 19. Time penalty: Two fingers raised, the forefinger of the other hand points in the direction of the exit / match table of the field. Show Yellow Card. 20. Disqualification: The forearm with forefinger of one arm makes movement in the direction of the exit / match table. Show Red Card in the other hand. ICEWH SA / 9 DOC 12
9 SIGNALS FOR RESUMPTION OF PLAY 21. Referee ball: Outstretched arms and fists with thumbs up. 22. Free ball / One forefinger points to the spot where the ball has to be taken. Goaltender ball / The other outstretched arm points in the offensive direction. Opening ball: 23. Penalty shot: Forefinger points to the centre spot. ICEWH SA / 9 DOC 12
