1 2018 Sailing Instructions Classic, Harbour & Point Score Series 1. RULES 1.1 The series will be governed by the rules as defined in The Racing Rules of Sailing. 1.2 The Equipment Rules of Sailing To the extent that they apply. 1.3 The prescriptions and Special Regulations of Australian Sailing (AS) for the category of the race, as noted in the Darwin Sailing Club Sailing Calendar, or in the absence of a notation - Category 7, or for Off the Beach boats - YA Special Regulation 2, and relevant class rules (where applicable), and 1.4 The current prescriptions of: Offshore Racing Congress (ORC) rule and IRC System (where applicable), and 1.5 DSC Sailing Calendar. 1.6 These rules may be modified or changed by further Sailing Instructions (SIs) 2. NOTICES TO COMPETITORS Notices to competitors will be posted on the official notice board(s) located at the base of the Sailing Tower and/or the DSC web site. 3. CHANGES TO SAILING INSTRUCTIONS Any change to the sailing instructions will be posted three hours before the scheduled starting time for the race, except that any change to the schedule of races will be posted by 20:00 on the day before it will take effect. 4. SIGNALS MADE ASHORE

2 4.1 Signals made ashore will be displayed at the sailing tower flag pole. 4.2 When flag AP is displayed ashore, 1 minute is replaced with not less than 30 minutes in the race signal AP. 4.3 Rule 40 applies to all Off the Beach divisions and all boats without lifelines at all times when boats are afloat. Flag Y will not be displayed. This changes rule SCHEDULE OF RACES 5.1 Dates of racing will be according to the current DSC Sailing Calendar. 5.2 Number of races will be according to the current DSC Sailing Calendar. 5.3 Races will not be sailed ahead of time. 5.4 The scheduled time of the warning signal for the first race each day will be according to the current DSC Sailing Calendar, unless modified by the sailing instructions. 5.5 To alert boats that a race or sequence of races will begin soon, the orange starting line flag will be displayed with one sound at least five minutes before a warning signal is made. 5.6 No warning signal will be made after 15:55 on any racing day, unless changed by a supplementary sailing instruction. 6. DIVISION FLAGS Division flags are detailed in the DSC General Notice of Race RACING AREAS Infromation for Sailors Section D shows the location of racing areas. 8. THE COURSES 9. MARKS The courses will be detailed in the Notice of Courses in the DSC Year Book and DSC web-site

3 9.1 Marks will be described in the Notice of Courses, unless changed in Supplementary Sailing Instructions. 9.2 New marks, as provided in instruction 11.2, marks may be of a different colour and/or shape to an original mark. 9.3 The starting and finishing marks will be the race committee signal boat at the starboard end and a buoy at the port end, unless changed in Supplementary Sailing Instructions. 9.4 A race committee boat signalling a change of a leg of the course is a mark as provided in instruction THE START 10.1 Races will be started by using rule 26 with the warning signal made five (5) minutes before the starting signal The starting line will be described in the Notice of Courses unless changed with Supplementary Sailing Instructions Boats whose warning signal has not been made shall avoid the starting area during the starting sequence for other races A boat starting later than 4 minutes after her starting signal will be scored Did Not Start without a hearing, unless the boat s division is the last start in a flight, in which case the limit will be 10 minutes. This changes rule A If a Starting Penalty Flag is displayed as the preparatory signal and any part of a boat s hull, crew or equipment is on the course side of the starting line during the one minute before her starting signal and she is identified, the race committee will attempt to advise the boat as soon as practical after the start. Failure to advise a boat will not be grounds for a request for redress. This changes rule 62.1(a) A boat late for a start may use her engine or other means of propulsion after the preparatory signal for the purpose of proceeding to the start area provided that before crossing the start line the boat shuts off its engine or ceases other means of propulsion

4 before performing a 360 degree turn under sail and does not thereby obtain an unfair advantage. A boat taking advantage of this concession shall record the circumstances in a declaration after the race and apply for redress from the Protest Committee. 11 CHANGE OF THE NEXT LEG OF THE COURSE 11.1 To change the next leg of the course, the race committee will lay a new mark (or move the finishing line) and remove the original mark as soon as practicable. When, in the case of a subsequent change a new mark is replaced, it may be replaced by an original mark Marks used to replace existing marks may be of a different colour and/or shape to an original mark Except at a gate, boats shall pass between the race committee boat signalling the change of the next leg and the nearby mark, leaving the mark to port and the race committee boat to starboard. This changes rule THE FINISH 12.1 The finishing line will be described the Notice of Courses unless changed by Supplementary Sailing Instructions If the race committee is absent when a boat finishes, she shall report her finishing time, and her position in relation to nearby boats, to the race committee at the first reasonable opportunity. In any event she must report within the time limit for protests. 13 PENALTY SYSTEM 13.1 OTB boats are not required to display a yellow flag. This changes rule 44.3(a) & (b) The Scoring Penalty, rule 44.3(c), will apply For division 7 rule 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty Appendix P will apply as changed by instructions 13.3 and13.5

5 13.5 Rule P2.3 will not apply and rule P2.2 is changed so that it will apply to any penalty after the first one. 14 TIME LIMITS 14.1 Time limits are as follows: 14.2 Classic Series & Harbour Series: Boats failing to finish before 1730hrs may be scored Did Not Finish without a hearing. This changes rules 35, A4 and A Point Score Series: Boats failing to finish within 30 minutes after the first boat in their division sails the course and finishes may be scored Did Not Finish without a hearing. This changes rules 35, A4 and A The Race Officer may abandon the race if it is unlikely that the leading boat(s) will complete the course within the time limit. Failure to meet a target time will not be grounds for redress. This changes rule 62.1(a). 15 PROTESTS AND REQUESTS FOR REDRESS 15.1 Protest forms are available online at the Darwin Sailing Club website or at the sailing office. Completed protests and requests for redress or reopening shall be delivered there within the appropriate time limit The protest time limit is 60 minutes after the last boat in that division has finished the last race of the day or the race committee signals no more racing today, whichever is later Boats wishing to protest should call the race committee s attention to that intention at the finishing line. If this is impracticable, she shall do so at the first reasonable opportunity and within the time limit for protests Notices will be posted as soon as practicable after the protest time limit to inform competitors of hearings in which they are parties or

6 named as witnesses. Hearings will be held in the DSC Training Room or alternative advised location beginning at the time posted A list of boats that have been penalized for breaking rule 42 will be posted Breaches of instructions 10.3, 17, 20 and 22 will not be grounds for a protest by a boat. This changes rule 60.1(a). Penalties for these breaches may be less than disqualification if the protest committee so decides A request for reopening a hearing shall be delivered no later than 30 minutes after the requesting party was informed of the decision on that day. This changes rule A request for redress based on a protest committee decision shall be delivered no later than 30 minutes after the decision was posted. This changes rule SCORING 16.1 The scoring system is as follows: The RRS Appendix A Scoring System will apply, except as modified by , , , and Point Score Series: Five races are required to constitute a series Harbour and Classic Series: Three races are required to constitute a series Discards - Point Score Series When fewer than 6 races have been completed a boats score will be the total of her race scores. This changes A When from 6 to 8 races have been completed, a boat s score will be the total of her race scores excluding her worst score, unless such score is not excludable. This changes A2.

7 When 9 or more races have been completed, a boat s score will be the total of her race scores, excluding her two worst scores. DNE race scores may not be discarded. This changes A Discards Classic and Harbour Series When fewer than 4 races have been completed a boats score will be the total of her race scores. This changes A When 5 races have been completed, a boat s score will be the total of her race scores excluding her worst score, unless such score is not excludable. This changes A East Point Regatta overall results will count as one race in the Classic Series TIME CORRECTION Classic Series races will be scored using: For Divisions 1 & 4: ORC Category Results will be decided by the application of the Time-on-Time Simplified Scoring Option, using the ToT Windward/Leeward General TCC as printed on each boat s ORCi or ORC Club Certificate, as a multiplier of elapsed time. The boat with the lowest corrected time (after application of scoring penalties, if any) will be scored first For Division 3 DSC Performance Handicaps determined by the DSC Handicapping Committee Results will be calculated by the application of the Time Corrector (TCC) as a multiplier of elapsed time. The boat with the lowest corrected time (after application of scoring penalties, if any) will be scored first For the Cock of the Sea Race of the Classic Series the boat s time for day 1 will be combined with the boats time for day 2, before applying the ORC TCC or Performance Handicap Time Corrector Harbour Series races will be scored using DSC Performance Handicaps. Results will be calculated by the application of the

8 Time Corrector (TCC) as a multiplier of elapsed time. The boat with the lowest corrected time (after application of scoring penalties, if any) will be scored first For Off The Beach boats AS Yardstick Point Score Races will be scored using firstly, ASY and then DSC Performance Handicaps. After calculation of the yardstick corrected time, results will be calculated by the application of the Time Corrector (TCC) as a multiplier of elapsed time. The boat with the lowest corrected time (after application of scoring penalties, if any) will be scored first A boat s DSC Performance Handicap TCC will be determined by the DSC Handicapping Committee or its nominee. The TCC will not be subject to protest or dispute (amends RRS 60.1 and 62.1(a).) 17 SAFETY REGULATIONS 17.1 Sign-On and Sign-Off: OTB boats shall sign on before going onto the water and sign off within 30 minutes of the last boat in their division finishing their last race for the session or day Division 1, 3 &4 boats shall sign on with the race Committee on VHF Ch. 73 twenty minutes prior to the commencement of the first flight of races on a day A boat that retires from a race shall notify the race committee as soon as practicable. 18 REPLACEMENT OF CREW OR EQUIPMENT 18.1 Substitution of competitors will not be allowed without prior written approval of the race committee Any changes in sails, ballast, helm or alterations that affect the trim or flotation of a boat shall be notified to the Handicap Committee, via the sailing manager a minimum of 72 hours prior to the start of the boat s next race, so its handicap may be reviewed.

9 19 EQUIPMENT AND MEASUREMENT CHECKS A boat or equipment may be inspected at any time for compliance with the division, class, measurement, rating rules, Special Regulations & sailing instructions. On the water, a boat can be instructed by a race committee equipment inspector or measurer, or their nominee, to proceed immediately to a designated area for inspection. 20 OFFICIAL BOATS 20.1 Race Committee boats will be marked by displaying a DSC pennant Coaches and other support personnel shall stay outside areas where boats are racing from the time of the preparatory signal for the first class to start until all boats have finished or retired or the race committee signals a postponement, general recall or abandonment Coaches authorised by the Race Committee may follow Green Fleet boats within the racing area. 21 TRASH DISPOSAL Trash from OTB boats may be accepted by support or official boats, but not while racing. 22 RADIO COMMUNICATION Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones. 23 DISCLAIMER OF LIABILITY Competitors participate in these series entirely at their own risk. See rule 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the racing. 24 INSURANCE

10 Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of $10,000,000 per incident or the equivalent. Evidence of insurance cover must be provided on request of the Sailing Committee Offshore, match and trophy races will have their own Sailing Instructions.
