Rifle Associations/ Clubs/ Units All Governing Body Members of NRAI Sub: STAGING OF 62 nd NATIONAL SHOOTING CHAMPIONSHIP COMPETITIONS (NSCC) IN SMALL BORE RIFLE & PISTOL EVENTS AT VATTIYOORKKAVU SHOOTING RANGE, THIRUVANANTHAPURAM, KERALA FROM 15 th NOVEMBER TO 7 th DECEMBER 2018 Dear Sir/ Madam, The 62 nd National Shooting Championship Competitions (NSCC) 2018 in Small Bore Rifle and Pistol events (including Para events) will be organized by the National Rifle Association of India at Vattiyoorkkavu Shooting Range, Thiruvananthapuram, Kerala from 15 th November to 7 th December 2018 as per details given in program attached at Appendix A. This National Championship will be organized and conducted by the National Rifle Association of India, as per rules and regulations under NRAI Match Book The NRAI Match Book 2018 is available on our website Those competitors, who want to participate in this competition, are requested to go through the following instructions carefully for their own convenience and to ensure smooth and successful conduct of the above competitions. 1. PARTICIPATION, MATCHES, ENTRY FORM & FEE a. Participation is open to competitors from State Rifle Associations/ Units affiliated to NRAI. In case where no State Rifle Association exists, competitors belonging to clubs directly affiliated to NRAI will be allowed to participate. NRAI members must take part through State Rifle Associations/ Units of their native place otherwise their entry will not be accepted. However, if there is no such Association / Club functioning in their State, they can take part as members of NRAI provided they have paid all their dues towards NRAI. State Rifle Associations/Units will allow the members of NRAI to participate in the competitions organized by NRAI without becoming a member of that State/Club to which he/she belongs subject to the member undertaking to follow all the rules and regulations applicable to the shooters of that State. The State Rifle Associations/units may also charge an additional fee equal to entry fee of the competition but not more than Rs. 5000/- for forwarding the entries of Life/Annual Members of NRAI. This is applicable when these shooters are not members of State/Unit or any District/club to which Members of NRAI wish to represent. The Members of NRAI must have achieved MQS as defined for each competition under NRAI Match Book b. Shooters, who are below 21 years and 19 years of age as on 31st December 2018, will be considered under the category of JUNIORS (1998 onwards) and YOUTH (2000 onwards) respectively for the Championship. SHOOTERS BELOW THE AGE OF 12 YEARS ARE NOT ALLOWED TO PARTICIPATE IN FIRE ARM MATCHES DURING THIS CHAMPIONSHIP. c. Those shooters, who have not received/ applied for their Shooter ID number, must immediately visit our website to check status/apply for their Shooter ID number.

2 d. SHOOTERS, WHO ARE ALREADY IN POSSESSION OF SHOOTER ID, ARE NOT REQUIRED TO APPLY FOR FRESH ID REGISTRATION AND ENTRIES WILL BE ACCEPTED ON EXISTING REGISTRATION. e. List of the matches is attached herewith as Appendix B. The entries will be accepted through respective affiliated State Rifle Association/Units only. Entries will only be accepted through NRAI s ONLINE SYSTEM and no paper entry will be accepted. The Shooters are required to visit our website to file their entries along with online payment of entry fee. The online entries with normal fee will be accepted till 5.30 PM on 3 rd November Late entries with triple entry fee will be accepted till 5.30 PM on 8 th November f. In case any Shooter/Affiliated unit need any assistance for filing the entry, he/she must approach NRAI immediately but before 5.30 PM on 3 rd November 2018, so that their entries are accepted with normal fee. Shooters contacting for assistance after 3 rd November 2018 at 5.30 PM are liable to pay triple fee. Shooters may contact Mr. Anjan Singh in NRAI office on phone number during working hours. Shooters may also send on ID indiashooting@gmail.com g. Juniors can also participate in senior category with the payment of additional entry fee as per rules. h. Shooters, who achieve MQS as per Rule 17.6 of NRAI Match Book 2018 (as per Appendix C attached) will be notified as Renowned Shooter. i. Shooters qualified, as per NRAI Match Book 2018 Rule 17.6 (as per Annexure C attached) are eligible to participate in this NSCC. Shooters furnishing incorrect information shall be debarred from taking part in any championship for two years. j. Entry fee will not be refunded except in the event of the match being cancelled. The entry fee should be paid online and no cash/draft will be accepted. Shooters will be permitted to shoot only in the details and lanes allotted to them. No requests regarding change of firing points/relays/dates will be entertained. 2. TEAM REPRESENTATION Team events will be conducted in accordance with Rule 18 of NRAI Match Book Only one Team from each State/ Unit will be allowed in each event irrespective of the number of participants in National Championship Category. Two teams per State/Unit are allowed to enter in matches for Civilian category. Final entry of three members of the team must be submitted latest by hrs. on the previous day of the start of that particular match.

3 3. MIXED EVENTS The Mixed Air Rifle/Air Pistol events will be conducted as per ISSF Rules. All affiliated units which wish to enter must file their entries before 2 PM on 17 th November 2018 at NRAI Camp office at Shooting Ranges, Trivandrum. Only one team, consisting of one male and one female of the same state/unit, can be fielded. Entry fee is Rs. 1500/- per team. The Following are rules for participation in Mixed Event matches: 1. All matches will be shot as per ISSF Rules 2. Each team will consist of two shooters. 3. Each team mandatorily will consist of one male and one female shooter. 4. Each Affiliated State/Unit can field only one team. 5. No shooter can be a member of more than on team in the same event. 6. Shooters can represent their State/Unit only and teams cannot be formed having shooters from two different State/units. 7. Shooters participating in Mixed Events must have MQS as prescribed in Rule 17.6 of NRAI Match Book. 8. There will not be any individual event/medal. 9. Team medals will be awarded as per Rule 10.2 of NRAI Match Book It is strongly advised that the athletes from each State/Unit wear the same type of color of clothing. 4. PROTESTS AND APPEALS The Protests and appeals will be dealt as per ISSF & NRAI Match Book 2016 (Amended). The Protest fee is Rs. 200/- and in case of appeal to Jury of Appeal, the protest fee is Rs. 500/-. 5. AMMUNITION a. The ammunition will be issued to the Team Manager only against cash payment on valid Arms Licenses of Associations/ Clubs/ Individuals or proper special permit issued by the Licensing Authorities. In case of inadequate authorization, special permits for the required quantity are obtained from the Local Licensing Authorities. Unused rounds and empties of used rounds are to be returned to NRAI. b. In extra ordinary circumstances, the Organizing Secretary may grant permission for use of a common weapon. The names of shooters likely to use common weapon should be advised together with the weapon number to the Organizing Secretary in advance to enable him to work out details for conduct of relevant matches. 6. RAIL TRAVEL CONCESSION Rail Travel concession vouchers can be obtained from NRAI s office. 7. ACCOMMODATION Participants are requested to kindly make their own arrangements for accommodation. A wide range of hotels for all budgets are available in Thiruvananthapuram, Kerala.

4 8. GENERAL a. All participants are requested to go through the above instructions carefully and ensure strict compliance. b. All participants are expected to abide by the rules and regulations for the competition. Discipline on and off the field is very essential. c. In case of non-participation by the competitors after submission of their entries will not be allowed any refund of the Entry Fee. d. Shooting kit (clothing & Equipment) of the competitors during the competition will be strictly according to ISSF Rules. e. Shooting practice in hotels is strictly prohibited. f. During November/December, weather in Thiruvananthapuram, Kerala will be normal. No woolens are required during this season. g. The Organizers will have the right to close any match or event in case of any emergency or otherwise without assigning any reason for such an action on their part. h. The Organizing Committee reserves the right to amend the rules at any time at its sole discretion for events/circumstances beyond its control. Any decision made by the Organizing Committee in any such matter will be final. All participants are expected to abide by the rules and regulations for the competitions.
