B-Cup playdowns will take place on Feb 8/9 and Feb 15/16 for UISA league, leaving a makeup weekend if needed on Feb 22/23. UISA league would also like to play year-end jamborees in all age groups this year, on Mar 9. b) B-cup playdowns Feb 2014 see Appendix 1 for playdown brackets. Please be aware that ferry travel to/from Powell River during playdowns will be significant -for this difficult year, UISA will allow/encourage Saturday games and will allow evening games for any playdown match involving a Powell River team (home or away), so that players and their families have a day to recover from the extra travel before returning to work/school. Both teams must communicate directly and agree to use of Saturday or evening options. Everyone is encouraged to review B-Cup cancellation policies before playdown season. c) Island Invitational Cup playdowns and UI representatives to date see Appendix 2 New Business: a) Executive and General Meeting Dates listed at end of minutes b) BC Soccer Bylaw Amendment and Scholarship Application suggestions need to be sent through UISA, must be submitted to UISA by Mar 10 for bylaw amendments and March 15 for scholarships in order for form to be processed and submitted by BC Soccer in time. 2 c) UISA fee increase: i) UISA fees per player. Current UISA fees $5 per player low relative to other districts. Current fees allow UISA to pay one part-time employee only. The administrative load for the district requires full-time hours. There is no surplus in the UISA account to allow for increased personnel cost, therefore UISA proposes raising fees per player to pay for the administration support required to run the district. Discussion HCFC would like to see entire increase devoted to administrator support. MOTION: to increase UISA fees by $3 in 2014/15, $1 in 2015/16 and $1 in 2016/17 in order to fund increased UISA costs, effective at fall registration in each year Dave/Glen CARRIED ii) UISA fees per Tier III (UISA league) team. This year, a number of team changes in the first three weeks of the season caused a heavy burden of extra work for the UISA administrator and field and referee schedulers at the member clubs. Some of these changes were unavoidable, but some involved lack of timely organization on the part of member clubs. For next year, UISA will encourage member clubs to organize and declare teams on time, and reward those that do by introducing a two tier scheduling fee for teams in the UISA league. Discussion HCFC would like to clarify whether Tier III will go forward next year. Sean explained that here is commitment to a development league or development opportunities in the district. Tier III strongly supported by PR. MOTION: to maintain UISA scheduling fees at $100 per team for teams entering the league by the August GM date, and to increase UISA scheduling fees to $150 per team for teams entering the league after that date. Brad /Glen CARRIED d) Club list of team staff with valid criminal record checks overdue: All coaching staff, team managers and team treasurers must have a criminal record check completed in the last 36 months. Deadline to receive a list from each of clubs of coaches etc with their CRCs complete was Nov. 1, Lists have been received from CVUSC, Mid-Isle and PRYSA only. A reminder was given to all clubs at Nov 23 GM. e) UISA league year-end Jamborees in all divisions. Confirm hosts - U12G at Comox, U12 B at Port Alberni, U13/15G at Mid Isle, U13/15B at Campbell River, U17/18G at Oceanside, U17/18B at HCFC. f) Roundtable on district planning - development and house- Kevin/Sean report: Discussion - get prelim list of discussion topics set so that info can be circulated in Feb, allows for meeting of TDs and Presidents Sat Mar 8 scheduled for 12:30, clubs should be prepared to discuss their development models and consider development throughout the district. Frame discussion in accordance with BC Soccer mission statement, mission/goals for UISA, and take into account challenges facing different clubs Action: Christine to book meeting and circulate notice. g) Officiating at Cup playdowns Kevin report: Cup games may be moved to neutral venue if both teams agree. Scheduling officials: Clubs will be responsible for scheduling all game officials for B cup games, up to District (Upper Island) winners and A Cup games up to VIPL semi-finals. UISA will be responsible for scheduling Referee's only for B Cup games against Lower Island and the Coastal semi-finals, and for VIPL finals. Payment of officials: UISA to reimburse member clubs for the cost of game officials they appoint for all A and B cup playdown games at the BCSA approved rates, contingent upon receipt of the game sheets. 3 Payments for each club will be made after the conclusion of Coastal Cup. UISA will pay directly all Referee's game fees for A and B cup games scheduled by the district, contingent upon receiving Game sheets and expense forms that must be sent within 24 hours of completion of game. 2 handouts given and reviewed at the GM see Appendix 4 and 5. Actions: clubs to send Kevin contact for ref scheduler for cup games. Christine to post cup information handouts on UISA and VIPL websites, to club administrators and referee schedulers. h) Coastal Cup - i) the coastal cup website is now active. ii) This year, a minimum coach training standard of Soccer for Life is required for any head coach whose team is participating in A Cup or B Cup, or the Coastal Cup competition see Appendix 3. Discussion how to handle changes needed to add certified coaches to rosters, Don M/Kjeld clarification - no grandfathering of older certification, change advertised for several years, should be expected iii) The Coastal Cup will require a different game sheet than the triplicate forms used for UISA and VIPL leagues. The form will be available on the coastal cup website and must be filled out in duplicate by each team before the match. Both copies are handed to the official, who will then have 4 copies of the game sheet to sign and add scores, etc to. At the conclusion of the game, the official keeps one copy from each team and gives each team a copy of their opponent s game sheet. To introduce the format to all Upper Island teams likely to advance to the coastal cup, these forms will also be used for the Upper Island vs Lower Island B-Cup Island finals games and for the VIPL finals, where the coastal cup representatives will be determined. i) Coaching courses - i) Upcoming B-Prep March (registration through BC Soccer website) and grassroots February 1-2 at CVUSC, VIPL coaching conference mid-late June 2014; ii) Possible Soccer for Life before coastal cup need participants, Action: clubs to solicit interest and availability before Fri report to Christine - UISA will schedule if warranted; iii) Next season- coaching certification / soccer development weekend Sept 6-7, Discussion Kevin review variety of offerings possible, John suggest consider player development too. Action: clubs to confirm by AGM their intention to host, and indicate courses/workshops of interest. j) BC Soccer update - Don M report i) Due to surplus, generated by cost-savings, higher than expected support from government for Grassroots - free soccer courses offered until end of March, 51 scheduled including in CV and CR others across the province. Now running out of time courses must run by end of March. Other initiatives have put back $200K into offerings to members. Demand for other courses, especially Soccer for Life, higher than predicted. Goal keeping clinics under used at this point. ii) FIFA Grassroots festivals, Futsal festivals held over the fall/new Year with good success. Encourage UI clubs to access FIFA festival program grant applications being revamped. Discussion: advantages skill dev, avoid winter weather vs disadvantages cost, overlap with school sports on Sat, difficulty finding space. iii) Scholarships must go through UISA in order for BC Soccer to even consider application. Must be sure that all supporting documentation is complete. Amounts of award detailed on website. Aimed at graduating high school students. iv) Concussions BC soccer moving towards info sheet. Discussion: need to help coaches recognize concussion v) 2015 is women s world cup in Vancouver BC Soccer asks that games not be scheduled on June 8, 12, 16, 21, 27 Kjeld B. report: i) Strongly encourage scholarship applications. Also look at applying for rewards, such as merit awards those interested should contact Kevin list of awards available on BC Soccer website. ii) Looking for Grand Provincial trophy held by the Knight family estate. iii) 18 and beyond committee of stakeholders producing a document due mid-feb drive to encourage retention after high school aimed at grassroots level. 4 U21 play. iv) Positions open at BC Soccer clubs please consider if they know anyone suitable good to have more representation from the Island. Treasurer s Report: Financial Statement Update Bank balances as of December 31: a. UISA General Account Balance $17, b. VIPL Hardship Balance $ Registrar s Report: Late Registration: Registration template and due date reminder has been sent to all clubs. Deadline for clubs to submit late registration forms to UISA is Feb 15, and club payments must be received at the UISA office by Feb 28. The district package (all documents and money) is due at BC Soccer on Mar 1. Administrator/Scheduler s Report: TierII : For scores, schedules and standings, please see website. Regular season almost complete. Only one U18G makeup remains to be played and one U16G makeup remains to be scheduled in order to complete full rounds in their divisions. Playdown brackets based on team standing in complete rounds will be published over the next few weeks, and playdowns begin Feb 15/16. League play: Tier III: For scores and schedules, please see UISA website. Powell River teams will not participate in league play during January/early February, due to ferry situation but will play Cup games and have been invited to year-end jamborees. AV U16/17 G will participate in exhibition games with UISA league U16/18G from Jan 12- Mar 9. Year-end jamboree scheduled for Mar 9 in all divisions. Discipline: All discipline issues come through Kevin Cowie and referred back to clubs as needed. Risk Management: a) Criminal Record Checks Reminder: List of coaching staff, team managers and team treasurers with a criminal record check completed in the last 36 months now overdue. Please submit as soon as possible. Please note: BC Soccer - Risk Management - Rule 22 (Amended June 11, 2011) a) Every volunteer or employee of the Association or affiliated organization who at any time could be expected in the performance of their duties to: i) be with any minor aged person; ii) be entrusted with performing financial duties; iii) be responsible for bookkeeping or bank account(s); Must have on file the results of a Criminal Record Check completed within the previous 36 months from an agency approved by the Association. BCPL/Tier I: Intake trials for U13 Wave this weekend in Victoria anyone in UI interested should contact Shel Brodsgaard or Bill Merriman. UI players selected for Wave this year will serve as reserves. See UISA website for details. Discussion: geography prevents effective pan-island team if base is in Victoria, or if only one team available for Island. Don M all SPL franchises now going through first review, not by BC Soccer, SPL has board of governors who provide oversight. Kids access to high performance opportunities, and optimizing pool of talent for SPL and Provincial program discussed. ii. VIPL/Tier II: VIPL planning meetings of club technical directors in Lower Island ongoing. Kjeld report: LI want to increase their participation and reexamined/realigned pooling system. Realignment will result in teams from all franchises at all ages next year, with a few exceptions noted. Riptide has done indoor development and strength training programs this winter. Riptide coaching clinic planned for June iii. UISA League/Tier III Development See item f above iv. Club Soccer/Tier IV: See item f above Club Reports: a) Alberni/West Coast: Brad Berry UISA league U17 G playing Jan-Mar Club looking at a Grassroots session with Andrew Haines West coast integrating 3 teams into club play Turf great, looking at adding shelters Storage facility burned (arson) in December no one hurt, losses minimized because much of the gear was out, great local support to restore things lost/get new facility. b) Campbell River/Gold River: Allan Rimmel Spring house starts mid-april Futsal ongoing since December, 3 Grassroots planned in time for spring and some coaches signed up for Pre-B. c) Comox: Claudia Vachon Pre-B and grassroots courses coming up Spring soccer starts in April turf coming for September May 8/9 weekend is MWC for U8-U11. d) Gabriola: Glen Murphy Smaller kids play only on the Island, older kids in Oceanside league, kids move into higher tiers at 14 if they want. 10 Appendix 3: Coaching Qualifications for 2014 In 2011, the Canadian Soccer Association announced that the previous Community Coaching education program (CCY, CCS) was being replaced. The new course for 11 aside soccer (U13 and up) is Soccer for Life. As a transition until 2013, CCY/CCS was still accepted, but this waiver has now ended. For 2014, the minimum coaching education standard for coaching a team in Coastal Cup and Provincial Cup (A Cup and B Cup) will be Soccer for Life. To take part in these cups in March and April 2014, it is MANDATORY that the team Head Coach must have completed either the new Soccer for Life course, or have a B-Licence qualification, such as B-Pretest. All Head Coaches of teams hoping to play in 2014 Coastal or Provincial Cup must meet this requirement - otherwise their team will not be able to play. There are no exemptions available. Check web-site for information on coaching programs. Find a course at the site, or ask your club to arrange a Soccer for Life course. Prevent panic in March or your team being disappointed. 11 Appendix 4: Cup play guidelines for clubs UPPER ISLAND SOCCER ASSOCIATION To All Clubs: Club guidelines for Coastal Cup and Provincial Cup - Remember that once a team commits to A or B cup, that the team must play all games that they qualify for, up to and including Provincials. If a team does not fulfill this commitment then it WILL be sanctioned by UISA and/or BCSA. -Make sure teams are aware of Provincial Cup Rules & Regulations, which can be found on the BCSA web site and teams are also aware of Coastal Cup rules. For VIPL cup games we will be using the VIPL triplicate forms until teams reach the VIPL final and beyond, when we will switch to the Coastal Cup game sheets. For B cup games we will be using the UISA triplicate forms until teams play Lower Island and beyond, when we will switch to the Coastal Cup game sheets. Cup games have precedence over league and exhibition games. Clubs should schedule cup games on the best fields available, and use the best available game officials Games may have to be played on Saturdays to accommodate provincial deadlines. NO games may start before 12:00 pm or after 4 pm without written permission of both teams forwarded to UISA Scheduler at UpperIslandSoccerOffice@gmail.com. Each team will supply to the referee a set of BC Soccer Photo Identification Cards, for all players and team officials. A maximum of four (4) team officials shall be listed on the team roster. One (1) member of the team officials must be the same gender as the team and must be present on the bench and in the change rooms. 12 Scores must be reported by BOTH teams to the UISA scheduler by 6 PM on game day. Scheduling clubs are reminded of the following requirements: 1. Clubs will be scheduling game officials for all their home B cup games until UISA plays LISA and beyond. The game officials must come from the BCSA Registered list of Game Officials Clubs that are hosting VIPL Cup playdown games are responsible for Scheduling game officials until the VIPL finals If unsure contact the District Referee Scheduler Kevin Cowie cowiek@shaw.ca 2. Game Officials must come from the current BCSA list of officials Use of unregistered game officials may result in a fine and the game can be protested 3. ALL games are to have 3 Officials (Referee and 2 Assistant referees) 4. Referees may only accept appointments to games if they are registered referees. Also, if a referee has been assigned to a game with a relative playing/coaching, He/she must not accept the game. 5. Referees must be a minimum of 2 years older than the players and must have at least 2 years experience with a District level or higher certification. 6. Referee assistants must be the same age or older than the players and must have at least 2 years experience with a District level or higher certification. 7. One of the Assistants must be of capability to take over for the Referee in the event that the Referee cannot finish the game. Assistant Referees should be experienced 8. If a referee fails to attend the game shall be rescheduled, except if both coaches agree to a replacement referee and indicate such agreement by signing the game sheet prior to the commencement of the game. Such signatures will obviate any protest resulting from this section. 9. In the case of registered referee assistants not being available, each side will appoint a person to run the line. Acceptance of non-registered officials must be noted on the team lists and initialed by both coaches. This signature represents the agreement of all parties to these persons and will prevent any protest based on this section. 13 Appendix 5: Cup Play Guidelines for Officials UPPER ISLAND SOCCER ASSOCIATION Guidelines for A + B Cup Officials 2013/2014 These instructions are for Game officials officiating A + B cup games The following information must be followed or game fees WILL NOT be paid Referees may only accept appointments to games if they are registered referees. Also, if a referee has been assigned to a game with a relative playing/coaching, he/she must not accept the game. 1. Current game durations and overtime are available on UISA website (see below) under referee information and at the bottom of the welcome page, or on the BCSA website. Do Not use durations from back of UISA game sheet as these are not correct 2. Current BCSA picture ID cards MUST be checked on both Players and Team Officials and returned to team, Teams MUST have a Team Official on the bench the same sex as all the players. If not a parent must then sit on bench, and it must be noted on game sheet and on the online game report. 3. NO MORE THAN 4 TEAM OFFICIALS ON BENCH INCLUDING SAME SEX TEAM OFFICIAL 4. Game sheets must be filled out PROPERLY and COMPLETELY including score and forwarded (scanned, faxed, mailed or hand delivered) to District Referee scheduler** within 24 hrs of completion of game. DO NOT forward to BCSA. Failure to forward these forms will result in payment being withheld. There should only be 2 types of game sheets: 1) triplicate UISA/VIPL forms or 2) team lists from each team, used once we play Upper Island vs. Lower Island, VIPL finals or beyond. You must fill out all 4 copies, keep one from each team, and give each team a copy of their opponents list. 5. Teams are on one side of field spectators on others side of field. 6. Home teams are responsible for changing uniforms, including goalkeeper, if there is a color conflict. 7. Game must have a winner if tied at end of Regulation. Overtime of 2 equal halves is played in full overtime, durations are available on UISA or BCSA websites. If game still tied then kicks from the Penalty spot. Please make yourself familiar with the rules for taking of kicks from the penalty spot which is in the FIFA Laws of the Game. 8. For all A CUP games, and B cup games once we start playing Lower Island, game reports must be done on the BCSA website. Click under Referee then Discipline System. 14 9. When filling out game report sheet make sure you and your assistants ID # and last name is legible. We prefer if you use black ink as it copies better. 10. Cup games take precedence over league games 11. Game Officials must come from the current BCSA list of officials 12.
