1 BOXING AUSTRALIA LIMITED RISK MANAGEMENT REGULATIONS Adopted 6 September, 2014
2 1. The Objects of these Risk Management Regulations 1.1 These Risk Management Regulations have been adopted by BAL with a view to protecting the health and safety of all BAL and Member Association boxers, boxing officials, members, employees and others participating in the activities of our sport; together with members of the public otherwise associating themselves with the sporting activities of BAL and its Member Associations. 1.2 The procedures set out in the Risk Management Guide to be found in regulations 2 hereof shall be implemented by a person or persons duly appointed for the purpose from time to time by BAL and/or one or more of the Member Associations ( a Risk Management Officer ). 2. Risk Management Guide 2.1 A Risk Management Officer shall satisfy, or ensure the satisfaction of, the following procedures and obligations; together with those contained in the Risk Action Planners annexed hereto: Prior to any boxing event, a Risk Management Officer must consult this Risk Management Guide and each of the annexed Risk Actions Planners to determine the matters relevant to the discharge of his or her particular duties as a Risk Management Officer A Risk Management Officer will be responsible for ensuring that each of the matters relevant to the discharge of his or her duties is satisfied to the best of his or her capacity If a Risk Management Officer is unable to properly or fully discharge any of his or her duties, he or she must report the deficiency or deficiencies to BAL or the Member Association or Member Associations concerned with a view to rectification where possible. In such a case, a boxing event may only proceed if sufficient steps can be, and are, taken to reasonably ensure the safety of all those in attendance at the boxing event A Risk Management Officer must ensure that all temporary structures, such as boxing rings and seating, are properly erected A Risk Management Officer must ensure that adequate event marshals are present to monitor and control crowd behaviour A Risk Management officer must ensure that appropriate persons are appointed to direct all persons attending a boxing event on how to evacuate the event premises by the nearest safe exit in the case of an emergency; and to supervise such evacuees at a safe assembly point or points until further directions may be given. The Risk Management Officer and his or her appointees must direct the evacuation of the event premises on first becoming aware of a fire, of non-theatrical smoke, of fumes, or of any other risk which might endanger life or health A Risk Management Officer must ensure that no emergency door at the premises where the event is being held is obstructed by equipment, tables, seating or other materials; and that each such emergency door is left
3 unlocked during the event. The Risk Management Officer must also ensure that no fire door has been wedged or propped open; and that there has been no interference with fire detection systems, firefighting equipment or other safety systems A Risk Management Officer must report to the senior officials officiating at a boxing event any injury he or she has become aware that any person attending the event has suffered A Risk Management Officer must not participate in, or otherwise permit, any practical joke or horseplay by any person during a boxing event A Risk Management Officer must not endeavour to discharge his or her duties under these Risk Management Regulations whilst under the influence of alcohol or drugs. He or she must ensure that all other officials and others participating in the boxing event do not seek to officiate or participate whilst under the influence of alcohol or drugs.

Action Plan Proposed Treatments Person Responsible Ensure there is compliance with all Government and BAL Regulations in relation to competitor registration and eligibility Ensure there is compliance with all Government and BAL Regulations in relation to boxer welfare, including the declaration required under BAL s Participant Protection Regulations. Ensure any action necessary is undertaken to support compliance with BAL s Anti-Doping Regulations. Ensure any action necessary is undertaken to support compliance with BAL s Technical and Competition Regulations Ensure particularly that boxer medical examinations and other health welfare checks are carried out in accordance with Government and BAL Regulations Ensure appropriate BAL and/or Member Association insurance policies are in place including: Public Liability (minimum $10 million), Directors and Officers/Associations, Professional Indemnity, Volunteers and, if possible Boxers personal injury policies. Resource Appointment of a designated person or persons to undertake the Requirements above responsibilities in a timely manner. Responsibilities BAL Board and/or Member Association Committee of Management. Timing On Registration, Pre-event/Event competition, Post-event Reporting & Monitoring Required competition.
5 RISK ACTION PLANNER ACTION PLANNER 2 Item Boxer & Coach eligibility and compliance Risk Breaches of Government regulation and BAL Technical Competition Regulation requirements leading to creation of legal liability and stakeholder dissatisfaction. Action Plan Proposed Treatments Person Responsible Appoint and adequately train officials responsible for collection, processing and filing of all documents relating to boxer eligibility to compete. Ensure that the Member Association Boxer registration form is signed and contains a declaration by the boxer that he or she: - agrees to abide by the rules of Boxing Australia s Anti- Doping Regulations and Participants Protection Regulations; and - is at least ten years of age or the required age prescribed by the Member Association s rules and its State or Territory Government legislation. Ensure any applicant who was previously registered in another State or Territory is processed as per the transfer procedure set out in BAL s Regulations. Ensure every Member Association-registered Coach complies with the following: - has accreditation with the National Coach Accreditation Scheme (NCAS); - has given a signed commitment to observe BAL s Participant Protection Regulations and Anti-Doping Regulations; and - is processed for a Criminal Record Check in accordance with BAL s Participant Protection Regulations and any applicable State or Territory Government legislation. Resource Appointment of a designated person or persons to undertake the Requirements above responsibilities in a timely manner and storage of the documents. Responsibilities Member Association Committee. Timing Reporting & Monitoring Required On Registration. Member Association Committee.
6 RISK ACTION PLANNER ACTION PLANNER 3 Item Declarations by boxers and coaches, code of conduct Risk Failure to conduct Boxer or Coach compliance checks resulting in accident leading to stakeholder dissatisfaction, loss of public goodwill, and creation of compensation claims. Action Plan Proposed Treatments Person Responsible Prior to competing at any tournament or event, the boxer shall sign a declaration stating that he or she: - is fit to box; - to the best of his or her knowledge and belief is fairly matched; - is willingly competing in the contest; - accepts without reservation the conditions set by BAL or a BAL Member Association for the contest; - has advised the medical doctor conducting the pre-bout medical examination of any medical procedure, injury, illness or medical treatment since the date of his or her last annual medical examination; - is aware that he or she could be injured or receive an infection during or as a result of the contest; - is aware that if he or she is not vaccinated against Hepatitis B, he or she is taking a serious risk; - is aware he or she may stop and withdraw from the contest at any time, whether before or during it; - accepts responsibility for any injury or infection he or she incurs during, or as a result of, the contest; - she (for female boxers) is not pregnant, and is aware of the danger to herself and her unborn child if she boxes while pregnant; - absolves BAL and/or the BAL Member Association concerned of any liability for any injury or infection he or she incurs during, or as a result of, the contest; and - is aware that a boxer registered with BAL or a BAL Member Association may have limited, if any, insurance cover for his or her participation in a contest conducted by BAL and/or a BAL Member Association; and is also aware that if he or she wants insurance cover, or more substantial insurance cover, for his or her participation in such a contest, then he or she will have to obtain such insurance cover for himself or herself. The declaration by the boxer shall be countersigned by the boxer s coach, who will certify that:
7 - to the best of his or her knowledge and belief the boxer is fit to box; - to the best of his or her knowledge and belief the boxer will be fairly matched; - the boxer is participating in the contest with the coach s full consent; - if the boxer is a minor, he or she has parent or guardian approval to box; and - the coach is aware he or she has the authority to withdraw the boxer from the contest at any time whether before or during the contest Resource Requirements Responsibilities Timing Reporting & Monitoring Required Appointment of a designated person or persons to undertake the above responsibilities in a timely manner and storage of the documents Pre-tournament/event competition
8 RISK ACTION PLANNER ACTION PLANNER 4 Item Referee and Judge qualifications and contest duties Risk Compliance risks which could result in an accidental injury leading to critical stakeholder dissatisfaction, loss of public goodwill and creation of legal liability. Action Plan Proposed Treatments Person Responsible All Referees and Judges appointed to officiate at a tournament shall be appropriately qualified and accredited. A Supervisor of the tournament will be appointed, and he or she shall ensure: - that the boxing ring is safely erected and is in accordance with BAL Competition Rules; and - that the Referee of a bout complies with the following requirements: The Referee of a bout will wear disposable gloves that he or she will safely dispose of in a receptacle at ringside at the conclusion of the contest. The Referee of a bout will carry cotton swab pads for removal of blood from a boxer, or his or her gloves; the swabs to be safely disposed of in a receptacle at ringside immediately after use. The Referee of a bout will ensure that if a boxer is stunned or otherwise distressed, the contest is temporarily stopped to allow the boxer to regain the ability to continue. The Referee of a bout will ensure that if a boxer is unable to defend himself or herself, the contest is stopped. The Referee of a bout will ensure that all boxers about to commence a boxing contest are appropriately equipped, in accordance with BAL s Technical and Competition Regulations, as follows: - fitted mouthguards; - for all non-elite Men contests fitted head guards, of approved make, in suitable condition and of appropriate colours; - singlets of suitable fit and appropriate colours; - suitably taped hands; - gloves of approved make and appropriate size in suitable condition and appropriate colours; - suitable footwear; and - suitable lower abdomen protector for males.
9 Resource Requirements Responsibilities Timing Reporting & Monitoring Required Appointment of a designated person or persons to undertake the above inspection and appointment and supervision of R&J responsibilities in a timely manner. Pre-event and during competition.
10 RISK ACTION PLANNER ACTION PLAN 5 Item Management of emergencies at events Risk Injuries or death in an event of emergency, leading to critical stakeholder dissatisfaction, loss of public goodwill and creation of legal liability. Action Plan Proposed Treatments Person Responsible Ensure that there is a strategy to disperse the crowd and to alleviate congestion as component of Emergency Procedures, particularly at exit points. Ensure that there is adequate supervision available to control crowd behaviour Ensure that the venue s exit points are clear and usable, and fire detection, prevention and minimisation systems are in working order. Ensure that a Competition Manager is appointed who is: - prepared to predict situations arising and to take steps to control or assist in controlling crowd behaviour before it becomes an issue. - able, through PA announcements, to calm crowd behaviour and to assist in issuing directions during an emergency situation. - able to contact appropriate emergency services; i.e. police, ambulance, fire services. Ensure the appointment of a person to deal with any news media and general public enquiries. Resource Appointment of a designated person or persons who obtains Requirements knowledge of the event venue facilities and prepares a Strategy for crowd control and direction.
