2 HOCKEY CANADA RULE CHANGES The following is a brief summary of the playing rule changes adopted by Hockey Canada for the and seasons. For the actual wording of the rule changes, please refer to the Hockey Canada web site or to the Hockey Canada Official Hockey Rules. 1. Checking to the Head - The new Checking to the Head rule, introduced in 2002, has been added as Rule 86, and the signal for Checking to the Head has been added under Referee s Signals. 2. Change of Players - Rule 19(f) and (g) have been reworded slightly to reflect the fast line change procedure. 3. Curvature of Sticks - Restrictions on the curvature of the blade of the stick has been removed for both players [Rule 21(b)] and goaltenders [Rule 21(c)]. 4. Measurement of Goaltenders Equipment [Rule 23(a)] - The permitted dimensions of goaltenders blockers and gloves have been clarified and brought in line with IIHF and NHL rules. 5. Major Penalties [Rule 30] - The definition of Major penalty has been changed to reflect the fact that all Major penalties now carry an automatic Game Misconduct penalty. Rule 30(b), which specified an automatic Game Misconduct for a player s second Major penalty of the game, is redundant and has been deleted. 6. Awarded Goals - Rule 36(b) has been clarified to indicate that intentional action by the defending player is to be penalized. 7. Linesmen [Rule 42(d)] - The Rule numbers of the Minor, Bench Minor, or double Minor penalties a linesman may report to the Referee have been inserted. 8. Rule 47 Title - Abuse of Officials, Unsportsmanlike Conduct/Misconduct has been changed to Harassment of Officials, Unsportsmanlike Conduct/Misconduct. 9. Head Butting - A team official who head-butts or attempts to head-butt an opponent (no injury) [Rule 49(b)], who attempts to butt-end an opponent [Rule 49(f)], or who pokes or jabs or attempts to jab an opposing player with the toe of the blade of the stick [Rule 49(g)] will now be assessed a double Minor penalty and a Gross Misconduct, instead of a double Minor. 10. Grabbing Hair, Facial Protector, Helmet, or Chin Strap [Rule 49(d)] - A player who grabs an opponent s hair, facial protector, helmet or chin strap, but does not use it to gain an advantage or to inflict punishment or injury shall be assessed a Minor penalty or at the discretion of the referee a Major and Game Misconduct penalty instead of a double Minor. 11. Falling on the Puck [Rule 58(b)] - The rule penalizing a goaltender for delaying the game by falling on the puck outside the crease has been clarified. 12. Roughing [Rule 59(f) and (g)] - At the discretion of the Referee, a Minor penalty or a Major and a Game Misconduct penalty may be assessed for Roughing and Roughing after the Whistle. Previously, the Major for Roughing was only assessed in the case of injury and no Game Misconduct accompanied the Major penalty in Junior and Senior hockey. 13. Butt-End Hooking - The penalty for Butt-End Hooking (using the shaft of the stick above the upper hand to hold or hook an opponent) has been moved from Rule 49(f) (Butt-Ending) to Rule 64(b) and (c) (Hooking). A definition of Butt-End Hooking has been added to the Glossary. 14. Refusing to Start Play [Rule 78(a)] - The 5-min. Major for Delay of Game assessed to a team which is withdrawn from the ice or refuses to start play but returns to play within the allowed 2- minute period is now accompanied by a Game Misconduct to the offending Coach. 15. Junior and Senior Hockey Supplement - The Junior and Senior Hockey Supplement has been updated by addition of two rules that apply to Junior and Senior - Rule 24(g) (mouth guards) and Rule 62(b) (High Sticking). 2. The Rules Emphasis has been approved by the Hockey Canada Board of Directors, and mandates that all Hockey Canada officials are to emphasize these guidelines. The rules that MUST be emphasized are: RULES EMPHASIS! CHECKING TO THE HEAD (contact physically or with a stick to another players head area). 4. Deliberate checks to the head have become a major problem in today's game. All head injuries, specifically concussions are on the rise. Concussions not only deprive players of playing time, they end players careers and can have long term affects away from the rink.

5 Checks to the Head demonstrate a lack of respect and fair play and must be penalized. Any moderate or severe blow to the head must be penalized with a Minor Penalty and a Misconduct or a Major penalty and a Game Misconduct for Checking to the Head (new rule ) as concussions and other head injuries are having a major impact on the game. A Match penalty could also be assessed under this rule. These are aggressive fouls and must be called at ALL occurrences during the hockey game, including shorthanded situations. An infraction with minimal impact can still be called a Minor penalty using the most appropriate penalty infraction (high stick, elbow, rough, crosscheck, etc.) Dr. Tom Pashby, a leading proponent of increasing safety for all players, cautions all those involved in the game that checks to the head have to be penalized "in all hockey, at all levels, wherever hockey is played. Dr. Pashby continues by emphasizing that "many concussions occur because of contact to the head". Deliberate contact to the head area is also responsible for serious dental and eye injuries, injuries that are preventable. Whether it is elbowing, high sticking, roughing or crosschecking, hits to the head are an intentional act of violence and must be treated with zero tolerance on the part of the official at all times.! SLASHING Quite simply put, the stick is being used as a weapon of intimidation far too much, and the stick was never intended to be used for this purpose. Officials are encouraged to tighten the standard on all slashing incidents. Any significant degree of force and / or intent with the stick to ANY part of the body must be called as slashing. Such action shall not be tolerated at any time in the game, including shorthanded situations. With significantly reduced stick work (including slashing, high sticking, cross-checking, obstruction interference) we can then return to the principle of the hockey stick only being used to play the puck!! REDUCING LENGTH OF STOPPAGES The line change procedure is not being practiced consistently and promptly, and in the time frame provided. Five seconds is not to become 10 or 15 seconds. After a whistle to stop the play, the referee will now begin the line change procedure as soon as it is safe to do so, even if he is still moving into position. Linesmen are to blow their whistle as soon as the Referee completes the line change procedure, and prepare to drop the puck as soon as possible thereafter. If after five seconds the players are not in position to conduct the face-off, the offending teams center will be ejected. Reducing the time of the stoppage in play is the goal, but NOT at the expense of quality and fairness of the face-off. As well, there is too much quarterbacking going on by centres prior to face-offs. Linesmen should be diligent in ejecting centres who do not prepare for the face-off quickly because they are providing direction to teammates. 5.

6 Finally, goaltenders must move the puck when time allows, rather than creating unnecessary stoppages in the crease and outside the crease. Appropriate warnings subsequently followed by delay of game penalties are advised on all the above points.! CHECKING FROM BEHIND We want to continue to work to eliminate any contact from behind, as the resulting injuries, especially head and neck injuries can be catastrophic. It is a dangerous and cowardly act. If a player is ever in doubt, the player is being instructed to STOP. Strict application of this rule is needed to remove this foul from our game.! SHARED RESPECT The SHARED RESPECT INITIATIVE calls for the participants in the game to respect one another. High hits and Slashing as noted above are clear examples of lack of respect for an opponent, and the resulting injuries are of major concern, and why officials need to continue to make the calls in this area. Great strides were taken during the course of the past few seasons to raise the awareness about the abuse directed at our on-ice officials, which in any form is unacceptable and will not be tolerated. The SHARED RESPECT INITIATIVE continues to be a positive step in encouraging respect for all members of the game. Too many of our officials are turning away from the game due to this abuse that they have been subjected to time and time again, and we must continue to work to eliminate this. Officials must be encouraged to assess the appropriate penalties to coaches and players who display disrespect for their decisions or who abuse them in any fashion. The enjoyment derived from playing hockey can be overshadowed by events or tactics that are intended to subvert the skill or safety of the participants. Hockey Canada is aiming to eliminate these events and tactics through education and strict application of selected rules. In this way the "standard of play" is expected to rise as time passes. It takes teamwork to bring about change. Coaches, managers, officials, owners, trainers, players, parents and administrators must take ownership to affect change regarding the rules emphasis for the 2003 / 04 season. We must all demonstrate awareness and support for the application of the rules, the spirit of the rules and the respect of the rules. Match Penalties, Gross Misconducts, and Refusing to Start Play - minimum or indefinite suspensions as specified in the annual BCAHA Suspension Bulletin. 2. Game Misconducts in Last 10 Minutes - HC Rule 32(c) - Game Misconduct in the last 10 minutes of regular time - 1 league/playoff game or 7 clear days (whichever comes first). 3. Instigator/Aggressor in a Fight - PCAHA Section H(5)(b)(i), page 87 - any player assessed the Instigator Minor and/or the Aggressor Minor in a Fight, outside the last 10 minutes of regular time - 1 league/playoff game or 7 clear days (whichever comes first). 4. Multiple Game Misconducts - PCAHA Section H(5)(b)(ii), page 87 - any player incurring a second or subsequent Game Misconduct penalty not in the last 10 minutes of regular time in the same game - 1 league/playoff game or 7 clear days (whichever comes first). 5. Team Official Suspensions - PCAHA Section H(4), page 86 - any team official who incurs a Game Misconduct (regardless of the time of game) shall be automatically suspended as follows: (i) First occurrence of the current season - one league or playoff game or 7 clear days, whichever comes first; (ii) Second occurrence of the current season - two league or playoff games or 14 clear days, whichever comes first; (iii) Third or subsequent occurrence of the current season - indefinite suspension pending a hearing to be conducted by the Managing Director. Automatic suspensions take effect immediately and must be served whether or not notification is received. It shall be the responsibility of each team s officials to ensure that correct records of all serious penalties are kept, and that players or team officials serve the required minimum suspensions. Where a player or team official incurs penalties in a game resulting in more than one suspension, the suspensions shall be served consecutively, beginning with the suspension for the most serious penalty. A suspended individual may not participate in any exhibition games between the league or playoff games. Games in tournaments sanctioned by the BCAHA and PCAHA are considered league games for the purpose of serving suspensions

For suspensions in effect prior to the Christmas break, the days between the last scheduled league game prior to the Christmas break and the first scheduled league game shall not be included in determining the number of days served. (New) For a suspension occurring at or near the end of league play or during playoffs, the days between the last league game and the first playoff game, between playoff rounds, and between the last playoff game and the start of tournament play (if any) shall not count against the suspension. A player who incurs a suspension while playing for another team under the Affiliate Player, Casual Player, or Goalkeeper Exemption rules must serve the suspension with his/her regular team. (There is an exception to this rule if the penalty is incurred at an out-of-district tournament where the player is travelling with the team. In that case the remaining games in the tournament count against the player s suspension). Where a suspension occurs after March 1st and the team has no further games, the suspension will be carried over and served after September 15th, at the Managing Director s discretion. In the case of penalties which under the Hockey Canada playing rules incur an automatic Game Misconduct penalty, for example: Fighting - HC Rule 59(a) Minor or Major for Checking From Behind - HC Rule 53(a) Two (2) 10-min. Misconducts in one game - HC Rule 31(c) All 5-min. Major penalties if the scorekeeper fails to note the Game Misconduct on the scoresheet all suspensions shall apply as if the penalties had been correctly recorded. Any team permitting a suspended player or team official to participate in a game shall lose the points for that game (including Sportsmanship Point) and may be subject to further disciplinary action. If there are any questions at any time about suspensions, please contact the respective BCAHA District Director in the case of Match Penalties and Gross Misconducts, or the respective Managing Director in the case of Game Misconducts or other penalties. (**)-except in the case of a player s second 10-min. Misconduct in the same game. (from: PCAHA Rulebook, page 87). INSTRUCTION TO TEAM MANAGERS: 1. After each game, check the scoresheet and note all serious penalties. 2. Keep a record of all serious penalties incurred by players and team officials on your team. 3. If a penalty carries with it an automatic Game Misconduct penalty (such as penalties for Fighting or Checking From Behind and all 5-min. Major penalties) and the Game Misconduct has not been correctly listed on the scoresheet by the scorekeeper, any automatic suspensions will still apply. 4. Make sure your players and team officials sit out their suspensions. 5. If there is any doubt about the suspension implications of penalties appearing on the scoresheet, contact your League Manager for clarification. Permitting a suspended player or team official to participate results in automatic forfeit of the game and may result in other consequences [PCAHA Section C(27)]

GROSS MISCONDUCTS CHA Rules 33, and 59 All Gross Misconduct penalties will receive a minimum suspension of three (3) league games or fifteen (15) days during league play, or fifteen (15) days prior to league play or after the conclusion of league and / or playoff games. Gross Misconducts for racial slurs and obscene gestures in Minor Hockey will receive a minimum suspension for 30 days. All Gross Misconducts will be reviewed and further disciplinary action may be taken on gross misconducts for obscene gestures and abuse of officials. There shall be no appeal of any suspension imposed that is automatic under the rules set forth in this section. NOTE: There will be NO NOTIFICATION on the above suspension from the BCAHA. It is the responsibility of the local Association, League or Team to ensure that the suspension is served. 2. REFUSING TO START PLAY Team officials penalized under CHA Rule 78 (a, b & c), Refusing to Start Play, including withdrawing a team from play, shall be subject to an indefinite suspension pending an investigation. 3. DRESSING ROOMS CHA Rule 13 (c) Team Officials penalized under CHA Rule 13 (c) shall be subject to indefinite suspension pending an investigation. 4. TOURNAMENT GAMES Tournament games sanctioned by the BCAHA will be considered league games for the purpose of this bulletin. 10. The local Association, League or Team is to ensure that the suspension is served. Where such a suspension is appropriate, the BCAHA Division / District Director WILL NOTIFY the local Association, League or Team responsible for ensuring the suspension is served. Match Penalties that result in a suspension to be served after the conclusion of league and / or playoff game(s) it will be served at the start of the next season. 12 BRITISH COLUMBIA AMATEUR HOCKEY ASSOCIATION FOUNDED ZERO TOLERANCE - DRUG/ALCOHOL The BCAHA adopted a zero tolerance Drug/Alcohol awareness policy at the Annual General Meeting in That policy prohibits the use of drugs/alcohol during activities sanctioned by a minor hockey association or with the BCAHA. All incidents must be investigated and dealt with on an individual basis. The recommended minimum suspension for violations is 30 days from all participation within the association. (This includes practices). Associations and teams have the responsibility to investigate all situations, if there are questions or concerns, please contact the President or District/Divisional Director. 7. SERVING OF SUSPENSIONS A) Players A Player receiving a suspension as a result of a Match, Gross Misconduct or any other penalty outlined in this bulletin shall be prohibited from playing in games as well as from acting as an Official or in any other official capacity with a Team, League or Association within the BCAHA. The Player may practice with their team. B) Team Officials A Team Official receiving a suspension as a result of a Match, Gross Misconduct or any other penalty outlined in this bulletin shall be prohibited from participating with the Team from one hour prior to any games until one hour after the conclusion of any games and from acting as an Official and in any other official capacity with a Team, League or Association within the BCAHA. The Team Official may participate in their Team's practices. C) BCAHA Regulation 5 An Official receiving a suspension under BCAHA Regulation 5 shall be prohibited from officiating until the expiration of the suspension plus playing in any games and acting in any other official capacity with a Team, League or Association within the BCAHA. D) CHA Rule 32 (Misconducts) A Player receiving a suspension as a result of CHA Rule 32 or a Local / District Association suspension for accumulated penalties shall be prohibited from playing in game situations until the expiration of the suspension. The Player may practice with their team. E) Other Suspensions A Player suspended by the BCAHA or under a suspension imposed by a Team, League or Association that has been honored by the BCAHA shall be prohibited from playing in any games, acting as an official and from acting in any other capacity with a Team, League or Association within the BCAHA. 13 BRITISH COLUMBIA AMATEUR HOCKEY ASSOCIATION FOUNDED 1919 BCAHA personnel or an Official of a Team, League or Association, when suspended by the BCAHA or under a suspension imposed by a Team, League or Association that has been honored by the BCAHA, shall be prohibited from playing in any games, acting as an Official and acting in any other capacity with a Team, League or Association within the BCAHA. 8. REPORTING OF PENALTIES Penalties incurred during BCAHA games shall be reported as follows: GAME MISCONDUCTS AND MISCONDUCTS IN THE LAST TEN MINUTES: In games played under the jurisdiction of a League or Local Association, Game Misconduct Penalties and Misconduct Penalties in the last ten (10) minutes of a game must be reported by the Referee to the President of the League or Local Association. Those failing to abide by this ruling will be subject to suspension. MATCH, GROSS MISCONDUCT, REFUSING TO START PLAY PENALTIES: In all instances in which Match Penalties, Gross Misconduct Penalties or penalties under CHA Rule 78(a, b & c), Refusing to Start Play, are assessed, the Referee shall take the original copy of the Game Report and shall forward it, together with a written report of the circumstances, immediately upon completion of the game as follows: Abuse of Officials, Refusing to Start Play, Dressing Rooms, Spitting at Officials All game reports involving CHA Rule 71(a, b & c), Abuse of Officials; Rule 78(a, b & c), Refusing to Start Play; Rule 13(c), Dressing Rooms; and Rule 80, Spitting at Officials, are to be FAXED AND / OR SENT IMMEDIATELY BY SPECIAL DELIVERY. 19 COULD YOU BE A TEAM SAFETY PERSON? Effective the 2000/2001 season, ALL minor, junior, senior and female teams must have a Hockey Canada Safety Program (HCSP) qualified person on their roster. Although a coach or manager may fill the position the HCSP is not a coaching program and you may just have the skills to offer. The HCSP is a risk management and safety program which utilizes a proactive, preventive, common sense approach to keeping our children safe. The goal of the program is for the safety people to implement effective risk management programs with their own teams where player safety is the first priority at all times on and off the ice. The safety person must conduct regular checks of players equipment and is responsible for promoting proper warm-up and conditioning techniques as a form of injury prevention. The safety person coordinates plans for road trips, tournaments, etc., and assists in the overall supervision of the team. The safety person establishes medical history files on every player and carries these files and the team first aid kit on every outing. The safety person implements an Emergency Action Plan for the team and through this is prepared to react in the event of accidents, injuries and medical emergencies. The safety person manages all injuries, learns to recognize serious injuries and refers injured players to qualified professionals. All safety people must assume a leadership role in promoting the values of safety, fair play, and integrity. The HCSP is an 8 hour program with requalification every 3 years and you must be 16 years of age to qualify. A safety background is certainly an asset to you and your team but is not a prerequisite. This is not a first aid program and all safety people are encouraged to enhance their skills with current first aid/cpr training. It is recommended that all on-ice participants which would include coaches, and assistants wear a CSA approved properly fastened helmet for all sanctioned on-ice sessions. In all clinics, including National, Branch and association sanctioned, clinic participants MUST wear a CSA approved properly fastened helmet for all on-ice sessions This will apply to all certification clinics for Coaching, Initiation and Officiating. In response to this recommendation, you are to inform all clinic organizers and instructors of the requirement for all participants to wear a helmet while participating in on-ice sessions. As awareness grows with regard to concussion injuries, it is felt this is a proactive step in reducing the number and severity of concussions and related head injuries. 21 BRITISH COLUMBIA AMATEUR HOCKEY ASSOCIATION ACTION BULLETIN BULLETIN #: A September 2003 To: BCAHA Membership From: Ed Mayert President RE: Special Rule Stop Sign As per Regulation 7, Paragraph 2613, Stop Signs are to be worn by all participants effective January 1, The Paragraph reads as follows: To focus attention on the dangers of checking an opponent from behind, it shall be mandatory for all BCAHA registered Minor Hockey Players to wear the Stop Sign above the number on the backs of their sweaters. Any BCAHA registered Minor Hockey Player not wearing the regulation size Stop Sign shall not be permitted to participate in any game. For those Districts or Minor Hockey Associations which have not previously adopted the Stop Sign, this regulation shall be effective January 01, Minor Hockey Associations are responsible to ensure that participants do not participate as per the BCAHA special rule. Officials have been instructed to report all incidents of non-compliance to the President for disciplinary action. Players without the Stop Sign are considered to be ineligible for competition and therefore coaches or associations that permit players to participate without the Stop Sign properly affixed to the back of the sweater, shall be subject to discipline as per Hockey Canada Regulation R (3) which states: Any team found guilty of having used any ineligible player in any league, playoff, exhibition or tournament game, shall lose any points earned in any game in which the ineligible player participated. The player and/or team officials shall be liable to further disciplinary action Disciplinary action in this matter will be forthcoming for any association or team found guilty of not displaying the stop signs as per the BCAHA special rule. Section L(2) states as follows: (a) (b) (c) (d) (e) Any team wishing to play an exhibition game shall first obtain permission from its League Manager by way of an exhibition game number. Under no circumstances will an exhibition game be played without a game number. Failure to obtain a game number may result in suspension or other disciplinary action against the team official(s) responsible. If both teams report to the same League Manager, only the home team is required to obtain an exhibition game number. If the two teams do not report to the same League Manager both teams shall obtain an exhibition game number. If the exhibition game is against a non-pcaha team, an exhibition game number shall be obtained whether the game is at home or away. Please refer to Section F(6) regarding responsibility to submit game reports. The game number rule applies both to games between teams from different Associations and to games between teams of the same Association. The CHA playing rules define a game as, "A meeting of two teams playing for a specific length of time, for the purpose of declaring a winner through the scoring of goals. The game consists of regular playing time and overtime, if such is required." This definition has only limited usefulness. Obviously, "declaring a winner" is not a distinguishing factor for Hockey 2 (Tyke) and Hockey 3 (Novice) games, where no score is kept, for games at the Hockey 4 (Novice) level, where there are no standings or competitive play, and for exhibition games at other levels. The intent of the game number rule is not to prevent teams that regularly practice together from using the last 15 minutes or half hour of their practice for a controlled scrimmage. However, in the past some teams have attempt to expand the "scrimmage" to play what is really a game. In one documented case, two teams held a 10 minute "practice" (really a warm-up), followed by a 1 hour "scrimmage", with scoreclock, uniforms, and a referee. This event was, in fact, a game. Fundamentally, I am asking that all teams be up front about their activities, both to their Association officials and to their PCAHA League Manager, and not attempt to hide behind euphemisms. In discussion with Managing Directors and others about this problem, two related problems have been identified. First, many team officials seem unaware of part (c) of the rule which requires a

23 PCAHA Bulletin #10 - Game Numbers for Exhibition Games (cont.) game number to be obtained whether home or away when playing a game against a team which reports to a different PCAHA League Manager (e.g., teams from different "C" leagues or different Tiers of an "A", "B", or Female league). In the case of such cross-league games, the game will have 2 game numbers. Second, persons involved in referee development at the local level have complained that opportunities for beginner referees to gain game experience may be limited because some teams seem to prefer to have their exhibition games officiated by the coaches of the participating teams rather than by carded referees. This seems to be especially true in the Novice division and in some cases Atom "C". Games at the Novice level and above should be officiated by carded referees. 24 P.C.A.H.A. SUPPLEMENTAL INSURANCE 1. Enhanced Catastrophic Injury Insurance: The PCAHA carries an enhanced catastrophic injury insurance policy for players and volunteers participating with the PCAHA s member Associations to offset some of the unique and substantial expenses incurred if an individual suffers a catastrophic injury. Catastrophic injury is defined as quadriplegia (complete and permanent paralysis of both upper and lower limbs), paraplegia (complete and permanent paralysis of both lower limbs), or hemiplegia (complete and permanent paralysis of upper and lower limbs of one side of the body). The principal sum under this policy ($400,000) is over and above the coverage provided under the Hockey Canada Accidental Death and Dismemberment Policy ($750,000). 2. U.S. Travel Medical Insurance: The PCAHA carries excess hospital/medical insurance to ensure that individuals travelling with a Canadian-based PCAHA team for sanctioned league/playoff, exhibition, or tournament games in the United States are covered for costs over and above B.C. Medical should they require medical attention or hospitalization during the trip. All players, team officials, volunteers, parents, immediate family members, and friends travelling with the team are covered for normal travel and activities connected with the game(s). All insured persons must have government health plan coverage in force to qualify. Highlights of coverage are: $2,000,000 sum insured for excess hospital/medical expenses; licensed local ambulance to the nearest medical facility; x-rays, out-patient services; prescription medication; $3,000 return of vehicle; subsistence allowance $250 per day; family transportation benefit up to $5,000; and child care benefit up to $2,500. Exclusions: Coverage does not include extra days prior to or after the scheduled game(s); does not include persons over 68 years of age or less than 15 days old; and does not cover pregnancy, childbirth, or related complications. There are a number of other exclusions and limitations, which are listed on the PCAHA web site. Additional insurance to cover extra days or excluded persons can be purchased through Whyte Insurance Services Ltd. ( ) or other insurance agents.
