Purpose: This event is designed: 1. To support the county 4-H shooting sports program. 2. To broaden the 4-H interaction experiences of youth and adults from across the Commonwealth. 3. To challenge 4-H ers skills and knowledge in archery. 4. To recognize demonstrated abilities in the archery program. 5. To promote cooperation and good sportsmanship among 4-H ers and adult leaders. 6. To better acquaint 4-H ers with the faculty, services and facilities of The Pennsylvania State University. Objectives: 1. To give an opportunity for competition and cooperation in a formal archery tournament for 4-H ers of all archery skill levels. 2. To provide an opportunity for participation by the disabled. Eligibility: 1. Team members and individuals must be currently enrolled in and have received instruction by a certified 4-H archery instructor in the 4-H Archery Project. 2. The contest will be divided into: a. Compound bows a Junior Division and a Senior Division b. Recurve bows a Junior Division and a Senior Division Junior Division: Participants must be at least 13 years of age and must not have passed their 16 th birthday as of January 1 of the current year. Senior Division: Participants must be at least 16 years of age and must not have passed their 19 th birthday as of January 1 of the current year. Junior archers may compete in the Senior Division but once competing as a Senior, the archer will be considered as a Senior for all future 4-H State Achievement Days competitions. 3. Contestants must have demonstrated his/her ability in safe handling of archery tackle on the range to the satisfaction of his/her county Extension staff prior to the state contest. Each county may enter participants in both the Compound Bow and the Recurve Bow contest in the Junior Boy/Junior Girl and Senior Boy/Senior Girl divisions (a possible total of 16 participants, two teams for each contest). One of the following combinations is permitted in each contest (Compound or Recurve): One (1) team consisting of four (4) individuals or One (1) team consisting of three (3) individuals or Two (2) individuals or One (1) individual Counties may not combine members to make a team of four (4). Each county is allowed four (4) members maximum per team in the Junior Division and four (4) members maximum per team in the Senior Division (only one (1) team of four (4) in Junior and only one (1) team of four (4) in Senior). Scoring for individual awards will be by age for each division of boys and girls entered in each of the Compound and Recurve Contests. Scoring for team awards will be by Junior Boy/Junior Girl and Senior Boy/Senior Girl divisions in each of the Compound and Recurve Contests. 5. Substitutions for an individual originally registered must be submitted by the County Extension Staff to the State Days Chair two weeks prior to the State Days Contest. No substitutes will be permitted the day of the contest. 6. Anyone who has participated in the National 4-H Shooting Sports Archery Competition is NOT allowed to take part in that same contest division (i.e., Compound or Recurve) at states. 7. The first-place shooter from the Senior division is NOT allowed to take part in this state contest again whether or not they attend the National Contest. 8. Once you compete in the Senior division of this contest you are NOT allowed to compete in the Junior division in future years regardless of your age. Contest Organization and Content: Equipment and Personal Gear: 1. This is a free-style competition. Archers will provide their own equipment. Bows and equipment brought to 4-H State Achievement Days by 4-H Archery contestants MUST BE delivered to the 4-H Shooting Sports Committee upon arrival on campus. Bows will be stored in the 4-H Shooting Sports trailer and will be delivered to the site of contest by the Committee. NO equipment is permitted in the dorm rooms. Upon completion of the contest, bows and equipment will be returned to the trailer. Bows and equipment will be picked up by 4-H ers at departure from 4-H State Achievement Days. Members will be permitted to send bows and equipment home with parents and/or guardians with approval of the Contest Chair. 2. The following bows are permitted: Compound bows: Pre-draw weight should be at least 25 pounds and not exceed 65 pounds. Releases and sights are permitted. Devices that hold the bow at draw are illegal (no crossbows) with the exception for equipment utilized by archers with a disability. Any other equipment added to the bow that malfunctions may result in failure to complete competition. Recurve Bows: Pre-draw weight should be at least 25 pounds and not exceed 60 pounds. Releases and sights are permitted. Any other equipment added to the bow that malfunctions may result in failure to complete competition. Archers experiencing equipment malfunctions must report before the end of the current round to the Committee Chair or Range Officer and may request an equipment exemption. 3 will review the request and if agreed, will permit the archer to resume the contest (adhering to rules set forth below) once repairs have been made. Rulings by the Contest Committee are final. 3. Archers are expected to have one dozen (12) arrows and other extra equipment such as bow strings, nocks and tips. Archers are to use target and/or field points. Broad heads (hunting and judo points) are not permitted. 4. Archers must have and use one of the following quivers: (a) side mounted quivers with belt or belt clip, (b) stand alone vertical ground quivers, (c) bow mounted quivers. Over the shoulder quivers will not be permitted. In addition, archers will not be permitted to place arrows on the ground or have arrows held by another individual while on the shooting line. 5. Archers and adult volunteers are expected to adhere to the following dress code: a. Pants or slacks, shorts (at least finger tip length) fitting at the waist or worn with a belt no lower than two (2) inches below the waist. b. Shirts or tee shirts tucked in or if worn out, length to be at least six (6) inches past the waist line. Tank tops will only be permitted if the shoulder straps are two (2) inches or wider. No graphics or lettering permitted with the exception of Club or County name. c. Shoes must be closed at the toe and heel. No sandals or clogs. d. Long hair must be tied back and loose clothing such as sweatshirts should not be worn. e. Watches, rings or loop earrings should be removed. 6. Archers should be knowledgeable of range safety procedures and have personal safety gear, such as arm guards, finger tabs or shooting gloves and clothing guards. All archers and volunteers are required to wear safety glasses. Safety Statement*: Eye Protection: Adequate eye protection (shooting glasses, safety glasses, or safety googles, or hardened prescription lenses) is required for all participants in Muzzle Loading, Air Pistol, Air Rifle,.22 Rifle, and Shotgun disciplines. Such protection is required for archery events as well. Coaches or spectators on or near firing lines are subject to the same requirements. Ear Protection: Adequate ear protection is required for all participants in Muzzle Loading, Air Pistol, Air Rifle,.22 Rifle, and Shotgun disciplines. Where electronic hearing protection is used it may not include radio or similar broadcasts as background noise, since that could interfere with range commands. Such protection is strongly advised for archery events as well if held in close proximity of other shooting sports contests. Coaches or spectators on or near firing lines are subject to the same requirements. Footwear: Any participant while on the shooting line or shooting in any shooting event is required to wear shoes that completely cover their feet. Examples of footwear that are not acceptable include, but not limited to: sandals, clogs, crocks, flip-flops, and bare feet. *Safety statement implemented by the National 4-H Shooting Sports Committee s National Shooting Sports Best Practices. Contest: 1. PSU 4-H 540: 60 arrows total with 20 arrows each shot at 55, 45, and 35 yards at an 80 cm target. Scoring of arrows based on nine (9) points for yellow, seven (7) points for red, five (5) points for blue, three (3) points for black and one (1) point for white. Total points possible are 540. Witnessed passthrough or bounce-outs are scored seven (7) points. 2. A practice end may be given at the option of the Contest Chair. February 2019 Archery - page 3
4 3. Targets will be assigned by the Contest Committee. When possible, county team members will not be placed on the same target. Target butts will be acquired or leased for the competition. The contest site will be the decision of the Committee with the approval of the University. Target faces are supplied by the University. Target matts are American Whitetail Competition Matts constructed of high-density foam (48 x7 ). Shooters will be permitted to use arrow lubricant to aid in removal of arrows from the matts. NOTE: Shooters with draw weights over 60 pounds and using carbon or other small diameter arrows have experienced problems with the arrows passing through or sticking in the core section. A minimum of eight (8) targets will be used for the contest. 4. Scoring will be done by certified instructors assigned by the Contest Chair. One certified instructor will be assigned to each target and if possible, no instructor will be assigned to a target with members from the instructor s county team. 5. Score cards will be distributed to the certified instructors at the beginning of each round. After the completion of each round, the score cards will be collected for review and re-tabulated for accuracy. Any discrepancies or errors in tabulation will be reviewed and if necessary, corrected by the Contest Chair and Committee. Final tabulation and placings will be re-checked by the Contest Chair and Committee. 6. Archers must shoot in a safe, yet efficient manner. Each shooter will be given a maximum of two and one half (2.5) minutes to shoot an end (5 arrows). Shooters at full draw when time whistle is blown by the Range Officer will be permitted to release the nocked arrow. Any arrows not shot will be scored as zero. 7. NO COACHING, hand signals or other form of direction is permitted while the archers are on the shooting line. All coaches and/or parents unless part of the contest committee team must remain 10 yards behind the shooting line (behind the waiting line) and must remain quiet until the last shooter steps off the shooting line. Any coach and/or parent violating this rule will be asked to leave the contest area. The members of the 1 st place high-scoring team in each Junior and Senior Division of the Compound and Recurve Contests will receive an award the day of the event. 2. The high-scoring individuals in each of the Junior Boy/Junior Girl and Senior Boy/Senior Girl divisions of the Compound and Recurve Contests will receive an award the day of the event. 3. Team ribbons will be awarded to a maximum of ten (10) teams in the Junior and Senior Divisions of the Compound and the Recurve Contests. 4. Participant ribbons will be awarded to participants that do not place. 5. The top individuals of each Compound and Recurve Contests will be eligible to compete in the National 4-H Shooting Sports Contest if they are at least 15 years old but have not passed their 19 th birthday by January 1 of the current year. Participants must compete in the same contest (i.e. Compound or Recurve) at the national level as qualified at the state level. Individuals can participate in the National Contest only once within the shooting discipline (i.e. Compound or Recurve). Championship Eligibility: In order to be eligible for participation in a 4-H Shooting Sports National Championships, youth must have been enrolled in 4-H the prior 4-H year as well as being a member in good standing and age eligible the year of the National Championships. Example: For the H Shooting Sports National Championships, a youth must be enrolled in 4-H in their state of residence and if registering for the National Championships, must register as a team member or individual of their state of residence. Members must declare official membership in one state and may only compete as a representative of that state. An individual may enter the 4-H Shooting Sports National Championships repeatedly, through the process of selection used in their home state. They may participate in an event in which they qualified if they have not previously competed in that discipline in a prior National Championships, i.e. youth may participate in a given discipline at the National Championships only once, regardless of state residence.
