3 C. ATHLETE ELIGIBILITY All athletes must comply with the provisions of the Olympic Charter currently in force, including but not limited to, Rule 41 (Nationality of Competitors). Only those athletes who have complied with the Olympic Charter may participate in the Olympic Games. Additional IF Requirements: To be eligible to participate in the 2015 World Rowing Championship, all athletes must be eligible under FISA Rules and Regulations ( Eligibility and Nationality Rule 19 on page 53 of the FISA Rule Book To be eligible to participate in the continental Olympic qualification regattas and the final Olympic qualification regatta, all athletes must comply with the provisions of the Olympic Charter currently in force. This includes Rule 41 of the Olympic Charter (Nationality of Competitors). To be eligible for a Tripartite Commission Invitation Places in Rowing, athletes proposed from an NOC must attend and participate in at least one of the qualification events. D. 5 FISA Continental Olympic Qualification Regattas There will be four (4) Continental Qualification Regattas, all of which include only four (4) events, and are only open to certain NOCs and/or events, namely: Asia/Oceania: Africa: Americas: Europe: Open to NOCs that are members of the Olympic Council of Asia and the Oceania National Olympic Committees with the exception of AUS and NZL; Open to NOCs that are members of the Association of National Olympic Committees of Africa; Open to NOCs that are members of Organización Deportiva Panamericana, with the exception of USA and CAN; Open to NOCs that are members of the European Olympic Committees plus USA, CAN, AUS and NZL. For the listed boat categories, the highest placed NOCs at the relevant Continental Qualification Regatta according to the number of quota places indicated below will qualify: Men Boat Class Asia / Oceania Africa Americas Europe Single Sculls (1x) Men Lightweight Double Sculls (2x) Women Single Sculls (1x) Women Lightweight Double Sculls (2x) An NOC may only enter one (1) boat per event at the relevant Continental Qualification Regatta and only in the events in which they have not already qualified at the 2015 World Rowing Championships. An NOC that wishes to qualify boats in an event that is not on the programme of the relevant Continental Qualification Regatta, may enter boats in the Final Qualification Regatta; FISA will only accept entries for the Continental Qualification Regattas that are received by the fixed closing date. The entries should be accompanied by a letter from the NOC confirming that the rowers entered are eligible according to paragraph C. Athlete Eligibility above; The Continental Qualification Regattas will be held according to the FISA Rules of Racing and have the same status as World Rowing Championships (Rule 5, page 47); The FISA Council shall select the sites of the four qualification regattas by the end of 2014; At the Continental Qualification regattas, an NOC may only qualify a maximum of one (1) male and one (1) female boat; and If two (2) boats in the same gender from an NOC meet the qualification criteria at a continental qualification regatta, the NOC will have two (2) weeks from notification to decide which boat to confirm for the Games. 7 HOST COUNTRY PLACES Should the Host Country not have achieved any quota place at the various qualification events, it is guaranteed two (2) quota places, one (1) in each Singles Sculls event. If not used, these places will be r e a l l o c a t e d in accordance with the paragraph Reallocation of Unused Host Country Places below. TRIPARTITE COMMISSION INVITATION PLACES Four (4) Tripartite Commission Invitation Places are made available for eligible NOCs in the single sculls, two (2) for Men (M1x) and two (2) for Women (W1x). On 15 October 2015, the International Olympic Committee will invite all eligible NOCs to submit their requests for Tripartite Commission Invitation Places. The deadline for NOCs to submit their requests is 15 January The Tripartite Commission will confirm, in writing, the allocation of invitation places to the relevant NOCs after the end of the qualification period for the concerned sport. Detailed information on Tripartite Invitation places is contained in the Games of the XXXI Olympiad, Rio Olympic Games Tripartite Commission Invitation Places - Allocation Procedure and Regulations. E. CONFIRMATION PROCESS FOR QUOTA PLACES Following each qualification event, FISA will publish the results on its website ( ) and inform the respective NOCs of their allocated quota places. The NOCs will then have 14 days to confirm if they wish to use these quota places, as detailed in paragraph H. Qualification Timeline. F. REALLOCATION OF UNUSED QUOTA PLACES REALLOCATION OF UNUSED QUALIFICATION PLACES If a quota place allocated is not confirmed by the NOC by the confirmation of quota place deadline or is declined by the NOC, the quota place will be reallocated as follows: If the boat qualified through the 2015 FISA World Rowing Championship, the quota place will be reallocated to the next best ranked boat not yet qualified from the same event at the World Championships. If the boat qualified through the FISA Continental Olympic Qualification Regattas, the quota place will be reallocated to the next best ranked boat in the individual boat class at that respective qualification event. If the boat qualified through the FISA Final Olympic Qualification Regatta, the quota place will be reallocated taking into consideration a number of criteria in no particular order; universality, performance, representation and participation in qualification events. Any boat quota can be transferred to another as long as the total athletes quota and the total quotas per gender are respected. Any unused places will be reallocated by the FISA Executive Committee by 15 June The decisions of the FISA Executive Committee in this regard will be final; The FISA Executive Committee is empowered to deal with all unforeseen situations arising in relation to these rules, to fill any omissions and to interpret the rules in case of any disputes. 8 REALLOCATION OF UNUSED HOST COUNTRY PLACES Unused Host Country Place(s) will be reallocated to the NOC of the next best placed boat in Single Sculls, for Men M1x, for Women W1x in the respective gender at the European continental qualification regatta that has not yet qualified. REALLOCATION OF UNUSED TRIPARTITE COMMISSION INVITATION PLACES If the Tripartite Commission is not able to allocate a Tripartite Commission Invitation place (M1x or W1x), the unused place will be reallocated to the NOC of the next best placed boat in Single Sculls in the respective gender at the European continental qualification regatta, not yet qualified. G. GENERAL PRINCIPLES REGARDING THE USE OF P ALTERNATE ATHLETES P ALTERNATE ATHLETES P alternate athletes are non-competing athletes, and are not included within the athlete s quota as described in Paragraph B. Athletes Quota. More detailed information about entitlements and quotas can be found in the Accreditation at the Olympic Games Users Guide. P alternate athletes can only become competing athletes as per the conditions outlined in the IOC/Rio 2016 Late Athlete Replacement policy. Eligibility: P alternate athletes must comply with the same eligibility rules as competing athletes as described in above paragraph C. Athlete Eligibility. Quota: Each qualified boat in the following events is entitled to one (1) P alternate athlete: - Men s Four (4-) - Men s Quadruple Sculls (4x) - Men s Eight (8+) - Lightweight Men s Four (4-) - Women s Quadruple Sculls (4x) - Women s Eights (8+). However, if an NOC qualifies both a Men s Four (4-) and a Men s Eight (8+), they are only entitled to one (1) P alternate athlete between both boats. P alternate athletes may be used by NOCs in any of the relevant events. The above system is simply the means to allocate the P accreditations. Note: According to the IOC/Rio 2016 Late Athlete Replacement policy, athletes on the long list may be used as substitutes for the Olympic Games until three hours before the Olympic Regatta Draw meeting on Thursday, 4 August Starting from three (3) hours before the Draw meeting, only athletes already holding a P accreditation may be substituted into a boat at the Olympic Games. 10 Schedule B RCA/COC Rio SCHEDULE B 2016 OLYMPIC TEAM SELECTION CRITERIA ROWING CANADA AVIRON/CANADIAN OLYMPIC COMMITTEE SECTION I INTRODUCTION 1.1 Schedule B of the Rowing Canada Aviron (RCA) / Canadian Olympic Committee (COC) selection agreement represents the internal nomination procedures of RCA. These criteria, along with Schedule A, set forth the method by which RCA will determine its Olympic Team nominations for submission to the COC. Therefore, if RCA qualifies for entry in the Olympic Games in accordance with International Rowing Federation (FISA) Olympic Qualification System as outlined in Schedule A, athletes nominated by RCA to the COC for membership on the 2016 Olympic Team must be those who qualify for nomination in accordance with Section II of Schedule 'B' entitled "INTERNAL NOMINATION PROCEDURES". 1.2 RCA may nominate to the COC up to the maximum number permitted by Olympic entry regulations in each event, and overall. 1.3 RCA Performance Directors (PD s) nomination of crews to the High Performance Director (HPD) are to be declared on June 22 nd, RCA s nominations to COC are to be announced on June 29 th, 2016 and are subject to further reallocation of entry places by FISA (see Schedule A ). 1.5 The announcement of the 2016 Olympic Team is not official until communicated by the COC. 1.6 Final decisions on the nomination process, and the nomination of crews and staff to the COC for the 2016 Olympic Games, rests with the RCA HPD. 1.7 Once the COC accepts those athletes nominated by RCA according to 1.1 above, it is up to RCA to decide the actual athletes to be entered in events at the Olympic Games, (see Section III, below). 1.8 At any time, RCA may produce an addendum to Schedule 'B' to clarify the terms of Schedule 'B' or to address other issues which may have been overlooked initially or have unexpectedly arisen. All changes must be made in writing to be effective. Athletes will be informed by the RCA of any changes made to Schedule B.
11 Schedule B RCA/COC Rio SECTION II RCA INTERNAL NOMINATION PROCEDURES 2.1 SELECTION PRINCIPLE The objective of the National Team Selection Policy is to select crews that have potential to achieve RCA s National Team goal, the ultimate aim of which is to win Gold medals at the 2016 Olympic Games in Rio de Janeiro. In this policy, the term crews includes single scullers. The following outlines RCA s internal process to determine final crew nominations to the COC for the 2016 Olympic Games. Athletes competing for position within a crew must follow all the steps below in order to be considered for nomination. 2.2 ATHLETE ELIGIBILITY In order to be eligible for nomination to the Canadian Olympic Committee for Olympic or Pan American Team selection, an athlete must: 1. Be a Canadian citizen (Rule 41 of the Olympic Charter), 2. Have a valid Canadian passport that does not expire on or before February 21 st, 2017, 3. Be in compliance with all relevant IF, and IOC (or PASO) requirements for eligibility, 4. Sign and submit the COC Athlete Agreement and Eligibility Conditions Form no later than June 20 th, 2016, 5. Sign and submit the 2016 RCA Athlete Agreement no later than January 1 st, 2016, 6. Be a member in good standing with RCA for the duration of the games, and 7. Sign a Letter of Intent as indicated in section LETTER OF INTENT Athletes, including coxswains must indicate in writing to Rowing Canada Aviron their interest in trying out or being considered for the 2016 Olympic Team. 12 Schedule B RCA/COC Rio SELECTION CAMP: The 2016 Olympic Team Selection Camp will be held at the National Training Centres. The Selection Camp begins on October 15 th, 2015 and continues through to the announcement of the team in June, The list of invited athletes to the selection camp will be posted October 12 th, Only athletes invited to this camp may attend. RCA PDs are to nominate their invitation list to the HPD for approval. Invitations to athletes will be extended by the HPD based on: 2015 racing results, Attendance at and performance in the 2015 National Rowing Championships, October 8 10 th in St. Catharines, ON., Results in the RCA Athlete Monitoring Program, Compatibility with other athletes, Rowing and/or sculling technique, Coachability, and Meeting COC, IOC and FISA citizenship requirements Athletes who competed and qualified boats based upon the FISA Olympic qualification criteria at the 2015 FISA World Championships, or subsequent FISA Olympic qualification regattas, must comply with the RCA National Training Centre attendance regulations. Qualification of a crew through the 2015 World Rowing Championships process does not pre-qualify athletes within that crew for 2016 Olympic team nomination. 2.5 CREW NOMINATIONS: Crews will be formed in the camp by the respective RCA PD. Only crews formed and nominated by RCA PDs shall be considered for nomination to the COC for the 2016 Olympic Team Crews will be formed based on: a) Athlete s 2015/16 Olympic Team Selection Camp performances, b) Athlete s racing performance in 2015 and 2016, c) Athlete s results in the 2015 and 2016 RCA Athlete Monitoring Program and other coach specific testing, d) Athlete s rowing and/or sculling technique, e) Athlete s coachability, and f) Athlete s compatibility with other athletes.
13 Schedule B RCA/COC Rio Lightweight athletes must be prepared to meet the following weight maximums by April 1 st 2016: Lightweight Men: Lightweight Women: 72.5 kg 59 kg Lightweight athletes selected to a crew must also be prepared to meet the following FISA weight averages, per crew, as directed by the HPD and respective RCA PD for selection time trials and selection events that will decide inclusion on to a World Cup, World Championship and or Olympic Team: Lightweight Men: Lightweight Women: 70 kg 57 kg Crews will be nominated for selection by the respective RCA PD to the HPD for consideration and review. Only crews nominated by the respective RCA PD shall be considered for selection. The final decision to nominate a crew to the COC for the 2016 Olympic Games shall rest with the HPD. Crews will be nominated for the 2016 Olympic Games based upon performance at 2016 FISA World Cup Regattas and 2016 Olympic Team Selection Camp performances. 2.6 AUTHORITY TO MAKE CHANGES TO THE COMPOSITION OF CREWS ONCE THE TEAM IS SELECTED: Athletes included in the COC Nomination announcement are not guaranteed a place in that crew. The composition of crews shall be the discretion of the respective RCA PD and the configuration of crews may be changed based on a Crew s competitiveness. Such changes will follow published FISA guidelines. Any changes occurring after July 18, 2016 are subject to the IOC / Rio 2016 Late Athlete Replacement Policy. 2.7 ALTERNATES SELECTION: The HPD will designate alternates as requested by the respective RCA PDs and as necessary for crews selected to attend the 2016 FISA World Cup regattas, the FISA Olympic Qualifying Regatta and the 2016 Olympic Games. These alternates must be invited to the Olympic Team Selection Camp. Alternates are not considered to be part of the official Canadian Olympic Team Alternates will be selected based on: a) Athlete s Olympic Team Selection Camp performances, b) Athlete s racing performance in 2015 and 2016, c) Athlete s results from 2015 and 2016 to the RCA Athlete Monitoring Program,
14 Schedule B RCA/COC Rio d) Athlete s rowing and/or sculling technique, e) Athlete s coachability, f) Athlete s compatibility with other athletes, and g) Athlete s compatibility with crews they are supporting The number of alternates attending the 2016 Olympic Games will be dependent on the number of places allocated to COC by FISA. 2.8 SPECIAL CIRCUMSTANCES: If, because of injury, illness, prohibitive causes or extenuating circumstances, an athlete is unable to meet all of the requirements in this selection procedure, that athlete may still be considered for the Olympic Team Selection Camp, World Cups, the FISA Olympic Qualifying Regatta and the Olympic Games if he/she advises the HPD of such injury, illness, cause or circumstance as soon as possible. The athlete must obtain the HPD s permission in writing to forego the relevant requirements outlined in this selection procedure and must maintain contact with the HPD and the respective RCA PD throughout the period away from the selection camp (including medical rehabilitation information provided if appropriate). Assessment by an approved RCA Physician may be required. 2.9 COXSWAINS SELECTION Coxswains interested in being considered for the team will be nominated by the respective RCA PD based on the following criteria: a) Athlete and coach input on ability, b) Coxswain s past racing experience and results, c) Coxswain s compatibility with athletes in a selected crew, d) Coxswain s compatibility with coach of the selected crew and e) Coxswain s commitment to the program Coxswains nomination to the COC will be subject to the same nomination procedures as outlined in 2.5 above STAFF SELECTION The RCA HPD will act as the 2016 Olympic Team Leader for Rowing. Selection of 2016 Olympic Team Coaches and Staff will be determined by the RCA HPD from current RCA staff and contractors. If any additional coaches or staff are required for the 2016 Olympic Team, an application process will be posted on the RCA website.
15 Schedule B RCA/COC Rio To be recognized as an official coach on the 2016 Olympic Team, coaches must be members in good standing with the Coaches of Canada as indicated in the COC Coach Recognition Policy. SECTION III - ENTRY AT THE OLYMPIC GAMES: 3.1 Entry at the Olympic Games will be in accordance with FISA rules and regulations. 3.2 Athletes nominated to the COC for the 2016 Olympic Games will be entered in events based on the decision of the respective RCA PD in consultation with the HPD.
