INTRODUCTION & OBJECTIVES The purpose of this document is to set out the process and criteria that will be used by Swimming Canada to nominate athletes and coaches to the Canadian Olympic Committee (COC) and FINA for selection to Canada s 2018 Youth Olympic Games Swim Team (YOG). Swimming Canada views the Youth Olympic Games as a development opportunity for athletes to gain experience in a multi-sport Games situation. II. GENERAL INFORMATION Swimmers Only Swimmers identified by these criteria will be considered for nomination. The following conditions must be satisfied to be eligible for nomination to the COC and FINA for selection to the 2018 Youth Olympic Games: 1. A Swimmer must be able to represent Canada in accordance with the eligibility requirements set out by FINA (GR1 ),Swimming Canada (CGR 1.2.1) and the Olympic Charter (Rule 41), and must hold a Canadian passport as of April 1, 2018 and which expires no earlier than April 20, Where a Swimmer is a Canadian citizen permanently residing outside of Canada, he / she must be registered directly with Swimming Canada or with a Swimming Canada registered swim club. 3. A Swimmer must declare him/herself eligible for selection prior to March 23 rd, 2018 using the form at the following link. Any Swimmer who does not declare themselves eligible by this deadline may not be considered for nomination for selection to this event. 4. Nominated Swimmers must sign the Swimming Canada Athlete Agreement, the COC Athlete Agreement and the IOC Conditions of Participation Form by June 1, Where the October 18,

2 Swimmer is under the age of 18 years, the Swimmer s parent or guardian must also sign these agreements. Copies of the documents will be provided by Swimming Canada. 5. Nomination does not guarantee selection. Selection is subject to Canadian Olympic Committee and FINA approval after their final quota ranking is complete as outlined in Item III. 6. Nomination and ultimate selection, does not guarantee specific event entry. Individual entries and relay team composition will be determined by the Swimming Canada National Development Coach and High Performance Director. All selected team members are eligible for relay selection. 7. Only performances in the Youth Olympic Games Events are eligible for nomination purposes. (see Appendix A) 8. For the purpose of ranking athletes; a. Eligible times achieved in the A finals will rank ahead of any times achieved in the B Finals b. Eligible times achieved in the B Finals will rank ahead of any times achieved in the preliminaries c. Where an event is swum only as a Timed Final at the Nomination Event, results from the Timed Final will be considered as A Final times. 9. If nomination is declined, the performance of the declining Swimmer will be disregarded for the purpose of these Criteria. 10. All Swimmers who have competed for Swimming Canada in the Olympic Games, the FINA World Swimming Championships (50M) and the 2018 Commonwealth Games are not eligible for nomination 11. In the ranking process referenced in Section III. Nomination Criteria, percentages will be calculated to two decimal points. 12. A replacement process if required, will be followed in compliance with Canadian Olympic Committee, IOC and FINA Youth Olympic Games qualification system. III. NOMINATION CRITERIA Swimmer nomination Priority 1 Individual Event Selection 1: 1. All available eligible Swimmers who achieve the FINA Youth Olympic Games A Standard (shown in Appendix A) at the Nomination Event shall be ranked based on their swim as a percentage of the Swimming Canada Track 1 Times (Appendix B), and nominated to COC and FINA in ranked order to a maximum of four (4) male and four (4) female swimmers, and a maximum of two swimmers per event. Priority 2 Individual Event Selection 2: 1. If Canada s Team size of four (4) male and four (4) female swimmers has not been filled in Priority 1 then all available eligible Swimmers who achieve the FINA Youth Olympic Games B Standard (shown in Appendix A) at the Nomination Event shall be ranked based on their swim as a percentage of the Swimming Canada Track 1 Times (Appendix B), and selected in ranked order to a maximum of four (4) male and four (4) female swimmers in compliance with the FINA Qualification System document (Appendix C) Notes: from FINA Qualification System (Appendix C) All swimmers nominated to the Swimming Canada Youth Olympic Games Team will be subject to confirmation through the process identified in the FINA Qualification System document (Appendix C) FINA Statement: FINA will confirm by 25 June 2018 the participating swimmers, up to the total number of 140 men and 140 women, in accordance with the FINA Qualifying Standard Times and FINA Points Table. 3 FINA Statement: By 24 July 2018, FINA will confirm to the National Olympic Committees (NOC - refers to Canadian Olympic Committee) the qualification places from the 17th FINA World Championships in Budapest (HUN). NOCs must confirm the use of the qualification places and submit the entry form for their eligible athletes in accordance with the Qualification Standard Times to FINA by 5 August FINA will verify the eligibility of these athletes in liaison with BAYOGOC (YOG Organizing Committee) and provide confirmation to the NOCs by 12 August Achieving the nomination qualifying standard time does not automatically give the right to participate in the Youth Olympic Games. The Canadian Olympic Committee will inform Swimming Canada of accepted nominations after 12 August IV. TIE BREAKING Swimmers 1. Where there is a tie in the ranking process described in Priority 1 and 2 above, the Swimmer s preliminary swim ranked as a percentage of the Swimming Canada Track 1 Times (Appendix B) will be utilized to break the tie. If a tie still exists, the Swimming Canada Selection Committee and the National Development Coach shall determine a tie breaking method, which they will apply. V. COMPETITIVE READINESS Swimmers 1. Competitive readiness is defined as the ability of the athlete to achieve equal or superior performance(s) at the scheduled event, as compared to the performance(s) the athlete achieved in qualifying. 2. Athletes who do not remain competitively ready by reason of lack of fitness, injury, or illness may be removed from the team. Athletes and their personal coaches are required to immediately report any injury, illness or change in training that could affect their ability to compete at their highest level at the competition to the High Performance Director and the National Development Coach in writing via The final decision on competitive readiness will be made in concert by the High Performance Director and the National Development Coach once selection is completed. These two individuals will have absolute discretion about what factors they will consider in making the final decision. 4. In the case of injuries or illnesses, the High Performance Director and the National Development Coach will consider recommendations made by the National Team Physician in making the final decision. 5. Injured or ill athletes may be subject to a proof of readiness test to be determined by the High Performance Director and the National Development Coach in consultation with the athlete s personal coach. This test will consist of a controlled performance such as a competition or observed test or trial. These athletes will not travel with the team until this requirement has been satisfied. If it is determined that the athlete is not competitively ready once onsite at the event, he or she may be asked to return home immediately. VI. REMOVAL OF A SWIMMER FROM TEAM 1. Swimming Canada may, at any time, disqualify an athlete from being considered for nomination to the Canadian Team or remove an athlete after selection based on current or past behavior of the October 18,

4 athlete that is inconsistent with Swimming Canada s Team Rules, Regulations and Code of Conduct. A copy of this document is available upon request. 2. An athlete will be removed from being considered for nomination to the Canadian Team or removed after selection if he/she is found to be in violation of any anti-doping policy or procedure as outlined by Swimming Canada, World Anti-Doping Agency (WADA), and the Canadian Centre for Ethics in Sport (CCES). 3. Prior to Team nomination to the COC, Swimming Canada will have the final authority over removal of an athlete. Following nomination, any such removals are subject to the approval of the COC Team Selection Committee. Athlete substitutions after August 30, 2018 are subject to the IOC Late Athlete Replacement Policy. VII. GENERAL INFORMATION Coaches 1. To be eligible for selection a Coach must: a. Have been resident in Canada and duly employed as a swimming coach by a Swimming Canada affiliated organization for 90 days prior to the first day of the Nomination Event. b. Be a fully registered coach and member in good standing with the CSCTA and Swimming Canada as of the entry deadline of the Nomination Event. c. Be a minimum NCCP Senior Coach Level 3 In-training or be a Chartered Professional Coach with the Professional Coaching Department of the Coaching Association of Canada as of March 1, d. A Coach must declare him/herself available for nomination prior to March 23 rd, 2018 using the form at the following link. Any Coach who does not declare themselves eligible by this deadline may not be considered for nomination to this event. e. Hold a passport as of April 1, 2018 and which expires no earlier than April 20, All available coaches identified by these criteria must become a member of the Professional Coaching Department of the Coaching Association of Canada on or before June 1, 2018 either as a Chartered Professional Coach or as a Registered Coach. 3. All available Coaches identified by these criteria must sign the Swimming Canada Team Staff Agreement, COC Support Team Agreement and the IOC Conditions of Participation Form by June 1, Copies of the documents will be provided by Swimming Canada. Failure to do so will render the Coach as having officially declined selection, or nomination for selection. VIII. APPOINTMENT Coaches 1. The National Development Coach has the authority and sole discretion to appoint the Team Coach for nomination to the 2018 Youth Olympic Games IX. AMENDMENTS AND UNFORESEEN CIRCUMSTANCES Unforeseen Circumstances 1. Should the Swimming Canada Selection Committee determine that unforeseen or unusual circumstances have arisen during the process of applying these Criteria, the Selection Committee shall have the full and absolute discretion to resolve the matter as it sees fit, taking into account factors and circumstances that it deems relevant. 2. Any such exercise of discretion shall be subject to the Canadian administrative law principles of fairness. Changes to this Document October 18,

5 1. Swimming Canada reserves the right to make changes to this document, which in its discretion are necessary. No such changes shall be made after the commencement of the Nomination Event unless the changes relate to the Swimming Canada Selection Committee exercising its discretion under the Unforeseen Circumstances provisions above. 2. Swimming Canada reserves the right to review and modify these Criteria or decision related to the nomination process in the case of rule or policy changes from FINA or the COC that affect the criteria set out in this document. 3. Any changes to these Criteria shall be communicated directly to all Swimming Canada Carded Swimmers and Coaches, and published to the Swimming Canada website forthwith. X. APPEALS 1. The Swimming Canada Complaints, Disciplinary Action and Dispute Resolution Policy and the Swimming Canada Appeals Policy govern all decisions made by Swimming Canada, including issues pertaining to selection. 8 QUALIFICATION SYSTEM YOUTH OLYMPIC GAMES BUENOS AIRES Type of Allocation of Quota Places: The quota place is allocated to the athlete. C. ATHLETE ELIGIBILITY All athletes must comply with the provisions of the Olympic Charter currently in force, including but not limited to, Rule 41 (Nationality of Competitors). Only those athletes who have complied with the Olympic Charter may participate in the Youth Olympic Games. Age To be eligible to participate in the Youth Olympic Games, athletes must have been born between 1 January 2000 and 31 December D. QUALIFICATION PATHWAY Qualifying times can be achieved at national championships, international events, regional events or continental championships. All qualifying events must take place in 50m pools and be sanctioned by FINA. National Federations/Organisers must send an Application Form to the FINA Office not later than 1 February This form can be found by clicking on the following link: Referees and starters for these qualifying events must be on current FINA lists. If the IF quota of 140 men and 140 women is exceeded at the qualifying events, the FINA Points Table ( will be used to obtain the required number of swimmers. Only the best performance per swimmer will count. In the event that not all continents are represented in the top 16, the highest ranked NOC from an unrepresented continent will be allowed to enter up to eight (8) athletes (four (4) men and four (4) women) with the condition that the athletes meet the FINA qualifying standard times as outlined in Section E. Team events 4x100m Freestyle, 4x100m Medley Men & Women The top 16 finishers in the men and women 4x100m Freestyle and 4x100m Medley events at the 17th FINA World Championships in Budapest (HUN) are eligible to participate in the respective events. 4x100m Freestyle, 4x100m Medley Mixed Teams (2 Men and 2 Women) There are no restrictions on the number of mixed relays. However, teams must enter swimmers participating in individual events from the same NOC. Only NOCs that are represented by at least two (2) men and two (2) women can participate in the Mixed 4x100m freestyle relay and the Mixed 4x100m medley relay. HOST COUNTRY PLACES The host country will automatically qualify eight (8) athletes (four (4) men and four (4) women), regardless of qualification standards. If these athletes have not achieved qualifying standards they will be allowed two (2) starts each (in individual events). UNIVERSALITY PLACES 112 (56 male and 56 female) Universality Places will be made available to eligible NOCs at the YOG subject to the athletes reaching a minimum level of performance defined by FINA. The International Olympic Committee will invite all eligible NOCs to submit their requests for Universality Places (date TBC). The Tripartite Commission will confirm, in writing, the allocation of invitation places to the relevant NOCs, in collaboration with FINA in March In the event of more applications than the available 112 Universality Places, and if the technical level allows it, the FINA Points Table will be used to make the selection. REALLOCATION OF UNUSED QUOTA PLACES REALLOCATION OF UNUSED QUALIFICATION PLACES If a quota place allocated is not confirmed by the NOC by the confirmation of quota place deadline or is declined by the NOC, the quota place will be reallocated to the next best ranked athletes in accordance with the qualifying standard times on the condition that the maximum quota of athletes per NOC is respected. REALLOCATION OF UNUSED HOST COUNTRY PLACES Any unused Host Country Places will be reallocated to the next best-ranked athletes in accordance with the qualifying standard times per event. REALLOCATION OF UNUSED UNIVERSALITY PLACES Should an NOC that has been allocated one (1) or several Universality Place(s) qualify one (1) or several athlete(s), the(se) Universality Place(s) will go back to FINA to be reallocated to NOCs that do not have swimmers who meet the qualification standard time. Any unused Universality Places, including those returned after the final allocation by the YOG Tripartite Commission, will be reallocated by FINA to NOCs that do not have swimmers who meet the qualification standard time.
