1 KDMC Targa Rally Proposal This is a summary of the proposal from Shôn Gosling that Knutsford & District Motor Club organise a Clubman Targa Rally on Saturday 9th September 2017 TARGA RALLIES Targa Rallies were newly created in the MSA rules for 2013, as Multi-venue events with no competition on the public roads between venues. It is hoped that this could see a revival of some of the multi-venue stage rallies that died out 20 years ago as new Targa road rallies In preparing this proposal I have spoken to the MSA (James Betchley) who has helped with the compilation of the following: 1. Jurisdiction - The event will be governed by the General Regulations of the MSA Ltd (incorporating the provisions of the International Sporting Code of FIA), and any written instructions that the Organisers may issue. The event will be held under the general rules of the Motor Sports Association (incorporating the provisions of the International Sporting Code of the FIA), and any other written instructions that the organising club may issue for the event. 2. Grade of Event CLUBMANS - The organisers will seek a Clubmans (Closed to Club Status) Permit Number from the Motor Sports Association. This means the event will be open to members of KDMC only. All competitors MUST produce a valid KDMC Membership card at signing-on. If you are not a member, KDMC membership will be available at a reduced rate of 5 per single membership valid until 31st JANUARY Normal membership rates apply at all other times. An MSA competition licence will NOT be required for this event. 3. Event outline - The event will be based in or around Knutsford and will take in test venues within a 30 mile radius of the town. It will start at 0930hrs with a morning break, lunch halt and afternoon break over 120 miles before finishing at around 1600hrs 1

Start/Finish Venue - The start and finish venue ideally will need to have: a large car parking area; Food facilities; Toilets and Washroom facilities; Accommodation within easy reach or on site; Fuel available on site. Proposed suitable venues Lymm Truck Stop, Knutsford Services etc. or similar. 5. Programme - Start/Finish Venue SPEED LIMIT will be 10 mph at all times (except if competing on Test). ALL entrances to the Start/Finish venue must have Warning Notices as MSA Appendix 1 will be displayed. Arrival. Open 0530hrs 0830hrs - Marshals will instruct competitors on which route to follow when they arrive at the Start Venue. All routes will be arrowed. Trailer Parking - Trailer Park will open at 0530hrs. All trailers are left at owners risk and neither KDMC nor the venue accept responsibility for loss or damage. Upon arrival COMPETITORS, RESERVES AND OFFICIALS ROUTE CARS will be directed to the Trailer Park if required and then asked to visit the following in order Noise Scrutineering Competitors Signing On Noise Open at 06:00hrs & Close at 08:45hrs. A PROCESS CARD will be issued here. A noise test will be completed on each car. The noise test will either be tested to a level of 98dba at 0.5m OR 86dba at 2.0m whilst the car is registering ⅔ of maximum rpm. Any car with a greater level will not be allowed to start the event. An MSA Environmental Scrutineer will be nominated and elect which test is most suitable. Scrutineering ALL vehicle traversing the route will be examined for Safety aspects, eligibility of each car and compliance with the MSA Yearbook Regulations. Opens at 06:00hrs & Close at 08:50hrs, MSA Scrutineers will be commissioned to determine the safety & eligibility of the cars. Scrutineers will need to see: A current MOT Certificate, Proof that the car is taxed (DVLA printed document). Wheels/tyres Those tyres elected to be used on the event MUST, either be on the car or in the boot at Scrutineering. They MUST be made available to the Scrutineer for MARKING at scrutineering. 2
3 Scrutineering /Wheels & Tyres continued. BY ENTERING THE RALLY AND SIGNING THE DECLARATION, Competitors agree to allow the Scrutineers to mark their wheels/tyres as they see fit. These markings WILL be checked at the start of every test by the Test Commander who will be a Judge of Fact for Wheel/Tyre Markings. If they find the 4 wheels fitted to the car are without the correct markings, they will withhold the competitor s time card until the correct tyres are fitted. A TEST MAXIMUM penalty will be applied for that test. If this offence happens a second time the crew will be excluded and reported to the MSA for illegal servicing. Any car failing to meet these standards will not be allowed to start the event. Signing On Open at 06:30hrs & Close at 09:00hrs Any Competitor (Crew) not Signed On by 09:00hrs may be refused a start and their place offered to a reserve crew. MARSHAL - ALL competitors must provide a MARSHAL for the event. The MARSHAL must be present when the Crew sign on unless alternative arrangements have been made with the Clerk Of Course. Any competitor not being able to provide a MARSHAL will be not allowed to Start. The following must be provided for inspection: Process Card (This will be issued at Noise). Club Membership Cards - If they are not currently a member of KDMC, their Membership Card will be issued at Signing On. Insurance Documents - Please have these documents with you, if using their own Insurance, we will require the Policy Number. This is their declaration of truth and responsibility. KDMC WILL NOT inspect the Insurance documents. Any outstanding monies - CASH ONLY ON THE DAY Rally packs will be issued after successful completion of the Signing On procedure. These will contain Route Outline and Schedule, Marked Maps showing the route to be taken. MARSHALS SIGNING ON - as (4. Programme v.c) above or at TEST Venues Drivers Briefing will be at 09:15hrs (outside signing on) & all Competitors SHOULD attend this briefing. 3
4 Event Start Time - Car 0 at MC1 will be 09:30hrs. Event Finish Time - Car 0 is due at the finish at approximately 16:00hrs. 6. ROUTE Road Route Distance - This is expected to be around 120 miles over 6 hours which will give an average road speed between 20-25mph. Refreshments These will be available at around 11:00hrs, 13:00hrs and 15:00hrs Road Class Where possible only A, B & C Class roads will be used. D Class roads will only be used at Test venues. Venue to Venue The straightest route from one venue to another, avoiding major towns and villages, will be used Test Venues All venues within a 30-mile radius will be considered. Cost To be considered as an economic site, the maximum amount for any venue is 5/car per mile. Venues of less than 1 mile in length should be considered as economic for 1/car. Health & Safety - All Test venues must Water Risk - NOT have any water (lakes, pond etc.) of more than 1 metre in depth within 500m of the Test route. The reason being that should a competitor enter deep water rescue would be impossible and put officials at risk. First Aid - Have a person or persons capable of administering First Aid. Fire - have sufficient equipment to deal with a fire involving petrol AND people trained to use that equipment have a plan in place which will allow the Emergency Services to all parts of the Test. Spectators No Spectators are allowed on any Test as they are ALL held on private land. Potential Venues - Venues to be approached are Appleton Thorn, Arclid Quarries, Arley Hall, Booths Hall (via Duncan Wild), Brierlow Quarry, British Salt, Buxton Raceway, Demon Tweeks (via Duncan Wild), Gawsworth Hall, Great Tidnock Farm, Harpur Hill Industrial Estate, Hindlow Quarry, Hoscar Sewage Works, Kerridge ridge, Lymm Truck Stop, Macclesfield forest, Mere (KDMC), Millington Hall (KDMC), Peover Hall, Red Earth Farm, Swynnerton, Winking Man Public House (Royal Cottage), Woodford Airfield. 4

CONTROLS Time Controls Main Time Controls (MTC) - There will be three MTC 1 Start OUT MTC 2 Lunch OUT MTC 3 Finish IN MTC Lateness Penalties OUT Controls 15 minutes maximum lateness IN Controls 30 minutes maximum lateness. Boards - Approaching along the correct route, the following Time Control boards will be shown. Advanced Yellow Clock Warning Board of the MTC and Red Clock Board exact position of the MTC Passage Controls or Route Checks on Road Sections - Passage Control and Route Checks may be used along the Road sections. These will take the form of Passage Controls where competitors will have to stop to get a signature from the Marshal. Route Check Code Boards or other permanent fixtures where details must be recorded on the Time Card. Passage Control (PC) and Route Checks (PC) may be established without prior notice. Boards - Approaching along the correct route, the following PC or RC boards will be shown: Advanced Yellow Stamp Warning Board and a Red Stamp Board at the Check. Test Starts & Finishes will be classed as Time Controls and will have the following boards displayed. Appendix 1: Warning Notices - At least 1 of each of these notices should be displayed, Advanced Yellow Furled Warning Board of the TEST - An arrival time will be available from a marshal after this point. The arrival time will prove that if there be a delay in starting the Test the competitor will have a delay allowance added to their OTL. The delay allowance is the difference between the arrival time and the start time. 5
6 Test Start. - The Test Start board will be a RED furled flag. Once the competitor has passed the YELLOW Board above they will have entered the TIME CONTROL and must be ready to start the test when summoned by the marshal. Failing to obey the instructions of a marshal will incur referral to the Clerk of Course for consideration of a penalty. The minimum penalty will be removal of any delay allowance. The maximum penalty will be exclusion. Tests may start at 1 minute or 30 second intervals. Test Finishes STOP LINE. - The Test Finish board will be a RED STOP board. A white line will be at the board and be known as the Finish Line The competitor must STOP ASTRIDE the Finish line to be given a penalty free FINISH TIME. Should a competitor over-shoot the finish line a time will be given when the car is stationary and a LINE penalty recorded by the Finish Marshal. Test Finishes TIME CONTROL - The Test Finish MARSHAL will be standing at a RED CLOCK board. This will be situated some 10metres after the STOP board. Once the competitor s car is stationary they must pull forward to the Marshal who will fill in the time on their TIME Card. The cushion between the STOP LINE and TIME CONTROL is for safety and to allow the Marshals to clear the STOP LINE ASAP. Appendix 1: Warning Notices Will be displayed here Passage Controls or Route Checks on Tests - Passage Control and Route Checks may be used on Tests. These will take form of: Passage Controls where competitors will have to stop to get a signature from a Marshal. Route Check A Code Board or other permanent fixtures where details must be recorded on the Time Card. Passage Control (PC) and Route Checks (RC) will be shown on the Test Diagram. They may also be added, details of which will be shown on the official notice board and will require a crew member s signature. Approaching a PC along the correct route, the following PC or RC boards will be shown: Advanced Yellow Stamp Warning Board and a Red Stamp Board at the Check Route Checks with a Code Board will be housed in a box. Approaching along the correct route, the following will be seen: Advanced Yellow Stamp Warning Board of the RC, Up to 10 Code Letters or Numbers in the box and a Red Stamp board will be in the box Multiple Tests at the same venue The route from Test must be clearly marked with arrows. 6
7 Health & Safety on Tests Access - ONLY people who have signed the Official Signing On Sheet should be allowed onto the Test once open. Officials - ALL Officials will have a badge of office as proof that they are Signed On. Dangerous Features - ALL solid structures must be highlighted and made easily visible to competitors. They should be wrapped in Red/White tape as a minimum. Public Access Routes - All access roads, footpaths etc. MUST have a physical barrier and Red/White Tape erected to prevent entry and define the Test route. A Marshal to advise Traffic & Pedestrians Appendix 1: Warning Notices - will be displayed, Timed Tests These will be tests of skill and speed. The competitor will be given a Start Time and asked to drive to a Finish Line as quickly as possible and complete several manoeuvres along the route. Site Co-ordinator Each Test site will have a Site Co-Ordinator who must ensure that Test(s) are set-up correctly, allocate experienced Marshals to all Timing Points. allocate Marshals to ensure competitors follow the correct route, the route IN to the Test is arrowed correctly, the route between Tests (if applicable) is arrowed correctly, the route out of the venue is arrowed correctly. Order All Tests must be done on the order listed on the Time Card. Navigation - Each Test route will be defined by test diagrams only, diagrams will be in Black & White. STOP ASTRIDES when these are required, Stop Astride will be deemed to be when the competitor has stopped with Markers and Marker Line between the front and rear wheel arches, as follows STOP ASTRIDE Stop line within this area Outside this area will be at the Marshal s discretion 7
8 Route Definition the Test route will be defined using MARKER LETTERS on Tests. These will be on A4 flat boards which should be attached to the following. PERMANENT Structure where available, Orange/white Cones (30 min. high) where necessary, they will run in order from A to Z or Z to A, will always be in capitals and will be Solid Black on a White background, Each letter will measure 18cm x 18cm, Use type font ARIAL BLACK. A Marker letter MUST be visible from each direction of approach. Surfaces - All tests will be held on private property with a mixture of asphalt, gravel, concrete, with a little mud and grass thrown in. Speeds - All tests will be timed at 30mph or less. 8. Cars (Ref. - MSA Yearbook 2016 Section R) R allows forced-induction for petrol and diesel engines under 1500cc. The event is open to all cars compliant with MSA Year Book 2017 J5 and the following. Cars must be taxed and where applicable a current MOT must be produced. Cars must comply with R18. As this is a daylight event R18.5, R and R do not apply. Paintwork is not required to be one colour and advertising not exceeding 1250 sq. cm in total is permitted (R ) Large logos will need to be removed or completely covered up. Kit cars must be based on road car mechanicals and will be accepted at the Organiser s discretion. No 4x4's allowed. An Historic Class may be allowed. An Under 17s Class may also be included if practical. 9. Classes - The event will consist of 5 classes and the entry level will be based on the DRIVERS results ONLY. Class 1. - Expert: Any DRIVER who has finished in the top 10 of a rally in the last 5 years. Class 2 - Semi-Expert: Any DRIVER not eligible for Class 1 or 3 in the last 5 years. Class 3 - Novice: No DRIVER who has won more than 1 class award on a rally in the last 5 years. Historic Classes - cars dated on or before 1st December Class 4 - Historic Expert: Any DRIVER who has finished in the top 10 of a rally in the last 5 years. Class 5 - Historic Novice: No DRIVER who has won more than 1 class award on a rally in the last 5 years. 8

Awards Overall & Class Awards - These are as follows: 1st Overall - Targa Rally Trophy - 1st Overall Trophy plus a replica trophy for both crew members. 1st in Class 1/2/3/4/5 - Targa Rally Trophy for both crew members. 2nd/3rd in each class Targa Rally Trophy for both crew members. Marque Awards 1st up to 1400cc - Targa Rally Trophy for both crew members. Highest placed MARQUE - Targa Rally Trophy. Club Awards Best KDMC Crew - Targa Rally Trophy for both crew members (both crew members must be fully paid up KDMC members before the release date of these Regulations. Other Clubs Other Clubs may present awards for their Club members Sponsors Awards MOT Voucher - 1st Overall and 1st in each class will receive 1 voucher for a free MOT at our sponsor. Other Sponsors may present awards Eligibility 1st overall or any class winner (if eligible) can also win 1st 1400cc / 1st Marque / 1st KDMC. If 5 or less entries are received within classes 1/2/3/4/5 by the closing date, only 1st and 2nd in class will be awarded. The Organisers have the right to amend the list of awards at their discretion. 11. Entries: The number of entries will be 75 with 15 reserves. The organisers reserve the right to alter these numbers The entry list will open when the Supplementary Regulations are published and close ONE HOUR (08:30hrs) before the competition starts on the nominated day of the event. The entry fee is expected to be 120 (This includes lunch and evening meal for both competing members) and this amount will be available up to 7 days prior to the event. Entries received within the 7 days prior to the event will be 140. All entries will include membership to KDMC up to the Clubs Year End (31/01/18) Full payment (as b & c above) must be included with every entry and should be sent to the Entry Secretary. All entries must be made using the official Entry Form and must be either accompanied by a cheque for the correct fee or a BACS payment. 9
10 Incomplete entries including partial payments will not be accepted. Any bounced cheques will negate the entry. Entry will only be confirmed after cheque has cleared or BACS payment has been received. This will be strictly on a first come basis and entries with no Entry Fee will be relegated below those who have paid in full. Marshal details, competitor details, insurance details, club membership and all payments must be completed in full on the Entry Form prior to the Event to ensure smooth and timely running on the day. Failure to adhere to this request will result in the entry being refused. 12. Organisers - Any person joining the Rally Committee will be classed as an Organiser. It will be the responsibility of the Organisers to ensure that Knutsford & District Motor Club (known as KDMC) does; not encounter any detrimental judgements as result of this event; not contravene any section of the MSA Regulation or other parties involved in the event; adhere to the MSA Section D Organisers (Rally) routine (updated 1st Sept 16) 13. Under 17s - The organisers will look at including under 17 year old drivers on the event. Road sections would be driven by a fully licensed driver whilst the tests could be driven by the lesser qualified driver. The Under 17s MC will be asked for advice. 14. Financial Support - The expected costs for the event are shown on the last page. Some initial set-up costs may be incurred and we would ask Knutsford & District Motor Club for financial support up to until these costs can be recovered from entry fees. 15.
