1 Regulations and Specifications for the 2018 NMCC Club Rally Sprint and Rally Championship Incorporating the NMCC OFF Road /Quad Championship These regulations are to be read in conjunction with the General Competition Rule (GCR s) and Standing Supplementary Regulations (SSR s) of Motorsport South Africa (MSA), where applicable. Note - As this Championship series is termed a Club Competition (GCR 61) it will only be open to club members of NMCC and has been promulgated with an emphasis on enabling club members to compete on the most cost effective basis possible. This does not preclude other competitors entering events but for championship purposes they must conform to this requirement. In keeping with this ideal, the competitors and EXCO of NMCC have agreed and introduced certain amendments, to achieve this per the GCR s and additional requirements which will be written into the SSR s. However, there will be no compromise on aspects of safety and the interpretation of the laid down rules and regulations governing the manner Rallying is administered. 1. Validity of The Regulations These Regulations will be applicable for the calendar year of Controller of the Championship/Eligibility of Competitors The controllers of the Championship shall be the NMCC EXCO, who will be responsible for resolving any disputes The series is open to all registered club members of the Natal Motorcycle and Car Club. Competitors from other MSA affiliated clubs are welcome to compete but will not score points in the various championships. Competitors competing on a one event licence shall not score points in the championship. 3. Qualifying Events for 2018 Events and dates shall be detailed on the 2018 MSA Motorsport Calendar 4. Events to count towards the championship/entry Fees The Championship will consist of 10 Rally Sprint or Rally events of which the 8 best results will count. If 9 events are held, the best 8 results will count If 8 or less events are held, all will count Rally Sprints will be contested over a stage distance of 50/60 Km s and may be of a multistage format. Rallies will be contested over a stage distance of 75/100 Km s and consist of a multistage format encompassing multiple time controls Safety Notes will be available for all events and there will be provision for a recce run in the case of Rally Sprints, Rallies may be run blind

2 For 2018 Entry fee for Rally Sprints shall be R450 Entry Fee for Rallies shall be R Off Road /Quad Championship A separate Off Road / Quad Championship will be held, for Off Road Vehicles and Quads. Where practical, these will be restricted to events where there is no need to utilise public roads. Ideally these events will be restricted to Rally Sprints. In the case of Rallies, all practical efforts will be made to accommodate Off Road vehicles and Quads. Trailering of Off Road vehicles and Quads will be noted in the SSR s should this be necessary. 6. Championship Points Competitors scores for each event counting towards the NMCC Club Drivers and Navigators and the NMCC Club Off Road /Quad Drivers and Navigators Championships is set out below Overall Classification for Rally Sprints Class Classification for Rally Sprints 1 st 15 points 9 Points 2 nd 12 Points 6 Points 3 rd 9 Points 4 Points 4 th 7 Points 3 Points 5 th 6 Points 2 Points 6 th 5 Points 1 Point 7 th 4 Points 8 th 3 Points 9 th 2 Points 10 th 1 point Separation of ties A tie will be decided in favour of the competitor with the greatest number of firsts, 2nds and 3rds and so on until the situation is resolved. Failing that, the NMCC EXCO will determine and declare the winner as it deems fit. Competitors from a lower class will take class points away from a higher class if they finish higher overall on an event. Points scored as a Driver will not count towards the Co-Drivers Championship or visa versa, crew members will score the same points. Competitors must compete in a minimum of 50% of the events to score points. Note Rallies will score double points. Organisers points can be awarded to deserving crews based on their best results prior to them being unable to compete due to organisational commitments.

Classes in respect of Rally Cars S2 2 Wheel Drive, rally modified vehicles up to 1600cc S3 2 Wheel Drive, rally modified vehicles up to 2000cc S4 2 and 4 Wheel Drive, rally modified vehicles over 2000cc cars in this class cannot take away overall points from cars in lower classes 7.1 Vehicles fitted with sequential Gearboxes will move up a class 7.2 All engines with more than 3 valves per cylinder, for class purposes, will have capacities multiplied by a factor of Fuel - The following fuels may be used - 95 unleaded pump fuel or 98 unleaded Racing Fuel. Unleaded octane boosters are permitted 7.4 Tyres are free 7.5 The onus on the legality of competing vehicles rests with the driver, should public roads be utilised 7.6 On Rally Sprints, road ordinance requirements will be relaxed at the discretion of the scrutineer provided that the minimum of operational brake lights is complied with. 8. Classes in respect of Off Road Vehicles There are no restrictions of capacities in respect of Quads. A Class B (as per NORMC Regulations) limit for Off Road cars will apply. All entries will be accepted at the discretion of the Clerk of Course. 9. Road Car Class There are no restrictions of capacities in respect of Road Car Class. This will be a Non- Championship Scoring Class with the aim to be for Competitors to have fun and find out what Rallying is about without all the costs of building a full Rally Car. All entries will be accepted at the discretion of the Clerk of Course To entry in the Road Car Class the vehicle must be driven to the Event and preferably driven home as well. Vehicle has to be Road Worthy and have valid Vehicle Licence Indemnity form must be signed by Driver and Navigator for the use of standard seat belts and having no Roll Over Cage fitted Only fuel purchased from the pump at any Fuel Station maybe used Tyres are free. 10. Sponsorship Decals and Number Decals All competitors will display series sponsorship decals as determined by the organisers. Number decals will be as per National Regulations (SSR s a &b) Failure to conform will result in exclusion.

4 11. Medical Kits and Environmental Mats All competitors must carry an MSA approved Medical Kit as per GCR of MSA Hand Book. Environmental mats must be used during servicing and refuelling. Note these must be of an absorptive nature and must be used in addition to servicing tarpaulins. Any competitor who does not have an Environmental Mat will not be allowed to start the event. 12. Safety Apparel and equipment Safety of competitors is paramount. Competitors need to acknowledge that the onus of compliance rests with the individual. During competition, crew members must wear FIRE RESISTANT protective clothing, from ankles, to neck to wrists. It is advised that fire proof underwear, be worn, should single layer overalls be utilised. Fire proof gloves, boots and balaclavas are also advised. For Road Car Class clothing does not need to be Fire Resistant but must cover from ankles to neck to wrist and closed shoes. All vehicles (where applicable) must be fitted with good quality safety harness sets. Four-point harness sets will be the minimum acceptable. Road Cars Class see 9.2 above. Cars must be fitted with well-constructed roll cages. Road Car Class see 9.2 above. Helmets must be of a good quality and serviceable condition. Without attachments fitted to them. It is recommended that Quad Riders wear Neck Support. Due to the nature of the stages predominantly used in KZN, a minimum of two DCP fire extinguishers of 2.5kg capacity, or equivalent, per vehicle (where applicable) must be carried, and proven to be in a working condition. (SSR 163.4). Each crew must ensure that an additional DCP 2.5kg or equivalent, is provided for service park use. Warning Triangle and Medical Board must be carried in Car and used as per MSA Handbook to warn other Competitors. Fire extinguishers, Jacks and tools must be securely secured in all competing vehicles. All of the above will be determined during scrutineering and could result in exclusion if deemed unacceptable. 13. Awards The minimum number of trophies that will be awarded for rally cars shall be for First to Fifth overall (10 trophies) for drivers and navigators. The minimum number of trophies that will be awarded for Off Road competitors shall be for First to Fifth (5 trophies) Note Organisers may elect to award a greater number of trophies should they decide so. At the annual prize giving, the NMCC EXCO shall make awards as they deem fit for Class and Overall Championships.

General Regardless that the purpose of this Club Championship, is to provide competitors with the most cost effective and relaxed format as possible, the actual format of administering events cannot be compromised. This does not insinuate that competitors may take advantage and manipulate circumstances to their advantage. The compliance of all GCR s and SSR s applicable to the administration of the rules of rallying will be complied with, except if amended in these regulations and specifications. Decisions taken by officials need to be consistent and fair in all respects. Outside assistance As has been agreed at the 2016 annual competitors meeting, outside assistance may be allowed provided that no unfair advantage is gained. Simply put this means that stranded vehicles may be moved back on to the road by fellow Competitor or Official Sweep Vehicle, checked if safe at the discretion of Sweep Vehicle Officials and then allowed to continue to compete stage, in the interests of providing competitors with the maximum seat time, otherwise moved to safe location and left to be recovered later. However, all cars must complete stages or sections of an event under their own power, ahead of Official Sweep Vehicle to be classified as finisher, should this stipulation be contravened it will result in exclusion. No Competitor or Crew may leave Service Park, to recover vehicle, without first obtaining permission from Clerk of Course to do so. No refuelling is allowed outside of Service Park as per MSA Environmental Regulations.
