3 Introduction The purpose of this Operation Policy handbook is to familiarize your with some of the policies, procedures, expectations and guidelines of the Prior Lake Savage Hockey Association (PLSHA). Whether you are new to PLSHA or have been involved with PLSHA before, the information contained in this handbook should prove to be invaluable. It is the hope of the PLSHA Board of Directors and the Hockey Development Committee (HDC) that your player(s) will enjoy their hockey experience. Since you are an integral part of that experience, we would like you to enjoy it as well. By providing you as much information as possible regarding the workings of our program it is our intent to ensure your experience is a positive one and to answer some of the questions you may have. The PLSHA is proud of the dedication and hard work that all of our volunteers provide. We also know that in order to grow we will need participation, input and suggestions. Please feel free to contact a PLSHA Board member with your feedback regarding this handbook or ideas/concerns of any aspect of PLSHA hockey. It is the philosophy of PLSHA to offer a developmental program in which youth can learn the basic skills of hockey in a healthy competitive environment. 4 Basic Values The following basic values, as adopted by USA Hockey, are our Association s guide in the planning of the programs: 1. Sportsmanship Players should be humble in victory and gracious in default. Competitive fair play is a value to learn and practice beyond the strict interpretation of the rules. 2. Respect and Integrity Treat all others as you expect to be treated no matter what the circumstance. This includes teammates, coaches, opponents and officials. 3. Pursuit of excellence at the individual, team, and organizational levels Each player and member of the organization should seek to perform at the highest level of his/her ability. 4. Teamwork Learning to work together and support teammates is the strength of teamwork. The use of teamwork is reinforced and rewarded by success in the hockey experience. 5. Enjoyment It is important for the hockey experience to be fun, satisfying, and rewarding for all participants. PLSHA Organization The PLSHA Board of Directors administers the PLSHA operations. The Board meets monthly on the first non-holiday Monday of each month unless otherwise posted on the website. The meetings are held at the Dakotah Ice Arena upstairs meeting room and generally begin at 7 pm. The meetingsare open to all the members of the PLSHA. Any member is allowed to request an item be placed on the agenda. This can be done by contacting the PLSHA President or Secretary at least one week in advance of the meeting or by presenting the item directly to the board during the Open Forum time of a board meeting. There are four officers consisting of a President, Vice President, Secretary, and Treasurer. There are currently five other board members heading up several areas of responsibility. The terms and descriptions of these positions are stated in the by-laws. Board members are elected to a two year term at the PLSHA meeting that is typically held March/April. A Boys and/or Girls Hockey Development Committee administers all PLSHA on-ice activities. This committee chair is appointed by the President and approved by the Board. The Hockey Development Committee meets as needed and reports to the PLSHA Board at their monthly meeting at Dakotah Ice Arena. Page 4 of 29

5 The elected party serves a two year term, the same as all the other board positions. The PLSHA Hockey Development Committee Chair will serve as the head of the Hockey Development Committee. The PLSHA Board appoints a Coaches Coordinator who also serves a two year term on the Hockey Development Committee. Membership Policy MEMBER DESCRIPTION Any player, guardian of a player, community member active volunteer, or paid contractor who is considered a member in good standing, according to the association by-laws. Members have certain responsibilities to the association as described in the by-laws. The annual membership period shall commence on the date of hockey registration for the current season and run to the close of registration for the next season. Membership shall be considered continuous from year to year until there is failure to register for the season in that year. MEETINGS The PLSHA Board of Directors will hold monthly meetings that are open to the association general membership. These will be generally held on the first non-holiday Monday of every month at the Dakotah upstairs conference room beginning at 7 pm. Any revisions to these meeting dates/times will be communicated in advance via the PLSHA website. Additional meetings as called by the President, or upon request by any three members of the Board, may be held on an ad-hoc basis. Electronic motions may be presented for voting between monthly meetings. The secretary shall keep a recording of all E-voting each month and will present these motions to the board for review at each monthly meeting. There will be an annual meeting of the PLSHA membership each year scheduled between March 15 th and April 30 th. The PLSHA will announce the date, time, place and agenda of the meeting at least 15 days prior to the meeting. At the annual meeting the membership will elect new members to the PLSHA Board. Officers will be determined by the new board after the election. All positions are two year terms. Special general meetings of the members of PLSHA may be called by the majority of the PLSHA Board or by a petition signed by 1/3 of the membership. Notice of such general meeting shall be posted on the PLSHA website, in the local paper, and via notification to the membership at least 10 days prior to the meeting. VOLUNTEER POLICY PLSHA is a volunteer organization. Without all of the volunteers that give their time and talent to this association, we could not exist. Still, we seem to always be in need of more volunteers. We greatly appreciate the work that everyone does to help make our children s hockey experience a positive and enjoyable one and to make PLSHA successful. Our program is growing in record numbers, and we need our volunteer base to grow along with the player growth. There are a variety of positions, committees, tasks, etc. that require help, and all families will be required to give a minimum Page 5 of 29

6 number of hours at an association level each season. This number is determined on an annual basis by the board of directors and will be communicated to members at registration time. Communication and Website Usage ASSOCIATION COMMUNICATION GUIDELINES Association communications will be provided to member in several ways, however our primary means of communications will be through our website, We will communicate through , U.S. mail, and the coaches and team managers as appropriate. For communication to the community regarding special events and registration, the Prior Lake American and Savage Pacer Sports Briefs will be utilized as well as paid advertising as appropriate. ASSOCIATION WEBSITE The official website of the Prior Lake-Savage Hockey Association is www/plsha.com. Our website is administered by Sport Ngin. The designated website coordinator will maintain association related information on the website. The coaches and team managers will be responsible for maintaining team pages. They will be required to maintain a minimum, specified level of information on their team pages. Those requirements will be provided to team managers and coaches as soon as teams are formed. Registration and Fees The goal of PLSHA is to provide the best program at the most reasonable cost to its participants. PLSHA is a nonprofit organization and all monies received come from the members through registration, team ice fees, fundraisers, and sponsors. The notice for Registration will be posted to the association website and an notification will be sent. Members are strongly encouraged to closely monitor the website for registration during the summer months. Birth Certificates for each player must be on file with PLSHA. A copy of the player s government issued birth certificate must be submitted at registration if not previously provided to PLSHA. Registration fees cover a variety of operating and administrative expenses, in particular those associated with the tryout process. These expenses may include, but are not limited to the following: ice time, skill instruction, evaluators, team uniforms, insurance, fees paid to USA hockey and District 6, tournaments, and Coaches Certifications/Registration. Players electing to play on a C level team and forgo tryouts will still be responsible for paying registration fees. There will be a mandatory fundraiser identified at registration. By participating in the fundraiser members have the option to keep their costs down. Alternatively, there is a cash buyout option that would be a fee in addition to the designated registration fee. Late registration will be subject to a $50 fee. Page 6 of 29

7 Registration refunds will generally be granted prior to the beginning of the season (i.e. Prior to the start of tryouts.) Once teams have been posted, no refunds will be issued. Only in special situations where extenuating circumstances exist will the PLSHA Board of Directors consider a deviation from this refund policy. Cancellation requests received prior to tryouts/evaluation will be refunded less a $50 cancellation fee. There will be no refund of the Mandatory Fundraiser fee. Parents will be asked to make a commitment of a specified number of volunteer hours at an association level and will be asked to pay an additional fee to be determined annually. The players on the traveling teams will be provided a monthly invoice for operating costs associated with the team. These costs will include ice time, tournament fees, dry-land training as well as any other team related costs. The Team Manager/Team Treasurer for each team will calculate this monthly invoice. This fee is due in full within 5 days of receipt from the Team Manager/Team Treasurer. If a player is more than 5 days delinquent in paying this bill they will not be allowed to participate in team activities including practices or games. Equipment Policy UNIFORM POLICY Each traveling player will receive a home and away jersey which must be returned at the end of the season. All players will be given a home and away pair of socks. Mites will be given a a jersey and a pair of socks. TRAVELING PLAYER EQUIPMENT POLICY Equipment requirements are set by the District, MAHA, and USA Hockey and are strictly enforced. 1.) Helmets must be approved for play by USA Hockey. All players must wear full facial protection and tethered colored mouth guards. Facial protection for players must be commercially manufactured and approved for competition by USA Hockey. 2.) Required equipment includes, but may not be limited to the following: Helmet with approved facemask. Traveling teams from U10-/Squirts and above will be required to wear Athletic Gold colored helmets. Elbow pads, shin pads and shoulder pads Supporter with cup (Boys) Pelvic protector (Girls) Breezers (Black or Navy ) Page 7 of 29

8 Garters or a means to keep socks up Hockey skates Hockey gloves (Black or Navy) Hockey stick Neck Guard that meets District 6 requirements Colored Mouth Guard that meets District 6 requirements MITE EQUIPMENT POLICY Equipment requirements are set by the District, MAHA, and USA Hockey and are strictly enforced. 1.) Helmets must be approved for play by USA Hockey. All players must wear full facial protection and tethered colored mouth guards. Facial protection for players must be commercially manufactured and approved for competition by USA Hockey. 2.) PLSHA supplies goalie equipment at the team level. 3.) Required equipment includes, but may not be limited to the following: Helmet with approved facemask. Elbow pads, shin pads and shoulder pads (shoulder pads are recommended for Level 1 and required for all other Mite levels) Supporter with cup (Boys) Pelvic protector (Girls) Breezers (pants) Garters or a means to keep socks up Hockey skates Hockey gloves Hockey stick Neck Guard as per District 6 requirements Colored Mouth Guard as per District 6 requirements Page 8 of 29

9 4.) For the Mite program there are a limited number of sets of equipment available for rent. There will be a deposit required and fee for rental. The deposit will be refunded when the equipment rented is returned. The equipment in these sets include: Helmet with approved facemask Shoulder pads Shin pads Elbow pads Breezers (pants) Hockey skates Hockey gloves Behavior Policy PLAYER CODE OF CONDUCT All players will be required to sign and abide by the following Code of Conduct: I understand that as a member of PLSHA that I must conduct myself as an ambassador of my community. People of other communities will judge the community in which I live, my team, my coach, my parents and my friends based upon the behavior that I display in public. I further understand and agree to the following: It is a privilege and not a right to play hockey for PLSHA That sportsmanship and fair play are essential to the sport of hockey To abide by all the rules stipulated for players below To abide by the PLSHA Substance Abuse Policy To accept as final the consequences as decided by PLSHA for not abiding by this policy Page 9 of 29

10 PLAYER RULES 1. All players are expected to attend all scheduled games and practices in accordance with the policy below. Players must notify the head coach of any absences. If not properly notified, the head coach may impose penalties. 2. Players are expected to come to games and practices at the times specified (this will likely be minutes in advance of the event) by the coaching staff. 3. Players should come to practices, games and event prepared and ready to give their attention and focus to the coach, practice and game. 4. Other players who are not rostered to the team on the ice are not allowed on the bench during practices, games and scrimmages. 5. Players are not allowed to verbally, physically or psychologically abuse any other parent, player, coach, game official or director. All players will treat all parents, players, coaches, game officials or directors with respect and dignity regarding language, attitude, behavior and mannerisms, regardless of race, color, creed, gender, age or ability. 6. All players will encourage good sportsmanship through their actions and by demonstrating positive support for all parents, players, coaches, game officials or directors. 7. Players will play clean hockey only. 8. NO player of PLSHA will be on any PLSHA paid or participated ice without helmet, neck guard, facemask and mouth guard. 9. All players are required to wear helmet and facemask at all times while on the bench. 10. At no time will players be permitted to shoot pucks at the goaltender s head or when the goaltender is unaware of a shot in progress. 11. All players will respect the property and equipment used at any facility including but not limited to the arena, locker rooms, bathroom, etc. 12. All players agree to abide by the Grievance & Disciplinary Policy. 13. All players agree to abide by the Substance Abuse, Sexual Abuse and Physical Abuse Policies as set forth by PLSHA. 14. PLSHA enforces and expects players to abide by the same Weapons Policy as set forth by the Minnesota State High School League regarding the possession or concealment of a weapon. 11 The player agrees that he/she will abide by all decisions made by PLSHA including those by coaches, officials and the Grievance & Disciplinary Committee. ATTENDANCE POLICY To ensure maximum team and individual player development throughout the season and to strive for overall team success, it is critical to have players at practices and games. We expect a lot from our coaches (both parent & non- parent/volunteer), and believe that we owe them a method to encourage strong dedication and commitment in their players, particularly those teams competing at the highest levels. Players will be required to attend ALL games and practices. Acceptable absences include religion, illness, and family emergencies. The need to finish school work is not acceptable; players must balance their schedules and learn how to become student-athletes. It will be required if they wish to play high school hockey and beyond. MEA weekend (exact dates TBD) and the Christmas holiday (exact dates TBD) will be OPTIONAL ATTENDANCE for practices only for all PLSHA teams each season. Other holidays and vacations will not be excused from your obligation to your team. The following are the consequences of missing a practice or game; the same policy will be standard on ALL teams. PARENT CODE OF CONDUCT 1. Players missing practice due to an unexcused absence will be required to sit one (1) period in the next game. 2. Players missing a game due to an unexcused absence will be required to sit the entire next game. The parents of each player will be required to sign and abide by the following: I understand that as a member of the PLSHA that I must conduct myself as an ambassador of my community. People of other communities will judge the community in which I live, my team, my coach, and the association based upon the behavior that I display in public. Parents are expected to acknowledge and abide but the PLSHA Parent Code of Conduct by signing a form that includes the provisions below prior to the start of each season. I further understand and agree to the following: It is a privilege and not a right to play hockey for PLSHA That sportsmanship and fair play are essential to the sport of hockey To Abide by all rules stipulated for parents below To ensure my child abides by the PLSHA Substance Abuse Policy To accept as final the consequences as decided by PLSHA for not abiding by this policy The commitment to have a child play hockey is significant one, and that it will require practices and games early in the morning, late in the evening, on weekends, etc. Page 11 of 29

12 Parents will make every reasonable effort to have their child attend all team practices, games and scrimmages PARENT RULES 1. Parents will make sure that all fees and assessments are paid on time as required by their player s team manager (and board when it applies). 2. Parents are required to turn in all required forms promptly. 3. Parents will equip their children properly according to the requirements (set forth separately) by PLSHA. 4. Parents will monitor and the PLSHA website to keep abreast of information relevant to their child and his/her team. 5. Parents will abide by any volunteer requirements as stipulated by PLSHA. 6. Parents should ensure that their child notifies the coach in advance when he/she is unable to attend a practice, scrimmage or game. 7. Parents will promote the emotional and physical wellbeing of all skaters, regardless of ability level. 8. All parents will encourage good sportsmanship through their actions and by demonstrating positive support for all parents, players, coaches, game officials or directors. 9. Parents are not allowed to verbally, physically or psychologically abuse any other parent, player, coach, game official or director. All parents will treat all parents, players, coaches, game officials or directors with respect and dignity regarding language, attitude, behavior and mannerisms, regardless of race, color, creed, gender, age or ability. 10. Parents will encourage their children to play clean hockey only. 11. Parents will inform the coach of any physical, emotional, or medical aliment that may affect the safety of the player or any other player, coach, game official or director. 12. All parents will respect, and require their children to respect the property and equipment used at any facility including but not limited to the arena, locker rooms, bath rooms, etc. 13. All parents agree to abide by the Grievance and Disciplinary Policy. 14. Parents will abide by the Substance Abuse, Sexual Abuse and Physical Abuse Policies as set forth by PLSHA. 15. PLSHA enforces and expects players to abide by the same Weapon Policy as set forth by the Minnesota State High School League regarding the possession or concealment of a weapon. 13 The parent agrees that he/she will abide by all decisions made by PLSHA including those by coaches, officials and the Grievance & Disciplinary Committee as it relates to their child s participation in PLSHA. COACHES CODE OF CONDUCT The Coaches in PLSHA will be required to sign and abide by the following code of conduct: I understand that as a member of the PLSHA that I must conduct myself as an ambassador of my community. The personal growth and development of the hockey player will be a large part of my responsibility. People of other communities will judge the community in which I live, my team, and my association based upon the behavior that I display in public. Coaches are expected to acknowledge and abide by the PLSHA Code of Conduct by signing a form that includes the provisions below prior to the start of each season. I further understand and agree to the following: It is a privilege and not a right to coach hockey for PLSHA That sportsmanship and fair play are essential to the sport of hockey To abide by all rules stipulated for coaches below To ensure the team members abide by the Player Code of Conduct To support and abide by the PLSHA Substance Abuse Policy To accept as final the consequences as decided by the PLSHA for not abiding by this policy Make every reasonable effort to attend all team practices, games and scrimmages COACHES RESPONSIBILITY 1. The head coach will not be able to pick any coaches without prior agreement of the HDC or Mite Coordinator. 2. Coaches must make every reasonable effort to attend all team practices, games and scrimmages. If they are unable they must ensure that a proper substitute is prepared. 3. Coaches cannot use any tobacco, controlled substances, alcohol, etc., within any facility that PLSHA is using or participating in. 4. Coaches will promote the emotional and physical wellbeing of all skaters, regardless of ability level. 5. The coaches main objective is to teach the game of hockey. 6. Coaches are required to play all skaters equitably within the parameters established by the Hockey Development Committee. 7. Coaches will encourage good sportsmanship through their actions and by demonstrating positive support for all parents, players, coaches, game officials or directors. Page 13 of 29

14 8. Coaches are not allowed to verbally, physically or psychologically abuse any other parent, player, coach, game official or director. All coaches will treat parents, players, coaches, game officials or directors with respect and dignity regarding language, attitude, behavior and mannerisms, regardless of race, color, creed, gender, ag e or ability. 9. Only registered coaches as approved by PLSHA, with appropriate certifications as required by USA Hockey/MN Hockey will be allowed on the bench during games. 10. Only rostered players and coaches and officials will be allowed on the Ice during games, scrimmages and practices unless other arrangements have been made with the PLSHA Board. 11. Coaches are responsible for administration of PLSHA Locker Room Policy. 12. Coaches are required to have the appropriate level certifications as required by Minnesota Hockey and USA Hockey. 13. Coaches will encourage their players to play clean hockey only. 14. Coaches will make themselves available to discuss issues with parents, players and PLSHA officials, provided appropriate and 24 hour cooling off period has been met. 15. Coaches will hold at least three meetings with parents throughout the year. One at the beginning of the season. 16. Coaches are responsible for ensuring communication to parents is done in a timely manner. 17. Coaches will inform the respective parents of any physical or emotional harassment by one party (Player, Coach, etc.). The SafeSport Coordinator can play a role in determining appropriate application of the policy. 18. Coaches agree to abide by all policies (Substance Abuse, Sexual Abuse and Physical Abuse, etc.) of PLSHA. 19. PLSHA coaches are subject to background checks. 20. Coaches agree to abide by the Grievance & Disciplinary Policy. COACHES RIGHTS 1. Be treated with respect by players, parents, and the PLSHA. 2. Access to necessary safety and practice equipment. 3. Access to all resource material available throughplsha. ACADEMIC STANDARDS PLSHA encourages our parents to require their children have a minimum of 2.0 ( C ) grade point average on a 4-point system. As we see this responsibility as belonging to our parents, we would ask that our parents uphold this standard. Parents or legal guardian may at any time suspend the player from participation for a minimum of two weeks or until the player can demonstrate satisfactory academic improvement to the parent or legal guardian. Notification of a suspension shall be provided pursuant to a private meeting between the head coach, player, and parents or legal guardian. Any parental suspension for academic reasons will not be considered in any way in future team selections. Page 14 of 29

15 GRIEVANCE & DISCIPLINARY POLICY PLSHA believes that most disputes are minor and the best manner in which to resolve a dispute is for the parties involved to meet, discuss and resolve the dispute. This is true whether the dispute involves players, coaches, parents or a member of the PLSHA Board. We recommend the following steps in the event of a concern: 1. Wait 24 hours after the incident/situation occurs to contact anyone (cooling off period). 2. Initial contact should be made with the respective head coach. 3. An attempt is made to discuss the situation with the parties involved. If individuals cannot resolve their differences, then PLSHA has adopted the following method of dealing with grievances and discipline at the association level: 1. If the parties involved are unable to reach a resolution, the complainant must submit a written complaint stating the time, place, as many specifics as possible regarding the incident, to the Grievance & Disciplinary Committee Chairperson. If the issue(s) involves the Grievance & Disciplinary Committee Chairperson, then the written complaint may be submitted directly to the President of the Association. 2. As soon as possible, Grievance & Disciplinary Committee Chairperson will inform the President and the Coach of the respective team that a complaint has been received. The Grievance & Disciplinary Committee Chairperson will discuss with the complainant the merits of the grievance. If warranted, an ad hoc Grievance & Disciplinary Committee will be convened to investigate the circumstances and to consider the facts of the dispute. The Grievance & Disciplinary Committee will meet with involved parties as necessary. 3. The Grievance & Disciplinary Committee Chairperson will strive to meet at a mutually convenient time and place for both parties within 10 days of receiving the written complaint. In some cases when this may not be possible, Grievance & Disciplinary Committee will decide on how to best advance the situation with appropriate sensitivity to time. 4. The Grievance & Disciplinary Committee will be an ad-hoc committee that will be formed based upon the grievance or situation being considered. The committee will always consist of the Grievance & Disciplinary Committee Chairperson (a designated board member) and at least two other board members whom are not directly involved in the complaints as Coach, Administrator, or parent member of the team(s) involved. As necessary two other PLSHA members at large will be chosen to be on the Grievance Committee (the members at large should also not have any direct conflicts of interest related to the particular grievance or situation. The Grievance & Disciplinary Committee will discuss and decide the issuer after the parties involved have been dismissed from the meeting. The Grievance & Disciplinary Committee will notify both parties involved of the Committee s decision verbally, within 24 hours. If the matter is still not resolved to your satisfaction, you have the right to escalate your grievance to the District, Minnesota Amateur Hockey Association and finally USA Hockey, in that specific order. 16 SUBSTANCE ABUSE The use of any mood-altering chemicals include but not limited to alcohol, tobacco (including chewing tobacco), marijuana or other illegal drugs, prescription or legal drugs (including over-the-counter drugs except as authorized by a parent or physician) or other substances for the purpose of altering one s mental capacities is expressly prohibited. During the playing season, regardless of quantity, a player shall not use any of the aforementioned substances. The rule applies to the entire season. It is not a violation for a player to be in possession of a controlled substance as specifically prescribed for the player s own use by his/her physician. The policy applies without regard to where these behaviors occur. SUBSTANCE ABUSE PENALTIES 1. First Violation Penalty: after confirmation of the first violation, the player shall lose eligibility for the next two (2) consecutive games or two (2) weeks of a season, whichever is greater. No exception is permitted for a player who becomes a participant in a treatment program. 2. Second Violation Penalty: after confirmation of the second violation, the player shall lose eligibility for the next six (6) consecutive games. No exception is permitted for a player who becomes a participant in a treatment program. 3. Third Violation Penalty: a. After confirmation of the third and subsequent violations, the player shall lose eligibility for the next twelve (12) consecutive games. b. If the third or subsequent violations, the players on his/her own volition becomes a participant in a chemical dependency program or treatment program, the student may be certified for reinstatement in Minnesota Hockey activities after a minimum period of six (6) weeks (provided the condition in 3a above are also met. The director or counselor of a chemical dependency treatment center muss issue such certification. PLSHA SAFESPORT POLICIES PLSHA is committed to creating a safe and positive environment for its participant s physical, emotional, and social development and to ensure that it promotes an environment free from abuse and misconduct. As part of this commitment PLSHA follows the recommendations and guidelines defined in the USA Hockey Safesport Program Handbook. A link to this handbook and PLSHA s Safesport coordinator s contact information can be found on PLSHA s home web page at questions or concerns should be directed to PLSHA s Safesport Coordinator. PLSHA Safesport Policies are designed to address the following types of abuse and misconduct: Sexual Abuse Page 16 of 29

17 Physical Abuse Emotional Abuse Bullying, Threats and Harassment Hazing Refer to the USA Hockey Safesport Program Handbook for complete definitions of these abuses and misconducts. To reduce the risks of potential abuse and misconduct PLSHA has implemented the following policies: Locker Room Policy Social Media, Mobile and Electronic Communications Policy Travel Policy In the event that any PLSHA member observes any of the above described abuses and or misconduct it is the member s personal responsibility to immediately report their observation to the PLSHA s Safesport coordinator. In addition the member must also consider reporting suspected child physical or sexual abuse to the appropriate law enforcement authorities. PLSHA has a ZERO TOLERANCE for abuse and misconduct. PLSHA S LO CK ER RO O M PO LICY Youth players are particularly vulnerable in locker rooms, changing areas and restrooms due to various stages of dress/undress and because they are less supervised than at many other times. Athlete-to-Athlete problems, such as sexual abuse and bullying, harassment, and hazing, often occur when coaches and/or volunteers are not in a position to observe this is especially true in locker rooms. Adherence to PLSHA s locker room policy enhances privacy and reduces the likelihood of misconduct. Proper supervision of the locker room areas also helps ensure that players that may have suffered an injury during a game or practice have an adult present to confer with regarding such injury. It is the policy of PLSHA that teams have at least one responsible adult present and directly monitoring the locker room during all team events to assure that only participants (coaches and players), approved team personnel and family members are permitted in the locker room and to supervise the conduct in the locker room. These individuals will be called Locker Room Monitors. o Locker Room Monitors Are the responsible adults that monitors and supervises the locker room. Shall have been screened in compliance with section III of the USA Hockey Safesport Program Handbook. Must personally monitor the locker room environment at all times while participants are present and also make sure the locker room is appropriately secured during times when minor participants are on the ice. Shall be of the same gender as the team they are monitoring. If a team is co-ed a team monitor of both genders will be required. Any individual meetings with a minor participant and a coach in a locker room shall require a responsible adult be with the coach. PLSHA teams may prohibit parents from the locker room. However, in doing so the team shall ensure that properly screened individuals monitor and supervise the locker room as required above. Page 17 of 29

18 o o With younger, Mite.8U/6U aged players, it is generally appropriate to allow parents to assist the player with getting equipment on and off before and after games or practices and they shall be allowed to do so. With older, Squirt/10U aged players and older, it is recommended teams implement locker room monitors. PLSHA prohibits the use of cell phones and other mobile devise with recording capabilities, including voice recording, still camera, and video cameras from being used in locker rooms without specific approval from the team s locker room monitor and/or coach. Approval will only be granted when all persons present in the locker room are appropriately dressed and have been advised that photographs or recordings are being taken. Co-Ed locker Rooms: o As a team sport in which youth teams can often include both male and female players, special circumstances may exist that increase the chance of abuse or misconduct. If a team consists of both male and female players, both female and male privacy rights must be given consideration and appropriate arrangements made: It is not acceptable for players, coaches, locker room monitors or any other PLSHA member to be observing the opposite gender while they dress and undress. Where possible, the male and female players should undress/dress in separate locker rooms and then convene in a single dressing room prior to the game or team meeting. Once the game is finished, the players may come to one locker room to discuss the game, but no play may begin undressing until the opposite gender has proceeded to their separate dressing room. Coaches are prohibited from discussing hockey in the locker room unless both genders are present. If separate locker rooms are not available the genders may take turns using the same locker room. One gender must wait to use the locker room until all opposite gender s players have finished and left the locker room. When male and female player are together in the locker room there should be at least two adults in the locker room that have been screened in compliance with section III of the USA Hockey Safesport Program Handbook. Teams Tryouts The PLSHA Hockey Development Committee has established a process for conducting tryouts. The objective of the tryout process is to ensure that each player is given a fair evaluation and that all players are placed at the most appropriate level for their abilities. PLSHA tryouts for those players interested in skating for an AA or A or B traveling team will be conducted with the use of paid independent evaluators. The evaluators will be determined by the HDC. The evaluators will rank all participants in sequential order, according to their scores. The Tryout Committee and the HDC will oversee the tryout process. The top rated group of players at each level are guaranteed roster positions on the AA/A team. All things being equal, a second year player will be given preference over a first year player. If the AA/A head coach is a parent coach the HDC will determine the coach s player s rank and team placement. Those players not selected for the AA/A team will be placed on the B team or C team as the case may be. Players on these teams will be assigned by the order of their tryout ranking. The HDC and Board will determine final team size. The number of goalies per team may change depending on the number of goalies available. Page 18 of 29

19 The format for tryouts will consist of a series of scrimmages. The number of scrimmages will be determined by the Hockey Development Committee and is subject to change each season. The skills the players will be evaluated on are: 1. Skating 2. Stick-handling 3. Passing 4. Shooting 5. Physical Play 6. Hockey Sense 7. Attitude/Hustle/Effort Selection to a team as a first year player will not entitle a player to the same level roster spot in subsequent years. Any player unable to participate in tryouts due to injury or illness will be evaluated based on their prior year performance and coaches recommendations to determine team placement. Player selection will be determined on the last day of tryouts. The selection process will involve the evaluators, nonparent head coach or parent head coach (once their player has been placed on the team). A PLSHA Board liaison(s) will be assigned to each tryout group. The liaison(s) will not have a skater in the group they are monitoring and will have a list of people authorized to be part of the selection process. If an individual not on the list is in the room, the selection will be stopped until the proper people are in the room. TEAM LEVEL EXPECTATIONS Players have an obligation to their teams and to the association to contribute to a positive experience for everyone by being exemplary team members. Teams are selected for AA, A, B, and C levels in an attempt to provide players an opportunity to play at an appropriate skill and commitment level. Players and parents should expect that the commitment to all teams will require a significant amount of time. Coaches at all levels will expect that players attend practices and games. AA/A/B traveling hockey programs require an increased commitment from players and parents. One may expect an increased number of practices and games/scrimmages throughout the season. PLSHA suggests parents not accustomed to the time and financial commitment of different levels of play discuss the subject with other parents/players who have experiences with traveling hockey. C traveling is for players who do not make the AA/A/B teams, chose not to tryout, or do not want the commitment required for an AA/A/B team. The commitment for a C team is only slightly less than that of the AA/A/B teams. It is likely players participating on AA/A or B traveling team will incur higher costs than those participating on C traveling teams. Additional costs may be attributed to additional ice time being purchases (practices and scrimmages), team building activities/trips, out of town tournaments, and additional dry land training. 20 If you or your player cannot make the required commitment, in time and attitude, please register for a C level team. Coaches at all levels will expect players to attend both practices and games. Communicating with the coaches or team parent when a player cannot be at a game or practice is essential for the coaches to prepare for either the game or the practice. Most coaches prefer that your players miss a game rather than a practice. Players get more ice time, instruction and opportunities to work with the puck in practice than in a game. As a result, better skill development and individual improvement occurs through practice. Each coach will have their own rules and discipline regarding absences. Please respect their need to establish these parameters for the team. Expectations of players include: Play for fun Work hard to improve your skills Never argue with an official s decision Be on time for practices and games Learn teamwork, sportsmanship, and discipline Respect your coach, your teammates, and your parents, opponents and officials Learn the rules and play by them Always be a good sport Parent s responsibilities include: Do not force your children to participate in sports, but support their desire to play their chosen sport. Children are involved in organized sports for their enjoyment, make it fun. Encourage your child to play by the rules. Remember, children learn best by example, so applaud the good plays of both teams. Emphasize skill development and practices. Know and study the rules of the game, and support the officials on and off the ice. This approach will help in the development and support of the game. Any criticism of the officials only hurts the game. Do not embarrass your child by yelling at players, coaches, officials or other parents. Your child will benefit by you showing a positive attitude toward the game and all of it participants. Respect and recognize the importance of volunteer coaches. Promote sportsmanship. Do not compare your child with other players. Be honest with yourself when it comes to your child s capabilities. Take care of your financial responsibilities. TEAM INFORMATION After teams and coaches have been assigned, the team s head coach will coordinate a team meeting with all parents of the team. At this meeting the coach will describe the guidelines, conduct codes, tournament information, and also request parents to help with team tasks including but not limited to: Team Manager Team TreasurerTeam Picture Coordinator Tournament Coordinator Penalty Box, Time Clock and Score Keeper coverage Page 20 of 29

21 MOVE UP POLICY PLSHA adheres to MN Hockey guidelines for placing players within their age appropriate level. The By-laws also allow a move up for players who desire to skate with those in their own school grade. The parent(s) of the player must petition the Board for the change prior to June 30 th of that calendar year so that the petition can be addressed by the Board at the July Board of Directors meeting. Once the petition is granted by the Board of Directors to allow the move-up, the following conditions apply: 1. This player must complete the normal tryout process for that level and participate on the team as designated following evaluations 2. This player must participate in the full season at the level that the player went through tryouts. 3. The player may choose to participate in future seasons at the moved up level or may choose to drop back to their designated level based on age. Notification must be given to the Board of Directors prior to June 30th of future seasons if the player intends to drop back to the appropriate age level. All players shall play in their age group as defined by MN Hockey rules except when permission has beengranted by the Board of Directors to allow a player to play ahead of his/her age group. PLSHA may move a player or players up based on numbers on an as-needed basis. An example would be to move up a few U8 players to make a full roster at the U10 level. Coaches The Hockey Development Committee selects parent coaches after tryouts based on input from the Level Coordinator. The PLSHA Hockey Development Committee and Association Board believe that non-parent coaches for AA/A level are preferred. If the Hockey Development Committee is unable to find a non-parent coach prior to the tryout process, a parent coach will have the ability to evaluate the players during the process, but will not be part of the selection process for his/her child. The coaches selected will reflect the PLSHA vision and philosophy statement. They will demonstrate good character and abide by the coaches code of conduct. They will also uphold rules of the District our association plays in and MN Hockey rules and regulations. It is the goal of the HDC to identify in the spring as many AA, A, B, and C coaches as possible, prior to the start of the season in the fall. Coaches are selected based on a number of criteria. The HDC looks for coaches whose skills, background, and experience are age-appropriate. Prior coaching experience working with children at the appropriate levels will be a key factor in the assessment as to where a coach should be a placed. In selecting a coach, the HDC will also look at past hockey coaching experience, personal philosophy and support of PLSHA principals. Head Coaches are selected for a one-year commitment. Having continuity from season-to-season provides significant strength to the overall program. The use of year-end surveys, responsible feedback to the coach s coordinator and personal observation will be determinate factors in bringing back the same coach the following year. If the HDC and the board agree that the coach has done an excellent job, the coach can maintain their position for the following year. Page 21 of 29

22 Two assistant coaches are the recommendation per team. All rostered assistant coaches will have to be provided by the Coach s Coordinator before their position is guaranteed. USA Hockey and MN Hockey require all head coaches and assistants to be certified through their Coaches Education Program (CEP). Our district conducts a mandatory annual meeting to discuss safety, rules, policies and regulations. Coaches can be expected to be treated with respect by players, parents, and board members. Important items to be noted and followed if a problem arises with a coach during the season: Stop and wait 24 hours before contacting the coach. Do not approach the coach after games. If after discussing the problem with the coach and no resolution is obtained, contact the Coaches Coordinator or a member of the Association Board or Hockey Development Committee. Concussions Return to Play Guideline After a Concussion These guidelines are for players after they suffer a concussion. The length of each phase varies depending on the severity of the concussion, and should be decided based on consultation with a health care professional. Variables include past medical history, age, weight, severity of symptoms, return of symptoms, etc. There is no exact return to play time line, however, it may vary from one-week to not being able to play again. Phase #1: Rest Period Player should be taken out of play and referred to a health care professional. A concussed players needs to get plenty of rest. They should refrain from all physical and brain intense activity, including text messaging and video games. Parents are urged to speak with the player s school and teachers. Depending on the severity, players may need to stay home from school or limit homework and exams. Players should continue to the next phase only if all the signs and symptoms of a concussion are gone. Please consult and informed health care professional if the signs and symptoms continue throughout the return to play protocol. Phase #2: Light Exercise If the player does not have any symptoms, begin light aerobic exercise (5-10 min) that does not drastically increase heart rate. Walk, light jog, and stationary bike are suggested. No weights, jumping, or skating. Add activity that increases heart rate & limited body and head movement. May return to school part time with a limited workload and watch some TV. Phase #3: Sport Specific Exercise If the player has been evaluated by an informed health care professional, the player may resume skating, but not participate in practice. May return to school full-time, gradually increase reading and homework, but avoid video games. Page 22 of 29

23 Phase #4: Non-Contact Training Drills Begin heavy non-contact physical activity, such as running, stationary bike and resistance training. Player is allowed back on the ice, including practice, but without contact. Continue to increase school workload. Phase #5: Full Contact Practice Reintegrate back into full practices, including contact drills and scrimmage. Participate in all academic school activities. Phase #6: Return to Competition Return to game competition, after cleared by an informed health care professional. Player cannot return to ANY PLSHA activity until cleared by an informed health care provider. Coaches reserve the right to bench a player if they feel he is not physically ready to return. Standing Committees Standing Committees shall have the following duties: HOCKEY DEVELOPMENT COMMITTEE (BOYS AND/OR GIRLS) A Boys and Girls Hockey Development Committees administer all PLSHA on-ice activities and are responsible for all hockey decisions which impact teams, coaches, and overall program philosophy. The Chair of the HDC is the head varsity boys/girls high school coach. The HDC may include members of the boys and girls high school staffs as well as individuals who bring extensive hockey knowledge that may benefit the HDC and PLSHA program. The Hockey Development Committees meet as needed and report to the PLSHA Board at their monthly meeting at Dakotah Ice Arena. The Hockey Development Committee will review each candidate application, resume and may conduct interviews with candidates. Upon completion, the Hockey Development Committee will present its recommendations to the Board for final approval. This committee coordinates and oversees the development functions, including tryouts within PLSHA. The committee is responsible for establishing development goals for all ages and skill levels of the PLSHA, Levels of Play and the implementation of on-ice programs and tryout processes. These processes will be presented to the Board for approval. A simple majority vote of the Board will be required to approve these processes. There will be a committee member responsible for each level of the traveling programs within PLSHA. These positions will be responsible for documenting, outlining, and reinforcing to the coaches, players, and community the skills that should be taught and knowledge that should be learned at the level to ensure a more successful program and to ensure an overall plan/ strategy is in place as it relates to developing our young people. It would be expected that all coordinates would work together and along with the High School coaches to ensure we are developing our young people to be successful at whatever levels they are capable of attaining.
