elearning An Overview Introduction elearning is an extremely efficient way to train and learn. NSL elearning allows individuals to learn at their own pace, to pause at any point to take notes from the on-screen course notes or stop at a convenient part in the course, then return to it at a later date. Courses can be custom designed for individual companies by adapting one of the existing NSL courses, by taking a course the company has in place already and developing it for online delivery, or by creating brand new bespoke courses. Take Full Control Our Learning Management System (LMS) gives you full control of your learners training. The Administration area lets you fully manage your learners online training requirements from any computer with internet access. Online Delivery If you have internet access, the web is by far the easiest and most efficient way to deliver and manage our elearning. Both administrators and learners have full control via the web. Administrators can add new learners and assign courses from any computer with internet access. Broadband is preferable for learners, but if access speeds are slow, audio can be switched off to dramatically speed things up. CD Delivery Where internet access is not available, we can deliver elearning courses on CD. These discs can be distributed directly to the learners or to their administrator. Each disc contains the names and login details of the preregistered learners. Courses Available Rigging & Lifting Safety Awareness An Introduction to LOLER Injuries to Fingers & Hands OGUK Cargo Handling Guidelines Module 1 : General Cargo Handling OGUK Cargo Handling Guidelines Module 2 : Transport of Dangerous Goods & Waste Management Working at Height Safe Use of Hand Grinders Falls & Falling Objects Transportation of Dangerous Goods Transportation of Dangerous Goods By Air Confined Space / Vessel Entry Safe Cargo Handling Office Safety We can also build custom courses to suit any training programme or induction process. 10

elearning Taking a Course Login From first login, the site is designed to be simple and intuitive to use. When you enter your unique username and password, you are automatically taken to your personalised homepage. Learn The course slides are clear and informative. There is a full audio voiceover on every slide. The control panel on the right allows you to skip forward, back, pause your slide, and mute the audio. You can also read the transcript of the audio on this panel. Assessment Courses are broken down into a series of short parts, each ending with a selection of test questions. All the information required to answer the questions can be found within the slides. Certificate Congratulations, you have successfully completed your course. Your certificate will be stored online permanently. Go to your Course History page where you can view and print all your previously completed, and latest course certificates. 11

elearning Learners Questions How much computer experience is required? Very little. Our courses are very intuitive to navigate. They are designed to guide even the most inexperienced user through with ease. Will I require any special equipment or software? No. All you need is a computer preferably, with internet access. Can I access my course from other locations? Yes. Our elearning can be accessed from any online computer; whether onsite, offshore, in the office, at home, or in our elearning Suite where courses are conducted in a controlled environment. How long will it take to complete a course? The duration of courses will vary depending on several factors; how quickly you take in the information, course subject, etc. As a guide, 2-4hrs should be enough time for most courses. Will I get a certificate? Yes. On successful completion of a training course you will receive an electronic certificate. All the certificates you gain will be permanently stored on the database where you can view and print them at any time. 12

elearning Administrators Questions How much does it cost? Cost depends on the quantity of credits purchased. Prices start at 40 per credit and are reduced as quantities increase. What are credits? Courses are bought as Credits. One credit = one course. When a course is assigned to a user, one credit is deducted from your account. You can add as many users as you like, credits will not be deducted until courses are assigned. Other costs? There are no other costs for NSL elearning courses. We do not charge for storing course and learner data, administering learners, adding learners, or generating certificates. Once you ve purchased your credits you will have free access to our Learning Management System. NSL Learning Management System? Our online LMS will allow you to add new learners, assign courses to them, check their progress, view their course history and print certificates. Customising & building courses? Our in-house team of Designers and Technical Authors can easily adapt our courses or develop new courses to suit your training requirements. 13

North Sea Chapter +44(0) Practical Technical Director s Statement Our custom-built UK training centre is still one of the busiest, if not the busiest, training centre specialising in training for the offshore oil and gas industry. We have retained / renewed all our approvals granted by various national and international training and award bodies such as EMTA Awards Ltd (EAL), IRATA, API (the American Petroleum Institute) and OPITO. We are still actively participating with industry work groups such as IADC, Oil and Gas UK, IMCA and OPITO to raise standards and provide dedicated training courses and support materials to improve the skills of the Oil and Gas Industry workforce and hence improve safety overall. As part of our continual development and improvement of facilities at our training centre, we have just completed the installation of a mini derrick and dedicated man-riding winch to facilitate practical training in this discipline. It also increases our scope to provide rescue from height and other general work at height training. Our thanks go to Thern Lifting Services Ltd for providing the state-of-the-art winch, which can only improve safety in manriding operations as we know them in the offshore Oil and Gas Industry. Proving Competence: NSL has really got to grips with competence issues and have developed many competence programmes with varying levels of ability designed to match the requirements of the various jobs involving lifting operations. Logbooks have been created for all these programmes, which facilitate the recording of experiences against the agreed performance criteria. These competence programmes reflect the HSE s thinking where the competence levels should match the requirements of the job, i.e. the performance criteria is totally relevant and competence can be achieved in an acceptable time frame. Once again, because we know that one size DOESN T fit all, all of these programmes can be customised to suit your particular type of business and your particular type of installation or vessel. This is achieved quite easily by discussing the contents of the logbooks (performance criteria), deleting anything that is not relevant and adding in anything extra that you do practice to enhance safety. That way, the competence process becomes an accurate reflection of the way you do things and gives you the chance to identify any shortfalls and thus make improvements. Finally, if you have a specific problem with your own lifting operations, give us a call and I m confident we can assist. 53 Competence In Rigging & Lifting Operations Competence Competence Programmes Personnel who require to be deemed competent must possess and be able to demonstrate a satisfactory level of practical skill and theoretical knowledge to carry out a given task safely. Personnel can achieve competence by completing training and assessment which documents evidence about their achievements, skills, knowledge and abilities. Step Change in Safety, the UK based partnership with the remit to make the UK the safest Oil and Gas Exploration and Production province in the world, offers the industry the following guidance on how to achieve competence. Stage 1 Initial training and assessment Stage 2 Supervised training in the workplace Stage 3 Workplace assessment of competency Stage 4 Ongoing performance advancement Achieving Competence with NSL NSL can offer clients two options for achieving competence in lifting operations. Option 1 In September 2002 NSL, in association with the UK Government award body EMTA Awards Ltd. (EAL), created competence programmes designed specifically for personnel required to carry out lifting operations (Riggers) and those required to certify and inspect lifting equipment (Lifting Equipment Inspectors). Both our programmes begin with a training course where delegates receive a certificate of training upon successful completion. Delegates then have the option to proceed with the completion of a competence portfolio. The portfolio is used to record their activities and experience in the workplace, and used as evidence of their competence (tasks recorded must be witnessed and when completed should be submitted for assessment and verification by NSL and EAL). Once satisfactorily completed, EAL issue the delegate with a certificate of competence. The competence certificate is valid for two years, after which time the delegate should be re-assessed to confirm competence is being maintained and / or progress to the next level. NSL currently offer competence programmes in the following subjects and levels: Rigging & Lifting Level 1 Aimed at Technicians, Banksman / Slingers and Load Handlers who are required to perform Routine and Simple lifts but may also participate in Complicated and Complex lifts under supervision. Rigging & Lifting Level 2 Aimed at Riggers and Deck Foremen who are required to perform Routine, Simple, Complicated and Complex lifting operations, it is also aimed at those responsible for the planning and safe execution of lifting operations. Advanced Rigging & Lifting Level 3 Technical Support Aimed at Deck Foremen, Lifting Supervisors involved in decommissioning, subsea and complex lifting operations Competence Portfolio Pre-requisites Personnel new to lifting operations must take a progressive route to achieving competence, i.e. starting with Level 1, reflecting their inexperience in this subject. Level 2 is designed to record and assess existing knowledge and experience. Therefore, beginners or less experienced personnel MUST complete Level 1 first and then gain the necessary experience over two years before they attempt Level 2. Experienced personnel wishing to enrol directly onto Level 2 without going through 1 will be required to provide evidence that they have at least 3 years experience working full time in rigging and lifting operations. 53

NSL (0) Competence Competence Programmes Personnel who aspire to further their learning and achieve Level 3 must complete Level 2, gain a further two years experience in lifting operations and complete / record a further six complicated / complex portfolio logs before entry onto this level. Competence Portfolio The portfolio contains a list of tasks that have to be completed three times by the delegate to provide evidence of competence in the workplace when operating Lifting Equipment, or otherwise involved in Rigging & Lifting or Crane Operation activities. NSL / EAL Competence Certificate EAL (EMTA Awards Ltd) are a QCA / SQA approved Award Body and are the UK s leading award body for engineering National Vocational Qualifications (NVQs) and their Scottish equivalent (SVQs). The portfolio tasks are divided into four sections, A, B, C & D. The delegate must complete two out of the four sections, which are chosen by the delegate, depending on the type of lifting operation they are required to carry out in the workplace. Tasks are recorded using the NSL lifting plan format, which the delegate has already become familiar with during the Rigging and Lifting training course or the Subsea Rigging and Lifting course. Evidence for Certificate of Competence Evidence for Certificate of Competence NAME : Competence Award Log Book Rigging Level 2 NAME : Competence Award Log Book Rigging Level 2 Section A: Is compulsory and includes; following a lifting plan (Level 1), planning a lifting operation (Level 2), risk assessment, toolbox talks, selection of equipment, pre-use examination of lifting equipment, slinging the load etc. The delegates can then choose either B, C or D depending on their scope of work. Section B: Is aimed at the delegate who works mostly with lifting machines such as chain hoists, lever hoists, beam trolleys and tasks include erecting / installing / using lifting appliances, lifting in a confined space, and cross hauling a load, etc. Section C: Is aimed at the delegate working mainly with cranes and performs tasks including the inspection and preparation of loads / cargo for lifting, performs lifts using a crane with load unsighted by crane operator, handling tubulars, bundles and pipes, etc. Section D: Is aimed specifically at divers who are required to carry out lifting operations. 65 Safe Operating Procedures Lifting Equipment Control & Operation Procedures The procedures and guidance contained within the document have been compiled with the following objectives in mind: The prevention of equipment failure due to poor quality (Systems of approval of manufacturers/vendors/ products) The prevention of equipment failure due to misuse ( of personnel - issue of safe use guidance) The prevention of equipment failure due to inadequate/ poor maintenance (Standardisation of Repair Procedures and PMRs) The prevention of equipment failure due to improved inspection techniques (Standardisation of Inspection Procedures) The prevention of rigging system failures (Preparation of explicit Procedures, Plans and Risk Assessments, for Mechanical Handling Operations) To make the document more manageable and userfriendly, it is suggested that it should be split into 3 parts to suit the 3 levels it is aimed at, e.g; Part 1 - Management, Part 2 - Supervision and Part 3 - Workforce. The following pages describe how the various sections of the document satisfy the requirements of both LOLER and PUWER and contain an index of the various procedures we feel are required to ensure safe lifting operations and compliance with the Regulations. In certain cases, we have given reasons for the particular procedures being included. PART 1 The Policy Statement - (Management Level) This contains the actual policy statement outlining the way in which lifting operations should be managed in general, including controlling methods for the safe operation of lifting equipment. It also details the responsibilities of personnel including 3rd parties / contractors to prevent importing problems from outside sources. It serves as a guide to the rest of the document by giving a list of activities cross-referenced with their relevant controlling procedures. In addition, this part of the document addresses: The categorisation of lifting operations The planning of lifting operations Risk assessment The competent person The competence of personnel in general levels 65

Safe Operating Procedures Lifting Equipment Control & Operation Procedures PART 2 Support Procedures (Supervisor Level) This part contains procedures to ensure that the equipment made available to the work force is suitable for purpose and adequately maintained as per the requirements of PUWER, e.g: To aid proper selection: Illustrated technical manual containing manufacturers specification and other relevant technical information on their various products including how they should and shouldn t be used so that selection is made on the ability of the equipment to perform the work. To ensure correct procurement: List of approved products (i.e. with good track record), list of approved manufacturers, information to be given to the supplier, documentation and certification requirements, etc. To ensure suitable storage of equipment: Rigging loft specifications covering heating, lighting, issuing T card systems, quarantine areas, etc. To ensure on-going integrity of lifting equipment / accessories: Preventative Maintenance Routines plus Repair Procedures which specify minimum requirements for an overhaul whether the equipment is owned, hired or leased by the Company. This set of procedures can be issued with the invitation to tender for repair work and/or be used for audit purposes. To ensure safe continued service of lifting equipment / accessories: Written Scheme of Examination plus Inspection Procedures describing minimum standards acceptable. This set of procedures can be issued with the invitation to tender for LOLER inspections and/or used for audit purposes. To ensure quality of 3rd party equipment: Minimum acceptance criteria to ensure lifting equipment and accessories are correctly presented at the work site and are fit for purpose. To ensure quality of rental plant: Minimum acceptance criteria for contracted forklifts and cranes arriving at a company worksite or offshore installation. 66

Safe Operating Procedures Lifting Equipment Control & Operation Procedures PART 3 Safe Operating Procedures (Workforce Level) Contains procedures to ensure personnel s safety in lifting operations including; guidance on risk assessment and planning and the safe use of lifting equipment and accessories. To aid planning and risk assessment: Pre-printed pocket cards and check lists to act as an aide memoire for both risk assessment and planning, to try and prevent relevant factors being overlooked. The card should also act as a self-assessment for the personnel to allow them to realise their limitations. To assist with pre-use inspection of lifting equipment by the user: Pre-printed inspection check lists according to the equipment types, encapsulated and made available for reference at the rigging loft. To ensure the safe use of lifting equipment and accessories: Special instructions in the form of crane and rigging handbooks, safety posters, wall charts, etc. supplied by specialist companies. To control lifting equipment movements and use on the installation: Rigging loft operating procedures including T card issuing system, receipt inspection, quarantine, storage and maintenance. 67

SAFETY HARDWARE Telescopic Pole Rescue System 3.25m Rigid Telescopic Pole The Work at Height Regulations specify that every employer must plan for emergencies and rescue from height. The need for rapid and effective rescue is particularly important for personnel using protective systems such as harnesses, where a delay may have drastic consequences, particularly if the person is injured. By utilizing NSL s telescopic rescue kit as part of your rescue plan, you can recover a casualty easily and quickly, so reducing the risk of suspension trauma. Rescue Pack The RescuePack is a compact, self contained rescue system which allows a casualty to be recovered by a single rescuer. Once the casualty has been connected, they can be raised or lowered by one person to a safe place. The wide casualty attachment hook can be fastened to various points on the casualty for simplicity and ease of operation. System features: 3.25m Rigid Telescopic Pole, Haul Cam Patented Rope Grab, Karabiner, Pulley, Quadra Rope Device (various lengths available), Protects Anchor Sling, Carrying Bag. Rescue Kits can be customised to suit environmental requirements. NSL also provide essential training for your chosen Rescue Kit. 68

SAFETY HARDWARE Double Rope Rig Rescue System Two ropes attached to the lower side of a the Petzl Rigging Plate provide a means by which various rescues can be performed. This system allows a rescuer to be lowered large distances to a casualty (i.e. on a derrick structure); either to simply release the casualty onto the rescue rope or to provide urgent first aid prior to a rescue being carried out. System Features: Two independent Adjustable Webbing Anchor Slings (Petzl Connexon Vario C42V) attached via auto locking (Ball Lock) Karabiners to the top edge of a (Petzl) Rigging Plate. Rescue Kits can be customised to suit environmental requirements. NSL also provide essential training for your chosen Rescue Kit. 69

SAFETY HARDWARE Push / Pull Poles Push / Pull Poles are designed to help facilitate handsfree lifting. They are a modified aluminium telescopic boat hook with a rubber buffer at the other end. The hook end can be used at full extension (approximately 2.1m / 7ft) to retrieve tag lines hanging vertically without a load handler having to go too close to a suspended load. The rubber buffer is used to push against suspended loads to guide them, especially when landing loads in tight or congested spaces. Once again, this allows the operator to remain a safe distance from the load until it has landed. The poles would normally be fully retracted (for rigidity) during this type of use where their length is 1.2m / 4ft. However, they can be used half-extended if required but if too much pressure is applied, they will telescope in. Hands Free Safety Awareness Posters are now available. Selected NSL Handbooks contain info on using these poles. Our Rigging & Lifting practical training course now includes the use of these poles. Fully extended for pulling (e.g. retrieving tag lines) Fully retracted for pushing (e.g. guiding loads into tight spaces) 70
