7 2.2. ORIENTATION MEETING The orientation meeting for the Heads of delegation will take place on Wednesday, May 29 th, 2013 at 19h00 in the Hotel Wimberger. The presence of the participating National Federations at the orientation meeting is mandatory. A maximum of 2 persons per delegation is recommended, including the Head of delegation. Unjustified failure by a federation to attend will result in a sanction of Euro. At this meeting the OC and the TC-RG/UEG will give practical information on the organisation and running of the competition. Participation in the orientation meeting is compulsory. Last possibility for the Heads of delegation to hand over the definitive confirmation of the starting order. Possible advertising on the gymnasts' competition attire has to be presented. For all other delegation members, including additional coaches, we refer to the FIG Accreditation Rules COMPETITION HALL The competition hall is: Wiener Stadthalle Vogelweidplatz Vienna Tel Fax: The competition hall has a free height of 15 m. Reserved seating will be allocated for each delegation, i.e. for all gymnasts and officials not engaged in the competition. Reserved seating will be at the disposal of the Heads of delegation WARM-UP AND TRAINING HALLS The competition, training and warm-up halls are located in one building Wiener Stadthalle. 8 2.6. TRAINING INFORMATION The official training will start on Wednesday, May 29 th, 2013 and will end on Thursday, May 30 th, Delegations will receive the training schedule upon arrival. Trainings for the Individual Senior finalists and for the Junior groups Comp. III will take place on Sunday, June 02 nd, 2013 according to a special schedule. The delegations concerned will receive this schedule after Competition I, Saturday, June 01 st, For the Junior groups, training will be organised on Friday, May 31 st, 2013, according to a special schedule. Access to the training halls is limited to the nations concerned and to the persons being in possession of and wearing the accreditation at all times. The accreditation is personal and cannot be used by other persons. After the official training in the competition hall, the Heads of delegation have to confirm with a special form that the music tracks of their gymnasts are correct and without any mistakes. 8 Work Plan RG ECh 2013, Vienna (AUT), UEG/TC-RG

FORMAT OF THE COMPETITION Competition I Junior Groups All-around 1 st day, Friday, May 31 st, Competition I Junior Groups 1 st presentation 2 nd day, Saturday, June 1 st, Competition I Junior Groups 2 nd presentation Final result for junior groups CI and qualification for CIII Group competition with 2 presentations of a free exercise with one apparatus: 5 HOOPS The results of these two presentations will be added. After this competition, the best 8 groups are qualified for CIII Each National Federation can enter a maximum of 5-6 gymnasts. Title awarded after CI: European Champion in Junior Groups All-around Competition Team Competition I - Senior Individuals 1 st day, Friday, May 31 st, Competition I Senior Individuals Hoop + Ball 2 nd day, Saturday, June 1 st, Competition I Senior Individuals Clubs + Ribbon Final result for team CI and qualification for CIII Team competition with no more than 3 gymnasts per NF; they have to present 8 voluntary exercises according to FIG rules in the order fixed by the FIG. HOOP - BALL - CLUBS - RIBBON After this competition, the 8 best gymnasts of each apparatus are qualified for CIII (max. 2 gymnasts per NF and apparatus). Title awarded after CI: European Champion in Senior Team Competition Competition III Junior Groups Final 3 rd day, Sunday, June 2 nd, Junior Groups Competition III Final result for CIII Junior Group Final of the 8 best groups of CI (max. 1 group per NF). The groups perform with 5 HOOPS. Title awarded after CIII: European Champion Junior Groups Competition III Senior Individuals Apparatus Finals 3 rd day, Sunday, June 2 nd, Senior Individuals Competition III Final result for CIII Apparatus finals (4 apparatus) of the 8 best gymnasts per apparatus (max. 2 per NF and apparatus) of CI according to FIG rules. 10 STARTING ORDERS QUALIFYING COMPETITIONS (C I) The starting order of the competition is made according to the draw of lots carried out in Vienna/AUT, on the 12 th of March, by the official representatives of the UEG and the OC. If a National Federation reduces the number of participating gymnasts after the definitive registration, the TC-RG/UEG has the right to adjust the starting order in order to ensure the best possible running of the competition. The starting order for Competition I is the following: o Friday, Junior Groups Competition I - 1 st performance Comp. I - Seniors Individual groups C + B + A o Saturday, Junior Groups Competition I - 2 nd performance Comp. I - Senior Individuals groups B + C + A APPARATUS FINALS (C III) The starting order for the apparatus finals is according to the draw carried out in Vienna/AUT, on the 12 th of March, by the official representatives of the UEG and the O.C. The highest 8 ranked gymnasts on each apparatus will qualify for the final. In case of a tie at any places in competition I, the tie breaking rules set out in the TR/FIG (edition 2013) will apply. Maximum 2 gymnasts/apparatus/federation are accepted. Withdrawals of gymnasts will be accepted within a limit of 60 minutes prior to the competition of the concerned apparatus final, with medical certificate verified by the official UEG/LOC medical doctor the next ranked gymnast of Competition I for the respective apparatus will take part ACCESS TO THE COMPETITION AREA The competition area is accessible to members of the various juries, competing gymnasts and their accredited coach (for groups max. 2), to the auxiliary personnel of the Jury, to the President of the UEG Medical Commission, to the official doctor and the medical staff. A team medical person is permitted to accompany the gymnasts and coaches during all Competitions. Interpreters may not enter the competition area without the permission of the TC/UEG President. The competition area is strictly forbidden to all other persons. The use of any kind of electronic devices (video, mobile phones, etc.) is strictly forbidden in the competition area. Please note that, according to the decision of the Executive Committee of the European Union of Gymnastics dated 27 th and 28 th of January 2012, if a mobile phone or any other electronic communication device is used in the field of play during the entire competition of the European Championships, the person concerned (gymnast, coach) will be immediately expelled. The gymnast will not be ranked and will not be authorized to participate in the remaining competitions. If this rule is violated by a coach, all his/her gymnasts will also be expelled. 10 Work Plan RG ECh 2013, Vienna (AUT), UEG/TC-RG
11 2.9. CEREMONIES & GALA AWARD CEREMONIES All award ceremonies will take place after the end of the group all-around competition for Juniors and after the end of the Team competition for Seniors. For the final competition after the end of the junior group-final and after 2 apparatus for the senior individual competition. It will be carried out in accordance with the UEG Regulations for Award Ceremonies. On the podium, awards will only be presented to the medal winners as follows: Team Competition (Individuals Comp. I) Apparatus Finals (Comp. III) Groups All-Around (Comp. I) Groups Finals (Comp. III) Teams ranked 1 st to 3 rd Individual Gymnasts ranked 1 st to 3 rd Groups ranked 1 st to 3 rd Groups ranked 1 st to 3 rd The following awards will be granted to the top 8 per Final: 1 st position 1 gold medal and 1 diploma per gymnast 2 nd position 1 silver medal and 1 diploma per gymnast 3 rd position 1 bronze medal and 1 diploma per gymnast 4 th to 8 th position 1 diploma per gymnast In team and group competition, each gymnast in the team receives the awards mentioned above. The same award will also be presented to the respective federation and one coach after the competition, e.g. at the official banquet. Please ensure that your Federation s medallists are in time for the line-up prior to the ceremonies. All gymnasts must wear competition attire, no tracksuit. When the medals and diplomas are awarded, gymnasts and officials are not allowed to embrace. OPENING CEREMONY The opening ceremony will take place on Friday, May 31 st, 2013 at 19h15 in the competition hall. Per Nation one gymnast has to participate; this gymnast must wear competition attire, no tracksuit. During this opening ceremony the judges', coaches' and athletes' oath will be celebrated. CLOSING CEREMONY The closing ceremony will take place on Sunday, June 02 nd, 2013 after the Gala. All gymnasts have to participate. The gymnasts have to wear competition attire, no tracksuit. GALA All medal winners are obliged to participate in the Gala. The Gala is also open to all other interested gymnasts. The duration of each routine is limited to max. 2 min. All delegations are requested to submit the resp. Gala music and other requirements (sound, light, etc.) latest at the accreditation. 11 Work Plan RG ECh 2013, Vienna (AUT), UEG/TC-RG
12 2.10. APPARATUS SUPPLIER The apparatus supplier of this edition of the European Championships is SPIETH GYMNASTICS. A total of 9 floor areas will be available. Colour: savanne-beige One floor area (according to FIG norms) will be available in the competition hall CONTROL OF THE APPARATUS During the training sessions in the competition hall, each delegation will have the opportunity to have its apparatus verified and have the official control label attached to it. During the competition, a control will be carried out before each exercise. A further check may take place at the end of the exercise at the request of the control judges or the superior jury. Any apparatus, which does not conform to the regulations, will be refused or its use penalized, even if it has already been accepted for another competition FORMS FOR THE EXERCISES These forms, 2 copies (must be easily legible with typewriter characters) per gymnast and exercise must be handed in by the Head of delegation upon arrival at the accreditation centre SUBSTITUTION OF A GYMNAST COMPETITION I SENIORS In case of emergency, duly confirmed by the official doctor, a sick or injured gymnast may be replaced by a teammate up to 24 hours prior the start of the team competition (CI). COMPETITION JUNIOR GROUPS No reserve gymnast is allowed to be registered in addition to the 6 gymnasts composing the group; however, in case of emergency, duly confirmed by the official doctor, a sick or injured gymnast entered for the group exercises, may be replaced by the gymnast who is not participating in the same exercise. The replacement will be authorized up to 10 minutes prior to the start of the all-around competition and finals MUSIC It will NOT be possible to use magnetic tapes; no piano will be available. 2 Audio CD s have to be given to the OC upon arrival (accreditation). The information mentioned in the Code of Points and the Technical Regulations must be clearly marked on the CD's. An additional copy is needed for the training. One MP3 file per title has to be uploaded on the accreditation portal, not later than May 15 th according to the following example: o Nation name of gymnast (last name-first name) apparatus.mp3 At the accreditation, a form with the duration and the author of the music has to be filled in; official titles/interpreters have to be indicated. The authorised sound level in the training and competition halls is limited to 80 db resp Hertz (Hz). 13 2.15. MEDICAL DOPING CONTROL Any doping is prohibited. A doping control can be requested at any time, in accordance with the FIG/UEG regulations. Doping controls will be carried out in accordance with the WADA/FIG regulations. 14 Part 3 The jury JUDGES PANELS According to the valid TR 2013 the composition of the judges panel consists of: Jury D (Difficulty) Jury E (Execution) Reference Judge There will be 2 Judges Panels. D- AND E- JUDGES Each Federation participating with a team and a group may present two qualified judges who are registered on the official FIG Website. The Federations participating with individual gymnasts and/or a group may present one qualified judge. A maximum of one judge per Federation will be called upon to judge per competition. The selection of the judges is made by draw during the judges meetings prior to each competition, taking into consideration the degree of the brevet (according to the Judges Rules). The preference is always given to the judges with the highest qualification. It will be made as follows: D judges are drawn by federation among the judges with category I and II E judges are drawn by federation among the judges with category I, II and III In Competition III, only judges whose federations do not have competitors, nor a No 1 reserve gymnast taking part, may be called upon to judge. The selection is made by drawing of lots SUPERIOR JURY The whole Technical committee forms the Superior Jury. The TC President Mrs Heide Bruneder functions as President of the Superior Jury JURY OF APPEAL The Jury of Appeal is composed of 2 members of the UEG Executive Committee (one of them acting as President) and a member of the OC who was not involved in the decision of the Superior Jury and in the judging process of the apparatus concerned. DRAWING OF LOTS OF THE JUDGES All nominative drawings of lots of the judges will take place prior to the competitions, in the Wiener Stadthalle Judges' room. All inscribed judges have to be present every day JUDGES COURSE A judges course will be organised for all judges on Thursday, May 30 th, 2013 in the judges' room of the Wiener Stadthalle at 9h00. All inscribed judges are obliged to participate SCORING AND DISTRIBUTION OF RESULTS Swiss Timing will provide the official scoring service and management of the start lists, scores and results. The IRCOS system will be available for the Superior Jury only in case of inquiry. The scores of the different exercises will be published on an electronic board indicating the number and name of the gymnast, the notes D and execution as well as the penalties and the final note. The secretary of the competition will provide after each competition through the delegation boxes the following information: o List of ranking after Competition I junior groups o List of qualified gymnasts for Competition III after Competition I juniors groups o List of ranking after Competition I individual seniors o List of qualified gymnasts for Competition III after Competition I individual seniors o List of ranking after Competition III junior groups o List of ranking after Competition III individual seniors At the end of the competition all delegations will be provided with a complete set of results including the judges individual scores for all competitions CONTROL VIDEOS There will be control videos for all exercises. 15 Work Plan RG ECh 2013, Vienna (AUT), UEG/TC-RG
16 3.9. INQUIRIES PROCEDURE Inquiries for the difficulty scores only are allowed provided that they will be made verbally immediately after the publication of the score or at the very latest before the end of the exercise of the following gymnast. For the last gymnast of a rotation, this limit is one minute after the score is shown on the scoreboard. The person designated to receive the verbal inquiry will have to note the time of receiving it and this will start the procedure. Only the accredited coaches in the competition area will be entitled to submit an inquiry. Late verbal inquiries will be rejected. A federation will not be allowed to complain against a gymnast from another federation. The inquiry will have to be confirmed as soon as possible in writing, but within 4 minutes at the latest after the verbal inquiry and will require an agreement of payment of: o EUR for the first complaint o EUR for the second complaint and o EUR 1' for the third complaint. Should the inquiry not be confirmed in writing within 4 minutes, then the procedure will become obsolete. Should the inquiry prove correct and be accepted, this sum will be reimbursed. Every inquiry will be examined by the Superior Jury and a final decision, which may not be appealed, will be taken at the very latest: o At the end of the rotation (group) for the qualifying competitions, the all-around competitions o Before the score of the following gymnast is shown for the finals. The detailed procedure is laid down in the respective Technical Regulation. Part 4 The organization of the event TRANSPORTATION The travel to Vienna is at each delegation s own expenses. The UEG and the Organizing Committee strongly recommend that each Federation takes cancellation insurance for their international transportation. LOCAL TRANSPORTATION Accredited team delegations who: o will stay at one of the official hotels o booked their accommodation through the Organizing Committee and o who filled in and return to the Organizing Committee their travel schedule paper form for arrivals and departures by May 2 nd, 2013 at the very latest will be provided with local transport from Airport Wien-Schwechat, Railway and Bus Stations to the Accreditation Centre or to the official hotels and back, based on the information received. Upon receipt of the schedules, further instructions will be provided to the Delegations as required. OC personnel will be present at the airport and at the railway station with greeting signs. Upon arrival, the Delegations will thus be requested to make their way to meet with them. For earlier or later arrival, please contact directly the OC in order discuss the local transportation possibilities. 16 Work Plan RG ECh 2013, Vienna (AUT), UEG/TC-RG
17 SHUTTLE SERVICE A shuttle service will be available for the local transportation of all accredited persons from the official hotels to the Arena (following the competition, warm-up, training and meeting schedules) as well as to any other official activities and back as needed. Shuttle timetables will be provided to the Heads of delegation upon arrival and will also be available at the LOC Office and on display at the official hotels. The transport office phone number will be communicated later. DEPARTURE FROM VIENNA If entitled, local transportation will be coordinated from the Official Hotels to the departure area based on the information collected from the delegations. Each delegation will be asked to confirm the departure details of their members via the LOC Office. A detailed schedule for departures will be distributed via the Delegation Mail boxes and on the display at the hotels RECEPTION DELEGATION ATTENDANT All delegations will be welcomed in the name of the OC by a delegation attendant who will be at the disposal of the delegations for the time of their stay. At the accreditation, the delegations will receive all necessary documents ACCREDITATION The accreditation will take place upon arrival of the delegations in the Wiener Stadthalle. For the accreditation process, only the Head of delegation (or his representative) is requested to present him/herself at the accreditation centre. Upon accreditation the Head of delegation or his representative will have to provide to the organizing committee the following: o The passport and flight tickets of all members of the delegation; o The licences of the gymnasts; o The medical insurance for the members of the delegation; o Prove that they fulfilled their financial obligation to the OC; o 2 Audio CD s of the music and a form with the duration and the author of the music has to be filled in; official titles/interpreters have to be indicated; o 2 easily legible forms electronic written - for the Difficulty values of the gymnasts (see enclosure); o Forms with the starting order; o National flag (size 150x100 cm) and national anthem. If these forms are not presented during accreditation, participation in the European Championship will not be possible! The accreditation card must always be borne visible at the venue. In case of losing the accreditation card, a new one will be issued for a fee of Euro Additional accreditations cost Euro Work Plan RG ECh 2013, Vienna (AUT), UEG/TC-RG
18 4.4. DELEGATION BOXES Delegation mailboxes will be set up in the Arena. All information regarding competition, warm-up, training, notification of meetings, transport, functions, results, start lists, as well as UEG and OC correspondences will be distributed via the delegation mailboxes. A special Mailbox authority card will be issued to each Head of delegation. This card must be shown by the Heads of delegation or their designated representative when collecting all information and results from their Delegation mailbox. The Delegation member designated to collect the information from the Delegation mailbox will be required to sign for information collected FAREWELL BANQUET The OC will host a Farewell Banquet for all Delegation members (provided their accommodation was booked through the OC*) at the conclusion of the event on Sunday June 02 nd, 2013 at 20h00 in the Ballroom of the Hotel Wimberger. A dinner will be served. The official results as well as the Federation s relevant diplomas will be distributed during this banquet. The transport service for this function will be advised via the Delegation mailboxes, resp. at the hotels. *For those who have not booked their accommodation through the OC, tickets can be purchased from the OC. 19 4.7. MEALS Breakfast is included in the price of the hotels. From May 29 th June 02 nd a buffet lunch and dinner will be served in the competition venue offering warm and cold dishes, which meet the athletes needs. The buffet is available to delegations from 11 a.m. to 10 p.m The price is Euro 40.- per person and day. The final payment for the ordered meals will be required by the LOC not later than May 02 nd, This final payment is non-refundable. Additional bookings can be ordered in Vienna, at the latest by the end of the Orientation Meeting on May 29 th, The price for additional bookings is Euro 50.- per person/day MEDIA/PRESS CONFERENCES A press conference will take place in the press conference room of the press centre in the competition venue.
