1 Tolls / road use charge, goods transport Latvia Road use charge Since 1 July 2014, a road toll system is implemented in Latvia. The charge is paid for the use of certain sections of the main state roads by goods vehicles and combinations thereof, the maximum total laden weight of which exceeds 3.5t and which are intended or are used for the carriage of goods. Calculation of tolls depends on the time period, the vehicle maximum permissible weight, number of axles and the EURO category. The system applies on selected road sections (see list). The toll can be paid: on the following website: in cash or by payment card at the offices of the Road Traffic Safety Directorate (the list of offices can be found here); at the offices of the customs brokers firm, Merkurijs DL, on the Latvian-Russian border crossing points of Terehovo and Grebnevo; and at some Lukoil, Virši A and Statoil petrol stations (see the list in attachment). Information is recorded in the State Register of Vehicles and Drivers of Latvia which serves as the proof of the payment of the charge. Payment is monitored by the State Police. As of 1 January 2017, please note that there will be no further exemptions from road user charges for vehicles, which, in accordance with regulations, were exempt from installing work and rest time recording equipment (tachographs). Sanctions An on-spot fine of 120 Euros must be paid if the toll road is used without obtaining the appropriate vignette. If the driver has partially paid for the vignette (i.e., he indicated the wrong emission level or wrong number of axles) the fine will be 40 Euros.
