1 INTRODUCTION The rules have been updated after a full review by the International Rules Advisory panel. The guiding principles are: Avoid fussy rules Simple language Welfare and safety of players Netball Australia have put video s on YouTube outlining some of the rule changes worth a watch:
2 SNAPSHOT OF KEY CHANGES No Whistle for goal or out of court At least one foot within 15cm of the line at a throw in All stoppages for injury/illness or blood are 30 secs Centre pass one foot wholly within C circle Non offending team has the option to take Penalty Pass immediately, or wait for offending player No goal tending Game Management rule and options
3 MATCH PERSONNEL Team bench allocation. The current centre rule still applies. Court 1& 4: teams are located to the left of the umpire where the umpire does not run. Other courts: fence side of the court Players may not wear anything that could endanger themselves or other players this includes hair must be suitability tied back. Role of captain The umpires may request the captain to speak to any on court player/s whose behaviour is a concern. You must have an on court captain and it is the teams responsibility to notify the umpires if this changes
4 MATCH PERSONNEL CONTD Team Officials Primary care person can be either the manager and/or coach for our local competition. team officials and bench players may coach Umpires During stoppages provided they remain either at the team bench or on the court surround and do not (except for primary care person/s) enter the court. umpire may hold time for injury/illness of a player, blood, foul play, an emergency or other appropriate circumstance
5 STARTING PLAY Failure to take the court If a team does not have 5 players present at the start of a quarter/half, the umpires will wait up to 5 mins for additional players to arrive: If the team takes the court within the 5 mins: the offending team will be penalised immediately following the whistle for the Centre Pass Penalty pass to non offending team at their transverse line with centre out of play If there is still less than 5 players after the 5 min time period the game will be defaulted and the game awarded to the non offending team

11 BALL OUT OF COURT SIDELINE AND GOALLINE The umpire does not blow the whistle. The umpire will indicate with their arm angled down. The only time the umpire will blow the whistle is when you know the ball has gone out of court and play continues.

13 INJURY/BLOOD The time has changed for this. It used to be up to 2 mins now the time is 30 secs Your nominated team official who is the primary care is the only person allowed on court during this time The player concerned must leave the court within 30 seconds and receive any treatment off court. The primary care is the only person who can assist to move the player from the court Any blood stained clothing must be replaced
14 INJURY/BLOOD CONTD During the stoppage both teams may make substitutions/team changes provided these are completed within the time allowed If no substitution is made for the injured/ill player, or for a player who is bleeding, play may resume with the position left vacant. If the player is a centre and no substitution is made, one player must move to into the centre position.

19 CONDITIONS FOR PENALTY PASS Non-offending player s responsibilities To take the correct position as indicted by the umpire Obey the rules for footwork and playing the ball The non-offending player must choose immediately to either play the ball immediately or wait for the infringing player to stand out of play. If the non-offending player decides to the wait for the player to stand beside and away, must not take part in play until the ball is released. If the payer taking the penalty does not set the penalty correctly a penalty pass can be awarded to the opposing team.
20 PLAYING THE BALL Methods of playing the ball The player with the ball: may not deliberately throw it at another player - The player with the ball may: bat or bounce the ball to another player A player may not: bat it deliberately at another player gain possession of the ball while lying, sitting or kneeling on the ground (was attempt to gain possession)

25 CONTEST When attacking, defending or playing the ball, opposing players may come into physical contact with each other provided players do not interfere with each other s play use their bodies to gain an unfair advantage over their opponent This is deemed contest and play continues.
26 CONTACT Contact occurs when a player s actions interfere with an opponents play whether accidental or deliberate. Physical contact using any part of the body to limit an opponents ability to move freely. Moving into a players space A player causes contact by: landing in a place already occupied by an opponent before the movement began Inevitable contact Player s, whether moving or stationary, may not position so closely to an opponent that this player is unable to move without contacting
27 GAME MANAGEMENT The player involved leaves the court. That team plays the remainder of the Game with 6 players, if centre than a player needs to move into the c position

30 GAME MANAGEMENT CONT. Misconduct Dispute with an umpire: A player may not dispute a ruling given by an umpire (on the court & team benches) or direct any offensive, insulting or abusive language and/or gestures at an umpire. If an umpire s call is not clearly heard a player may ask the umpire to repeat the infringement penalised or seek clarification of where it is to be taken.
