2 ************************************************************************************* This handout contains simplified versions of the main infringements in netball to help you have a better understanding of the rules. You should also make sure that you obtain and read a rule book so you can further develop your understanding of the rules. The better you know the rules the more confident you will be when have to umpire, play and coach. Dunedin Netball Centre is working to upskill the level of umpiring to improve the experience of netball for those playing, spectating, officiating and administrating. Today you will learn the rules and techniques to feel competent umpiring games of netball. Don t let other people change your view of the rules after today s session. **************************************************************************************************** Summary of Penalties The penalties awarded for breaking of rules are: Free Pass Throw In Toss Up Penalty Pass Penalty Pass or Shot FREE PASS Awarded for: Offside Over a third Stepping Untouched in the centre third Held ball Short pass Two bats and a catch Replayed ball No player stands out of play. The free pass is awarded to the team where the infringement occurred. PENALTY PASS Awarded for: Contact or Obstruction The player who infringes "stands out of play" and may not move until the ball has been released. Penalty pass or shot If contact or obstruction by the defenders occurs in the goal circle a penalty pass or shot is awarded where the infringer was standing.

3 CONTACT Contact may be divided into two main areas. They are: Contact with the ball This occurs when a player: puts a hand or hands on the ball held by the opposition knocks the ball from an opponent's hands pushes the ball into an opponent Must have possession for contact on the ball. Personal contact This occurs when a player: pushes, trips, knocks, bumps or holds an opponent uses any part of the body to interfere with an opponent Causing contact can t take a space that a player is committed to i.e. player flying through the air for a ball PENALTY Penalty pass (or shot if in the goal circle) where the infringement occurred. The infringer must stand beside and away and take no part in play until the pass has been taken OBSTRUCTION Obstruction of a player with the ball -can also be obstruction on the eyes or obstruction of where the player is trying to move to Obstruction is measured by: the distance on the ground between two players the player defending must be no closer than 0.9 metre (3 feet) from the attacking player's first grounded foot if the player's landing foot is lifted, the distance is measured from the spot on the ground from which the foot was lifted if the player lands with both feet simultaneously the distance is measured from the nearer foot of the attacker to the nearer foot of the defender Good news defence! A defending player may defend from in front, to the side or from behind a player with the ball as long as they are the correct distance and that they are on Court. PENALTY Penalty pass (or shot if in the goal circle) where the infringement occurred. The infringer must stand beside and away and take no part in play until the pass (or shot) has been taken.

A player is offside if: OFFSIDE players with or without the ball move into an area other than their own playing area. Simultaneous offside: When two opposing players go offside at the same time if neither player makes any contact with the ball you will let play continue if one of the players is in possession of or has touched the ball you take a toss up Can t quite reach that ball!? All lines are part of the court, and part of each area on the court, so any player can stand on any line on the court and be onside giving you that bit more reach HELD BALL From the time of catching the ball, a player has up to 3 seconds to pass the ball or shoot for goal. REPLAYED BALL Must have possession first in order to replay two bats and a catch; tip bat catch; rolling the ball to another player; (deliberate) kicking the ball all examples of replayed ball. ***Player Tip - You allowed to bat the ball once and then catch it!! SHORT PASS Short pass distance is taken from between the hands of the passer and those of the receiver when the ball is released. There must be room for a third player to move between their hands.

5 OUT OF COURT The ball is out of court when: it touches the ground outside the court it touches a spectator or object in contact with the ground outside the court When a throw in is being taken the player must wait for all players to be on court ensure that the throw in is taken from the correct position and obey the footwork, held ball, short pass rules the player's foot must be behind the line (as all lines are part of the court, so standing on one at a throw-in would mean it is incorrect). DUAL CONTROL As all games are controlled by two umpires. You must be sure that you know the areas that you are responsible for. These are as follows: always umpire to your right it is your whistle for the centre pass when the goal has been scored in your half always indicate the direction of the Centre Pass you shall control all throw ins on the whole sideline of your side of the court and the goal line to your right consult the other umpire if unsure of a ruling

6 B s side line B s area of control B s goal line A s goal line A s area of control A s side line OVER A THIRD The ball must be caught or touched in each third of the court by: a player who is standing in the correct third a player who lands in the correct third PENALTY Free pass - taken just over the transverse line where the ball went over a third (over a third can be over the goal third or centre third) If the ball is thrown from the centre third and goes over the third and out of court over the goal line, a throw in is taken.

7 SCORING Before the game: distinguish between the two teams and their uniforms when the captains inform you which team has the first pass, write even (E) under the name of this team on the card. If you wish write odd (0) under the other team's name. During the game Umpires should always change band after a goal is scored and should check their co-umpire s hand is going the same way. If not, consult the scorecard! At quarter-time if ball still in play, change O/E; if centre pass not taken or goal just scored then O/E remain the same. Add scores together, sum of scores indicates who takes next pass depending if it is odd or even. If at any time the umpire s bands don t match then they must change to match the pass indicated by the scorecard. After the game: announce the final score. indicate the final score on the score card, sign the score card and return it to the office promptly. It is recommended that you ask teams to provide scorers for their games so that you as the umpire can concentrate on umpiring. When appointing scorers ensure that you have someone from each team scoring to rule out disputes.

8 Basic Techniques to Umpire the Rules Effectively P V T Position Vision Timing sideline - fractionally ahead of play (ball carrier) baseline you are the apex of the triangle between ball carrier and defender wide vision that can see the attacker with the ball, the defender defending and potential passing options (also remember there could be infringements off the ball like contact) see feet and hands at the same time a good position and vision will help you to predict when to move so you can adjust your position relative to where the ball will be creating good timing and put you in a good position to make timely calls Have confidence in your knowledge Blow the whistle confidently and quickly Help the contest on court be fair and fun
