6 Waste Management Ozark Ridge Landfill Permit Number 225 S1 R5 AFIN: INTROUCTION Waste Management of Arkansas, Inc. operates a Class 1 Municipal Solid Waste Landfill near Centerville, Arkansas under Permit No. 225 S1 R5 (Permit), issued by the Arkansas epartment of Environmental Quality (AEQ) on July 16, The (ORLF) groundwater monitoring system is currently sampled on an annual basis in accordance with Condition 5 of the Groundwater Monitoring Conditions of the Permit. This groundwater report summarizes the 2015 annual sampling event. A Ground Sampling Analysis Plan (GWSAP) was originally submitted to AEQ on October 25, The Ozark Ridge Landfill (ORLF) currently maintains a Sampling and Analysis Plan (May 2004) in their operating records in accordance with the requirements of Section (e) of AEQ Regulation No. 22. A minor permit modification (GEC, May 2004) was later submitted and approved, which reduced the frequency of sampling and the list of parameters analyzed. The laboratory analysis discussed in this report was conducted by Test America Laboratories, Inc. of Arvada, Colorado. 1.1 SITE LOCATION The ORLF is located west of Arkansas State Highway 7 and south of Arkansas State Highway 154, approximately 2.5 miles southwest of Centerville, Arkansas. More specifically, ORLF is located in the north half of the northwest quarter of Section 14, Township 5 North, Range 21 West of the Ola quadrangle in Yell County. FIGURE 1 displays the general site location. The total site acreage for the existing Class 1 Landfill permit area is 66 acres of which 50.8 acres are currently prepared for the disposal of solid waste (2014 AEIR, Shepherd Engineering). 1.2 SITE GROUNWATER MONITORING SYSTEM The current groundwater monitoring system consists of five monitoring wells. These wells are designated as MW 3, MW 4, MW 10R, MW 11R, and MW 12R. It should be noted that monitoring wells MW 3 and MW 4 are upgradient of the ORLF. Monitoring wells MW 10R, MW 11R, and MW 12R are downgradient of the ORLF. FIGURES 2 display the facility s layout and location of each monitoring well. The groundwater monitoring event for the ORLF is currently performed annually each July. The wells are monitored for Parameter List A identified in TABLE 1. Parameters listed in Parameter List B and the Field Parameters are also monitored annually during etection Monitoring, but no statistical analyses are performed for the Parameters List B. In accordance with Permit Condition 5 C the wells are also monitored triennially (once per three years) for the entire parameter list within Appendix 1 of Regulation 22. The 2015 Annual event is the required triennial Appendix 1 event with the next triennial event being scheduled for July

8 Waste Management Ozark Ridge Landfill Permit Number 225 S1 R5 AFIN: GROUNWATER SAMPLING The 2015 Annual detection sampling event at the ORLF was conducted on July 28, Samples were collected from wells MW 3, MW 4, MW 10R, MW 11R, and MW 12R during the 2015 Annual Event. The laboratory analysis of this sampling event was conducted by Test America (TA) Laboratories, Inc. of Arvada, Colorado. Precise well volumes, depth to water measurements, field parameter readings, and other pertinent information for the sampling event were recorded on WM Field Information Forms included in APPENIX B. A summary of the field measurements for the 2015 Annual sampling event is presented in TABLE 2. SAMPLE POINT For QA/QC purposes, field and equipment blanks and a well duplicate sample were collected during the 2015 Annual sampling event. The field representative prepared the field blank for all the required monitoring parameters. A duplicate sample was collected at MW 11R during this event. The equipment blank was prepared by pouring laboratory grade de ionized water over the sampling equipment and into the sample containers. Analytical are provided in the following sections, tables, and appendices. In addition, the historical groundwater quality data compiled since initiation of background monitoring was evaluated statistically to determine if there exist significant differences in compliance concentrations versus background concentrations. 3
9 Waste Management Ozark Ridge Landfill Permit Number 225 S1 R5 AFIN: GROUNWATER ELEVATION, FLOW IRECTION & RATE There are currently five monitoring wells located around the permitted ORLF area. TABLE 2 lists the results of the water level and field measurements for the 2015 Annual sampling event. The highest water level elevation was measured in monitoring well MW 3, located along the northeast perimeter of the closed Phase I area. The lowest groundwater elevation was measured in monitoring well MW 12R, located to the southwest of the Phase III area. The water level data for this event indicates that the groundwater flow direction within the uppermost aquifer is to the west. The potentiometric surface configuration depicted in FIGURE 2 is in agreement with the flow direction determined from historical water level measurements. Based on the established westerly groundwater flow direction, monitoring wells MW 3 and MW 4 are upgradient of the permitted Landfill area, while wells MW 10R, MW 11R, and MW 12R are downgradient monitoring points. Based on the principles of arcian flow, the average linear velocities for this event were calculated utilizing the following equation: Vx= (K*i) / ne where, V x is the average linear velocity (length/time), K is the hydraulic conductivity (length/time), i is the hydraulic gradient (length/length), and n e is the effective porosity (decimal). Hydraulic gradient was calculated by comparing the most directly upgradient well, MW 3, to the most directly downgradient well, MW 12R. The change in head of feet between the two wells over a distance of 2,350 feet produces a hydraulic gradient of (ft/ft). Hydraulic conductivities and porosities in the upper portion of the sandstone/siltstone/shale aquifer on site were taken from the hydrogeologic study available in the Narrative Engineering Report for Ozark Ridge Landfill, Inc. Class 1 Landfill, prepared by CEI Engineering Associates, Inc., in September Please note that although porosity values (n) were determined from the hydrogeologic study, effective porosity (n e ) was not determined. For this report, CRC utilized the porosity values to calculate effective porosity by multiplying the porosity value by 0.90 (90 percent). The average linear velocity based on a representative porosity of 5% (0.05) and the lowest K determined from previous studies, is approximately 4.5x10 3 ft/day. The average linear velocity, based on the highest K determined from previous studies is approximately 3.4x10 2 ft/day. 4
10 Waste Management Ozark Ridge Landfill Permit Number 225 S1 R5 AFIN: Maximum: Minimum: V x = [(3.4x10 2 ft/day)(0.018)]/(0.045) = 1.4x10 2 ft/day V x = [(4.5x10 3 ft/day)(0.018)]/(0.045) = 1.9x10 3 ft/day The mean K value was calculated to be 7.90x10 3 ft/day based on the above values. 3.2 GROUNWATER QUALITY The analytical results for the 2015 Annual sampling event are presented in APPENIX C. The historical groundwater database, consisting of a compilation of all groundwater analytical results to date, is presented in APPENIX. The statistical evaluation presented in APPENIX E was generated with the statistical analysis program UMPStat Version 2.0 (UMPStat). This statistical program was used to identify increasing trends and to statistically determine if significant differences exist between background monitoring concentrations and the compliance monitoring concentrations Outlier etermination After merging the current analytical groundwater data with the historical events in the Landfill s groundwater database UMPStat, the data was evaluated for the presence of anomalies or outliers. An outlier as defined in the Statistical Analysis of Ground Monitoring ata at RCRA Facilities Final Guidance March 2009, is a ground water constituent concentration value that is much different from most other values in a data set for the same ground water constituent concentration. The test for outliers is to determine whether there is statistical evidence that an observation that appears extreme does not fit the distribution of the rest of the data. Outliers are flagged by UMPStat and are not utilized in the statistical analysis Statistical Evaluation The statistical methods used to evaluate the groundwater data for statistically significant differences were based on statistical procedures outlined in the ASTM Standard Guide for eveloping Appropriate Statistical Approaches for Groundwater etection Monitoring Programs. In addition, information from Use of Combined Shewhart CUSUM Control Charts for Ground Monitoring Applications Volume 37, No. 5, Groundwater (Sept. Oct. 1999) was used. The UMPStat program was utilized to compile and statistically evaluate the data for the 2015 Annual sampling event. Chimney Rock Consulting (CRC) performed intra well analysis on each of the Parameter List A constituents detected in the wells sampled during this event. In situations where the detection frequency was less than 50 percent, non parametric prediction intervals were utilized. Nonparametric prediction intervals are effective in minimizing site wide false positive and false negative rates. Intra well control charts are available in APPENIX E. 5

Based on statistical calculations performed with the UMPStat statistical software package utilizing intra well methods, it was determined that there were no Statistically Significant Increases (SSIs) for the 2015 Annual sampling event Comparison to Established Quality Standards A comparison to applicable EPA Primary rinking Standard Maximum Contaminant Levels (MCL) and a summarization of the groundwater quality for the inorganic constituents at all monitoring points, field blank, and the duplicate sample of MW 11R is presented in TABLE 3. No constituent concentrations were reported to exceed their respective Primary rinking MCLs during the 2015 Annual sampling event. uring the 2015 Annual sampling event there were reported J values of Methyl Ethyl Ketone (2 Butanone) at MW 4, MW 10R, uplicate, and MW 12R. J values are laboratory estimated concentrations that are below the reporting limit, but greater or equal to the Method etection Level (ML). It should be noted that similar J values of Methyl Ethyl Ketone (2 Butanone) were also reported in the Field Blank, Equipment Blank, and Trip Blank. The primary purpose of blanks is to trace sources of artificially introduced contamination. In this sampling event the Trip Blank was reported to contain a J value of Methyl Ethyl Ketone (2 Butanone) which points to a shipping or laboratory source of the contamination. 6

Analytical results for the duplicate sample and the associated control sample showed little variability during this event with the exception of a J value detection of thallium reported for the well sample and not for the duplicate. There were J value detections for Methyl Ethyl Ketone (2 Butanone) reported in the Field, Trip, and Equipment Blanks and J value detection of Toluene reported in the Field and Equipment Blanks. J values are laboratory estimated concentrations that are below the reporting limit, but greater or equal to the Method etection Level (ML). 8
14 Waste Management Ozark Ridge Landfill Permit Number 225 S1 R5 AFIN: CONCLUSIONS Based on the results of the 2015 Annual groundwater sampling and analytical testing, CRC reached the following conclusions: Groundwater Monitoring Program Annually, the facility wells are monitored for Parameter List A identified in TABLE 1. Parameters listed in Parameter List B and the Field Parameters are also monitored during routine annual events but no statistical analyses are performed for the Parameters List B. In accordance with Permit Condition 5 C the facility wells are monitored triennially (once per three years) for the entire parameter list within Appendix 1 of Regulation 22. In addition all laboratory quality control samples were within established control limits, with any exceptions noted below. Each sample was analyzed to achieve the lowest possible reporting limit within the constraints of the method. In some cases, due to interference or analytes present at high concentrations, samples were diluted. For diluted samples, the reporting limits are adjusted relative to the dilution required. This report may include reporting limits (RLs) less than TestAmerica s standard reporting limit. The reported sample results and associated reporting limits are being used specifically to meet the needs of this project. Note that data are not normally reported to these levels without qualification because they are inherently less reliable and potentially less defensible than required by the latest industry standards This submission may contain field data obtained by the sampler. The methods referenced in this submission for the field data results may not be the methods used to obtain the field data by the sampler. RECEIPT These samples were received on 07/29/2015 with cooler temperature of were 0.5º C, 1.1º C, 4.1º C and 5.1º C. For sample FB 1 of 3 HCL preserved VOA vials arrived broken, and 2 of 3 HCL preserved VOA vials for sample EB arrived broken; sufficient volume remains for analysis. Custody seals were not present on any of the 4 coolers; contents were undisturbed. 4 of 4 Trip Blanks have bubbles >6mm. Client was notified on 7/31/2015. All other sample bottles were received in acceptable condition. HOLING TIMES All Holding Times were met.
