INTRODUCTION 1.1 This rally will be run in compliance with the FIA International Sporting Code and its appendices, the 2018 FIA Regional Rally Sporting Regulations, the National Sporting Regulations which comply with the FIA regulations and these Supplementary Regulations. Modifications, amendments and/or changes to these Supplementary Regulations will be announced only by numbered and dated Bulletins (issued by the organiser or the Stewards). Additional information will be published in the Rally Guide, issued on Monday, 15 October. ENTRIES 4.1 Closing date for entries Wednesday, 31 October 2018 at 18.00h. 4.2 Entry procedure Entries must be submitted as specified in Article 21 of 2018 FIA Regional Rally Sporting Regulations. Those wishing to take part in the rally must send the official entry form, duly completed and signed to the rally secretariat. Entries will be accepted only if accompanied by: The total entry fees, a proof of bank transfer of the total entry fees or receipt issued by the competitor s National Sporting Authority Photocopies of the competitor, driver and co-driver competition licenses Photocopies of the driver and co-driver driving licenses Photocopy of the first page of the car homologation form for the entered car In compliance with the FIA International Sporting Code, foreign entrants/drivers must be in possession of the approval of their own ASN which must accompany the entry form or be produced at administrative checks at the latest. With the submission of the entry form, each foreign entrant and/or driver/co-driver declares that he/she is in possession of this authorization. 4.3 Number of competitors accepted and classes The maximum number of entrants will be 60. If more than 60 entries are received the organizer reserves the right to decide which entries among the non-priority drivers will be accepted. Cars will be divided in classes (and groups) as indicated in article 4.5 of 2018 Middle-East Rally Championship Sporting Regulations. 4.4 Entry fees / Entry packages Entry fees - Legal entrants QR Private entrants QR Entry packages The entry fees include: - 1 set of Road Books - 2 Rally Guide - 2 Service vehicle registration plates - 1 Auxiliary vehicle plate. - 5-night hotel accommodation (1 twin room breakfast included) l of petrol. Notes: - Legal entry: crew entered by a person who is not a member of the crew or by any other legal entity; - Private entrant: crew entered by a member of the crew; - A fee is payable for the Tracking/Safety boxes which is refundable at the end of the rally, after the receipt of all equipment in good condition. 7

8 4.5 Payment details The entry application will be accepted only if accompanied by the total entry fees, a proof of bank transfer of the total entry fees or by a receipt issued by the Competitor s National Sporting Authority. Account Number: Swift Code: QIIBQAQA 4.6 Refunds Entry fees will be refunded in full: - To candidates whose entry has not been accepted. - In the case of the rally not taking place. The organizers may refund 50% of the entry fees to those entrants who, for reasons of force majeure (duly certified as such by their ASN), were unable to start the rally. 5. INSURANCE 5.1 The organizer provides a third party liability insurance, with the cover limited to tba for the entire event. The insurance will come into effect from scrutineering and will cease at the end of the rally or at the moment of - Retirement. - Disqualification or exclusion. - Time limit for appeal. - End of technical scrutineering. - End of Podium Ceremony 5.2 In case of an accident, the competitor or his representative must notify the Clerk of the Course in writing as quickly as possible and within 24 hours. He must explain the circumstances under which the accident occurred, eventual causes and consequences. Likewise, he must mention the names and addresses of any witnesses. He must also mention the names and addresses of any eventual injured people. 5.3 Competitors are reminded that only damage caused to third parties by the organizers and the entered drivers is covered by the insurance policy taken by the organization. Injury to the drivers themselves or damage to participating cars is not covered by this insurance. 5.4 Entrants and competitors are free to take on at their own convenience any individual insurance policy that they deem fit, independently from the above mentioned liability insurance. 5.5 By submitting their entries, the competitors, drivers and car owners waive any claims or rights to pursue action for damages in connection with the event against the organizer. 8

9 5.6 The service vehicles, even those bearing special plates issued by the organizers, may never be considered as official participants in the rally. They are therefore not covered by the insurance policy of the rally and remain the sole responsibility of their owner. 5.7 In addition to the insurance cover provided by the organizer, all competitors are required to provide their own insurance covering all cars used in Qatar to cover civil liability towards 3rd parties for the entire duration of their visit in the case of foreign crews, or permanent cover in the case of Qatari residents. A copy of such insurance cover must be presented to the organizer, alliteratively a declaration of indemnity accepting full financial and legal responsibility must be provided. 6. ADVERTISING AND IDENTIFICATION 6.1 Organizers advertising As per articles 18 & 19 of 2018 FIA Regional Rally Sporting Regulations. The organizers advertising will be detailed in a later bulletin. 6.2 Rally plates and Identification numbers As detailed in Appendix 3 of these regulations. Identification numbers and rally plates must be affixed to the car for scrutineering and must be visible for the duration of the rally. 6.3 Advertising restrictions Advertising of alcoholic products, tobacco, inappropriate topics or pictures, political subjects, or any advertising that is prohibited by the laws of state of Qatar or which may cause offence are not permitted. 7. TYRES As per article 60 of 2018 FIA Middle East Rally Championship. The maximum quantity of tyres that may be used in the rally will be FUEL - REFUELLING As per article 58 of 2018 FIA Regional Rally Sporting Regulations. 9. RECONNAISSANCE As per article 25 of 2018 FIA Regional Rally Sporting Regulations. 9.1 Procedure for registration Reconnaissance registration will take place at the Rally Office according to the rally program. A reconnaissance registration form must be completed before commencing reconnaissance. The crews must register in person. Competitors will be issued with three reconnaissance numbers (that must be fixed to the top right corner of the windscreen & rear side windows) and one windscreen plate. Should a crew s reconnaissance car be replaced for any reason, the secretariat must be informed of the details of the replacement car. 9

10 A reconnaissance record card will be supplied which must be carried in the car for the duration of the reconnaissance. This card will be stamped appropriately recording every run on each special stage. Failure to produce this card will result in refusal to participate in the reconnaissance. Reconnaissance record cards must be returned to the Rally Office according to the rally program. 9.2 Timetable Reconnaissance will take place on Wednesday, 14 November according to the following schedule: SS 1-3 / SS 2-4 / SS 5-8 SS 6-9 / SS 7-10 From 07.30h to 14.00h From 12.00h to 17.30h 9.3 Restrictions Competitors are permitted a maximum of two passages over each special stage during reconnaissance. For reconnaissance purposes, all stages run more than once in the rally are considered to be one special stage Unless a lower limit is indicated by traffic signs or by written instructions in the road book or in a bulletin, the maximum speed on special stages during reconnaissance is 80 kph. The speed of reconnaissance cars during reconnaissance (as well as their routing and position) will be monitored by means of GPS tracking devices Under no circumstances may competitors drive in the opposite direction of the rally traffic, unless instructed by an official of the event or the police. Competitors may only enter a special stage through the start and exit through the finish Reconnaissance outside the schedule as set by the organizer is considered a very serious offence and will be reported to the Stewards who may apply a penalty Any possible infringement of the reconnaissance regulations will be reported to the Stewards who may impose penalties at their discretion. 9.4 Collection / return of speed control checking devices GPS monitoring equipment will be available at the Rally Office during reconnaissance registration. The equipment must be returned to the Rally Office together with the reconnaissance record cards according to the rally program. 10. ADMINISTRATIVE CHECKS 10.1 Documents to be presented At administrative checks the following documents will be checked: - Competitor s license - Driver s and Co-driver s competition licenses - Driver s and Co-driver s valid driving licenses - Driver s and Co-driver s passports or identification - ASN authorization for all foreign competitors - Car insurance cover certificate - Car registration papers - Car original FIA homologation form & appendices - Car FIA technical passport - Car owner authorization to participate in the rally (if not one of the crew members) 10

11 10.2 Timetable According to the rally programme. 11. SCRUTINEERING, SEALING AND MARKING As per Article 26 of 2018 FIA Regional Rally Sporting Regulations Venue and timetable Venue: tba Date / time: According to the rally programme. A detailed schedule will be published by means of a bulletin. Cars must be presented to scrutineering with the competition numbers, rally plates and optional advertising affixed Transverse mud flaps Fitting of transverse mud flaps is compulsory and must comply with Appendix J, Article Windows/Nets In accordance with Appendix J, Article Drivers safety equipment The control of drivers helmets, overalls, long underwear, balaclavas, socks, shoes, gloves (optional for co-drivers), as well as the Head Retaining Devices (FHR) will take place at scrutineering. In accordance with Appendix J, Article 253.6, two belt cutters must be carried on board at all times. They must be easily accessible for the driver and co-driver when seated with their harnesses fastened Installation of safety tracking equipment For every vehicle, it is mandatory to mount a tracking system, live satellite tracking, data recording and emergency signalling device that will be used to monitor the position, movement and status of all competing cars at all times during the rally. This apparatus will be provided by the organiser. The installation of the provided tracking system as well as its operating instructions will take place whilst scrutineering and compulsory to apply. Any misuse of the system(s) during the rally will result in the competitor being reported to the Stewards who may impose penalties which may go as far as exclusion. 12. OTHER PROCEDURES 12.1 Official time used during the rally Official time throughout the entire rally will be that of GPS Briefing The presence of at least one of the members of the crew in the pre-event briefing that will take place according to the rally programme is compulsory. Any crew not present at the pre-event briefing will incur a penalty of 200,00. 11

12 12.3 Ceremonial start Location Souq Waqif / Doha Holding area Cars must be driven by one of the drivers or a team representative to the ceremonial start holding area, where they will be submitted to Parc Fermé rules. The exact schedule will be published by means of a bulletin. Any delay on the presentation at the time control installed at the entrance of Parc Fermé will result in the following penalties: from 1 to 15 minutes 100,00 from 16 to 30 minutes 150,00 > 30 minutes 200,00 > 60 minutes Start may be denied Timetable According to the rally programme Equipment When attending the ceremonial start, crews must wear the FIA approved overalls Official start / Pre-start holding area The official start of the rally will be at TC0 (Losail Sports Arena). Rally cars must enter the pre-start holding area according to the rally programme. Entering the holding area outside the indicated time window will incur a cash penalty of Starting intervals Minimum start intervals will be 2 minutes for all cars Time card change during the rally Time cards will be issued at the following time controls: TC0 / TC4A / TC4D / TC7A Starting system of special stages The standard light sequence mentioned in article 37.2 of the 2018 FIA Regional Rally Sporting Regulations will be used. Should this start system fail the start will be given as specified in article 37.3 of the 2018 FIA Regional Rally Sporting Regulations Permitted early check-in Crews are authorised to check in before time without incurring any penalty at the following time controls: - TC4A / TC10D / TC10F - TC4C (as per article of the 2018 FIA Regional Rally Sporting Regulations) Podium ceremony After checking-in at TC10D, rally cars must enter directly the holding area where they will stay under parc fermé regulations. Marshals instructions must be respected. Access to the holding area before the finish podium will be limited to officials and to media representatives holding the appropriate pass. The ceremony for the winners of the support championships classification and for the top three overall will be followed by the ceremony for all other participants. Immediately after passing by the podium, each crew will receive (TC10E) a starting time for the last road section. 12

13 12.10 Finish procedures The competitive element of the rally will conclude at TC10F. From this point, all cars are subject to Parc Fermé rules until the Parc Fermé is opened at the instruction of the stewards Final Parc Fermé Provided that the results have become final and the stewards have authorised the Parc Fermé to be opened, all cars must be removed from Parc Fermé at the latest 21.00h on Saturday, 17 November. Only upon presentation of the Parc Fermé pass issued at TC10F may a car be removed from the Parc Fermé by the drivers or their representatives On-board cameras See article 65.1 of the 2018 FIA Regional Rally Sporting Regulations. If required by the Organiser, a competitor must carry an on-board camera or other recording device. This will be fitted by the supplier of the recording device and must be approved by the scrutineers. Once the installation of the camera system has been validated by the scrutineers, it is strictly forbidden for the competitor to manipulate the mountings of the camera directly, under pain of penalty that may go as far as exclusion. The competitors may not install such equipment in their cars without the prior agreement of the Organiser. Competitors wishing to use a camera must supply the following information to the Organiser before publication of the start list: competitor's name, car number, competitor's address and use of footage. The FIA officials may recover and use the footage at any time. The mounting(s) and the presence of camera(s) in the driver/co-driver s compartment is authorised only between the vertical transverse plane through the rearmost point of the dashboard (in relation to the vehicle s displacement direction) and the vertical transverse plane of the rearmost point of the driver/co-driver s seats (in relation to the vehicle s displacement direction). Only mountings attached by screws, metal screw clamps, quick clamping collars and metallic inserts are permitted (no bonding, double-sided tape, adhesive material, suction devices, etc.). It is forbidden to mount cameras on the outside of the car or for them to protrude beyond the bodywork. The mountings of the cameras and recorders must be able to withstand a deceleration of 25 g. Non-compliance with these criteria will lead to the vehicle not being authorised to take the start. All camera positions and mountings used must be shown and approved during scrutineering before the start of the competition Two-way radios 2-Way radios are permitted to operate only on government controlled and designated frequencies. 13

14 12.14 Other provisions Competitors are responsible for clearing their own cars and spare parts through customs. Where possible, assistance may be given. However, at least 14 days notice should be given if any assistance is required Visas to enter Qatar are required for most nationalities. Competitors requiring assistance in obtaining a visa must give at least 21 days' notice prior to their day of arrival. Assistance cannot be guaranteed if this notice is not received in time. 13. 15 15. FINAL CHECKS AND PROTESTS 15.1 Final checks Post Event scrutineering will take place according with the rally programme. Details of the venue will be contained in Rally Guide. Cars subject to final checks (decision by the Stewards and announced to the competitor concerned at the finish TC) must have one representative of the entrant as well as mechanics and proper equipment (in case of dismantling) present at the final checks Protest fees The International protest fee is: For a protest involving a clearly defined part of the car (engine, transmission, steering, braking system, electrical installation, bodywork, etc.) the claimant must pay an additional deposit of Appeal deposit The National appeal deposit is: QR 8000/- The International appeal deposit is:
