INTRODUCTION This Rural-Compatibility Data Document contains size, scale and intensity thresholds for evaluating industrial, commercial, recreational or institutional uses (Appendix A List of Rural Compatible Uses) in Santa Clara County s ( County ), Ranchlands (AR), and zoning districts, as required by the County s Zoning Ordinance Section Drawn from historic industrial, commercial, recreational, and institutional land use approvals since 980, these indicators provided in Appendix A include building size, and maximum occupancy for daily use and special events. The data points within it are proposed to be updated by the Department of Planning and Development and reviewed by the Board of Supervisors, through the Planning Commission, every 0 years. Any changes to the thresholds will also be considered for review and adoption at that time through public outreach and noticed public hearings.. THRESHOLDS FOR A RURAL-COMPATIBLE USE Table. provides the 75 th percentile thresholds as required for evaluation by Zoning Ordinance Section The floor area for the purposes of this calculation is the gross area of covered spaces, including floor area of enclosed structures and building footprints of unenclosed structures related to the rural-compatible use. For the purposes of this calculation, double-height spaces, greater than 5 feet, are not counted twice. Uses not subject to Zoning Ordinance Section shall not count towards these calculations provided:. The use is located in a different building and functions as a separate use; and. The use is not related to the proposed rural-compatible use; or is permitted by right. Page 3 of 5

DATA COLLECTION METHODOLOGY The data sample includes industrial, commercial, recreational, and institutional land use approvals (since adoption of the November 980 General Plan up until December 08 within Santa Clara County s,, and base zoning districts. For a full list of all the data points, see Appendix B. The step by step data collection methodology and the 75 th percentile values determination process is provided below: Step : The data was initially filtered for all land use approvals in the subject rural zones (AR, HS, and ) approved between 980 and 08 using Geographic Information Systems (GIS) and the County s databases. Uses approved prior to the 980 General Plan were not considered because there were no local-serving or growth management policies at the time. Step : These approvals were filtered based on whether or not the use classification was subject to rural compatible provisions as identified in Attachment XY. Uses that were approved in this time period by the County but never built were included in the analysis. Step 3: Planning staff reviewed each of the files to identify floor area and maximum number of people, data. Step 4: When staff was unable to find data and/or files for certain projects that data point for consideration was either removed (if no data was available for floor area or occupancy), partially considered (example, if data was available for floor area, that data point was retained for floor area),. Step 5: The following describes the data extrapolation methodology:. Occupancy for Events: Weekend events were included as daily peak occupancy. Special events were considered special only if they were equal to or less than once a month. Step 7: Once the data set was complete, the 75 th percentile values were calculated for floor area, maximum occupancy (Daily peak), and maximum occupancy (Special events).
