1 2015 NFHS Umpire Evaluation Form: Plate Umpire Evaluation Observers will complete an evaluation form for each member of the crew (excluding himself). Immediately upon completion of the game, these evaluations must be sent to or Faxed to For those scheduled and the umpires are aware of your evaluation duty, you may sit in any location where you can see all of the field and the umpires movement and interaction with the teams/coaches/fans. Where you are going as a Drop In and are unannounced, please do not place yourself in a position where you can be seen by the umpires. Umpires will react differently if they know that they are being observed and you may not get a true reading of the umpires. It is recommended that the Observer meet with each member of the crew to discuss his overall evaluations and any problem areas. It is not the policy of the FCSOA to forward copies of evaluations to umpires; however, any umpire may contact their instructor to discuss their evaluations. * Required PLATE UMPIRE EVALUATION This form is for evaluating umpires working the plate. For base umpires look for "2015 NFHS Umpire Evaluation Form: Base Umpire Evaluation." 1. Umpire Name * Who was observed 2. Evaluation Date * Date the game was played Example: December 15, Evaluator name * Who performed the observation 4. Your address Entering your will allow the system to send you confirmation of this evaluation. Effort and Professionalism Demonstration of the qualities of an umpire who is the consummate professional. 1/7
2 5. Type of game * Was the game a scrimmage, tournament, regular season or playoff game? Scrimmage Tournament Regular (league or non league) Playoff (not including tournament playoffs) 6. Arrival Time * Does umpire arrive in time to do a proper pre game with their partner if working 2 or 3 umpire? Arrived after partner(s) were ready to start the game. First to arrive. 7. Equipment/Field Check * Does umpire arrive in time to do proper equipment and field check? 8. Appearance * Proper display of uniform and fit or athletic appearance within the uniform Is the uniform clean and pressed and free from wrinkles, stains or holes? Are shoes shined, in good repair and free from white racing stripes? Does umpire arrive dressed and ready to go except where equipment is required to be put on? Does umpire get dressed in the parking lot in view of players and parents or students? This is unacceptable behavior and should result in the umpire being given a rating of 1. Impeccable 2/7

Temperament * Displays a conscientious and earnest desire to carry out on field duties Exhibits posture that reflects interest in the game It is taken for granted that during certain times in the game (between innings, pitching change, etc.) an umpire's posture can be more relaxed, but not to the extent that a complete disinterest in the game is exhibited. 10. Fraternization * Avoids excessive, casual and/or unnecessary conversation with uniformed personnel or spectators during the game 11. Focus Consistent concentration on the crucial elements throughout the entire game Is prepared for every pitch and play Gives proper attention to developing plays and situations Possess an awareness of all that is going on within a game 12. Mobility * Possesses physical ability to move into proper position on field 13. Hustle Movement with a purpose during a play to get into proper position to cover plays The distance to be covered by the umpire will often dictate the speed or method the umpire uses to get into position (i.e., running vs. jogging). Walking on the field is not an acceptable technique unless the distance is so short that running is not practical (e.g., moving into position for a force play or going out on a short fly ball or line drive; etc.). 3/7
4 14. Off Field Character * Does umpire create problems or potential problems with off duty demeanor? 15. Comments on "Effort and Professionalism" Comments required for any rating of 1, 2, or 5. Plate Work Performance of the umpire while "calling balls and strikes." 16. PLATE WORK: Stability of Head and Body Position * Establishes "locked in" position, does not drift side to side or up and down with pitch Does not flinch on swings or foul tips Feet remain stable throughout, providing solid base Maintains proper spacing from catcher so as not to become entangled if catcher moves quickly and unexpectedly Head at proper height to allow unobstructed view of entire plate Works in the "slot", not over the top of the catcher or to the outside 17. PLATE WORK: Timing * Does not anticipate pitch; allows everything that can happen, to happen, before making a decision, then makes a call Does not make a call as the ball is approaching the plate or crossing, but after the catcher has caught the ball 4/7
5 18. PLATE WORK: Judgment and Interpretation of Strike Zone * Interprets and calls the zone to its written limits Does not call "unhittable" pitches nor does he have a zone that is too small 19. PLATE WORK: Style / Mechanics of Call * Gives clear authoritative signals Possesses smooth, relaxed style that projects confidence Coordinates voice and signals to give a professional appearance Does not showboat or change the mechanics of his call during the course of a game Voice is loud enough to be heard, but does not draw undue attention 20. PLATE WORK: Consistency of Strike Zone throughout the Game * Maintains the same zone throughout the game and is the same for both teams from first pitch to last Has a grasp of how the zone can be adjusted in a lopsided game Note: Umpires "miss" pitches occasionally. Just because an umpire misjudges a pitch does not mean that he should continue to call that pitch a strike in the name of consistency. 21. Comments on "Behind the Plate" Comments required for any rating of 1, 2 or 5 Ball In Play Performance of the umpire on balls in play, including plays on bases or "at the plate." 5/7
6 22. Crew Mechanics * Has a good knowledge of proper NFHS/CIF mechanics Rotates in the proper situations Is alert enough to adjust if one of his partners misses coverage. 23. Crew Communications * Demonstrates proper use of verbal and non verbal communications Good eye contact with partners between hitters and during developing plays 24. BASE WORK: Timing * Does not anticipate the play; allows everything that can happen, to happen, before making a DECISION, then makes the call Allows play to sell itself. 25. BASE WORK: Judgment of Calls * Is correct the vast majority of calls. 26. Comments on "Ball In Play" Comments required for any rating of 1, 2 or 5 Game and Situation Management Performance of the umpire in situations involving interpretations and application of rules, and management of players and coaches. 6/7
7 27. Policies and Procedures * Adheres to all policies and procedures as outlined in the NFHS Softball Umpire s Manual. Understands and applies Official NFHS Softball Playing Rules Adheres to and applies rules, accepted practices and interpretations detailed in the Official NFHS Softball Rules Book Does not confuse USSSA, NSA, ASA, NCAA and SCMAF Softball rules 28. Situation Management * Is umpire able to remain calm and handle irritated coaches as well as hostile fans? (Rate 4 if there were no incidents.) 29.
