1 Parks and Recreation Facility Assessment For Town of Bedford, New Hampshire Revised October 24, 2018 Prepared by

2 Introduction Hoyle, Tanner was contracted by the Town of Bedford, New Hampshire, to assess a number of existing recreational facilities including parks, fields, and outdoor courts. This report includes recommended field facility upgrades and maintenance narratives for each park and recreational facility along with budgetary cost estimates. Additional recommendations to enhance active and passive recreational opportunities are also included in this report. Background The Town of Bedford is located in Hillsborough County, directly southwest of Manchester. There are an estimated 22,733 residents in Bedford, according to the 2016 populations estimates by the New Hampshire Office of Strategic Initiatives. The last U.S. Census in 2010 estimated 21,203 residents with a population density of persons per square mile of land area. The total land area in Bedford is 33.1 square miles of which 0.3 square miles is inland water area. The Town of Bedford has 115 protected parcels for open space and recreation, totaling 1,876 acres or 3% of the Town s land. This report is intended to be a planning tool that identifies the deficiencies in current facilities and programs, map out a means to address current needs and plan for future programs and facilities. The recreational facilities within the scope of this report are Earl Legacy Park, the Little League Complex, Joppa Hill Fields, McAfee Practice Field, Bedford Village Commons, Benedictine Park, Greenfield Farms, County Road Tennis Courts, Swenson s Fields, and Sportsman s Field. No school recreational facilities are included in this report. In 2010 a master plan was developed by the Parks and Recreation Commission and Members of Outdoor League Discussions (M.O.L.D). According to the Master Plan there are over 4,000 participants in over 20 youth and adult programs offered by the Bedford Parks and Recreation Department with 800 households participating. The Master Plan s purpose was to establish a five-year active and passive recreation plan and establish appropriate use of athletic field space. The master plan included additional fields that were not in the scope of Hoyle, Tanner s evaluation. The final recommendations from the master plan for the five-year plan for the recreational facilities within Hoyle, Tanner s scope included: 1. Adding lighting to Swenson fields 2. Adding lighting to Legacy park tennis courts 1

3 3. Improved lighting at County Road tennis courts with an upgraded lighting timer 4. Additional lighting along the cross country ski trails 5. Complete the restroom project for the cross country ski club 6. Walking trail and an outdoor skating area at Bedford Village Commons 7. Correcting the Legacy Water Issues 8. New backstop at West Field in the Little League Complex Some of these recommendations have been addressed by the Town, but remaining issues were considered in the most recent assessment of the recreational facilities. Existing Conditions A site-walk of each recreational facility was conducted on November 30, Pictures and notes were recorded during the site walks and are included through-out this report. Figure 1. Earl Legacy Park Facilities Earl G. Legacy Park located at 200 New Boston Road contains 63 acres of land encompassing a youth softball field, adult softball field, tennis courts, outdoor basketball courts, a skate park, a multi-purpose field and three miles of hiking/cross country skiing trails, and a warming hut for the cross country skiing club. Each field or court has its own parking area besides the warming hut, tennis courts and basketball courts which share parking areas with other facilities. The basketball court and tennis courts, as shown in Figure 1, cannot be accessed from the main entrance to Earl Legacy Park. The adult softball field located on Chubbuck Road is connected to the main entrance to Earl Legacy Park via a short walk through the wood on the walking/cross country skiing trails. The field has its own parking area off of Chubbuck Road. The field is a 60 foot ( ) to Figure 2. 4 and bases to fully illuminate the field. A mobile backstop is placed at home plate and grass is beginning to grow within the skinned infield area. Lawn chairs and other debris exists around the field. Most of the fencing around the field, including the backstop, are in good condition, with the exception of the left field back corner, shown in Figure 3. Figure 3. Left field corner fence The youth softball field at Earl Legacy Park is located to the left of the main park entrance. The softball field has its own parking area below the field. The fencing around the infield is in poor condition and should be replaced or reset. Placing sponsorship signs on the fencing is often the issue due to strong winds pushing the fencing. The gate to access the outfield is currently disconnected and is propped up on the fencing. The infield is in need of substantial Figure 4. First Base Line maintenance. Building up the infield and grading outward towards the outfield at 0.5-1% will allow the field to drain faster and better the playing conditions. The skate park at Earl Legacy is located on the right as you enter the main entrance to the park. The area is fenced in with a 6 high chain link fence. Within the skate park there are eight (8) cement skating features including a small half pipe, quarter pipe, a pyramid ramp, a ramp and a grind box. The cement has large cracks where the caulking has begun to peel away. Figure 6. Skate Ramp that may be dangerous to skaters. Crack sealant, concrete repairs, and rubber caulking should be applied as needed to repair the skating surfaces and skating features. Figure 7. Missing caulking on skate features The multi-purpose field at Earl Legacy Park appeared to be in good condition and well maintained. The field currently has four (4) lighting fixtures to illuminate the field at night. The lighting fixtures are an older technology and not L.E.D. which is preferred by the Town. 3

5 The cross country trails at Earl Legacy Park are used for cross country skiing, hiking, and snowshoeing. The trails are well groomed in the winter for the Bedford Cross Country Ski club. Motion detection lighting fixtures are installed on trees along the path for any night skiing or hiking. The 2010 Master Plan suggests expanding the motion detection lighting system. The trailhead is located below the multi-purpose field at Earl Legacy Park. The County Road Tennis Courts are located off of County Road with its own nine (9) parking space parking lot. There are currently six (6) courts in groups of two (2) within their own fenced in area. Due to the grade of the site, each pair of tennis courts are stepped down from one another, with the court on the right at the highest elevation. The courts and parking lot were constructed in the fall of 2006 and replaced two (2) Figure 8. Cracks on Courts existing tennis courts and parking area. The two (2) lowest courts have lights to illuminate the courts at night and operate on a timer switch. Adding another set of lights to the first court will increase playing capacity of the courts. Crack filling and Figure 9. Broken latch on gates sealing repairs have previously been done at the courts, however additional repair is needed for new cracks. Some of the latches to close the gates are broken and should be replaced. Using a different locking mechanism such as a spring loaded latch, sliding bolt latch, or automatic gate latch may minimize damage to the gate latches. The Little League Complex is located on Nashua Road and offers two (2) baseball fields, one (1) softball field, Figure 10. Little League Complex and a concession stand with a picnic area. The parking lot was paved in the spring/summer of 2017 and high schoolers often park in the lot during school hours. None of the fields have lighting systems. The two (2) baseball fields are well maintained, but the softball field needs maintenance work. Grass is beginning to grow in the infield area and as mentioned in the

6 Master Plan the backstop needs to be replaced. All of the field s outfields should be shimmed and top dressed with loam to create a more level playing field and improve drainage to avoid ponding on the field. Figure 11. The hiking trail map posted at the park s entrance kiosk is difficult to read and should be reprinted in more vibrant colors and the name of the stream on the map should be changed from Riddle Creek to Riddle Brook. Educational signs posted along the Cobb Trail which travels parallel to Riddle Brook, should also be posted to educate community members about the importance of the stream. Riddle Benedictine Park is a passive recreation facility off of Wallace Road encompassing 27.4 acres of conserved land. The land was bought by the Bedford Land Trust Town of Bedford s Conservation Fund along with funds donated to the Trust, in May of Today the park is used for hiking, picnics, snow shoeing, sledding, cross-country skiing, and bird watching. The park is monitored by the Bedford Land Trust, but owned by the Town of Bedford. The area is well maintained and mowed frequently by the Town. There are two designated trails at the park; Cobb Trail and the Figure 13. Hiking Trail Map at Kiosk Brook is currently on the 303(d) list for ph impairment for aquatic life usage. To improve passive recreation at Benedictine Park, the Town should consider adding permanent shelters and opening up the hiking trails to mountain bikers so there are more available trails besides the Earl Legacy Park Trail system. Greenfield Farm Fields is a multi-purpose field located in a subdivision off of Greenfield Parkway. The field has an irrigation system, but no lighting. The fencing along the backside of the field is in poor condition and should be reset or replaced. The playing surface should be shimmed and top dressed with loam, as needed. 5

7 The McAfee Practice Field is located on the corner of North Amherst Road and Greeley Hill Road. The dirt parking area to access the field is off of Greeley Hill Road. The field appears to be used mainly for lacrosse practices and no lines have been sprayed onto the field. The field does not have any irrigation or lighting infrastructure. This field is restricted to uses specified in the deed (Book 5634) and includes pick-up games, scrimmages, tennis courts, and other specified activities. Figure 14. McAfee Practice Fields Figure 15. Swenson Fields Swenson Fields are located off of Jenkins Road and contain a little league baseball field with a multi-purpose field in the outfield, a separate multi-purpose field, and a softball field with a multi-purpose field in the outfield. The park area was well maintained and mowed during the site visit. The baseball field had some grass growing in the skinned area and needs to be edged out with a sod cutter. The infield material should be replaced and graded such that water does not pool in the skinned area. The detention ponds and drainage network need some rehabilitation work. The exit structure pipe in the detention pond adjacent to the multi-use field has been disconnected from the structure and water is ponding. Moss is growing within the pond indicating that the area is most likely in an area of high groundwater. Grading improvements and replacement of the soils beneath the system will improve the pond efficiency to drain more quickly. The multi-use field is in need of shimming and a top dressing layer of loam. The softball field, which has a fully skinned infield, needs additional maintenance to remove grass growing in the infield and to sod cut the edges of the field to be sharp and clean. The backstop and fencing is in good condition, Figure 16. Detention Pond Outlet Structure however the distance between the home plate and backstop is very tight. The 2010 Master Plan mentions that the addition of lights at these fields would increase the capacity to fulfill the need for the Town s Youth Leagues on all three fields. With the ability to have four (4) youth soccer/lacrosse/field hockey games played simultaneously, utilizing the multi-purpose field as two (2) fields and both outfields of the 6

8 ball fields, this location would be great for hosting youth tournaments. The addition of a concession stand, permanent shelters, and seating areas would provide great facilities to host tournaments and events. The Joppa Hill Facility is a 190-acre passive and active recreation area located off of Joppa Hill Road next to the Educational Farm at Joppa Hill. There are two (2) fields, a practice field and game field, that are maintained well and mowed frequently. The fields have an irrigation system that needs modifications but do not have lighting installed. The trail system at Joppa Hill fields is extensive and includes trails that extend into 120 acres located in Amherst, New Hampshire, Figure 17. The Joppa Hill Farm loop is approximately two (2) miles long and connects to the Pulpit Brook Trail which is 3.7 miles between trailheads and travels through the Amherst property. Passive recreation activities allowed include hiking, snow shoeing, cross-country skiing, and bird watching. No motorized vehicles are allowed on the trails or at the fields. Activities at the Joppa Hill Educational Farm are also open to the public as the land is leased to the farm by the Town. Bedford Village Common Park is located off of Bell Hill Road near the intersection of Bell Hill Road and Route 101. The park has a gravel driveway leading to a gravel parking area. At the path entrance is a rain garden that captures runoff from a portion of the Craftworker s Guild parking lot. A gravel walkway ties the parking area to an open field with a gazebo bandstand in the center. There is a gravel path around the perimeter of the open space and connects to another walkway loop that passes by a man made pond. Proposed improvements to the Bedford Village Common would be making the paths and parking area ADA compliant with plastic edging to keep in the compacted surface material. A general rule for an appropriate Figure 18. Bedford Village Commons accessible outdoor recreation surface is that it s firm and stable; the surface prevents any devices or weather conditions from compressing and distorting the surface. The Accessibility Guidebook for Outdoor Recreation and Trails published by the US Department of Agriculture in August of 2012 is a great resource for constructing and maintaining an accessible trail 7

9 system. In conjunction with making path improvements, adding permanent benches on the outside of the path would encourage use of this park. This location would also be great for a temporary ice skating rink in the winter. Many of the trees in the park are dead and/or in need of pruning. Sportsman Field is located on the corner of Nashua and County Road. The field shares a parking area with the recently reconstructed Riley Field. Parking is accessed from Nashua Road and is connected to the field by a dirt path. The field is multipurpose and mainly used for soccer and football. Fencing around the perimeter needs resetting or replacing and the additional netting is sagging and no longer serving its intended Figure 19. Sportsman Field purpose. The irrigation system needs modifications and the field needs to be raised and regraded to crown in the middle to aid surface drainage. The field is also in need of a top dressing layer of loam. Lighting infrastructure is on site to illuminate the field but is older technology and not L.E.D. The light support poles are wooden, have deteriorated over time, and need replacement. An abandoned discus cage and netting is located on the field. All estimated costs are based from similar completed projects, schematic design, visual observation, and discussions with Town staff. The grand total for all the proposed work including Sportsman Field as a natural grass field and a 25% contingency is approximately $3,700,000. The grand total reflecting Sportsman Field as a turf field and including a 25% contingency is approximately $4,100,000. Overall the Bedford Facilities appear to be in good condition but increasing the options for active and passive recreation on quality playing surfaces will be beneficial for the Town s residents and visitors. Long term options to construct an additional baseball and softball field at Swenson and to convert the Little League Complex to a multipurpose field have been included for planning purposes as well. 19
