2 2012 REVIEW 2013 RIVER CATS FIELD STAFF MEDIA RELATIONS JOHNNY DOSKOW Radio Broadcaster Born: North Tarrytown, N.Y. Resides: Folsom, Calif. In November of 2000, the Sacramento River Cats named Johnny Doskow their play-by-play announcer. Now in his 13th season as the River Cats play-by-play man, Doskow has become a beloved figure in Sacramento and throughout minor league baseball. In March of 2012, Doskow was named interim play-by-play man for the Oakland Athletics radio broadcast team during Ken Korach s recovery from knee surgery. He spent more than a month with the A s before returning to his primary role as voice of the Cats. Doskow joined the River Cats from Fresno, where he spent three seasons as the play-by-play announcer and host of daily pregame and postgame shows for the Fresno Grizzlies. Prior to joining the Grizzlies, Doskow worked two seasons as the play-by-play broadcaster for the Single-A Advanced High Desert Mavericks (California League) and three seasons with the Single-A Cedar Rapids Kernels (Midwest League). Doskow has received recognition from a number of national publications, including Baseball America, who named him one of the top 10 minor league broadcasters during the 1999 season. Locally, Doskow won the Sacramento News and Review s Best Soul in a Baseball Broadcaster award in the 2004 season. Doskow graduated from the University of La Verne in 1990 with a bachelor s degree in communications, and resides in Folsom. In the offseason, he enjoys playing table tennis and spending time with his daughter, Emily. 3 POLICIES/ACCESS Media Credentials...will be issued only to legitimate news-gathering sources. No one under 18 years of age will be issued credentials, unless clearance has been given by the River Cats. Credentials are not transferable and should be visible at all times. Any violation of these policies may result in the termination of credentials. Your credential will also serve as your parking pass in the Red Lot. Full Season Credential...requests must be made in writing no later than March 31. All requests must come from sports editors, sports directors or photo editors and must be submitted via or fax. Season credentials will be issued only to media members covering the River Cats on a regular basis (more than half of River Cats home games). Single-Game Credential...requests must be made in writing via at least 24 hours in advance of the desired game. Singlegame credentials will be left at the ticket office will call window no fewer than four hours prior to first pitch. Autographs...are strictly prohibited. Any credentialed media member who obtains an autograph or equipment from the playing field, clubhouse or dugout will immediately have their credential terminated. Should the need arise for an autograph, please contact the media relations department. Pregame Home Clubhouse Access...will be available to credentialed media members after home batting practice concludes until one hour prior to game time and by special request. If the River Cats take batting practice in the cage, interviews will be granted during batting practice until one hour prior to game time by request only. The clubhouse will be closed between games of a doubleheader and while the players are on the field during pregame activities. Postgame Home Clubhouse Access...will be available after a 10-minute cooling off period and by request only. Visitors Clubhouse Access...is available by request only. Please contact the River Cats media relations department for access to the visitors clubhouse. Field Access...will be available to credentialed media members from three hours before the game until the end of the visiting club s batting practice. At no time is the media permitted in fair territory, and the media must stay towards the home plate side of the first and third base bags. Working Press Box...is open only to credentialed members of the working media. Media Parking...media members can park in the Red Lot using their media credential as your parking pass. Pregame Meal...will be provided in the press box prior to the game. It is for credentialed media members only. Anyone that is found taking food to non-credentialed media members will lose privileges. Photographers...must work out of the assigned locations adjacent to the dugouts. All photographers must have credentials, and photographs are to be used for news-gathering purposes or officially licensed products. No freelance photographers will be granted credentials. No photographs taken with a credential can be sold without written consent of the River Cats. Radio & Television Reports...are defined as non-play-by-play reporting by non-rights holders of scored and game highlights, including scene setters, game in-progress updates and postgame summaries. Reports must be limited to 60 seconds in length, and no more than one report per inning may be filed to each media outlet. Radio and television reporters/stringers must notify the River Cats of their plans to do live reports at the time credentials are requested. Television reporters may file live reports from the field up until game time. Live television reports by non-rights holders are prohibited while the rights holder is on the air or while the game is in progress. Live television reports to air during regularly scheduled news programming are permitted. These in-game reports may not show the game in progress. 4 2012 REVIEW 2013 RIVER CATS FIELD STAFF CANADIANS GENERAL INFORMATION Player Limits: The maximum number of players on the Active List of a Class AAA Club shall be 25 from opening day through the end of the championship season. Determining Batting Average: Divide the number of at-bats into the number of hits. Determining An Earned Run Average (ERA): Multiply the number of earned runs by nine; take the number and divide it by the number of innings pitched. Determining Percentage of Games Won and Lost: Divide the number of games won by the total games won and lost. Determining Slugging Percentage: Divide the total bases of all safe hits by the total times at-bat (at-bats do not include walks, sacrifices, hit by pitcher or times awarded first base because of interference or obstruction). Determining On-Base Percentage: Add the total of hits, walks and hit by pitches and divide by the total of at-bats, walks, hit by pitches and sacrifice flies. Determining Fielding Average: Divide the total putouts and assists by the total number of putouts, assists and errors. Consecutive Hitting Streaks: A consecutive hitting streak shall not be terminated if the plate appearance results in a base on balls, hit batsman, defensive interference or a sacrifice bunt. A sacrifice fly shall terminate the streak. Consecutive-Game Hitting Streak: A consecutive-game hitting streak shall not be terminated if all the player s plate appearances (one or more) result in a base on balls, hit batsman, defensive interference or a sacrifice bunt. The streak shall terminate if the player has a sacrifice fly and no hit. Consecutive-Game Playing Streak: A consecutive-game playing streak shall be extended if the player plays one half-inning on defense, or if he completes a time at-bat by reaching base or being putout. A pinch-running appearance only shall not extend the streak. If a player is ejected from a game by an umpire before he can comply with the requirements of this rule, his streak shall continue. Qualifications for a Save: A relief pitcher shall be credited with a save when he meets all of the following conditions: 1. He is the finishing pitcher in a game won by his club; and 2. He is not the winning pitcher; and 3. He qualifies under one of the following conditions: a. He enters the game with a lead no more than 3 runs and pitches at least one inning. b. He enters the game with the potential tying run either on base, at bat or on deck (that is, the potential tying run is either on base or is one of the first two batsman he faces); or c. He pitches effectively for at least three innings. PCL Determining Games Ahead/Behind: Subtract the team s wins from the first place team s wins and subtract the first place team s losses from the team s losses. Add the results and divide by two. PCL Suspended Game Rule: 1. Any regular season game that is called off before it becomes a regulation game shall become a suspended game. 2. If a game is called off at any point with the score tied, it shall become a suspended game. 3. If a game is called off because of light failure, darkness or mechanical malfunction, it shall become a suspended game at any time after it starts. 4. If a game is called off because of a curfew or time limit, it shall become a suspended game at any time after it starts. 5. If a regulation game is called off because of weather during an incompleted inning, it shall become a suspended game if during the incompleted inning the visiting team has scored one or more runs to take the lead, and the home team has not tied the score or retaken the lead. 176

5 GENERAL INFORMATION 6. In accordance with Official Rule 4.12 (c), such a suspended game must be resumed and completed from the exact point of suspension as follows: a. Immediately preceding the next scheduled single game between the two clubs on the same grounds; or b. Immediately preceding the next scheduled doubleheader between the two clubs on the same grounds if no single game remains on the schedule; or c. If the game was suspended on the last scheduled date between the two clubs in that city, transferred and played on the grounds of the opposing club: i. Immediately preceding the next scheduled single game, or ii. Immediately preceding the next scheduled doubleheader between the two clubs if no single game remains on the schedule. 7. If the suspended game was called off before it had become a regulation game, the regular game following the completion of the suspended game shall be a seven-inning game. 8. If the suspended game was called off after it had become a regulation game, the regular game following the completion of the suspended game shall be a nine-inning game. 9. The optional suspended game rule does not apply to games that are rained out after they have become a regulation game [unless the score is tied when the game is called off or unless Official Rule 4.12(a)(5)(ii) applies]. For example, if a game is rained out during the sixth inning, it is an official game, and the final score would be the score at the time the game was called off unless: a. The scored was tied, in which case it would become a suspended game under Paragraph #2 above; or b. The game falls under Official Rule 4.12(a)(5)(ii), in which case it would become a suspended game under Paragraph #5 above. 10. If a suspended game has not been completed prior to the last scheduled game between two clubs during the championship season, it shall become a called game. 11. The optional suspended game rule shall not be in effect: a. During the last scheduled game between the two clubs during the championship season; or b. During league playoffs. 12. Under these regulations as well as under the Official Rules, there is no provision whatsoever regarding reverting back to the last completed inning when a game is called off. Scoring rule on pinch-hitters: A player shall be considered a pinch-hitter only if he enters the game as a substitute batter and then only on his first time at-bat which must be before he becomes a fielder. If the team bats around and a pinch-hitter comes up a second time in the inning in which he first appeared he will not be considered a pinch-hitter during that second time up. Determining the Magic Number: To figure the Magic Number in a pennant race, compute the number of games yet to be played, add one, then subtract the number of games ahead in the loss column of the standings from the closest opponent. Major League Rookie Rule: The Baseball Writers Association of America considers a player a rookie unless during the previous season or seasons, he has a) exceeded 130 at-bats or 50 innings pitched in the Major Leagues, or b) accumulated more than 45 days on the active roster of a Major League club, excluding military service and time on the disabled list, during the 25-man limit from Opening Day to August 31. Major League Trading Regulations: The trading deadline is July 31. Waivers are required for any inter- or intra-major League assignment during the period beginning August 1 and ending at 5:00 p.m. (EDT) the day after the end of the season. During the other months of the year, no waivers are needed. The waiver periods are: November 11 to the 30th day of the season; 31st day of the season to July 31 and August 1 to November 10. Major League Disabled Lists: 15-day disabled list - no limit on number of players placed on this list; 60-day emergency disabled list - may be used only when club is at maximum of 40 players. No limit on number of players placed on this list. Night Game: Any game scheduled to start at 5:00 p.m. or later will be considered a night game. 6 RALEY FIELD On May 15, 2000, the Sacramento River Cats opened Raley Field to the public for the first time, as the team played host to the Edmonton Trappers (7:40 p.m. start) following a deluge of rain immediately preceding the game REVIEW 2013 RIVER CATS FIELD STAFF CANADIANS PCL The state-of-the-art ballpark in West Sacramento was built to house the River Cats and numerous concerts and events as the premier entertainment venue in the Sacramento region. Originally the ballpark was built with a capacity of 14,611, but in 2005 the capacity changed to 14,414 with the addition of the party deck, providing fans with all the amenities of a major league park with the intimacy of a minor league facility.
