3 Experimental Rule Status Coaches are encouraged to use the proposed group of optional experimental rules detailed in this presentation during the fall 2015 season. The (NSRC) invites conversation at the NFCA Convention and solicits your feedback via survey prior to their 2016 rules meeting. When using the experimental rule, the video and/or statistical portion may be used, but any information obtained from video cannot be used to review, criticize or challenge an umpire s decision nor to taunt an umpire. Use of the experimental rule shall be communicated to the home plate umpire and opposing coach no later than the pregame meeting. page 3

5 Experimental Rule a) A designated, team neutral area should accommodate both the home team s and the visitor s video cameras, but in the event that separate locations are necessary, the two areas shall be comparable. EFFECT If the visiting team cannot be suitably accommodated, neither team shall video. b) Statistical/scouting information may be obtained and entered into electronic equipment (i.e. smartwatches, cell phones, smartphones, tablets, laptops, video equipment) and accessed or retrieved during the game. c) Electronic equipment as noted in (b) shall not be allowed on the field. Exceptions: the equipment may be on the field for between inning use or to provide the electronic edition of the softball rule book to resolve a protest. d) Electronic equipment shall not be used to review, criticize or challenge an umpire s decision nor to taunt an umpire that there may be information in conflict with the call made on the field. EFFECT (c) and (d) Regardless of who is in violation of the rule, a team warning shall be issued for a first offense. For subsequent violations of the same rule section by the same team, the head coach shall be ejected. In all cases, the conditions for the effect in Rule shall apply. page 5

7 Experimental Rule Section (b) Statistical/scouting information may be obtained and entered into electronic equipment (e.g., smartwatches, cell phones, smartphones, tablets, laptops, video equipment) and accessed or retrieved during the game. As the experimental fall rule, information (e.g., data or video) may be obtained from outside the dugout (e.g., from the bullpen or stands) and may be accessed during the game. page 7

8 Experimental Rule Section (c) Electronic equipment as noted in (b) shall not be allowed on the field. Exceptions: the equipment may be on the field between innings or to provide the electronic edition of the softball rules book to resolve a protest. As the experimental fall rule, electronic equipment is only allowed on the field for two specific purposes. page 8

9 Experimental Rule Section (d) Electronic equipment shall not be used to review, criticize or challenge an umpire s decision nor to taunt an umpire that there may be information in conflict with the call made on the field. As the experimental fall rule, electronic equipment may be used for player development or devising coaching strategies but not to engage an umpire. page 9

10 Effect for Sections (c) and (d) EFFECT (c) and (d) Regardless of who is in violation of the rule, a team warning shall be issued for a first offense. For subsequent violations of the same section of the rule by the same team, the head coach shall be ejected. In all cases, the conditions for the effect in Rule shall apply. As the experimental fall rule, this is the effect for bringing electronic equipment onto the field or engaging an umpire based on information gained from electronic equipment. page 10

11 Similarities Fall Spring Teams may film their contests; hosts of tournaments may stream all games. Non-uniformed personnel may gather information outside team areas. Violating either of these rules results in a warning and subsequent violation results in ejection. page 11

12 Similarities Comparable team neutral filming areas. Video review by officials allowed in three specific postgame circumstances. Statistical data and scouting information may be obtained and entered into electronic equipment during the game. Fall Spring page 12

13 Differences Teams may film from the locations of their choice; personnel may not film from the dugout or bullpen. The effect for not having comparable filming areas for both teams is neither team shall video; the effect is a warning and failure to immediately comply results in ejection. Video review is allowed at any time; video may not be viewed during the game. Fall Spring page 13

14 Differences Scouting information obtained from outside the dugout may be used; no such information may be accessed from the beginning of the game until its end. Electronic equipment may be used during the game as desired; cell phones may be used in team areas for non-coaching activities only. Statistical and scouting information may be accessed on electronic equipment during the game; electronically entered information is not retrievable during a game. Fall Spring page 14

15 Differences Electronic equipment is not allowed on the field except between innings and to resolve a protest; electronics (except for cell phones) are allowed on the field. Information gained from the use of electronic equipment cannot be used to engage an umpire; this rule is not applicable in the spring. Effect for bringing electronics on the field or engaging an umpire as a result of information obtained from electronics results in a warning and subsequent violations result in ejections; this effect is not applicable.
