3 Mission Statement To create awareness for safety through a continuous education process and to provide a safe environment for all involved in Warm Springs Little League. 3 P age
4 2018 WSLL Safety Officer/Role of Safety Officer Warm Springs Little League 2018 Safety Officer, Joe Halligan, is the designated league safety officer responsible for promoting safety awareness program and related activities. The designated safety officer is the active safety officer on file with Little League International and is in charge of submitting a qualified safety plan registration form with league ASAP program. -Safety Officer will setup a safety suggestion mailbox to encourage league members provide suggestion to safety enhancement. -Safety Officer will complete background checks for league volunteers WSLL Safety Officer is a member of the Board of Directors for the league. 4 P age
5 Publishing and Distribution of Safety Plan All board members, managers and coaches via distribution A hardcopy of the Safety Manual is available at the Snack Shack and Clubhouse Managers/Coaches are encouraged to carry a copy of the Safety Manual when offsite at alternate playing locations or practice locations Manual will be uploaded to WSLL.org for reference online Managers and Board members carry smart phones capable of accessing the league website and safety plan from remote locations 5 P age

7 Emergency Call Procedure This Procedure will be posted in the clubhouse and each score booth. In the event of an emergency: Remain calm. Call or direct someone to call 911 Start first aid procedures if necessary. Give the dispatcher the necessary information, you may be connected to CHP or local dispatchers so be specific about location. Exact location or address of the emergency? Our address is: Warm Springs Elementary School Warm Springs Blvd. Fremont, CA Cross-streets are: Fernald Street and Pontiac Way The telephone number from which the call is being made? The caller s name? What happened i.e., a baseball-related accident, bicycle accident, fire, fall, etc.? How many people are involved? The condition of the injured person i.e., unconscious, chest pains, or severe bleeding? What help is being given (first aid, CPR, etc.)? Do not hang up until the dispatcher hangs up. Continue to care for the victim until professional help arrives. Appoint someone to go to the street and look for the ambulance or fire engine and flag them down if necessary. Do not move players until trained emergency personnel arrive at the scene. Notify the parents immediately, if they re not on scene. (Medical Waivers in coaches gear) Notify the Field Director immediately, if the injury occurred during a league game. Notify WSLL Safety Officer, Joe Halligan, by phone at within 24 hours. Fill out an Incident Report Form within 24 hours and deliver it to the Safety Officer. Have the parents or guardians complete section one of the C.N.A. insurance form. Forward the insurance form to Joe Halligan, Safety Officer of WSLL, for completion. Talk to your team about the situation, if it involves them. Often players are upset and worried when another player is injured. They need to feel safe and understand why the injury occurred. 7 P age
8 2018 Volunteer Application As mandated by Little League Baseball, all Little Leagues are required to conduct background checks (First Advantage and now JDP) on Managers, Coaches, Board of Directors members and any other persons, volunteers or hired workers, who provide regular service to the league and/or have repetitive access to, or contact with, players or teams. Volunteers will complete a 2018 Little League Volunteer Application for appropriate background checks to be completed by the league Safety Officer. There is now an online application or JDP quick app that s volunteers a link. This online procedure keeps personal information more secure and improves the process for the volunteer and league safety officer. WSLL will use littleleague@jdp.com for the background checks. See Appendix A for a copy of the 2018 Little League Volunteer Form. 8 P age
9 Coaches/Managers Fundamentals Clinic WSLL hosted a Coaches/Managers fundamental clinic taught by TPC (Total Player Center) from Pleasanton, California on February 25, At least one manager/coach from each team must attend the training. Every Manager/Coach will attend this training at least once every 3 years. This clinic included the fundamentals of hitting, sliding, fielding, throwing, and pitching. 9 P age
10 Safety/First Aid/Concussion/Field Hazard Training For Managers/Coaches/League Officials WSLL hosted this training on February 25, WSLL required at least one manager/coach from each team to attend. Every manager/ coach must attend this training once every 3 years. Concussion training must be completed every year. The safety and first aid portion of this training has been created and is updated by a pediatrician from Kaiser Hospital in Milpitas. It includes first aid for heat illnesses, abrasions, lacerations, muscle pulls and strains, sprains, broken bones, etc. Concussions laws for the state of California were reviewed and a new concussion protocol has been adopted for the league. In order to comply with the law, WSLL now sends home a parent/player letter that must be reviewed and returned signed with medical waivers. All coaches and Managers are required to complete the Heads Up concussion training (or equivalent) at CDC.org All of the information related to concussion protocols as well as the forms are available at WSLL.org Coaches will be required to walk/ inspect the fields prior to practices and games. Umpires will also be required to walk the fields for hazards before each game. This training also includes laws related to mandated reporting of sexual abuse allegations. This training complies with US 534 Bill. 10 P age
11 2018 Annual Little League Facility Survey WSLL has completed and updated our 2018 Facility Survey on-line. Snack Shack/Concession Procedure Training Concession manager will train all parent/student/ volunteers in concession stand. Below procedures are posted in multiple locations. Snack Shack Procedures Food Handling Be sure to wash hands before and after handling any food products and/or using the rest room facilities. Be sure to wear plastic gloves when preparing all food items. The use of utensils is mandatory when selecting uncovered food items, either, hot or cold. All perishable products must be replaced into refrigerators after use. Cleaning Equipment The closing staff will unplug and clean all equipment used to prepare all food and beverage products. All counters will be cleaned with a mild counter top cleaner with antibacterial agents. The use of plastic gloves is recommended. Floors will be swept and mopped at closing. 12 Regular Inspection and replacement of league equipment The League Equipment Managers Frank Durand and Doug Ekey will inspect all equipment in the pre-season prior to issuing to teams. Managers/ Coaches will inspect equipment prior to each game. Umpires will be required to inspect equipment prior to each game. Don t just discard bad equipment: destroy it or make it unusable to stop children from attempting to save it from waste 12 P age
13 Accident Reporting and tracking procedures A Preliminary Accident Report must be completed by the Manager or the Coach within 24 hours for all injuries that requires a health care visit. All incidents should be documented using a Safety Awareness Program Incident/Tracking Form See APPENDIX D. Return the Preliminary Accident Report to the Club House. Any accident or incident that results in a snack shack volunteer worker injury should be reported to Greg Bogdanoff and Joe Halligan within 24 hours. The Safety Officer will review the Preliminary Accident Report and contact the player s family. If there was an injury that required a health care visit, the Safety Officer will complete a CNA Insurance Claim form. A copy of all Preliminary Accident Reports will be sent to the Little League District 14 Safety Officer. If there was a health care visit, both the Preliminary Accident Report and the CNA Accident Claim will be sent by the Safety Officer to the District 14 Safety Officer and the International Little League Headquarters in Williamsport. The CNA Insurance is designed as a secondary payment source for those families already having Medical Insurance. It would become the primary payment source for those families who are uninsured. Prior to any claims being paid, there would be an insurance investigation to validate the claim, and review the District 14 Little League s attention to safety. Player Injury Return Policy No casts. Players or managers/coaches with casts cannot be on the field. If in the dugout, they must be in full uniform If there was an injury that required a suspension from play, the family must provide a written medical release from a doctor to resume play. This release should be given to the manager and a copy sent to the Safety Officer. It will be filed with the Preliminary Accident Report and CNA Claim. 13 P age
14 First Aid Kit requirements at games/practices First aid kits and safety material will be distributed after training sessions. Managers and/or coaches from each team will receive all mentioned items. Additional first aid materials are can be found in the First Aid cabinet located in the WSLL club house. First Aid kits need to be in the Managers possession for all practices and games, along with medical release forms of players. Team Safety Personnel will be issued a first aid kit. The Team Safety Officer will personally provide or authorize an alternate to provide the first aid kit at all team practices and games. The Team Safety Officer is responsible to replenish the first aid materials within the first aid kit. An annual budget ($250) is allocated to buy first aid kits and materials needed in safety trainings 14 P age
15 Enforcement of Little League Rules including proper equipment Managers/Coaches are required to enforce Little League rules including proper Little League approved equipment. (Including athletic supporters for boys) Inspect equipment before each use by coaches and umpires. Discuss any playing rules (time limits, playing boundaries, etc.) Clarify calling the game due to darkness or weather (rain, lighting, and etc.). Prior to the start of the game, the field director will make this determination. Once the game has begun, it shall be the duty of the umpire to decide whether a game should be stopped due to darkness, weather, or some other situation necessitating the postponement of the game. Inspect playing fields for unsafe conditions. Be sure players are not wearing any jewelry, plastic wrist bands or metallic objects. Be sure players are in full uniform, shirts tucked in and hats on. Umpires inspect equipment for damage and meet league specifications. During the Game: Make sure the catchers are wearing the proper equipment. Allow and encourage batters to use helmets with faceguards for added protection. Remember, only kids can warm up the pitcher! Encourage everyone to think SAFETY FIRST. Continue to monitor the field for safety and playability. Coaches/Managers/Umpires should constantly check anything would raise safety concerns, e.g.: catchers wear protective gears properly, loose shoe laces 15 P age
16 League Player Registration Data or Player Roster Data and Coach and Manager Data League Player Registration Data or Player Roster Data and Coach and Manager Data was submitted via the Little League Data Center at Goal to improve or promote safety plan WSLL has re-structured our first aid safety related to Concussion recognition and response. Numerous coaches, managers, and volunteers have completed the certification course at CDC.gov for their Heads Up concussion curriculum. This education bridges all sports and non-sport related head injuries. This change has led to a safer WSLL as well as a safer community with more people educated on the risks associated to concussions. 16 P age
17 Review of Safety Plan WSLL have their safety plan reviewed by members of the board of directors, managers, coaches, and other league volunteers. A copy of the safety plan will also be forwarded to the District 14 Safety Officer for review. We will review the feedback and update our plan accordingly. The final reviewed plan will be filed with Little League International. 17 P age
18 Team Safety Officer Requirement for each team League safety officer is responsible for providing training to team safety officer. This took place at the February 25 th, 2018 training along with the coaches and managers. By default, the manager of the team assumes safety responsibility. In addition to the manager, each team is required to provide a safety officer volunteer. Warm Springs little league conducts safety training for the safety officers/managers and the WSLL safety officer conduct meeting periodically to share the safety awareness. Promoting safety awareness and distribute league safety plan, which is available on Warm Springs Little League ( for team parents and team safety officers to download. 18 P age
19 Parent Orientation Program on Code of Conduct WSLL hosted Parent Orientation nights on February 7 th for the Junior, Major, and Minor divisions and February 21 st for the Farm and Tee Ball Divisions. Both of these meetings were hosted at James Leitch Elementary school multi-purpose room. During this orientation, our league philosophy is discussed at length. The code of conduct for our parents during their time as volunteers or as fans is thoroughly explained by League President Greg Bogdanoff. The managers and coaches at each table are also well versed and relay additional details to each of their teams. At the lower divisions (Farm/Tee Ball) the parents are less experienced and random Board of Directors are assigned to each team to assist with the collection of volunteers as well as to educate the parents on Code of Conduct. 19 P age
20 Use of Reduced Impact Baseballs for Tee ball, Farm A, and Farm AA WSLL will used reduced impact baseballs approved for league play at all of these divisions. Little League Approved Tee Balls will be used at the Tee- Ball and the Farm A level of play. A higher level reduced impact baseball is used at the Farm AA level. Use of Disengage-able bases for all fields WSLL used disengage-able bases for all levels of play. The bases are inspected regularly as well as before and after the season. Any damaged bases are replaced as needed. WSLL maintains a stock of extra bases in the event of damage during a game. Use of double first base to avoid collisions WSLL uses the double first base at the tee-ball level to avoid collisions. This base is only used at the tee-ball level. 20 P age
21 Little league Commandments of Safety 1. Be alert! 2. Check playing field for safety hazards 3. Wear proper equipment 4. Ensure equipment is in good shape 5. Ensure first aid is available 6. Maintain control of the situation 7. Maintain discipline 8. Safety is a team sport 9. Be organized 10. Have fun! 21 P age
22 California District 14 Little League Code of Conduct Speed Limit 5 mph in roadways and parking lots while attending any Little League function. Watch for small children around parked cars. No Alcohol or Smoking allowed in any parking lot, field, or common areas within a Little League complex. No Playing in parking lots at any time. No Playing on and around lawn equipment. Use Cross walks when crossing road ways. Always be alert for traffic. No Profanity please. No Swinging Bats or throwing baseballs at any time within the walkways and common areas of a Little League complex. No throwing balls against dugouts or against backstop. No throwing rocks. No horse play in walkways at any time. No climbing fences. All players using the pitching machine are required to wear a helmet, recommended with a face mask. Only a player on the field at bat, may swing a bat (Age 5-12). Juniors, Seniors and Big League players on the field at bat or on deck may swing a bat. Be Alert of area around you when swinging bat while in the on deck position. Observe all posted signs. Players and spectators should be Alert at all times for Foul Balls and Errant Throws. During game, players must remain in the dugout area in an orderly fashion at all times. After each game, each team must clean up trash in dugout and around stands. All gates to the field must remain closed at all times. After players have entered or left the playing field, gates should be closed and secured. 22 P age
23 Failure to comply with the above may result in expulsion from the Little League field or complex. No medical release forms NO PLAY No one allowed sitting on buckets in the dugout doorways When a pitcher warms up outside of playing area, a coach must be there. There MUST be an adult coach in the dugout ANYTIME there are players in the dugout Use of protective/padded fence tops to protect fielders and netting for spectators WSLL uses padding on top of all fencing on their Tee ball, Minor, and Major fields. This material is inspected annually and will be replaced when unsafe. In , WSLL constructed bleacher awnings to protect spectators at our Tee-Ball, Farm, Minor, and Major fields from excessive sunlight as well as protection from foul balls. These awnings are inspected annually to assure they are not unsafe. 23 P age
