1 2016 KIYBSC Baseball Minors (9-10) Rules Sportsmanship Each manager is responsible for their team and parents. It is important to everyone at KIYBSC and our community that we all show sportsmanship at all times. Sportsmanship consists of positive coaching, attitudes, and encouragement at all times when representing KIYBSC and Kent Island. 1. On the Field: a. The actions of players, managers, coaches, umpires and league officials must be above reproach. b. It is the coach s responsibility to ensure that the actions of their parents are also above reproach. c. Batboys and/or Batgirls are not permitted. d. The use of tobacco and alcoholic beverages in any form is prohibited on the playing field, benches and dugouts. 2. Field Dimensions: a. Distance between bases: 60 feet b. Home plate to center of second base: 84 feet, 10 inches. c. The pitcher shall pitch from a rubber placed as 46 feet from the rearmost point of home plate. 3. Safety: a. The batter, players in the on-deck batting area and base runners must wear a protective helmet that gives protection to the top of the head, temples, ears and base of the skull. b. Players should dress in the same manner (Caps and T-Shirts/Uniforms). c. Players may not wear jewelry, except for medical identification. d. It is recommended that all male players should wear cup-type athletic supporters. e. Catchers are required to wear shin guards, chest protector, cup-type athletic supporter (males only), and catcher s mask with throat protector and protective headgear (which gives protection to the top of the catcher s head) when behind home plate. Coaches shall be responsible for enforcement of this rule. f. It is mandatory to slide if there is a play at the plate; Any malicious contact (running over the catcher), will result in an ejection from the game. 4. 2 5. Participation: Official Game (4 Innings or Less) Each player shall play defensively for a minimum of 3 outs Full Game (6 Innings) Each player shall play defensively for a minimum of 6 outs 6. A courtesy runner can be used for the catcher if there are two outs in the inning. The courtesy runner has to be a player from the bench who is not currently being used as a defensive player. b. A base runner will only be permitted to slide into a base foot first. At no time should a player slide into any base head first. If a player does slide into a base head first, that player will be declared out. c. There are no limits on stealing. Stealing home is permitted either by wild pitch, passed ball, play at another base, errant throw from catcher to pitcher, or play on the runner at third. The runner on third may not break for home once the pitcher is on the pitching rubber. There will be no stealing by the team that is winning once that team is up by 7 or more runs. If and when the lead is reduced to 6 or fewer runs, stealing can resume until the lead is back to 7 runs. d. A base runner on third may advance to home on an errant or missed throw from the catcher to the pitcher. Example: throw from catcher goes by pitcher to be fielded by shortstop, the runner on third can advance home at own risk. If shortstop gets the ball back to pitcher and the runner has not attempted to advance he must stay at third once pitcher is on the rubber. 7. A KIYBSC pitcher, regardless of age, may pitch six (6) innings per calendar week. a. Rule 1 applies to all games regardless of when played. This includes rescheduled and make-up games. b. If a pitcher delivers one (1) pitch in an inning he shall be charged for one (1) inning pitched. b. The calendar week of Babe Ruth Baseball is Monday through, and including, Sunday. c. A KIYBSC pitcher must have two (2) calendar days rest between pitching assignments if she/he pitches in more than two innings in any one game. Each game in which a pitcher pitches is considered an assignment. d. Any Inning in which an ineligible pitcher has been used as specified in paragraphs 1, 2 and 3 shall be declared a non-inning and play will resume. The withdraw of an ineligible pitcher after the pitcher is announced or after a warm-up pitch is delivered but before that pitcher has pitched a ball to a batter shall not be considered a violation. KIYBSC League Officials are urged to prevent forfeits. e. Each game in which a pitcher pitches is considered one (1) assignment. Once a pitcher is removed from the mound he may not return to pitch, but can play anywhere else defensively. f. If a game is called before it has become a regulation game and the umpire declares it no game the pitching eligibility is the same as it was prior to the beginning of the no game situation. g. Although there are not written restrictions as to the use of pitchers in KIYBSC. KIYBSC strongly cautions extreme care be used so an individual player is not overextended, i.e., protect the players arm.

4 Note A: A pitcher must be removed when a manager makes a 2 nd trip to same pitcher in the same inning. Note B: A pitcher must be removed when she/he hits a 2 nd batter in a single inning, or a 3 rd batter in the same game. 9. Batter: Bunting Infield Fly Rule Dropped 3 rd Strike Yes No No a. The batter, base runners, and the player on-deck shall wear a helmet. All other players on offense will be on their benches in their dugouts when the team is at bat. 10. Bats, Balls, and Cleats: Bats Cleats Balls 2 ¼ Rubber Provided by KIYBSC 11. Umpires: The Minor Division utilizes official umpires for their games. The League will not tolerate any manager arguing with these umpires. If there is a problem with a certain umpire it should be reported to the Commissioner of the Minor League so that it can be handled appropriately. 12. Umpires (if league does not supply official umpires) a. Each team will be responsible for providing an umpire and make sure they are knowledgeable of the rules. The first umpire (defensive team) will call balls and strikes from behind the pitcher and is responsible for calls on third and home. The second umpire (offensive team) will be responsible for calls at first and second. If there is a questionable call the umpires will get together to make the call. b. There has been some concern with the pitchers coach or parent calling balls and strikes as well as talking to their pitcher while on the mound. The idea of having the defensive team s coach calling balls and strikes is to keep their pitcher relaxed and in control (We are trying to develop these pitchers). However, we do not want the umpire instructing the pitchers. The idea is to keep the pitcher calm in tough situations. You cannot stop play to do this. Only a time out can stop play to talk with the pitcher. If you feel that someone is doing too much from behind

5 the mound...calmly say something to your umpire between innings and have the two umpires get together to talk about it. We need to work together on this and remember that it is for the kids. c. Each team should have an umpire on the field at all times. 13. Lineup Options and Associated Rules: a. Teams will bat their entire line-up. All players on the team must bat, regardless of whether or not they played on defense the inning before, or will in following innings. b. Teams are permitted free defensive substitution. Any player may substitute defensively for any other player at any time in the game. There may not be changes in the batting order during the game. c. Players may, after the game begins, be added to the lineup of a team batting. Any player arriving late must be placed at the bottom of the batting order. d. Exceptions allowed for players who must leave early or who arrive late. ***Changes to any rules during the season will be communicated via the KIYBSC Board of Directors. Any rule changes that may occur will be made in the interest of competitive spirit, safety and sportsmanship!***
