3 Incident Spotlight Time: Action: RTMC is notified by PulsePoint App about a vehicle crash I-95 SB at MM 197. It is immediately confirmed via CCTV 1:8am that an overturned semi tanker is involved. 1:9am Brevard Co. Sheriff's Office arrives on scene. 1:11am RTMC notifies TIM Program Manager Sheryl Bradley for potential RISC activation. 1:12pm RTMC notifies DBI for assistance with MOT. 1:13am Brevard Co. Sheriff's Office blocks all SB lanes. 1:17am FHP and Fire Rescue arrives on scene. 1:23am FHP advises RTMC that 72 gallons of "something" is in the tanker. It is reported as biodiesel fuel. 1:26am FHP Troop D activates RISC. RTMC contacts RISC Vendor, but they decline. 1:29am Brevard Co. Sheriff's Office establishes a SB detour at Exit 21/SR-52. RTMC contacts next RISC Vendor and they accepted the activation. ETA is 3 minutes for 1st wrecker, 6 minutes for 1:3am remaining equipment. 1:44am DBI arrives at incident scene. 1:46am RTMC advises Brevard Co. Traffic Ops about road closure and diverting traffic. 11:16am RTMC sends Central Office Incident Notification . 11:28am RISC Vendor arrives on scene with all equipment. 12:35pm Spare Glover Oil semi tanker arrives on scene to receive remaining contents of overturned semi tanker. 1:6pm SB detour at Exit 21/SR-52 is removed. 1:14pm Notice to Proceed is given and RISC Vendor is allowed to begin recovery. 1:18pm RTMC sends COIN Update . 1:21pm Left lane is opened at scene, two right lanes remain blocked. 1:31pm RTMC sends COIN Update . 1:39pm RISC Vendor departs the scene. 1:57pm Center lane opened, one right lane remains blocked. 2:1pm RTMC sends COIN Update . 2:14pm RISC Clearance Time, all lanes are open. Activity remains on right shoulder. 2:17pm RTMC sends COIN Update referencing All Lanes Open. 3:51pm FHP departs the scene. 6:2pm Right shoulder reopned. All responders have departed the scene. 4:45pm An Incident Timeline: Thursday, March 21st on I-95 SB at MM 197 5:3pm A Glover Oil semi tanker carrying biodiesel fuel overturned spilling contents into the grass 4:47pm and on the roadway. 4 Events Included in Performance Measures Events Included in Performance Measures SunGuide Incident Clearance Time Incidents without Road Rangers Open Roads Roadway Clearance Duration (min) 41 The goal of the Open Roads Policy is to have all travel lanes cleared within 9 minutes of the first responder arriving on scene. 5 Road Ranger Program Road Ranger Assist Overall Road Ranger activity for the month of March resulted in 1,382 events between I-4 and I-75. That is a 73% increase in total events between March 218 and March 219. This is due to the increase presence of Road Rangers Disabled vehicles catalogued 821 of the total 1,382 events in February, which was 59% of all assists. This shows the value that the Road Ranger program brings to our District's motorists. 7 No. of Events ICM Total Events I-4 I-95 SR-528 I-75 Corridor I-75 experienced a total increase of 7% (94) in March 219 compared to March 218. This is due to the increased presence of Road Rangers. I-95 had an 3% increase in total incidents when compared to March 218. We saw 563 incidents on I-95 in March 218 versus 578 in March Total Events - Level 1 Total Events - Level 2 Total Events - Level 3 Events with Lane Blockage - Level 1 Legend Level 1 = Impact to traveled roadway estimated less than 25 min with no lane block - OR - impact to roadway estimated less than 25 min with minor lane block (i.e. shoulder or gore block). Level 2 = Impact to traveled roadway estimated more than 25 min but less than 5 min with lane block, but not full roadway closure. Level 3 = Impact to traveled roadway estimated more than 5 min - OR - roadway fully closed in any single direction. Significant areawide congestion expected. 8 Event Summary I-95 I Congestion Crash Debris on Roadway Off Ramp Backup Vehicle Fire March 218 Event March 219 Event March 218 Average March 219 Average Debris on roadway and wrong way driver events were more frequent in March 219 than 218 whereas congestion, crash, off ramp backup and vehicle fire events were the same or fewer in 219 compared to 218. Despite having the same or fewer number of events in 219 compared to 218, the average duration was higher for congestion, crash, off ramp backup and vehicle fire. While event frequencies were higher for debris on roadway the duration was shorter in 219 to 218. Event frequency was greater for crash and debris on roadway events. Duration was shorter in 219 for all events except off ramp backup, despite it having fewer events than last year. Event durations were longer in 219 for event types with increased event frequencies and vice versa. 11 I-95 Trend by Event Type For March 219, Congestion and WWD Trends exceeded the 3 rd quartile and were a maximum value. Debris Trend was at the 3 rd quartile while Crash, Off Ramp Back Up, and Vehicle Fire Trends were below the median. 12 I-4 Trend by Event Type Congestion and Debris Trends were above the 3 rd Quartile and were max values. Crash Trend was below the 1 st quartile while Off Ramp Back Up and Vehicle Fire trends were below the median. 15 March Travel Times Comparison I 75 from US 27 to SR 44 Travel times for March 219 exceeded the yearly planning travel times for the NB weekday, NB weekend, and SB Weekend in the afternoon/evening. This is largely attributed to school Spring Break occurances throughout the month where tourism traffic is heavier.
