5 Preamble The main aim of the Strategic Road Safety Plan, the first of its kind in Catalonia, is to place our country at the forefront of European countries with the lowest number of deaths per million inhabitants. Today, Catalonia is among the first eight European countries, only behind leaders in road safety such as Sweden, the United Kingdom or the Netherlands. In recent years, in parallel with the drafting of successive three-year road safety plans, reducing the number of people killed and injured on the roads has become a priority for the Government of Catalonia and for the vast majority of citizens. Since 2000, when there were 622 deaths (within 24 hours) on the roads of Catalonia, the Catalan accident reduction model has focused primarily on the management of the influence of the major factors in the production of accidents and generation of traffic victims, along with an ongoing awareness campaign. Since then, we have met all the targets we have set in terms of reducing accidents on the roads of Catalonia. Indeed, a year earlier than expected, Catalonia met the European Union target, set in the European Transport Policy White Paper, of reducing the number of deaths on the roads in 2010 by half compared to 2000, a milestone that for many people may have seemed unattainable several years ago. The year 2013 ended with 168 deaths on the roads of Catalonia, which means a reduction of 31.71% in fatal accidents compared to 2010 (deaths within 24 hours). Now we have to consider the new guidelines of the European Union road safety policy for , which sets that target of reducing the number of deaths in 2020 by 50% compared to Thus, in the medium and long term we must set our sights on achieving the targets we have set, and doing so with our main tools: education and persuasion, but also deterrence. We wish to introduce the concept of shared responsibility at all levels. Thus, together, we will achieve the strategic goal of zero vision road accidents, which Europe has also set as a target for an increasingly less distant 2050: achieving zero accidents with fatalities and serious injuries with life-long consequences. 6 Introduction When the Catalan Traffic Service was commissioned last February by the Home Affairs Minister, Ramon Espadaler, to develop a strategic road safety plan up to 2020, which went beyond the three-year road safety plans, we set our sights on a horizon in which the road network would be a safe, friendly and sustainable space. We had the positive experience of these previous plans which had enabled us to reduce fatalities on the roads by 50% between 2000 and 2010 as a basis. But the European Union set us new challenges: A further 50% reduction by Graphically speaking: if there were 891 deaths on the road in 2000 and this number was reduced to 381 in 2010, in ten years we had to ensure that this number did not exceed 191. The Strategic Plan approved by the Government of Catalonia on 14 January 2014 and submitted to the Catalan Parliament is the tool we need to ensure that, having successfully implemented passive safety systems (seat belt, helmet, SRI, etc.) and achieved a high level of awareness, especially among young people, together we can make the big social and institutional change that allows us to dream of zero fatalities that the EU wishes to achieve by We wish to introduce the concept of shared responsibility at all levels. We will continue educating and training users throughout their lives, achieve returns on investments, enforce the regulations, apply new technologies, and work more closely with Europe and municipalities. But we also need to work on the interdepartmental effort of involving and coordinating public and private entities. We ask all these agents for their collaboration. Because we all have responsibilities in road safety. In 2013 we have collaborated with the Department of Business and Labour in a safety campaign for vehicles to pass the MOT; we have brought thirty agents together in a working group to reduce motorcycle accidents; we are working with Education to expand road education to secondary schools and vocational training centres for young people aged 16 to 18 years, to teach them the safest ways to ride mopeds or motorcycles; we are working with universities to create chairs to show us new lines of R&D&i, and have already reached 81.38% of the territory through local road safety plans, which help us reduce accidents in urban and suburban areas. All these projects are connected with the line marked by the Strategic Plan, with values concerning the protection of vulnerable groups, the institutional commitment to creating a safe environment, transparency of results and resource use and proactivity in finding solutions in order to be leaders in Europe. We have a vision: ensure that the mobility of people is performed with maximum safety and reduce the number, severity and consequences of accidents. And working with maximum efficiency. We have a vision. We have a plan. And we will achieve it with everybody s help. Introduction 5

Road safety in Catalonia: at the forefront of leader countries 1.1 Road safety in Catalonia in the international context Catalonia is in a leading position in the international arena in the field of road safety, consolidated by significant experience in strategic planning processes. Since 1999, Catalonia has implemented road safety plans involving the different actors that interact in the field. These strategies have helped position Catalonia at similar levels to countries that are considered leaders in this field, such as Germany, the Netherlands, the United Kingdom and Sweden. However, in 2012, Catalonia showed a slight increase in the indicator of deaths and serious injuries. Catalonia is among the eight European countries with the lowest number of fatalities per million inhabitants. Mobility In this context, the economic crisis has also caused a reduction of mobility in terms of vehicle-mileage and stagnation in the number of drivers and vehicles. 12 B Modes of transport The modes of transport with the highest accident rate since 2005 include light vehicles, motorcycles and pedestrians, which account for about 80% of all deaths and serious injuries. 13 C Changes in the use of passive safety systems have been significant in recent years, although there are still areas for improvement to be worked on. Passive safety systems Despite the high use of passive safety systems, there is still potential for improvement, especially in terms of seat belt use and child restraint systems in urban and inter-urban areas. In this regard, the changes since 2005 have been positive, with notable reductions in average speed on motorways and positive breathalyser results in fatalities. 14 It is important to identify the main features of accidents in Catalonia with regard to four key factors. Therefore, we ask ourselves how, where and when the most serious accidents occur in Catalonia. E Types The types of accident with most victims in 2012 were rear-end collisions, frontal-lateral collisions, scrapes and side collisions and vehicles leaving the road. 15 F Time distribution The time of day with the highest number of deaths and serious injuries in 2012 was the afternoon (from 02:00 pm to 09:59 pm). 16 G Seasonality has ceased to be a determining factor in recent years. In terms of territory, the Barcelona area is, in absolute terms, where more than half the accidents took place in Seasonality While in 2005 some seasonality was detected, with a larger number of victims at the warmer times of year, mainly in summer, this trend has decreased in recent years. The remaining 40% is distributed fairly evenly between the counties of Girona, Lleida and Tarragona. Looking ahead: challenges and trends for the Catalan Traffic Service There are many public and private organizations that are aware of the social and economic impact of traffic accidents and work on improving road safety. Although this work has been carried out for over 20 years, its intensity has increased in the last 10 years. International organizations such as the European Union, the OECD and the WHO have considered traffic accidents and their consequences to be a health problem with great economic impact at both the macro and micro level. Therefore, countries are focusing public policies on improving road safety. In this context, based on the lines of work of the organizations referred to in the preceding paragraph and the policies developed by some countries considered leaders in this field -Ireland, the Netherlands, the United Kingdom and Sweden-, the following trends can be observed: Zero vision and safe system within a framework of safe, sustainable mobility Apply and promote the ISO Efficacy and efficiency based on: Focus on results Coordination Legislation Compliance with rules Financing Monitoring and assessment Research Promotion Policies to promote road safety education and training Challenge in reducing the number of serious injuries Policies aimed at vulnerable groups Commitment of different levels: national, regional and local with powers Need to plan and identify quantitative targets Promoting technology applied to infrastructure and vehicles Integrating data sources and improving the availability of such data for decision-making Looking ahead: challenges and trends for the Catalan Traffic Service

20 2.1 Trends set by international organizations At an international level there are various organizations that set the trend to be followed in the field of road safety and serve as a reference when designing the strategy of each country. Basically, there are three international organizations with authority, which capitalize on thought leadership in road safety matters: Decade of Action for Road Safety, Transport White Paper, March 28th, 2011 Identifying best practices in road safety Moscow Declaration: 10 years to save 5 million lives Towards a European road safety area European Parliament resolution on road safety 2. 21 1 The World Health Organization The United Nations and member states, aware of the challenge facing the world and supported by the success of the First Global Ministerial Conference on Road safety, organized by the Government of the Russian Federation in November 2009, officially proclaimed the Decade of Action for Road Safety, in March The goal of the Decade is to reduce the number of road accident victims worldwide by 2020 by ensuring that everybody receives adequate road safety training. The recommendations of the Decade of Action are made on the basis of five pillars: Road afety management Safer roads and mobility Safer vehicles Safer users Response after accidents In the international context, the common guidelines of international organizations focus on reducing the number of serious injuries and on the priority of vulnerable groups. The European Union The European Commission considers that, in the context of political orientations, it is necessary to take a number of actions: Define a structured and consistent cooperation framework based on the best practices of all member states Adopt a strategy for injuries and first aid to address the need to reduce the number of injuries in accidents Improve the safety of the most vulnerable road users, i.e. motorcyclists Looking ahead: challenges and trends for the Catalan Traffic Service 2.1 Trends set by international organizations

22 In this context, and with the target of halving the number of fatalities on the roads of the European Union by 2020, the Commission has published a set of road safety guidelines as a general framework for specific actions to be carried out at a European, national, regional or local level between 2011 and The Commission has identified seven objectives: Improved education and training of users Increased compliance with traffic rules Increased safety of road infrastructure Safer vehicles Promoting the use of the latest technologies to increase road safety Improving emergency and care services following injury Protection of the most vulnerable users The strategies defined by these organizations are ambitious, but Catalonia has a head start meaning that this challenge can be met. Meanwhile, the European Parliament resolution on road safety of September 2011 specified three quantitative targets for 2020: 50% Reduction of deaths (pedestrians and cyclists) in road accidents 40% Reduction in the number of serious injuries (based on a pending definition of serious injuries) 60% Reduction in the number of children killed in road accidents The Commission also defines the 2011 Transport White Paper: roadmap towards a Single European Transport Area, for a competitive and sustainable transport policy, which establishes the lines of work up to 2020 to reach the target of 0 deaths on the road. 2. 23 Specifically, the lines proposed are as follows: 1 Zero vision 3 Strategy for serious injuries 5 Vulnerable users 2 Smart technology in mobility 4 Training and education 6 Integrated urban mobility 3 The World Bank The World Bank has identified the best practices to be implemented by entities that wish to be leaders in road safety. To this end, it has identified seven functions to be performed and to be included in the definition of their strategy and in the implementation of a governance and management model: Focus on Results Research Coordination Monitoring and Assessment Legislation Financing Promotion Looking ahead: challenges and trends for the Catalan Traffic Service 2.1 Trends set by international organizations

24 2.2 The most notable practices of European Union countries The countries regarded as implementing best practices in road safety base their strategies on the pillars of education and certainty of compliance with regulations. In order to identify best practices in road safety, the criterion used to guide the analysis is the position they occupy in terms of the number of fatalities per million inhabitants. In this regard, the countries taken as a reference are as follows: Norway United Kingdom Sweden 7 Finland Ireland Holland Denmark For each of the countries selected we have analysed the main elements characterizing their strategic plans in two dimensions: Intervention areas Monitoring type of the Plan On the following pages, by way of summary, we present the main conclusions obtained from the analysis of each country. 2. 26 These best practices provide guidance to support the process of reflection of the Catalan Traffic Service, which will result in a strategy based on the lessons learned, political priorities and the current accident rate. 29 2.3 The opportunity for the Catalan Traffic Service The successes achieved in road safety in Catalonia demonstrate the good work of the Catalan Traffic Service. We have to continue working to close the gap with the top 8 countries and even overtake them. The previous strategic planning processes have positioned Catalonia as an international benchmark in road safety. In this regard, today the Catalan Traffic Service can demonstrate a number of achievements and a set of challenges, which are described below: Achievements Clear downward trend in the number of fatalities since 2000 Downward trend in the accident rate of younger age groups Improved level of safety of the Catalan road network Increased use of seat belts, child restraints and helmets Downward trend in average speed Challenges and areas for improvement The urban area still has significant room for improvement in the number of fatalities. The inter-urban area also has room for improvement in fatalities and serious injuries. There is room for improvement in the consumption of alcohol, drugs and psychotropic drugs. Protection of vulnerable groups must remain a priority (pedestrians, cyclists and motorcyclists). There is room for improvement in coordination with the various authorities and social agents involved in road safety. In the new strategic setting, more emphasis must be placed on the active participation, involvement, coordination and responsibility of all these agents. The Strategic Road Safety Plan 3.1 Road safety model The goals of the Strategic Plan have been defined according to the European Union guidelines and are the first step towards achieving 0 accidents in The priority set in the Strategic Road Safety Plan, which is aligned with the target set by the European Union for the same period, is to achieve a 50% reduction in the number of fatalities on the roads of Catalonia in 2020 compared to This overall target is associated with a set of specific targets for different types of users. 34 Achieving the priority targets for 2020 is the rationale of the Strategic Plan. Therefore, the Plan defines a scheme of targets, strategic lines and projects to promote the strategy, which, in turn, revolve around two hubs: persuasion and deterrence. The two hubs around which the 2020 strategy is built are persuasion, aimed at all the elements that make up mobility, and deterrence, aimed at the factors that directly or indirectly cause accidents, or the causal risk factors, the police control measures to prevent accidents and the offence committed and detected. 39 The work carried out by the Catalan Traffic Service and the statistics of the last eight years show a positive trend in the main road safety indicators. However, we have to continue monitoring these indicators, which in some cases have shown increases in recent years, despite the reduction in the level of traffic as a result of the economic crisis. Reasons and opportunities that support the objective Monitoring of accidents and severity in vulnerable groups in vehicles (cyclists and motorcyclists) and light vehicles In these means of transport, there has been a slight increase in the number of fatalities and serious injuries in the period More specifically, according to data from the Statistical Yearbook of traffic accidents in Catalonia, in 2012 the number of fatalities and serious injuries in accidents has increased by 16% for motorcycles and by 7% for bicycles and light vehicles. With regard to the trend in the number of fatalities and serious injuries in the period , different behaviours are observed: there has been a 55% decrease for light vehicles and an 8% decrease for motorcycles. However, the bicycle is the only vehicle in which there is an increase in fatalities and injuries in this period, namely 30%. 40 Speed is still the main risk factor involved in accidents Percentage of vehicles that exceed the speed limit Along with toxicology, speed is still the main risk factor in traffic accidents. High rates of use of different protection systems, although there is still room for improvement The use of passive safety systems by people involved in accidents has increased over the last eight years. The increased use of seat belts and child restraints, which were the systems with most room for improvement, is particularly noteworthy. However, according to the Statistical Yearbook, in 2012 there were still 4.3% of people involved in accidents not wearing a seatbelt or helmet in urban areas and 2.4% in inter-urban areas. In the case of the helmet in mopeds and motorcycles there is less room for improvement: 0.5% of those involved in accidents were not wearing a helmet in urban areas and 1.4% in inter-urban areas. 3. 41 Strategic lines and tracking projects In order to reduce accidents and their effects it is necessary to design and implement measures to protect users of mobility, prevent risk behaviours and improve services for victims. The strategic lines and tracking projects planned under this objective are described below: 1.1 Reduced consumption of alcohol, drugs and psychotropic drugs while driving Consider the possible implementation of Alcolock for certain groups Work will continue on information and surveillance campaigns as deterrents to prevent consumption while driving, and the implementation of Alcolock for certain groups will be considered. Alcolock is a device which incorporates breathalyser technology and is connected to the ignition system of the vehicle. This system prevents the vehicle being started if the driver is under the influence of alcohol and has a positive effect on prevention and rehabilitation Implement preventive information actions and tests for the consumption of alcohol, drugs and psychotropic drugs while driving In the period it will be necessary to intensify preventive awareness actions and deterrent controls to reduce the number of drivers under the influence of alcohol, drugs and psychotropic drugs. With regard to preventive controls, it is planned to analyse current sampling methods in implementing controls in order to adapt them to the methodology established by the project sponsored by the European Union, DRUID (Driving Under Influence of Alcohol and Drugs), in areas over which the Catalan Traffic Service has authority. In the framework of the activities of the Catalan Traffic Service in the period , there will be a line of work focused on implementing the Alcolock system in certain groups. Some of the priority groups may be repeat offenders, people undergoing rehabilitation for alcoholism or commercial transport drivers. The programme must include the monitoring of individual participation and the implementation of complementary educational programmes. Finally, we must propose the deployment of the regulatory framework of preventive drug tests, and study the effects of drugs on driving and the possible establishment of a scale of intolerance The Strategic Road Safety Plan 3.3 Strategic lines and tracking projects

42 1.2 Monitoring and control of risk behaviours and particularly speed as the main cause of injuries in accidents Compliance with speed limits does not only require drivers not to exceed the legal limits, but for these limits to be appropriate to the characteristics of the roads and environmental conditions. Intensify comprehensive information and awareness campaigns for the reduction of speed and use of speed control devices in vehicles. Reduce the number of speeding offenders by 20% compared to 2010 (in relation to overall mobility). Plan for the location of speed control radars according to criteria of accidents, risk or speeding Monitor compliance with regulations through specific campaigns for the monitoring and control of these behaviours, propose policy reforms and improve the effectiveness of disciplinary proceedings for traffic offences In accordance with its principles and values, the purpose of the Catalan Traffic Service is not to control or penalize road users. However, these measures are envisaged as a last resort when other preventive and deterrent actions are not effective. In these cases, it is necessary to ensure that the actions taken (reporting, deterrent controls, etc.) are effective in re-educating the offending users. This objective involves assessing the results and impact of the current disciplinary model and making decisions to improve its effectiveness Anti-speeding plan This plan will integrate speed prevention and control actions in a specific plan which specifies and programmes the actions defined and provides impact assessment mechanisms. Some of the priority actions in the plan are: IIdentify and analyse the sections of road with the highest frequency of speeding. Increase the coverage of speed control and extend the implementation of speed control sections. Intensify speed monitoring campaigns and reporting. 3. 43 1.3 Protection of the most vulnerable users of mobility Pedestrians, cyclists and motorcyclists are the most vulnerable users in the event of road accidents. Therefore, in recent years, the Catalan Traffic Service has been promoting initiatives to improve the protection of these users, by preventing the risk of accidents and by reducing the impact of accidents. To continue working on this objective, it is necessary for the various agents with authority and influence in the design and construction of the mobility environment (Government Departments, municipalities, architectural firms, etc.) to become involved and take stock of the need to implement innovative solutions to improve the safety of these users Foster atmospheres and attitudes of good citizenship and mutual respect among car drivers, lorry drivers, motorcyclists, cyclists and pedestrians One of the most effective measures to create safe environments is traffic calming, which consists of reducing speed in areas where the movements of various road users converge. Traffic calming measures require a number of actions to be taken on the road and the elements that comprise it (road narrowing, extension of pedestrian crossings, construction of bike lanes, speed reduction, etc.). Meanwhile, it is necessary to construct an information system for the most common types of users (pedestrians, cyclists and motorcyclists), to provide information on the risk exposure of the different groups. In this regard, en the period , the Catalan Traffic Service, in collaboration with local governments, will continue to promote speed reduction on roads where various forms of traffic converge: vehicles, motorcycles, pedestrians and cyclists. These measures will have to be accompanied by the necessary policy changes. In this regard, we have to discuss the possibility of implementing the so-called shared spaces in urban areas Improve the safety of motorcyclists The number of motorcycles in Catalonia, and their coexistence with other users, is very high. To reduce accidents it is necessary to know their pattern of mobility and accident rate in such a way as to design ad hoc measures for this group. This project involves various lines of work: Study accidents involving motorcycles in more detail, identifying parameters such as causality, sections, road safety conditions, etc., prepare studies on exposure of motorcycle users to risk and make an analysis of the road network with greatest exposure to risk. Maintain helmet-use monitoring campaigns to reduce the potential 1.4% of accident victims that do not use a helmet in the inter-urban area and 0.5% in the urban area. 1.4 Continuous improvement of care for accident victims The approach of this new Plan with regard to victims is to continue promoting the care offices which, the first of their kind, provide an assistance and advice service to accident victims and their relatives. In addition, we will work towards implementing the geo-referenced system of analysis of time of access to accident victims Enhancement of the Service of Information and Assistance to Accident Victims (SIAVT) The SIAVT (Spanish abbreviation for Service of Information and Assistance to Accident Victims) was launched in March This service of assistance and guidance to accident victims and their relatives is an important element of support in the process of recovery from an accident. In this regard, we must move ahead in the deployment of the SIAVT, incorporating accident victim associations in the provision of the service and improving the processes for monitoring the personal and social recovery of victims in the medium and long term Incorporation of new technologies in the emergency care system in traffic accidents The way in which traffic accident victims receive the care of emergency services determines their chances of survival and quality of life. In this regard, it is essential to continue developing a model of emergency care to accident victims focused on efficiency and speed in the provision of care. 46 The creation of safe mobility environments should have a comprehensive vision above and beyond the characteristics of the mobility area (urban or inter-urban). At the same time, it must be able to align all agents responsible for mobility planning to work in a coordinated and consistent manner, in order to create a continuous mobility environment, where the user has the impression that there is a consistent approach to the management of mobility and the safety elements when travelling on different roads. Reasons and opportunities that support the objective In urban areas there is a higher volume of traffic of vulnerable groups (such as pedestrians and cyclists) and, therefore, this is where there is most interaction between users and public space The effects of the economic climate and the increasing tendency of the public to adopt more sustainable habits and means of transport have caused an increase in the amount of traffic of vulnerable groups (especially pedestrians and cyclists). En line with what has been implemented so far, the Catalan Traffic Service wishes to promote the active participation and shared responsibility of the various agents in order to reduce accidents on the Catalan road network. Reasons and opportunities that support the objective Room for improvement in coordination mechanisms with agents responsible for promoting road safety Initiatives such as the Interdepartmental Commission for the Improvement of Road Safety help to align the activities conducted by different Government departments in the field of road safety. The Strategic Plan has the chance to stress the importance of measures of coordination, not only between departments of the same Government but also with other public entities and private companies and agencies. An integrative approach to the measures developed by different agents under the same strategic framework will help maximize the impact of road safety improvement activities in the region. Involvement of the business sector in road safety The leading international traffic authorities have included a shared responsibility philosophy in their strategy, in which organizations, companies and the users themselves help to implement the safety measures at national and local level. The strategic road safety plans of countries such as Finland, the United Kingdom, Ireland and the Netherlands include these dynamics. The current strategic road safety framework of the United Kingdom plans the extension of safety to companies and organizations. The Plan includes the impact that the attitude of companies in this area has on overall road safety. In this regard, measures are planned for companies to use their experience to incorporate and improve safety in their logistical processes and other types of traffic for reasons of work. The Irish authority addresses this issue by reviewing and restricting the regulatory framework for the prevention of occupational risks to ensure that these measures are carried out within organizations. The Plan also highlights the benefits that the implementation of these measures provides to the company in terms of reducing accidents, absenteeism, vehicle maintenance, fuel costs and insurance. 3. With the involvement of victims associations, bicycle user associations, pedestrian associations, etc., and from the field of action of each of these, it is possible to influence certain groups which the Government does not usually reach. It is necessary to define interventions, which may range from training, communication and awareness activities to more specific interventions based on the social purpose of these organizations. 54 3.1 Reorientation of the Catalan Traffic and Road Safety Commission and the Interdepartmental Commission for the Improvement of Road Safety The Catalan Traffic and Road Safety Commission is the participation and consultation body of the Catalan Traffic Service that acts as a forum for discussion and analysis on traffic and road safety issues. It is constituted as a body involving public and private entities related to traffic and safety. Meanwhile, the Interdepartmental Commission for the Improvement of Road Safety is the coordinating body between Government departments on traffic and road safety issues. In line with the Catalan Traffic and Road Safety Commission, this body performs monitoring functions and proposes road safety measures to the authorities. With the new strategic framework for , both bodies are expected to gain prominence in terms of road safety, operating more dynamically, increasing their level of involvement and advising on road safety policies Include the setting and monitoring of commitments/objectives and the demanding of results from other public and private organizations in the activity of the commissions Besides their role as bodies for generating discussion and ideas aimed at improving the prevention and deterrence of the causes of accidents, the commissions are an important tool for ensuring compliance with the objective of coordinating public and private entities to improve safe mobility. They currently perform functions connected with the monitoring of compliance with the strategic goals of the Road Safety Plan and the monitoring of projects involving the participation of various traffic-related authorities. This project aims to enhance the existing functions of the commissions by making them more dynamic and streamlining their operations, and to increase the involvement of the commissions themselves and of their working groups in advising on the definition of road safety policies Establish coordination and monitoring structures with the Catalan Traffic Service. Creation of working groups according to road issues This project provides for the review and definition of a governance model for coordination and monitoring with the Catalan Traffic Service. Some of the issues to be rethought would be the current monitoring and reporting mechanisms between the Service and the commissions. Meanwhile, ad hoc working groups focused on the study of specific road safety issues would be established: Occupational road safety Safe mobility Education Communication for awareness, etc. 3.2 Development of agreements with associations to implement joint actions to improve road safety Better coordination with private organizations active in the field of road safety will help improve the impact of the projects contained in the Strategic Road Safety Plan. In this regard, associations must be taken into consideration by the Catalan Traffic Service because of their ability to support and complement the implementation of the road safety strategy. The projects under this strategic line are aimed at strengthening government support to associations in performing actions related to accident prevention and improving the synergies that may be generated between the world of organizations and the Catalan Traffic Service itself. 3. 55 3.2.1 Promote the activity of associations for the promotion of road safety activities The Catalan Traffic Service plans to promote measures to foster and encourage the activity of associations in road safety. As part of this project, some of the priority actions would be: Take on the role of facilitator in order to consolidate and optimize the work being done by all the different entities in the field of road safety in Catalonia. Advise entities in the implementation of projects related to road safety. Encourage the authorities that support entities (through grants or aid in kind) to include in their plans the allocation of resources to organizations that conduct road safety projects. As part of this project, the Catalan Traffic Service will promote the generation of opportunities for citizen participation focused on road safety Define a plan of action in collaboration with associations and establish formal coordination and monitoring mechanisms (commission, work sessions, transfer of information) In order to make the most of the resources in the region with the capability of contributing to the deployment of the Catalan Traffic Service strategy, it is necessary to involve associations in the planned actions. Some of the actions to be carried out in this regard would be: Communicate the Road Safety Plan to all the associations and define the specific actions of the Plan in which they are involved. Identify opportunities to generate synergies and collaboration between the associations of the region. Establish mechanisms to monitor the deployment of the Road Safety Plan and share information between the Catalan Traffic Service and entities. 3.3 Promoting road safety in the company To carry out comprehensive policies for the prevention and deterrence of the causes of accidents it is necessary to involve public and private agents in the implementation of the road safety strategy and share responsibilities with them. In this regard, companies can complement the actions of public agents in the field of road safety and reinforce accident prevention among their workers. Most road travel, especially on weekdays, is so-called forced mobility for reasons of work, or commuting (in itinire and in mision). Indeed, a significant proportion of occupational accidents occur on the road. The involvement of companies in the implementation of preventive measures and awareness campaigns will help reduce the number of accidents during commuting Promote the development of road safety plans in companies, focused on prevention, awareness and information The contribution of companies operating in Catalonia to road safety requires them to include this issue in their occupational risk prevention plans. This strategic line aims to increase the degree of collaboration and participation between the Catalan Traffic Service and the leading international road safety authorities and achieve international recognition as a model system Creation of the Road Safety Observatory in order to have an impact in the urban setting, projecting the policies of the Catalan Traffic Service at a European and global level and becoming a leader in safe mobility The generation of a benchmark reflects the need to maintain and improve the road safety situation in Catalonia by including in the plan of action for the coming years innovative measures implemented in other leading international road safety systems which have proved their effectiveness in reducing road accidents. In order to identify these actions it will be necessary to work with international road safety authorities and organizations and to analyse, by means of a benchmarking study, the effectiveness of the measures and their applicability in Catalonia: Promote research projects in collaboration with international road safety authorities. Promote the participation of the Catalan Traffic Service in international events such as the European Road Safety Day or the United Nations Global Road Safety Week. Promote the holding in Catalonia of events of international interest related to traffic and road safety. In order to promote the positioning of the Catalan Traffic Service at the international level, the main actions to be performed under this project would be: The creation of a Road Safety Observatory, responsible for collecting data, analysing information and conducting research related to traffic and safety. The observatory would base its activity on three lines of work: 1. Study of mobility in urban areas. 2. International projection of the CTS. 3. Generation of a benchmark of best practices based on the objectives of the Plan to include the best interventions implemented by both public and private institutions and associations. 3. Meanwhile, greater autonomy in management and implementation would involve improving the legal framework and the current framework of road safety responsibilities and setting up, on a new legal basis, a traffic authority similar to the leading international authorities. Reasons and opportunities that support the objective Managing road safety responsibilities in Catalonia In accordance with Act 6/1997, of December 15, the powers of enforcement of State law in the following areas are excluded from transfer to Catalonia: a) Issue, review and exchange of driving licences for motor vehicles and motorcycles, and their cancellation, intervention and suspension resulting from disciplinary proceedings. b) Verification of the regulatory tests for obtaining driving licences. c) Registration and issue of registration certificates; cancellation, intervention and annulment of such certificates; and authorization of transfers, duplicates, deregistration of vehicles and issue of temporary certificates. However, there is scope to promote reforms within the provisions of the Act. In this regard, the Catalan Traffic Service will promote the improvement of the legal framework by advising on the review of the urban road safety regulatory framework (e.g. traffic bylaws) in order to standardize it with the overall legal framework for road safety. In the context of shared responsibility, we will work with the Central Government to manage their current powers in the best possible way. Provide road safety standards to allow the activity of the Catalan Traffic Service to focus on measurable results The Catalan Traffic Service aspires to be a leading institution in the field of road safety. In this regard, it is aware that focusing on excellence in management has a direct impact on accident results and their effects. Therefore, the Catalan Traffic Service aims to work on the continuous improvement of management procedures and adapt them to international standards and best practices. In this line, in recent years management improvements such as the assessment of three-year safety plans have been introduced. The next challenge in the improvement of management is to adapt the procedures of the Service to the ISO Standard. Implementation of international best practices in the field of traffic and road safety En the period the Catalan Traffic Service wishes to increase its participation and collaboration with international organizations and traffic authorities. This experience will enable the identification of effective road safety actions successfully applied in other countries. In this line, the implementation of the Road Safety Observatory will improve knowledge of international best practices adaptable to the mobility environment in Catalonia. Focus on service quality and user satisfaction with actions to anticipate accident risk situations Helping to create a safe mobility environment must be compatible with the provision of a quality service. To achieve this it is necessary to rely on tools and technologies to improve the management of demand and influence the decisions of users through the communication and dissemination of information on traffic conditions and situations that increase the risk of accidents on the roads. 3. 59 4.1 Continuous improvement of the legal framework for road safety The legal framework for road safety must both regulate the actions intended to improve traffic flow and reduce accidents and establish the optimal model of allocation of powers and roles to maximize the effectiveness of road safety policies. In this regard, the articulation of a Catalan road safety authority built on the basis of a new legal framework in line with European guidelines and the regulatory framework of the leading countries in this field will become a tool to promote road safety policies that will allow significant progress to be made in reducing the accident rate in Catalonia Improve of the legal framework for road safety In accordance with Act 6/1997, of December 15, on the transfer of traffic control responsibilities, the State grants Catalonia executive powers of the state legislation, but does not provide legislative capacity in this area. In this regard, it is necessary for the road safety system in Catalonia to be based on a management model focused on excellence, which includes the best practices in the key processes of the system: Definition of the strategic framework and operating plan, interagency coordination, user communication and information systems, optimization of disciplinary proceedings, etc Implement road safety management systems in accordance with the ISO Standard Identify current gaps in the management systems of the Catalan Traffic Service with regard to the requirements set out in ISO and develop a roadmap to adapt the management system to the aforementioned standard and subsequent certification by the relevant agencies. To carry out this project it will be necessary to identify the roles and responsibilities of the members of the team that lead the project in relation to the tasks of management, planning, implementation and assessment of the results of the application of the standard, and provide a budget allocation for this purpose Set road safety targets in the action plans of all public authorities and other institutions involved in mobility and road safety, in the framework of the Strategic Plan, and monitor compliance with commitments advise these agents in this regard. In order to ensure the effective implementation of the aforementioned objectives, it will propose for them to be included in a plan approved by the Government. This project will help achieve a Catalan road safety system with shared responsibilities, in which all agents with influence in the field of safety and accident prevention work under a common strategic framework. Besides promoting the establishment of objectives, the Catalan Traffic Service will perform tasks of monitoring the progress of strategic goals through the establishment of a standard system of indicators Developing road safety plans with quality objective indicators decision-making in the field of road safety Since 1999, Catalonia has conducted five three-year road safety plans. These plans establish the lines of work that will help achieve the strategic goals of the Catalan Traffic Service in the medium term, and the annual programme of activities for the whole period. The development of road safety plans has proven to be an effective tool in establishing and limiting the field of action of the Catalan Traffic Service and its collaborators in improving road safety. While these plans already provide for the definition of indicators linked to each action, in the period we can take advantage of the opportunity offered by the planned creation of the Road Safety Observatory to build a solid and measurable system of indicators to enable the Catalan Traffic Service to obtain valuable information on the functioning of public policies and guidance in decision-making and the continuous improvement of management. En line with the objectives of the strategic plan to provide for improved coordination with other agents that perform activities to promote road safety, the Catalan Traffic Service will promote the inclusion of measurable targets in their action plans and 3. 61 4.2.4 Informing users about traffic conditions The aim of this project is to improve the quality of the service provided by the Catalan Traffic Service to users, and to reduce the likelihood of accidents by improved information to users and better distribution of demand. The development of a data system on traffic conditions with coverage throughout Catalonia involves promoting the coordination of the various authorities to standardize the exchange of information and working with the private agents that distribute this information to users. As for the management of communication, we must plan the procedures for disseminating both information in real time (direct communication of data to the public, data exchange with private providers) and the preliminary information of traffic forecasts, in order to reduce the dissatisfaction of the users concerned and orient the demand. With regard to the content of the information to be disseminated, we must take into account the concept of universal minimum information, which refers to the minimum level of information the citizen is entitled to access as a road user. Another innovative element to be considered is the inclusion of multi-modal information, which offers users information on the intramodal and intermodal exchange alternatives, also providing for the change of mode of transport from private vehicle to public transport during the journey Optimize disciplinary proceedings in the field of traffic and improve their efficiency This project falls in line with the optimization and continuous improvement of the activity and the satisfaction of the stakeholders in disclipinary proceedings (ISO 9001:2008). Optimizing the efficiency of disciplinary proceedings involves implementing improvements in procedures such as notifying the start the proceedings, streamlining the implementation of the process and improving quality. Some of the milestones and actions required under this project are: Improved management of the disciplinary proceedings to achieve measurable targets, such as: Increased number of notifications delivered, in order to ensure that the persons concerned are aware of the relevant information. Reduced time between the commission of the offence and receipt of the notification. Reduced number of claims, appeals and other complaints. Promotion of actions for information exchange and collaboration between EU member states in the interests of improving road safety and fighting against the impunity of some drivers. Continuous improvement of quality with periodic renewal of the ISO 9001:2008 certification in the field discliplinary proceedings for traffic offences and the possible extension of its scope. 4.3 Promoting a safe fleet of vehicles The average age of our vehicles is about 11 years, so proper maintenance of these vehicles is required. However, due to the economic crisis, it has been found that about 18% of vehicles that should have passed the MOT have not done so, with the increased risk that this entails. 62 4.3.1 Promote the demand for active and passive safety systems in vehicles In recent years, vehicle manufacturers have made significant progress in safety by incorporating new devices such as audible seatbelt warnings, speed control systems, or ADAS (Driver Assistance Systems) systems to warn about lane changes, detect blind spots, etc. However, the use of these systems is not widespread. Besides continuing to promote the standard installation of these devices in vehicles, it is essential to ensure that they are used by the drivers that have them and to increase their demand through: Communication and awareness campaigns in coordination with other agents (other governments, passive safety system manufacturers, etc.). Economic and tax incentives to encourage the demand for these devices Campaigns to raise users awareness about the importance of proper technical maintenance of vehicles for the purposes of road safety According to the latest measures taken by the Catalan Traffic Service in the enforcement of vehicle inspections, it will be necessary to: Conduct information campaigns on the importance of preventive maintenance of vehicles. Improve monitoring of compliance with MOT testing of vehicles in Catalonia and the disciplinary proceedings. Continue deploying systems to detect noncompliance with MOT testing with automatic penalties. Analyse the information provided by MOT centres and focus efforts on the main problems identified. 3. 64 In mobility, safety depends on all the people involved, collective and individual values, the behaviour of each individual, the capabilities and skills of users, their willpower, etc. Everyone is responsible. Therefore, it is very important to provide information and training on safe mobility throughout life, implementing a set of strategic lines and projects involving all agents that can or do collaborate (schools, driving schools, companies, associations and government authorities, among others). Reasons and opportunities that support the objective Need for greater coordination among those involved in road safety education and training There are various organizations involved in road safety education at different stages of people s lives: schools and leisure organizations which conduct educational activities and awareness campaigns in this field with children and teenagers, universities, driving schools and companies which carry out training, awareness, information and prevention activities aimed at adults, and other bodies, such as local authorities, the Government itself, foundations and associations, which address different population groups, throughout the education lifecycle, and, in particular, the local police and Mossos d Esquadra, who have been the major promoters of the EMS. The Catalan Traffic Service has an important role in promoting these activities, in some cases conducting them directly and in others ensuring that other agents carry them out in a coordinated way and within a structured learning framework. While the Catalan Traffic Service has developed measures aimed at improving coordination between agents in recent years, there is room for improvement in this regard. Under the new strategic plan, it is necessary to continue encouraging the participation of agents that can collaborate in education and training. The Catalan Traffic Service must lead the creation of shared knowledge, collaboration in a joint project and the combination of proposals for coordinated action and the achievement of better results. 65 Room for improvement in the prioritization and systematization of road safety in schools, driving schools and companies Education for safe mobility must be a shared responsibility between the various agents with most influence. Specifically, schools, driving schools and companies are some of the agents which share responsibility in prevention and which, as they encompass most users of public space, have great capacity to sensitize and educate them. However, the aforementioned agents are observed to implement training, education and prevention activities inconsistently, and specific opportunities for improvement can be identified for each one: Schools: there are numerous activities in which many different agents collaborate in primary and secondary schools. It is necessary to work in coordination to ensure that education for safe mobility is conducted at schools in a structured and systematic way. Driving schools: the aim of students is to pass the tests of knowledge, skills and behaviours required to obtain a driving licence. Strategies are required to help driving schools increase the time spent on encouraging road safety attitudes and values, while maintaining their current commitment to training for knowledge and skills tests. Companies: work-related travel creates accident risk, whether in mision or in itinere. We must promote the development of training programmes on safe mobility in the occupational risk prevention plans of companies. In this regard, the Catalan Traffic Service has to work to encourage these environments and agents to play a more active role in promoting prevention and safe mobility. To meet this challenge the Catalan Traffic Service must sensitize agents, accompany and advice them in the design and implementation of activities and make a better distribution of the resources and methods for education on safe mobility, making them available to those responsible for training. The responsibilities for education for safe mobility must be the framework for interventions related to the field of traffic During 2012 and 2013, the Catalan Traffic Service and a large group of collaborators have worked together to define education for safe mobility, and have specified the guiding values and the responsibilities to be developed throughout life. On the one hand, this new framework must be disseminated and standardized in all educational activities conducted, both by the Catalan Traffic Service itself and by the other EMS agents. On the other hand, many traffic-related activities are carried out in Catalonia: congresses and conferences, advertising campaigns, training activities, activities to promote accessible and sustainable mobility, etc. The importance of road safety in these activities remains limited. All interventions related to the field of traffic are valuable because they can be road safety learning environments for different road users. Therefore, we must work for the values and responsibilities for safe mobility education to be taken into account in all interventions The Strategic Road Safety Plan 3.3 Strategic lines and tracking projects

66 Promoting best practices in the communication of road safety The inadequate management of the communication of road safety content by certain agents with considerable disseminating capacity has a negative impact on the awareness of mobility users. Therefore, the Catalan Traffic Service must prevent this risk and promote information and awareness activities that encourage proper management of road safety content by these agents. The Internet channel is an opportunity for the dissemination of road safety The Internet and the improved digital skills of the population offer new possibilities in the field of communication and dissemination of safe mobility values. The number of people with access to this technology has grown sharply in our country in recent years. According to IDESCAT data (2011), the percentage of the adult population that uses the Internet with some frequency in Catalonia is over 70%, and the penetration rate among young people, the so-called digital natives, is nearly 100%. The new digital tools are capable of sending messages to certain groups that a difficult to reach through traditional media. On the other hand, it is also necessary to beware of the risk of content with a negative treatment of road safety being distributed via the Internet. Need to adapt the training of drivers to their characteristics and needs Road safety requires high quality of the processes regulating the right to drive, including psychophysical tests, exams or the driving lessons themselves. These processes take place in obtaining and renewing the driving licence and in re-educating drivers who have committed traffic offences. The Catalan Traffic Service must encourage the improvement of the quality of these processes, both those for which it is directly responsible and any others, since they affect people s safety. In this regard, it must implement different lines of work: Collaboration with authorities to ensure the quality of processes. Assessment of the results of interventions and implementation of measures to improve them, if appropriate. Design of measures for training strategies and programmes to suit the characteristics and needs of drivers. Sensitization and training of the agents involved in driver training processes. 3. 67 5.1 Deployment and promotion of a safe mobility curriculum to accompany people in their experience as mobility users As part of this strategic line, different agents (schools, companies, associations, etc.) will be encouraged to take part in the dissemination of safe mobility values to the public. The Catalan Traffic Service will give support and tools to professionals from different fields, who will conduct training activities to promote a comprehensive training curriculum to accompany users in their experience and meet the needs of each stage Promotion of education for safe mobility and other measures to prevent traffic risk through the involvement of schools The dissemination and delivery of content on safe mobility included in school curricula is a tool we have to influence in order to promote a cultural change in the perception of the importance of road safety and delve deeper into the idea that the responsibility for road safety is an issue that involves all stakeholders, including citizens. In order to increase the involvement of schools in road safety training, this project will promote: Formalization of the collaboration between the Departments of Education and Home Affairs to optimize the introduction of the EMS. Extension of motorcycle training to secondary schools. Advice to schools on including road safety education in the school curriculum. Training school professionals responsible for teaching road safety education. Development of a virtual education centre for safe mobility accessible to professionals Ensure road safety training as occupational risk prevention in mision and in itinere According to the latest data available, over 30% of traffic accidents occur during travel for reasons of work. To act in this area, the current Strategic Plan includes several measures involving companies and making them partly responsible for ensuring road safety. One of these is the project the aims for mobility plans to be made in companies as part of the occupational risk prevention measures. In connection with this project, in the field of education, these mobility plans are expected to include training activities in work-related road safety. The Catalan Traffic Service will promote these training activities and monitor their compliance, while advising companies on the delivery of the courses and providing support material Promoting a model of educational values and responsibilities for safe mobility In 2013, based on a participatory process, we have developed an educational model for safe mobility focused on the individual. This model the EMS core values and responsibilities which cover the entire lifecycle. The Catalan Traffic Service, with the participation of the individuals and organizations that collaborate, will deploy and consolidate this model through specific publications and dissemination. We will also develop and adapt programmes and materials under this new line of work. In addition, we will have to take measures to support all the agents that participate or may collaborate in education for safe mobility, and provide different types of support such as resources, training and awareness-raising meetings The Strategic Road Safety Plan 3.3 Strategic lines and tracking projects

68 5.2 Design of communication strategies that promote a road safety culture Communication activities are an essential tool for the Catalan Traffic Service to meet the targets of the Strategic Plan. In this regard, it is necessary to rely on a communication strategy that enhances the result of road safety actions while being capable of educating users in this regard and deterring them from indulging in high-risk behaviours Conduct communication campaigns on risk factors (speed, alcohol/drugs and passive safety systems) along with surveillance and control activities In recent years, the Catalan Traffic Service has conducted a number of information campaigns aimed at encouraging users to avoid risky behaviours and use safety systems. Under the strategy, the aim of the Catalan Traffic Service is to continue promoting communication activities, complementary to control measures, in order to influence the behaviour of road users Continue awareness campaigns to generate a positive opinion about road safety Communication and outreach campaigns are tools that complement surveillance activities and have a high potential for persuasion. The Catalan Traffic Service intends to continue increasing the effectiveness of its communication strategy. To do this, we must continue innovating and make use of a wide range of channels (social networks such as Twitter and Youtube, advertising campaigns in online and offline media, and other information campaigns in the media) to reach as many of the target groups as possible Develop a transparency policy in relation to the road safety policies implemented and the results obtained Road safety policies must be accompanied by communication actions that promote the adoption and acceptance of the measures by road users. These actions must be clear in terms of the relationship between the objectives of the policies and the measures taken. In order to educate users about the need to pursue specific road safety policies, it is also important to clarify the social benefit resulting from their implementation. This communication must be made under a model based on transparency, where the user has access at all times to the information on the policies promoted in Catalonia in the field of traffic and the impact of such policies on road safety. 5.3 Improving driver skills To reduce accidents, the road skills of all citizens must be improved, with particularly emphasis on those specific to drivers. Therefore, the Catalan Traffic Service must promote the quality of the processes involved in obtaining a driving licence. As part of this strategic line, it is also planned to review the measures aimed at the rehabilitation of groups of drivers with risk factors Promotion of measures to ensure that drivers have the necessary skills to drive safely The Catalan Traffic Service will ensure that the training processes for obtaining a driving licence reinforce skills, procedures and attitudes that promote safe behaviours. In this regard, we will carry out initiatives that promote quality education in safe mobility, based on treating the risk factors of future drivers. 3. 69 The promotion of training requires the support of professionals. In this regard, we will promote the creation of a resource centre to provide road safety trainers with information on content, methods and programmes, and to systematize the activities and training directly aimed at trainers. With regard to the training of driving school instructors and directors, special emphasis will be placed on methods and strategies to encourage attitudes that promote safety Creation and development of processes to ensure that individuals with risk factors or behaviours do not cause traffic accidents In recent years, we have promoted measures to reduce the likelihood of individuals with risky behaviours, such as repeated traffic offenders, causing accidents. These measures have focused on road safety training and awareness programmes aimed at these groups. The quality, consistency and proper functioning of the system have been one of the key factors in its success. Under the Strategic Road Safety Plan, the Catalan Traffic Service intends to continue progress in this line of work. Therefore, we will work on monitoring and assessing the impact of education measures. In addition, we must study more closely the profiles of drivers with risk factors and design accident prevention programmes based on these profiles.
