Co-charge leader regarding development of new/revised list of types of accidents, contributing causes, types of boats, types of activity, and types of operation categories for submission to Coast Guard for revisions to Boating Accident Reporting Database (BARD); 2008-Present. American Boat and & Yacht Council (ABYC) - Member of the Technical Board; 2008-Present. National Boating Safety Advisory Council (NBSAC) - Working member of the Accident Reporting Review Task Force to develop recommendations for revisions to the Federal Code of Regulations regarding boating accident reporting requirements; Notable Recognitions: Missouri State Water Patrol "Certificate of Recognition" award on four occasions. 2 WORK EXPERIENCE Missouri State Water Patrol; Patrol Officer at Lake of the Ozarks (District 2): Duties included the investigation of boating accidents as a part of all enforcement duties. Lake of the Ozarks has a reputation as being one of the busiest lakes in the United States, as well as having a very high boating accident rate. Assigned area was one of the busiest on that lake, so there was ample opportunity to conduct numerous boating accident investigations and drowning investigations. Personally investigated more than 300 boating accidents during career with the Water Patrol (career high of 43 accidents and 6 fatalities investigated in 1985, as well as 5 drowning investigations that year); Corporal (District 2): Duties included the same as Patrol Officers, with additional supervisory duties; Sergeant (District 2 Field Supervisor): Duties included supervision of all patrol activities and boating accident investigations in District 2, as well as the statewide scuba dive recovery team; Captain (District 3 Commander): Duties included supervision of all field activities, as well as all boating accident investigation reports and drowning investigation reports. District 3 is a 15 county area of Southwest Missouri. The major waterways in District 3 include Table Rock Lake, Bull Shoals Lake, Lake Taneycomo, as well as the various float streams in southwest Missouri; Retired at the rank of Captain on February 01, 2012, after more than 33 years of service to the State Of Missouri. Was the leading boating accident reconstruction expert for the Missouri State Water Patrol. Provided guidance and supervision for their boating accident reconstruction team. Initiated the concept of that reconstruction team, which was a team of seven investigators statewide that were available for deployment to conduct in-depth analysis of complex and high profile boating accidents. Formed that Boating Accident Reconstruction Team for the Missouri State Water Patrol in 2003 and then monitored, supervised, and reviewed all reconstructions conducted by team members. Developed an innovative Accident Investigative Handbook and report form currently utilized by the Water Patrol Division of the Missouri State Highway Patrol (MO State Water Patrol merged with the MO State Highway Patrol in January 2011) Was the Lead Instructor for 0ver 26 years for the MSWP regarding boating accident investigation and drowning investigation procedures for recruit and in-service training sessions; Boat Accident Reconstruction experts, LLC, 2014-Present General Partner in BARe, LLC, an Illinois licensed limited liability company, providing consulting services and expert testimony in civil litigation and criminal prosecution involving recreational boating accidents. 2

3 National Association of State Boating Law Administrators (NASBLA); 2001-Present Curriculum Development - Member of a four-man team that re-engineering of the entire curriculum of the Boating Accident Investigation Program, resulting in three new courses: Accident Investigations 4 hours, for the U.S. Coast Guard's Marine Patrol Officer Course (MPOC); National Boating Accident Investigation & Analysis Course: Level I - Comprehensive; and, National Boating Accident Investigation, Reconstruction & Analysis Course: Level II - Advanced. Involved in the curriculum development was module content, presentation materials and visual aids, and student manuals for each course. This curriculum is recognized as the gold standard in the industry; Instructor - One of the three primary instructors in the Boating Accident Investigation Program. In addition to instructor duties at classes conducted throughout the country, completed assigned duties in continued curriculum development; Staged Collisions Project Assistant - One of two chosen to assist in the execution of a U.S. Coast Guard grant to conduct a series of staged two-vessel collisions for use in the Boating Accident Investigation Program; Program Manager and Lead Instructor of the Boating Accident Investigation Program. Responsible for program continuity, curriculum development, classroom execution and instructor supervision; 2013-Present. Independent Consultant regarding Boat Accident Investigation and Reconstruction; Serve as an independent consultant in civil litigation and criminal prosecution involving recreational boating accidents. Delivered a variety of other presentations to law enforcement agencies, hospitals, and coroners at various conferences and training sessions during 33 year career with the Missouri State Water Patrol RELATED SKILLS AND EXPERIENCE: Began boating at 12 years of age and had the opportunity to operate numerous motorboats. Still an avid boater and fisherman. 4

5 Personal and Professional Boat Operation Experience: Recreational-Motorboats including small fishing boat with tiller steering, low profile performance boats (stern drive and jet boat), stern drive runabouts, deck boat with outboard engine, personal watercraft, and bass boat. Power ranges from small 4HP outboard to large 150HP outboard. Stern drives and inboard jet, up to 454 cubic inch. Also experienced in the use of canoes, both motorized and non-motorized, and rowboats. Currently own an 18.5 Skeeter bass boat with a 150HP Yamaha outboard motor. Professional-Throughout career with the Missouri State Water Patrol, operated numerous and varied patrol and rescue boats. Motorboats including utility/jon boats, runabouts, center console patrol boats, and offshore performance hulls. Power configurations on those boats consisted of outboard props, outboard jets, stern drives, and twin outboards. Hull configurations include flat bottom, tri-hull, semi-v hull, and deep V hull, ranging from 12' to 29' in length. 02/17 5
