All NYSPHSAA football games will be general admission tickets. Tickets for all games are as follows: Semi Finals $10.00 per day (1 st grade and up) Championship $10.00 per day (1 st grade and up) Parking Fee at Carrier Dome $10.00 per car For all NYSPHSAA Football Championship games at the Carrier Dome on November 24 th and 26 th, tickets may be purchased in two ways: 1. Beginning November 1 st, visit Gofan.co/NYSPHSAA to purchase advance sale tickets. 2. On the day of each game, the Carrier Dome Ticket Booths will sell tickets to fans. 2 P age
3 Entry into Carrier Dome Everyone must purchase a ticket to enter the building. The only exceptions to this rule are as follows: 1. A maximum of 55 team members (must arrive together at Stadium Control) 2. Coaches and other personnel who have Field, Field/Spotter or Team Video passes (Stadium Control) * 15 Field passes * 4 Spotter passes * 2 Team Video passes 3. Cheerleaders in uniform (Stadium Control), Varsity squad only, plus one advisor 4. Bus drivers of team, cheerleader, or school band buses. Arrive with respective group and then pick up a ticket at Stadium Control. 5. Media with proper ID and pre arranged media credential. Enter at Gate B to receive your credential at Will Call. 6. Band members in uniform enter using Gate A. Rosters must be submitted in advance. School Gate Lists Each tournament team is required to submit a School Gate List to kjadin@nysphsaa.org (Kristen Jadin), pesala@syr.edu (Pete Sala), Lkdavi02@syr.edu (Lauren Davis) two (2) days prior to Thanksgiving Day. The gate list allows for up to eight (8) school administrators or personnel and can be downloaded by visiting Click on resources, then forms. The form will be located under the sport coordinator forms section. Individuals on this gate list should report to Gate B. Sideline Passes Each team is allowed a maximum of 19 sideline passes which includes 4 spotters. Sideline passes should be for football personnel like coaches, trainers, doctors, etc. These are individuals you list on your Dome Gate List. Awards For all NYSPHSAA Regional games, the winning and losing team will receive a plaque. The winning team will receive a Regional Champion plaque. The losing team will receive a Regional Finalist plaque. In addition, all team members will receive certificates of participation in each classification. For all NYSPHSAA semifinal games, the losing team will receive semifinalist plaques in all classifications while the winning team will advance to the Carrier Dome. At the Carrier Dome, championship and finalist plaques will be awarded to teams in all five classifications plus individual medals to participants on both teams. The State Champion team will also be awarded a maximum of 55 Champion shirts. For all levels of participation, including regional and championship games, a MAXIMUM of fifty five (55) individual awards are authorized for each team. Fans and parents should be informed that teams with more than 55 will not be provided medals and shirts for extra athletes. Uniforms & Home Teams In all Regional contests, the host section will be the home team and wear their colors. The visiting section will be designated visitors and wear white jerseys. In NYSPHSAA State Championship games for 2017, the EAST semifinal winners will be the HOME team (dark jersey). The WEST semifinals winner will be the VISITOR (wear white jersey). 3 P age
4 For State Semifinals games, Sections 5 & 6 will be home and 3 & 4 will be visitor in the WEST Semifinals. In the EAST Semifinals, Sections 2, 7 & 10 will be the home team while Sections 1 & 9 will be away. It is strongly encouraged for teams in both semifinals and finals to bring BOTH uniforms. For all games, teams shall have a maximum of twenty five (25) minutes for pre game warm up. No team will be allowed on the field more than twenty five (25) minutes prior to game time. Locker Rooms The team locker rooms will be available for changing and showering. Teams will be sharing locker rooms so all valuables should be collected. Each team has half of each of the larger team locker rooms and will not be permitted to enter the locker room until after halftime of the game before their contest. Opponents will not share locker rooms. It is advisable that a manager stay in the locker room at all times to monitor your equipment. It will be expected that each school using a locker room will have a representative inspect the locker room for damage before and after their use of it. Protests & Appeals Any and all questions and/or protests as to game rules or as to the conduct of the game shall be heard and decided by the game committee established by the Sectional, Regional, or State Championship committee, as the case may be, and such decision is final with no right of appeal. The protest and appeals committee shall consist of the site chairman and at least two (2) designees. Code of Conduct The NYSPHSAA Code of Conduct is not required this year. Schools/Sections will provide their own which should be signed prior to the season. Team Supervision & Discipline On behalf of the NYSPHSAA football committee, we urge all players to conduct themselves in a sportsmanlike manner consistent with the principles of high school athletic competition. While in Syracuse, teams will have the option of staying overnight at the Holiday Inn, Liverpool. Teams are responsible for any vandalism to the room, including theft. The sectional chairman will constitute a discipline committee. Any questions concerning discipline of participating players and coaches shall be referred directly to members of this committee who, in turn, shall communicate the complaint to the Tournament Chairman. Coaches are specifically responsible for the conduct of their respective teams during all phases of the tournament including travel to and from the tournament. The NYSPHSAA reserves the right to limit the number of people on the sidelines. Transportation Reimbursement for Participating Schools Transportation is reimbursed at the rate of $1.35 per mile per grid chart, for 2 buses per team, for NYSPHSAA member schools participating in the State Semifinals and Finals. 5 Meals & Lodging In accordance with and dependent upon Section policy, all NYSPHSAA schools sending teams to regional, semi final or final contests will assume the responsibility for expenses of their participants. A negotiated rate and block of rooms has been secured for tournament teams at the Holiday Inn Liverpool at Exit 37 ( ). Rooming lists should be sent to Holiday Inn Liverpool via to Amanda Joss at Amanda Joss ajoss@staysyracuse.com at least 4 days prior to arrival. Cheerleaders Participating schools may send cheerleading squads. Cheerleaders must be in uniform and the uniform will serve as their pass to the tournament site. Cheerleading squads will be limited to the varsity squad and one (1) advisor for admission purposes only. All travel, housing and meal expenses for cheerleading squads must be borne by the school. No cheerleading expenses will be paid by NYSPHSAA. While at the Carrier Dome, cheerleading squads will work from areas designated by the Football Committee. Schools are reminded that the regulations relative to pyramids and vaulting devices as established by the NYSPHSAA must be strictly adhered to during all regional, semi final, and championship competitions. Cheerleaders may warm up and stretch in the upper level of the concourse. Cheerleaders must perform behind the dotted yellow line on the field that borders the playing areas. Only varsity cheerleaders and one coach will be admitted free of charge School Bands It may be possible for one school band per school to attend all tournament games at the Carrier Dome. NYSPHSAA policy states that, for football only, school bands shall be admitted free of charge to the State Championship sites (regional, semi final, and final) pursuant to the following conditions: Band members must be in full school uniform Authorized supervisors will be admitted with proper identification No amplifiers are permitted. For seating arrangements, band directors of participating schools must contact Lauren Davis at the Carrier Dome (lkdavi02@syr.edu) Halftime Performances In addition to requirements in the previous paragraph, school band directors must also make special arrangements IN ADVANCE with Lauren Davis in the Carrier Dome Operations Office at (315) or Lkdavi02@syr.edu, if a participating school is planning to bring its band. Band members and authorized supervisors will be admitted free of charge if they are in full uniform and submit a roster upon arrival. Props will not be permitted, only musical instruments and flags. You may use one or more of the provided four (4) bus parking passes for the band. Band buses follow similar directions as the team buses except that they drop band members off at Gate A and then proceed to the STANDART Street lot (space permitting). Cheerleader pick up will also be coordinated by Dome parking personnel. There is no charge for cheerleader or band buses to park. Bus drivers, with proper identification, are to be admitted free of charge to this NYSPHSAA competition by obtaining a ticket at the Stadium Control entrance. Bands must enter the building at Gate A where they will be met by a representative of the Dome and be escorted to their reserved seating section. Only one band can perform per halftime. The home team band has their choice to perform or not. If they do not, the visiting team band can perform. Whichever team's band plays, the other team's cheerleaders may do a 5 P age
6 halftime routine on the field. If neither band plays, then both cheerleader groups may perform. If your cheerleaders perform with recorded music on CD, the format must be standard CD audio. The CD should be given to the Dome employee escorting your cheerleader group at the time of entry at Stadium Control. The CD will be played straight through the entire routine. We will not start and stop your CD on cue. Schools should also have the proper permission for use of performance music. Sectional Coordinator Duties Be responsible for determining which teams will enter the NYSPHSAA state playoffs at each of the (5) classifications: AA, A, B, C, D. Notify participating teams of all tournament procedures, games sites, times, and uniforms. Make travel arrangements for those teams from their section that must use chartered transportation. Assist the State Coordinator at the site of the Championship. Confer with the Tournament Coordinator to establish exact lodging requirements for the teams in their section, and notify participating teams of the arrangements. All decisions are based on the guidelines established by the NYSPHSAA. Handle radio/tv broadcasting arrangements of regional contests. The radio/tv broadcasting fee is $250 per contest for all competition beyond the regional level. At completion of each section/regional contest, report game results to: Chris Watson, Director of Communications, by e mail (cwatson@nysphsaa.org) or call Officials Only NYSACFO members in good standing will be assigned games. Officials selected will be notified by the Football Chairman of those sections involved. For Regional and NYSPHSAA semi final games, the fee will be $ per game plus $0.42 per mile travel according to the transportation mileage grid chart, one car per chapter. Toll charges (w/receipts & E Z Pass) will be reimbursed for round trip travel. A maximum of five (5) on field officials will be assigned each game. Chain crew personnel, three (3) people; fee will be $32.00 per game no expenses. Officials for NYSPHSAA Championships at Syracuse (Carrier Dome) will receive $ per game (on field) and will be selected through an objective rating system determined by each section. If possible, no official will be assigned to a game involving teams from his home section. On field officials working game in Syracuse (Carrier Dome) will receive reimbursement for expenses at the following rate: $40.00 per day for meals unless supplied by NYSPHSAA. Any expenses beyond those listed above are the responsibility of the official. Meals and lodging for officials shall be determined by the finals tournament director. Official Ball The Spalding Company is the official ball sponsor for the 2017 NYSPHSAA Football Championships. The Spalding football is the game ball for all post sectional contests. Press Credential Requests Press seating assignments will be on a first come first served basis. Only bona fide media photographers approved by the NYSPHSAA are permitted. No school photographers will be permitted on the field. Bona fide members of the working press must make media credential requests by contacting Lauren Davis at the Carrier Dome Management Office at (315) or Ldavi02@syr.edu. 7 Watson, NYSPHSAA Director of Communications, at (518) or All requests MUST be made PRIOR TO WEDNESDAY, NOVEMBER 22 at NOON.. After arrangements have been made, passes will be available at the "Will Call" window of Gate B Box Office. Press must have proper identification from their media affiliation in order to pick up credentials. Press parking will be in the STANDART ST. Lot. They will be admitted free upon showing their Press ID. All requests for video or radio broadcasting of the semi finals or championship games must be handled through the NYSPHSAA office. inquiries to Chris Watson, cwatson@nysphsaa.org. Radio, Video Taping, Film & Broadcasting Rights For competition beyond the sectional level, NYSPHSAA owns all rights to each and all of its championship events. Said rights include, in addition to the rights with respect to participation and admission, rights to television (live and delayed), radio broadcasting, filming, videotaping, and commercial photography. This includes streaming using social media. Videotaping by the two schools that are playing in each contest, for instructional purposes only, will be permitted with approval of NYSPHSAA. Upon approval, your crew will be assigned space by the Carrier Dome on the upper level. Up to two credentials will be furnished and the names of the crew must be listed on the enclosed Team Credential Request Form. The NYSPHSAA has partnered with Spectrum for exclusive television and internet rights for all NYSPHSAA football State Tournament games. Sublicensing of said games is allowed but permission must be granted by Spectrum and NYSPHSAA. The radio broadcasting fee is $250 per contest for all competition beyond the regional level. Interested radio outlets should download the radio contract on the nysphsaa.org web site. Photography School photographers or independent photographers representing schools will be furnished a credential or permitted on the sidelines with the approval of the NYSPHSAA Office. Schools should make their request in writing to cwatson@nysphsaa.org (Chris Watson). MaxPreps is the official tournament photographer and photos will be available for anyone to purchase. Field/Spotter/Team Video Credentials You will be supplied with 15 FIELD, 4 FIELD/SPOTTER and 2 TEAM VIDEO (if requested) passes when you arrive at the Carrier Dome at Stadium Control on game day. These passes are only valid during your game. You are not allowed on the field at any other time. All team support personnel must possess a FIELD or FIELD/SPOTTER pass to be on the field during your game. This means all coaches, managers, doctors, team photographers, etc. All other people will be asked by security to leave the field. Make sure your team physician is wearing a pass. The only other people permitted on the field will be cheerleaders in uniform. FIELD/SPOTTER pass holders are the only ones permitted to go to the Spotter's Booth on the upper level. Spotters Headphones Teams must use their own wireless system. 7 P age
8 Team Parking Complimentary parking passes for eight (8) cars and four (4) buses are included for each team. The four (4) STANDART ST. lot bus parking passes should be used for the team, cheerleaders, band, and any equipment trucks. Parking in this lot will be on an as available basis. If space does not permit, the lot attendant will direct the driver to an alternate lot. Arrangements will then be made to pick up your group at the conclusion of the game. Additional car and bus parking is available in lots near the Carrier Dome for $10 per car and $30 per bus, payable at the parking lot. The bus driver should follow the directions on the enclosed map to get to the Dome and drop off players at the Loading Dock. The buses will then proceed to the STANDART ST. lot (space permitting). So please do not bring buses that need to remain running. Players will be picked up in the Irving Ave. parking cut out below the Dome when they are ready to leave. The buses can be called by notifying Stadium Control when you are ready to leave. Team Entry & Rosters for Carrier Dome Team members, coaches, bus drivers, and other on field personnel should arrive and enter the Carrier Dome in a group at the Stadium Control entrance below Gate B. The enclosed Credential Distribution/Gate List Form of all team personnel should include field personnel, field/spotter, and team video. Credentials will be issued to those individuals listed on the form upon team arrival at Stadium Control. In addition, please complete the enclosed Team Roster and Starting Line up Form and give it to Stadium Control personnel upon your arrival on game day. Please provide a complete team roster of everyone in uniform for your championship game. Please note that the non player team personnel on the sideline cannot exceed 19 people. Team Arrival and Warm Up Schedule Teams for the 12 pm Class D game on Friday should arrive at the Carrier Dome no earlier than10:30 am for dressing, taping and stretching and will be permitted on the field at 11:25 am. Teams for the later game on Saturday should arrive by half time of the previous game and may do all stretching in the upper concourse prior to warming up on the field. Teams for the 12 pm Class B game on Saturday should arrive at the Carrier Dome no earlier than 10:30 am for dressing, taping and stretching and will be permitted on the field at 11:25 am. Teams for 3 pm Saturday Class AA game should arrive by halftime of the previous game and may do all stretching in the upper concourse prior to warming up on the field. The same procedure applies for the third game. On Field Pre Game Warm Ups, Player Intros, Coin Toss All teams will be allowed 25 minutes on the field before game time. Player introductions will occur when the pre game countdown clock reaches 0:00. Teams will line up in their respective end zones and upon being introduced; each player will run to the middle of the field, then go to the team sideline. The introduction of the officials follows the team introductions, followed by the coin toss. The playing of the National Anthem will occur just prior to each game of the day. The National Anthem will follow the team introductions for each game of the day. 8 P age
9 Halftime Length/Schedule Halftimes are 15 minutes in length. They are broken down as follows: PA Announcements 3 minutes Band 6 minutes Cheerleaders 3 minutes Team warm ups 3 minutes See separate section on bands and cheerleaders for halftime performance regulations. Carrier Dome Playing Surface The Carrier Dome playing surface is FieldTurf. Regular outdoor style, natural grass football shoes are permitted and are appropriate for this surface. If you have questions regarding the playing surface, injury prevention, etc. contact the Syracuse University trainer: Brad Pike at Tobacco Products The use of tobacco products, especially chewing tobacco, are strictly prohibited anywhere in the facility, especially on the playing field. DO NOT CHEW! Victory Celebrations Should your team win the Championship, we want your players and fans to truly enjoy their accomplishment. But, there are limitations as to what will be permitted for end of game celebrations. Spectators will not be permitted onto the playing surface at any time. Players will not be permitted to douse the coaching staff (or anyone else) with any liquid in the sideline coolers. Spectator Guidelines Gates A, B, & C at the Carrier Dome will be open for fan entry. Spectators will not be admitted to the building with noise making devises, food or beverages, balloons, confetti, aerosol cans (ie, hair spray, paint, etc). Sales of any kind are prohibited. Disabled spectators should enter the Carrier Dome via Gate A or C. Anyone needing special parking should contact the Box Office in advance at or , in advance, to arrange for it. Wheelchair platforms are located on both sides of the field at aisles 103 and 115. Additional seating is available, if needed. Spectator Parking & Transportation Spectator parking will be available in the Stadium West lots. These lots are located between the Carrier Dome and Route 81. There will be a $10.00 charge per car to park. Spectator buses should proceed to the STANDART St. lot to drop off. (See enclosed map.) There will be a $30.00 charge per spectator bus to park at the STANDART ST. Lot. This will be collected upon entering the lot. Signs & Banners Patrons are allowed to hang banners and signs on the lower level only. They can be hung below the private boxes or on the handrail next to the field. They must not interfere with patron safety or building mechanical systems nor can they interfere with NYSPHSAA Championship or Sponsor signage or they will be removed immediately. Signs for each team should be hung on the side that their team 9 P age
10 is sitting on. The signs must be in good taste, as determined by NYSPHSAA and Carrier Dome management. No signs with initials are permitted, nor are banners on sticks or poles. Concession Stands Concession stands will be open for the convenience of the spectators during all games. No Alcoholic Beverages Alcoholic beverages will not be permitted or sold. Conduct & Discipline All schools participating in the NYSPHSAA Football Championships are to adhere to exceptional team and spectator sportsmanship. If it is determined there is an issue patron, and he or she is determined to be a student at one of the schools involved in the games, personnel from the Carrier Dome and/or NYSPHSAA will report the problem to a school representative to determine further action. The name of a school representative (Principal or Designate) must be listed on the TEAM QUESTIONNAIRE and their attendance must be confirmed at Stadium Control on game day. 10 P age
