1 RULES OF THE GEELONG CRICKET ASSOCIATION INC. 1. NAME The name of the incorporated Association shall be the Geelong Cricket Association Incorporated (in these rules called the Association). 2. STATEMENT OF PURPOSES The objectives of the Geelong Cricket Association Incorporated are: a. To promote, control and manage all Pennant and other cricket matches to be played between the Clubs comprising the Association and such other matches as shall be arranged from time to time. b. To foster, help and advance the game of cricket in Geelong and in neighbouring districts. c. To promote social relationships amongst the members of the Clubs comprising the Association and generally to manage and control the affairs of the Association and its members. d. To subscribe to, become a member of, or otherwise affiliate with any organisation having purposes and aims wholly or in part similar to those of the Association. 3. RULES OF THE ASSOCIATION 3.1 The membership of the Association shall consist of such Clubs as shall be accepted for affiliation annually, and the Office Bearers, Patron and Life Members of the Association as hereinafter provided. These Members shall be recorded by the Secretary in a register, which shall be available for inspection by members at the address of the Secretary. 3.2 Each affiliated Club shall be represented at the Annual and General Meetings of the Association by two delegates, both of whom shall be members of that Club s Committee and at least one of whom shall be the President, a Vice-President, Secretary or Treasurer of the Club, and/or a delegated person acceptable to the GCA Management. 3.3 Each affiliated Club shall be entitled to one vote on all questions arising at such meetings. 3.4 The Secretary of each affiliated Club shall notify the Secretary of the Association in writing of the names of the Club s President, Vice-President and Secretary by the date of the Annual Meeting. 3.5 Each affiliated Club shall nominate at least one delegate to be available to serve on Committees within the Association for the ensuing season. Such names plus any further nominations shall be submitted in writing to the Annual Meeting. 4. MANAGEMENT COMMITTEE Members of the Management Committee are Office Bearers of the Association. 4.1 The Association shall be managed by a Management Committee consisting of: (a) A President and a Vice President elected by the Annual Meeting. (b) Chairpersons of the Pennant, Junior, Grounds Committees elected by the Annual Meeting. (c) An Honorary Promotions Officer elected by the Annual Meeting. (d) One Club Delegate to represent each division of the Association as determined by the Management Committee under Rule 4.7 and to be elected at the Annual Meeting of the Association by the delegates of the Clubs competing in that division. (e) An Honorary Treasurer and Honorary Secretary to be appointed annually by the elected members of the Management Committee at its first meeting. All members of the Management Committee shall hold office until their successors are appointed under the provisions of these Rules.

2 4.2 The Management Committee shall meet on the first Tuesday of each month or at the discretion of the President, provided that where the first Tuesday of a month falls on a Public Holiday the Committee shall meet either on the next Tuesday of that month or at the discretion of the President. 4.3 At its first meeting following the Annual Meeting, the Management Committee shall, from the list of nominations provided to the Annual Meeting by Clubs, appoint persons to Committees of the Association. 4.4 Notwithstanding anything elsewhere contained within these Rules, any member of the Management Committee who is absent without prior leave from three consecutive Meetings shall be requested in writing by the Secretary to attend the next scheduled meeting of the Management Committee to show cause why his or her term of office should not be concluded. At that meeting the remaining members of the Management Committee, having heard the reasons advanced, shall determine the issue as to termination, but termination shall only occur if three quarters of the remaining Management Committee members present vote in favour of such a motion. Further, if a member of the Management Committee acts in a manner prejudicial to the interests of the Association or in contradiction of an instruction from the Management Committee then he or she shall appear before the Management Committee to show cause as to why his or her term of office should not be terminated. Any resolution to terminate the said member s period of office will only be successful if three quarters of the remaining Management Committee members present vote in favour of the motion. 4.5 The Management Committee shall, subject to the provisions of these rules, arrange and control all matches and exercise control over the affairs and property of the Association. 4.6 The Management Committee shall investigate and allow or deny all applications for affiliation to the Association from Clubs in accordance with Rule The Management Committee shall classify the teams of affiliated Clubs into so many divisions as it considers necessary for each season. 4.8 The Management Committee shall prepare programs of all matches. 4.9 The Management Committee shall deal with all correspondence and accounts Any six members of the Management Committee shall form a quorum The Management Committee shall delegate such of its powers to the Investigation, Pennant, Grounds and Junior Committees, Club Delegates, and Honorary Promotions Officer as provided in these Rules The Management Committee may from time to time appoint such sub-committees as it deems necessary with such powers as the Management Committee deems fit The Management Committee may appoint one or more Honorary Media Officers to assist with preparation of press reports for matches organized by the Association. 5. EXECUTIVE 5.1 An Executive, which shall consist of the President, Vice-President, Secretary and Treasurer, shall have the delegated power of the Management Committee to deal with any matters which may arise between meetings of the Management Committee. 5.2 Any three members of the Executive shall form a quorum. 6. ELECTION OF OFFICERS AND MANAGEMENT COMMITTEE 6.1 Persons wishing to nominate for elected positions on the Association s Management Committee must be: (a) on a GCA Nomination Form (Appendix 1), signed by two members of the Association and

3 consented endorsement by the nominated candidate; and (b) delivered to the Secretary of the Association not less than 7 days before the date fixed for the holding of the annual general meeting. (c) If only one nomination is received then the candidate will be declared elected. (d) If more than one nomination for a position has been received then a ballot must be held. (e) If no nominations have been received prior to the annual general meeting then nominations can be taken off the floor. 6.2 Persons wishing to nominate for appointed positions on the Association s Management Committee shall do so by; (a) on a GCA Nomination Form (Appendix 1), signed by two members of the Association and consented endorsement by the nominated candidate; and (b) delivered to the Secretary of the Association before or on the date fixed for the holding of the annual general meeting. 6.3 The appointment of delegates to the Pennant, Grounds and Junior Committees shall be carried out in accordance with Rule Nominees to positions on the Committees referred to in Rule 6.3 shall be permitted to indicate their preferred Committee but must accept the final ruling of the Management Committee. 6.5 No person shall be entitled to serve on more than one of the following Committees: Pennant Committee, Junior Committee, Grounds Committee. 6.6 Should any Committee position within the Association be unfilled by the time of the September General Meeting, the Management Committee shall have the power to postpone the commencement date for cricket competition until such time as all positions are filled. 6.7 The Annual Meeting of the Association shall appoint an Honorary Solicitor and Honorary Auditor to act on behalf of the Association. 7. CASUAL VACANCIES 7.1 In the event of a vacancy occurring in any of the elected Management Committee positions the Management Committee shall appoint a replacement who shall hold office until the next General Meeting of the Association when the vacancy shall be filled by election. 7.2 In the event of a vacancy occurring in the office of Honorary Secretary, Honorary Treasurer, Honorary Solicitor or Honorary Auditor, the position shall be filled by an appointment made by the Management Committee. 7.3 In the event of a vacancy occurring in any Committee of the Association, the Management Committee shall direct the retiring member s club to nominate a replacement in writing within 14 days. 7.4 For the purpose of these Rules, the position of a member of the Management Committee or of an ordinary member of a Committee becomes vacant if the officer or member: (i) ceases to be a member of the Association, (ii) becomes an insolvent under administration within the meaning of the Companies (Victoria) Code; or (iii) resigns his or her office by notice in writing given to the Secretary. (iv) fails to perform his or her duties to a standard acceptable to the Management Committee. 8. DUTIES OF HONORARY OFFICERS 8.1 The Honorary Secretary shall carry out the lawful directions given at the meetings of the Association and the Management Committee and shall keep all necessary records in the manner

4 prescribed by the Management Committee The Common Seal of the Association shall be kept in the custody of the Secretary The Common Seal shall not be affixed to any instrument except by the authority of the Management Committee and the affixing of the Seal shall be attested by the signatures of either two executive members of the Committee or of one member of the Committee and of the Secretary of the Association Except as otherwise provided in these Rules, the Secretary shall keep in his or her custody or under his or her control all minutes, records, documents and securities of the Association The minutes of all general meetings shall be available for inspection by members on written request to the Secretary. 8.2 The Honorary Treasurer shall receive all monies which shall be paid by him or her into the bank accounts of the Association; keep proper books of account showing all the receipts and disbursement of the Association, and shall prepare a Statement of the Association s accounts for presentation to the Annual Meeting The accounts and records referred to in 8.2 shall be available for inspection by members. 8.3 The Honorary Promotions Officer shall be responsible for the promotion of the Association and cricket in the Geelong area. They shall also be responsible for the promotion of the Association for the purposes of attracting Sponsorship. The Promotions Officer shall have the delegated authority of the Management Committee to engage with or delegate to other persons for the purpose of obtaining commercial partners 8.4 The Club Delegate(s) shall be responsible for liaison between the Management Committee and the affiliated clubs and shall raise such matters as requested by the clubs at meetings of the Management Committee. The Club delegate(s) shall be responsible for the arrangement of representative matches and may be assigned other responsibilities where not allowed for within Rule INVESTIGATION COMMITTEE 9.1 An Investigation Committee consisting of the Vice-President as Chairperson and two members of the Management Committee shall have the delegated powers of the Management Committee to enquire into and determine all disputes, differences and complaints which may arise between, or concerning Clubs and/or teams playing under its control or their members or players; and if it deems fit, to fine, disqualify or otherwise deal with any Club and/or team, player or member concerned. The appropriate Chairperson and their sub-committee will investigate issues concerning Pennant, Grounds and Juniors. 9.2 For all other investigations in the event of the Vice-President being unable or ineligible to assume the chair, the Committee shall be chaired by the first available and eligible from the following: the President, the Pennant Chairperson, the Junior Chairperson, Ground Chairperson, or one of the Club Delegates. The Chairperson of the Committee shall select the other two members. 9.3 No member of the Investigation Committee shall be a member of the disputant clubs. 9.4 The Investigation Committee shall meet at any such time as specified by the Chairperson. 9.5 Rulings and penalties of either the Investigation Committee or the Independent Tribunal may be appealed to a hearing by the Management Appeals Committee of the Geelong Cricket Association which shall consist of a minimum of three members of the Management Committee who did not sit on the original hearing and who are not members of the disputant clubs. Appeals, detailing the grounds of appeal, must be received by the Secretary no later than 7 days after the ruling and/or penalty is handed down. The chairperson as determined by Rule 17.1 shall select the remaining members and appoint a minute secretary. Such hearings shall require a $300 deposit that shall be forfeited if the appeal is deemed frivolous. Management Appeal Committee rulings and penalties shall be final and binding. Procedures for refer to Appendix D.

5 Appeals against a player suspension are to be lodged verbally with the Vice President within 24 hours. A written grounds for appeal and $300 cheque is to be lodged prior to the appeal proceeding. 9.6 The Chairperson shall appoint an independent person to attend and record the proceedings of meetings of the Investigation Committee. 9.7 Any person or club appearing before the Investigation Committee may be represented by an Advocate. Any person who is to act in support of the person or club must attend. 9.8 The Investigation Committee shall report on its activities to each meeting of the Management Committee and the written report shall contain its rulings and any penalties imposed. 9.9 Any Club referring a dispute to the Investigation Committee shall within two days after the completion of the match in which the cause of disagreement has occurred comply with the following: Forward a statement in writing to the Secretary of the Association summarising the matter in dispute Enclose a deposit of $300 which is refundable at the discretion of the Investigation Committee Forward a copy of the statement to the Secretary of other affected Club. If the provisions of Rules 9.9.1, and are fully complied with, the Secretary of the Association shall then summon the disputing clubs to appear before the Investigation Committee, which shall settle the issue An investigation hearing may be called by the management committee at any time Notice of any such hearing shall be forwarded in writing to any effected clubs. Clubs may be required to respond to any such investigation in writing prior to any investigation hearing, and any decision to continue with the investigation shall be at the discretion of management Management shall have 28 days from any incident or issue to commence any such investigation. 10. INDEPENDENT TRIBUNAL 10.1 An Independent Tribunal shall have the delegated power to enquire into and determine all cases including penalties of players reported by umpires. Penalised players shall have a right of appeal in accordance with Rule 9.5. The Management Committee of the Geelong Cricket Association shall from time to time appoint persons to an Independent Tribunal Panel, one of whom shall be designated as Chairperson. The Secretary of the Geelong Cricket Association or their delegate shall convene the Independent Tribunal, choose the two other members of the Independent Tribunal and act as its Minute Secretary. The Independent Tribunal shall operate in accordance with procedures determined by the Management Committee that shall embody the principles of natural justice Any reports against a Captain, Player or team shall be dealt with as expeditiously as possible Rulings and penalties of either the Investigation Committee or the Independent Tribunal may be appealed to a hearing by the Management Appeals Committee of the Geelong Cricket Association which shall consist of a minimum of three members of the Management Committee who did not sit on the original hearing and who are not members of the disputant clubs. Appeals must be received by the Secretary no later than 7 days after the ruling and/or penalty is handed down. The chairperson as determined by Rule 17.1 shall select the remaining members and appoint a minute secretary. 6 11.1 A Pennant Committee shall be formed to control the program of matches as determined by the Management Committee and shall have the following delegated powers of the Association s Management Committee The Pennant Committee shall consist of: - A Chairperson elected by the Annual Meeting of the Association. - No fewer than three members appointed annually by the Management committee The Pennant Committee shall appoint a Minute Secretary from amongst its four members The Pennant Committee shall meet at such times as the Chairperson determines The Pennant Committee shall recommend to the Management Committee penalties for all breaches of the Regulations for programmed Matches The Pennant Committee shall report on its activities to each meeting of the Management Committee and the written report shall contain its rulings and any penalties recommended A Club may appeal against a ruling or penalty recommended by the Pennant Committee. The one subsequent appeal will be heard by the Investigation Committee. The decision of the Investigation Committee is final. (Refer to Rule 9). Any such appeal must be lodged with the Association Secretary within 7 days of receipt of notice of the penalty by the Club concerned Any three members of the Pennant Committee shall form a quorum. 12. JUNIOR COMMITTEE 12.1 A Junior Committee shall be formed to administer Junior Cricket within the Barwon Region. This committee shall control and administer all activities related to Junior cricket and shall operate in accordance with the rules and regulations of the Geelong Cricket Association Incorporated. This committee shall work in conjunction with the V.C.A. Regional Cricket Manager The Junior Committee shall consist of: A Chairperson elected by the Annual Meeting of the Geelong Cricket Association. Six members appointed annually by the Geelong Cricket Association. One delegate appointed from each of the other Association represented in the competition The Junior Committee shall have the power to Co-opt additional members as required The Junior Committee shall establish: (i). A sub-committee to arrange Annual Junior Country Week and Inter-Association Representative matches, of which the Chairperson shall report all activities in writing to the Junior Chairperson by the end of that month The Chairperson shall structure the Junior Committee as he or she determines annually but must appoint a Secretary and Treasurer from amongst its members Two members shall be nominated annually to act as Signatories in conjunction with the association Treasurer, who shall operate a separate bank account for all Junior monies. The required signatories shall be the Treasurer and one other. The Junior Committee must prior to the commencement of each season supply a budget estimate to the Geelong Cricket Association Treasurer The Junior Pennant Committee shall meet as the Chairperson determines. The other committees shall meet as necessary or at the determination of the Chairperson The Junior Committee may disallow the affiliation of affiliate clubs from any Association failing to supply a delegate 12.6 Each Associations clubs shall have the following financial commitments, which shall be set annually by the Junior Committee and paid in full by the due date, determined annually - a Country Week fee - a Junior representative fee - the purchase of approved scorebooks

7 12.7 The Junior Chairperson shall report in writing on all Junior activities to each management meeting of the affiliated Associations The Junior Chairperson will arrange and notify affiliated Clubs and Associations the details of any Coaching Accreditation programs that is to be run in conjunction with the Cricket Victoria Development Program Co-ordinator 12.9 The Independent Tribunal will hear reports of players and/or officials Any four members of the Junior Committee shall form a quorum. 13. GROUNDS COMMITTEE 13.1 A Grounds Committee shall be formed and shall have the delegated authority of the Management Committee to: a) Enquire into the suitability of grounds and facilities for the conduct of the Association s fixtures. b) Liaise with and consult with ground managers and tenant clubs with a view to maintaining and improving the standard of playing facilities The Grounds Committee shall consist of: - A Chairperson elected by the Annual Meeting of the Association. - No fewer than six members appointed annually by the Management Committee The Grounds Committee shall appoint a Minute Secretary from amongst its members The Grounds Committee shall have the power to report breaches of Regulations and shortcomings in facilities to the Management Committee who may refer such matters to the Investigation Committee The Grounds Committee may call off play in any section only if all venues for play in that section are unfit for play on that day The Grounds Committee shall meet as the Chairperson determines The Grounds Committee shall report in writing on its activities to each meeting of the Management Committee Any five members of the Grounds Committee shall form a quorum. 14. SELECTION COMMITTEE 14.1 A Selection Committee shall be formed to select teams for Association representative matches and shall have the delegated authority of the Management Committee The Selection Committee shall consist of: - A Chairperson/Coach appointed by the Management Committee. - Two members appointed by the Management Committee 14.3 The Management Committee shall have the power to veto the selection of any player on grounds other than cricketing ability In the event of a casual vacancy in the Selection Committee the position shall be filled by an appointment made by the Management Committee. 15. UMPIRES 15.1 The Geelong Cricket Umpires Association shall have the responsibility for the appointment of umpires to Association matches The Geelong Cricket Association shall appoint on an annual basis a delegate to the umpires

8 appointment committee 15.3 The delegate shall be responsible for reporting on the activities of the umpires appointments committee to each meeting of the Management Committee and the written report shall identify any matters which need resolution 15.4 The Umpires Appointments Committee shall be responsible for: (a) ensuring that persons to be registered as umpires are competently versed in and fully comply with the Laws of Cricket and the provisions of the Rules and Regulations governing matches under the auspices of the Geelong Cricket Association Inc. (b) appointing umpires thus deemed suitable to matches within the Geelong Cricket Association or any other matches as determined by the Management Committee. (c) involving itself in any activity directed towards the recruitment of umpires. (d) keeping a register of approved umpires, a record of appointment and a summary of performance reports. (e) ensuring that the Umpire s Adviser is properly advised of its decisions and that the Adviser conveys any appropriate decisions and/or instructions to the Umpires Association or individual umpires. (f) ensuring that the dress and demeanor of umpires is such as will enhance their presence on the field of play. 16. MEETINGS 16.1 The Annual Meeting of the Association shall be held on the third Wednesday in July in each year at 7.30p.m at such place as the Management Committee may appoint The Secretary shall give seven days written notice of the date and place of such meeting to the Secretary of each affiliated Club in the Association A General Meeting of the Association shall be held on the third Wednesday in February, May, July, September and November in each year. (May meeting will be held at the discretion of the Management Committee.) The Meetings shall begin at 7.30 p.m. unless otherwise determined by the Management Committee and duly notified to Clubs The Secretary shall, if directed by the President or the Executive, or if so required by a written requisition signed by not less than one-fourth of the total number of affiliated Clubs in the Association, within fourteen days of the receipt of such requisition, call a Special General Meeting of the Association. Notice in writing thereof shall be sent to each office-bearer of the Association, to the Secretary of each affiliated Club and advised to other members by placing in the Public Notices column of the Geelong Advertiser a notice of such meeting and such notice shall be deemed to have been received by all other members of the Association The Secretary shall give seven days written notice of the date of all General meetings to the Secretary of each Club affiliated with the Association If a special resolution is to be proposed, the Secretary shall (i) state in full the proposed resolution; and (ii) state the intention to propose the resolution as a special resolution A special resolution is passed if not less than three quarters of the total number of affiliated Clubs voting at a General meeting vote in favour of the resolution Any Club not represented at the Annual or General Meetings shall be fined a sum determined by the Management Committee At the Annual and General Meetings, two-thirds of the affiliated Clubs will form a quorum.

9 17. PROCEEDINGS AT MEETINGS 17.1 The President shall preside at all General, Management, Management Appeals Committee or Executive Meetings of the Association. In the event of the absence of the President at any General Meeting, the Vice-President shall preside; in the event of the absence of both the President and Vice President, a Chairperson of Committee shall preside; and in the event that the President, Vice- President and Committee Chairperson be absent, a delegate chosen from amongst those present shall preside The Chairperson of all Annual, General, Committee or Sub-Committee Meetings shall have an ordinary as well as a casting vote Members of the Management Committee shall have voting rights at Annual and General Meetings on all matters except for the election to a position, which they are contesting. They shall not be entitled to vote at any General Meeting convened under Rule 27, with the exception of the President as provided for in Rule The Patron and Life Members of the Association shall have voting rights at Annual and General Meetings except for those convened under Rule The declaration of the Chairperson as to the result of any voting shall be final and conclusive All motions or questions submitted to any meeting of the Association shall be decided by show of hands unless a ballot or division is requested, by a member present and eligible to vote There shall be no voting by proxy at any meeting convened under these Rules An affiliated club is not entitled to vote at the Annual Meeting of the Association unless all monies due and payable by it to the Association have been paid. 18. AFFILIATION OF CLUBS 18.1 The Secretary of the Association shall be instructed by the Management Committee to issue invitations for affiliation no later than April 15 in each year. Such invitations shall not be construed as an offer to affiliate and any subsequent reply by the club or clubs so invited shall be considered as provided for by these Rules. Any Club wishing to seek affiliation with the Association for each season shall, not later than May 1 in each year, make application in writing to the Secretary of the Association. No club shall apply for affiliation if it is unwilling to or cannot meet the requirements of Rule The Management Committee shall consider these applications for affiliation and not later than the scheduled June Management Committee Meeting in each year determine those, which it considers suitable, and the divisions in which these Clubs shall compete for the coming season. Clubs shall be notified in writing of the decision of the Management Committee no later than seven days after this date. The Management Committee shall be the sole determining body regarding the acceptance of affiliations When considering applications for affiliation from clubs the Management Committee shall have regard to the following criteria: (i) performance of first XI; (ii) performance of other XI s; (iii) commitment to junior cricket; (iv) performance of club administrators: (a) on Association committees and sub-committees, (b) attendance at Association meetings, (c) financial standing with the Association, (d) fines incurred,

10 (v) club facilities, (vi) player conduct In assessing applications for affiliation the Management Committee shall reject such applications if it is of the opinion that the Club so applying cannot or will not meet the requirements of Rule Any Club seeking affiliation must ensure the Association has a copy of its Constitution and/or Rules and any subsequent amendment to its Rules Each Club applying for affiliation will be required to furnish the Club Annual Report, including audited financial statement for the previous season, when submitting affiliations All clubs accepted for affiliation are subject to such terms and conditions as the Management Committee may deem fit The Management Committee may refuse to admit any club applying for affiliation and if requested will advise the club of the reasons for its decision Each Club accepted for affiliation shall be deemed to be affiliated from the date of July 1 in the year that the affiliation was accepted and such affiliation shall continue until June 30 in the subsequent year unless otherwise terminated or suspended under the provisions of Rule The Management Committee may terminate or suspend the affiliation of a club in accordance with Rule The Management Committee shall have the power to create divisions into which the teams of affiliated clubs are allocated. The Management Committee shall arrange or cause to be arranged a series of fixtures in which the teams of the affiliated clubs shall compete Each Club affiliated with the Association shall, on or before the first day of December in each year, pay to the Association an affiliation fee as the Management Committee may from time to time decide All affiliated clubs having a professional player will be required to present a Statutory Declaration, signed by the Club President, Secretary, Treasurer and Professional Player stating that the Club and Professional Player will abide by the Association s Rules and Regulations relating to professional players. Details of changes to the professional player of a Club must be provided within seven days of the appointment of the player as club professional. Where an affiliated Club has no professional player, that Club s President, Secretary and Treasurer will be required to sign a Statutory Declarations to that effect. The Statutory Declarations are to be held by the Honorary Solicitor The clubs will be required to submit by the October meeting of the Management Committee a list of all awards presented by the club, which contain any financial reward or reward in kind. The Management Committee reserves the right to reject any awards considered to be outside the spirit of the professional players Rules and Regulations. Any awards not known prior to the season must be notified to the Management Committee within seven days of becoming available Clubs shall declare all honoraria paid in cash or kind to any persons in accordance with the Association s Rules and Regulations, which refer to professional players The affiliation of a club ceases on voluntary removal of affiliation or on expulsion from the Association If a club ceases to be affiliated with the Association, the Secretary must, as soon as practicable, enter the date the club ceased to be affiliated in the register. 19. REGISTRATION OF PLAYERS 19.1 No Club shall include in any team in any Association match or any match played under the auspices of the Association any player who is not registered as a playing member with the Association in accordance with the Association s Regulations.

11 20. FINANCE & PROPERTY 20.1 The financial year of the Association shall commence on the first day of July in each year and end on the thirtieth day of June in the following year The Bankers of the Association shall be any such bank or financial institution in Geelong as the Management Committee shall from time to time decide upon Withdrawals from the Association s Accounts shall be signed for by the Treasurer and the President or Secretary, or in such other manner as the Management Committee may from time to time decide upon An Honorary Auditor shall be appointed at the Annual Meeting. The Auditor appointed shall audit the books of the Association and submit a certified statement of accounts to the Annual Meeting All property of the Association shall be considered as vested in the Management Committee and no Club retiring from or ceasing to be a member of the Association shall have any claim whatsoever upon any of the Association s monies, properties or other assets The Association shall have first call on the monies, properties, or other assets of any Club retiring from or ceasing to be a member of the Association to the extent of that Club s liability to the Association In the event of the winding up or cancellation of the incorporation of the Association, the assets of the Association shall be deemed to belong to the Barwon Region of the Victorian Country Cricket League. In the event of the amalgamation of the Association with another body the property of the Association shall pass to the new entity The funds of the Association shall be derived from annual affiliation fees and such sources as the Management Committee may determine from time to time. 21. PATRONS AND LIFE MEMBERS 21.1 The Association may at its Annual Meeting elect, by a three-fourths majority of those present and eligible to vote, Life Members and Patrons of the Association. Life Membership may be awarded to those who have rendered special services to the Association or the game of Cricket. Nominations of Life Members and Patrons must be presented in writing to the Management Committee of the Association no later than the scheduled June Management Committee Meeting in each year. Such nominations shall be put to the Annual Meeting only if formally endorsed by the Management Committee Life Members and Patrons shall have the right to attend, and vote, at all Annual or General Meetings of the Association except those convened under Rule COLOURS 22.1 The colours of the Association shall be red, gold and black The Management Committee shall have the power to decide on Association blazer, cap, and logo and the conditions and qualifications under which the same may be worn or used. 23. PENALTIES FOR NON-OBSERVANCE OF RULES & REGULATIONS 23.1 Any club infringing any clause of the Rules or Regulations of the Association shall be dealt with by the appropriate sub-committee. Any club thus dealt with, unless otherwise provided for in these Rules, shall have the right of one appeal, which will be heard by the Management Committee. Thereafter, the decision of the Management Committee is final. Any such appeal must be lodged within seven days of notice of the penalty being received by the Club concerned.

12 24. REGULATIONS FOR MATCHES 24.1 The Management Committee shall make regulations for the conduct of matches and competitions under the Association s control The Regulations for scheduled matches shall not be altered or amended during the period from the August Meeting of the Management Committee up to and including the last day of play of the ensuing season, except on the receipt of accredited authorisation from the Association s Senior affiliated bodies (ie. V. C. C. L., V. C. A., A. C. B., I. C. C.) and subject to approval by a three-fourths majority at any meeting of the Management Committee. 25. MINIMUM STANDARD REQUIREMENTS FOR A CLUB 25.1 The minimum standard requirement for a member Club to play in Division 1 shall be: (i) Four senior teams, (ii) Two junior teams, (iii) An administration of suitable standard approved by the Management Committee, (iv) A turf wicket and ground of suitable standard approved by the Grounds Committee. (v) Two club members available to serve on Geelong Cricket Association Inc. Committees. Conditions (i), (ii) to (iii) above must be fulfilled for at least one season before being accepted as a suitable standard For any other Division of the Association the minimum standard requirements will be as determined by the Management Committee from time to time. 26. SUSPENSION OR EXPULSION OF AFFILIATED CLUBS 26.1 The affiliation of each club shall be determined according to the provisions of Rule Whilst affiliated with the Association a Club may be suspended or expelled from the Association and from competition within the Association if it: (i) has refused or neglected to comply with the Rules; (ii) has been guilty of conduct unbecoming an affiliated club or conduct prejudicial to the interests of the Association Where such a matter is brought to the attention of the Management Committee, it may suspend or expel an affiliated Club only if the following procedure is adopted: (i) A meeting of the Investigation Committee is convened to consider the matter within seven days. (ii) The Investigation Committee gives the Club an opportunity to be heard and considers any written statement made on its behalf. (iii) The Investigation Committee resolves to suspend or expel the Club. (iv) The Management Committee confirms the resolution of the Investigation Committee within seven days. (v) The Club is notified in writing of the penalty within two days Any club penalised under Rule 26.3 shall have the right of appeal to the Association at a Special General Meeting. Any such appeal must be lodged within seven days of receipt of notice under Rule 26.3(v). The President shall then direct the Secretary to convene a General Meeting of the Association to be held no later than seven days after receipt of the appeal. The Club shall be entitled to make written and verbal submissions to the meeting At any Special General Meeting convened under Rule 26.4 voting rights shall be restricted to affiliated clubs present and the matter shall be determined by simple majority. If required, the

13 President of the Association shall exercise a casting vote on such matters. Any decision reached under the processes outlined in this Rule shall be final. 27. DISPUTE RESOLUTION 27.1 Disputes and Mediation: The grievance procedure set out in this rule applies to disputes under these Rules between i) a member and another member; or ii) a member and the Association. a) The parties to the dispute must meet and discuss the matter in dispute, and, if possible, resolve the dispute within fourteen days after the dispute comes to the attention of all of the parties. b) If the parties are unable to resolve the dispute at the meeting or if a party fails to attend that meeting, then the parties must, within 10 days hold a meeting in the presence of a mediator. c) The mediator must be: A person chosen by agreement between the parties; or in the absence of agreement I. in the case of a dispute between a member and another member, the Committee of Management of the Association; or II. in the case of a dispute between a member and the Association, a person who is a member of the Dispute Settlement Centre of Victoria (Department of Justice). III A member of the Association can be a mediator. IV. The mediator cannot be a member who is a party to the dispute. 28. ADDITIONAL PROVISIONS Should such circumstances arise any matter not provided for in these Rules shall be determined and provided for by the Management Committee. In such an event the decision(s) of the Management Committee shall be binding only if endorsed by a simple majority of members present and eligible to vote at the next General Meeting of the Association. 29. AMENDMENT OF RULES AND STATEMENT OF PURPOSES 29.1 The foregoing shall be deemed to be the Rules of the Geelong Cricket Association Incorporated, which together with the Statement of Purposes, shall not be rescinded or amended without the concurrence of not less than a three quarter majority of those present and eligible to vote at the Annual Meeting of the Association Any proposal for alteration of the Rules or Statement of Purposes must be notified in writing to the Secretary of the Association by thirty days prior to the Annual Meeting The Secretary shall advise all Clubs in writing of such proposals by twenty-one days prior to the Annual Meeting. BY-LAWS ADOPTED BY-LAWS OF THE GEELONG CRICKET ASSOCIATION 1. RACIAL AND RELIGIOUS VILIFICATION POLICY 1.1 The Victorian Country Cricket League (V.C.C.L.) Policy No player, Club, Coach, Official or Umpire shall act towards or speak to any other person in a manner or engage in any conduct which threatens, disparages, vilifies or insults another person on

14 the basis of that person s race, religion, colour or national or ethnic origin. 1.2 Application of Policy General This policy shall apply to all V.C.C.L. Members, their Clubs, registered players and to all Club officials, Coaches, Umpires and Members of Clubs. The Policy shall also apply to Association and Regional practice squads, representative teams and to all members, Coaches and officials of the V.C.C.L. representative teams as well as to V.C.C.L. Regional officials and selectors, and to V.C.C.L. officials and selectors Complaints Officer For the purposes of this Policy the Complaints Officer shall be the Secretary of the Controlling Body where that Body has not appointed a separate Complaints Officer. 1.3 Controlling Body Generally the Controlling Body shall be For all intra-association Complaints the Controlling Body shall be the Member Association For all inter-association Complaints the controlling Body shall be the respective Region For all Complaints arising from V.C.C.L. fixtures (eg. Country Week or Light Ice Cup matches, trials etc.) or inter-region matches, fixtures, promotions or activities, the Controlling Body shall be the V.C.C.L Where jurisdiction is unclear, the Secretary of the V.C.C.L. may determine the Controlling Body to whom the matter is to be referred and the Body so nominated shall act accordingly. 1.4 Notification of Complaint or Incident In the event that it is alleged that a person has contravened the V.C.C.L. Racial and Religious Vilification Policy (Clause 1 above), an Umpire, Club, player, Coach or official may by 5.00pm on the second working day following the day on which the contravention is alleged to have occurred, lodge a complaint in writing with the Complaints Officer of the Controlling Body. 2. HARASSMENT POLICY 2.1 (a) Harassment is any behaviour by a person or organisation to whom this Bylaw applies which is offensive, abusive, belittling or threatening and which is directed at a person or a group of people because of a particular characteristic of that person or group of people. The behaviour must be unwelcome and the sort of behaviour a reasonable person would recognise as being unwelcome and likely to cause the recipient to feel offended, humiliated or intimidated. Whether or not the behaviour is Harassment is to be determined from the point of view of the person receiving the Harassment. (b) Harassment behaviour may include, but is not limited to, misuse of technology such as , instant messages, text messages, phone messages, posting on websites or blogs including social media sites such as Facebook or Twitter, and transmission or possession of inappropriate digital images or videos. 2.2 Harassment includes: (a) Sexual Harassment (b) Racial Harassment (c) Sexuality Harassment (d) Disability Harassment (e) Abuse (f) Vilification (g) Discrimination Breaches of the Harassment policy, once reported or detected, will be referred to the Investigation Committee.

VICTORIAN CODE OF CONDUCT FOR COMMUNITY SPORT ( AS ADOPTED BY THE GCA MANAGEMENT IN AUGUST 2010)(also refer to appendix C Players Code of Conduct) The Code of Conduct Every person: spectator, player, club member, official, participant, administrator, coach, parent or member of the community involved with the sport, should work to ensure: inclusion of every person regardless of their age, gender or sexual orientation inclusion of every person regardless of their race, culture or religion opportunities for people of all abilities to participate in the sport and develop to their full potential respect is shown towards others, the club and the broader community a safe and inclusive environment for all elimination of violent and abusive behavior protection from sexual harassment or intimidation. This Code applies to community sport, training and club sanctioned activities.

17 REGULATIONS 1. LAWS OF CRICKET 1.1 The Laws of Cricket as adopted by the Australian Cricket Board shall apply to matches except as hereinafter modified. 2. PLAN OF COMPETITION AND GENERAL INSTRUCTIONS 2.1 Two days (not necessarily consecutive) or any one public holiday, or any one afternoon shall be allotted for each match. Provided always that, upon the joint application in writing from the secretaries of the competing Clubs, the Management Committee may fix other days and times for commencing or continuing any match. 2.2 All matches not played out shall be decided on the result of the first innings, and any match not decided in the time allotted for play, except as provided for under Regulation 4, shall be considered as drawn. 2.3 Semi-finals and finals matches shall take place on such days and grounds as determined by the Management Committee. 2.4 A separate competition of 20/20 or other form of knockout matches may be arranged by the Management Committee, who will also arrange dates and times of play, selection of grounds and competing Clubs. 2.5 If required, in order of the rounds which are washed out, two playing days MAY be set aside at the discretion of the Management Committee. These dates are to be included in the draw. No further re-schedulements will occur. Reserve days apply only to grades 1sts through to 4ths. 2.6 Any Club failing to meet its obligations shall be fined a sum by the Management Committee who shall have the power to deduct points from that Club, and to award points to an opposing Club. 2.7 Each home team shall be entitled to make public collection at the ground on each day of play in home and away matches and the proceeds of all such collections shall belong to the home Club concerned. Public collections at grounds during semi-finals and final matches shall be made as directed from time to time by the Management Committee and shall belong to the Association. 2.8 In the event of any case arising which is not provided for in these Regulations, such case may be dealt with as the Management Committee shall think fit. The following is supplied for information purposes as some sections are referred to in playing regulations. Notice regarding Junior Players who play Senior Cricket in the G.C.A. Instead of the introduction of a complicated rule to cover under age pace bowlers in G.C.A. Cricket, it has been decided to appeal to all clubs, Managers, Coaches, Captains and players to understand the philosophy and objectives of this initiative. All are encouraged to enter into the spirit of the initiative and the following shall be observed. A bowler who commences his bowling spell as a fast / medium bowler shall be treated as a fast medium bowler for that innings, and shall not attempt to increase their bowling opportunity by claiming to be any other type of bowler during that innings. Bowlers of medium pace or faster are broadly defined as those to whom the wicket-keeper would normally stand back from the stumps. All clubs and captains are urged to be aware of these guidelines and implement them in your matches. Irreparable damage can be done to our young pace bowlers if they are over bowled in any one innings. The following rule shall be enforced and continued breach of the policy will result in the offending Captain, the Club and the Bowler being subject to penalties as the Management Committee deems suitable. 2.9 Junior Aged Cricketers playing Senior Cricket Definitions Bowling Type: Bowlers of medium pace or faster (as determined by the umpires and broadly defined as one to whom the wicket-keeper would normally stand back, or one who is not considered a slow bowler). The umpires shall immediately notify the captains of both sides of each bowler who they determine should be treated differently to this broad definition Notification The team captain must indicate to the umpires on the team sheet each player to whom this playing condition applies and indicate their age Bowling Limitations a) medium or pace bowler: A maximum spell of six (6) consecutive overs.

18 A maximum daily allocation of eighteen (18) overs. b) slow bowler A maximum spell of ten (10) consecutive overs A maximum daily allocation of twenty five (25) overs Length of Break a) After completing a bowling spell, a junior player must not bowl again until the equivalent number of overs has been completed by another bowler/s at the end which they have bowled. A bowler changing ends (ie 2 over break) is considered to be continuing their current spell. They shall not be permitted to bowl again until the total number of overs they have bowled in this current spell has been completed from the end they finished at. b) The break in play at tea interval shall count as 3 overs (from one end) towards any required break. The break In play between Day 1 & Day 2 will count as a full break, allowing a junior bowler to commence a new spell the second week. A drinks break is not considered a sufficient break and as such the current spell Is continued. c) If a change of innings occurs, and a bowler commences bowling in the new innings within 60 minutes of bowling in the previous innings, this will be considered an extension of the same spell and the maximum spell limit and daily limits for that age of player shall still apply Change of Bowling Type Where a bowler changes between medium pace (or faster) and slow bowling during a day s play: a) if the bowler begins with medium pace (or faster), the bowler is subject to the playing condition throughout the day. b) if the bowler begins with slow bowling and changes to medium pace (or faster), the playing condition applies from the time of the change, and all overs of slow bowling bowled prior to the change shall not be taken into account in either the current spell or the daily limit Management a) It is the responsibility of the fielding captain to ensure that this playing condition is upheld. b) If the umpires become aware of breaches of this playing condition, when the ball is dead, they shall direct the captain to take the bowler off forthwith. If applicable, the over shall be completed by another bowler who shall have neither bowled the previous over nor be allowed to bowl the next over All Geelong Cricket Association affiliated Senior Clubs shall ensure that any Junior Cricketer who is called upon to bat at Senior level shall wear a Helmet fitted with a full facial Safety Grill. Umpires have been made aware of the above initiative No registered junior cricketer is permitted to perform any umpiring duties in senior cricket The Association reserves the right to direct clubs to display logos and advertising materials of an approved association major sponsor. Clubs are to display such logos and advertising in the manner as directed from the Association. Failure of clubs to adhere to the directives of the association shall be liable to fines under regulation Appendix B. 3. 19 For the purpose of Club Championship, points shall be allocated as follows: Outright win/first Innings win/forfeit 1st XI 4 pts 2nd XI 3 pts 3rd XI 2 pts 4th XI 1 pt In the event of a tie or draw points shall be divided equally. Any club fined in excess of $600 in one season shall forfeit five Club Championship points. 3.2 The method of determining positions on the ladder will be that if two or more teams be equal in points, their relative positions shall be determined by average. For the purpose of ascertaining averages, the following system shall be adopted: The batting average for any team shall be obtained by dividing the total number of runs scored by the total number of wickets lost. The batting average against the team shall be obtained by dividing the total number of runs scored against it by the total number of wickets taken. The former shall be divided by the latter. The team having the higher quotient shall be considered to have the better performance. In any innings which has been completed 10 wickets shall be considered as lost, except where the Captain of the batting side declares the innings closed or where the innings has been compulsorily closed (I) Final Series Qualifying Finals and Semi Finals Division 1 Cup Qualifying Finals The teams in the six highest positions at the end of the programmed series shall compete in a qualifying final round, first playing sixth, second playing fifth and third playing fourth under Regulation 8 conditions. 3.3 (2) Semi Finals The qualifying round winners are defined in Regulation 3.3.1, ranked in the order relative to their programmed series listings, and the highest listed losing side, ranked as fourth, shall compete in a semi-final round, first ranked playing fourth and second ranked playing third, under Regulation conditions. 3.3 (3) Table of Qualifying Final Results and Semi Finals Draw Qualifying Highest Semi Finals Winners listed loser Draw v 4 2 v v 3 2 v v 2 3 v v 2 4 v v 1 3 v v 1 4 v v 1 5 v v 1 5 v 6 Home Clubs shall be those shown first in the draw. 3.4 The home club s scorebook will be the official score book. Note: In the event of any discrepancies in the scorebooks, which may affect the result of the match, the pennant committee in determining the true result shall take note that bowling totals take precedence over batting totals. 4. REGULATIONS CONTROLLING PLAY - ALL SECTIONS 4.1 Team Declaration Forms After tossing for choice of innings the captain of each team shall give the opposing captain in the presence of the umpire(s) a list on the prescribed Team Declaration form of the eleven players chosen to play in the match. This form must be signed by the captain and countersigned by the opposing captain before the commencement of play. No alteration shall be made to the form without the consent of the opposing captain except as provided for under Regulation Match cannot start unless both sides have a minimum of seven (7) players present and ready to play Division 1 4ths & Division 2 3rds Home and Away Regulation

20 Division 1 4ths & Division 2 3rds Home & Away competitions may name 12 players for two day games. The 12 players must be named on the Team Declaration Form before the commencement of play on Day One and be confirmed by the opposition Captain. Once play has commenced, no player shall be added or changed. The 12 players may not play in any other grade for these two weeks. Only 11 players are to play on any one day. Only 11 players may bat or bowl in any one innings. Only 11 players shall be allowed to field at any one time. The player not available on Day Two shall be named as the 11th player on the Team Declaration Form and on MyCricket. The player not available on Day One shall be named as the 12th player on the Team Declaration Form and on MyCricket. Where player 11 has batted on day one, player 12 may not bat during the current innings. Where player 11 has bowled on day one, player 12 may not bowl during the current innings. Once player 12 enters the game, player 11 may not return for a later innings. For the purpose of finals qualifications, player 11 & 12 must bat or bowl to register a played day and shall be credited with only one day played. This regulation does not apply to finals. 4.2 Forfeit If for any reason play does not commence within 15 minutes of the time appointed the umpire(s) shall, on appeal by the captain, declare the match lost by the side unable or refusing to proceed with the match. Where no umpire has been appointed, the opposing captain may claim a forfeit by submitting a written request to the Pennant Committee, outlining the circumstances of the match and also including a completed team declaration form. This must be done within 24 hours of the scheduled conclusion of the match. 4.3 The Ball Only balls approved by this Association will be permitted to be used in matches arranged by this Association. Law 5 of the M. C. C. Laws of Cricket shall also apply. Balls used in a match shall be supplied by the fielding side. After 75 overs the captain of the fielding side shall be entitled to the option of a new ball. In matches played on turf wickets a four piece ball must be used. In other matches two piece balls must be used. 4.4 No Balls and Wides All no-balls and wides are to be debited against the bowler in all grades. Runs scored by the striker off a no ball are to be added to his score. The penalty for the no-ball, in addition to those runs, shall also be added to the team score In all grades of competition all no-balls shall attract a one run penalty In all non turf grades a ball which pitches off the prepared or playing area of the pitch shall be called and signalled no ball. It should be noted that this does not preclude the umpire from calling a ball a wide where the ball pitches on the wicket but is deemed a wide under the Laws of Cricket In all grades of competition the penalty for a wide ball shall be one run penalty, plus any runs scored from that delivery Underarm bowling is illegal in all grades and in all matches. 4.5 Scoreboards Scoreboards shall be provided by the home team in all sections and grades. It shall be the responsibility of the batting side to post progressive scores and overs on the scoreboard from the beginning of play on each day. This should be done at the completion of each over. Numbers on the scoreboard must be in good condition with each digit on the board measuring at least 30cm x 20cm. Scoreboards should be positioned in such a way as to be clearly visible to a majority of spectators and to all players on the field. 4.6 Drinks If both captains agree before the start of a match that intervals for drinks may be taken, the option to take such intervals shall be available to either side. These intervals shall be restricted to two per session, kept as short as possible, shall not be taken in the last hour of play and in any case shall not exceed five minutes. The agreed times for intervals shall be strictly adhered to except that if a wicket falls within five minutes of the agreed time drinks shall be taken immediately. If an innings ends or there is stoppage caused by weather or bad light within thirty minutes of the agreed time for a drinks interval, there will be no interval for drinks in that session. At any time during the match the captains may agree to forego any drinks interval. 4.7 Follow On The side which bats first and leads on the first innings by 100 runs in a two day match shall have the

21 option of requiring the opposing side to follow on. 4.8 Determination of Result Unless the match reverts to ordinary conditions (see Regulations 6 and 7) or is played to a further result, the winner shall be the side scoring the greater number of runs irrespective of wickets lost. If both sides score an equal number of runs the result shall be a tie irrespective of the number of wickets lost. Where a draw or tie occurs in a qualifying or semi final the higher ranked side shall advance. Where a tie occurs in the grand final the premiership shall be shared. Where a draw occurs in a grand final the premiership shall be awarded to the higher ranked side A perceived contrived result will be investigated by pennant committee. 4.9 Ordinary Conditions Matches revert to ordinary conditions ONLY under the circumstances outlined in Regulations and 6.4. Where matches revert to Ordinary conditions under Regulations and 6.4 there shall not be 20 overs in the last hour. In other cases of interrupted play as outlined the number of overs to be bowled shall be adjusted according to the Reschedule Tables following Regulation 7. When this occurs the umpire(s) shall signal to the scorers when one hour of play remains for the match. There shall be a minimum of twenty overs bowled in this last hour of play subject to the following provisions: (a) both captains may agree to end play at the required time because a result or further result cannot be obtained. (b) where time is lost during the last hour due to adverse weather conditions one over shall be deducted for each three minutes or part thereof which is lost. (c) where a change of innings occurs the number of overs to be bowled shall be calculated by deducting from the overs yet to be bowled one over for each full three minutes or part thereof lost. That is, four overs shall be deducted for a change of innings. Matches played under ordinary conditions shall be considered drawn unless a result has been obtained. (d) If the side batting second is dismissed within 30 minutes of the scheduled finishing time of the second day stumps may be drawn immediately with the agreement of both captains. Where a game has no officiating umpire and a result has been achieved, stumps may be drawn at tea on the second day with the agreement of both captains Slow Play and Unfair Play SLOW PLAY This Regulation is to be read in conjunction with Regulation 11. A penalty may be imposed for slow play in any innings as outlined in Regulation Reference should also be made to Notes 1 and 2 of the Reschedule Tables following Regulation 7. Where the scheduled numbers of overs are not delivered before the scheduled finishing time, except as provided for under Regulations 6.3.3, the umpire must enforce Regulation 12 and report the matter to the Umpire s Appointments Board following the completion of the match UNFAIR PLAY Any significant movement, off line (ie: sideways) or in depth (ie away from the batter) by a fielder once the bowler commences his run up should be considered unfair and the umpire shall take action under Law (Unfair Play). A wicketkeeper standing back who moves up to the stumps would clearly be significant movement BOUNDARIES Where boundaries are marked by removable markers (ie: cones or ropes) a permanent mark must be made on the ground so boundary markers can be replaced consistently accurately. If alterations are required to be made to the boundary, these must be agreed upon by both Captains and the Umpire, prior to the commencement of play SUBSTITUTIONS Substitution of players during a match shall only occur in accordance with the Laws of Cricket If the Umpires are satisfied that a player has been injured or become ill after the nomination of the players they shall allow that player to have a) A substitute acting instead of him in the field b) A runner when batting Any injury or illness that occurs at any time after the nomination of the players until the conclusion of the match shall be allowable irrespective of whether play is in progress or not The Umpires shall have the discretion, for other wholly acceptable reasons, to allow a substitute for a fielder, or a runner for a batsman, at the start of the match or at any subsequent

22 time A player wishing to change his shirt, boots, etc must leave the field to do so. No substitute shall be allowed for him The opposing Captain shall have no right of objection to any player acting as a substitute on the field, nor as to where the substitute shall field No substitute fielder shall act as wicketkeeper. 5. In a two day game, if daylight saving ceases after the first day, the scheduled starting time of the second day shall be brought forward an hour. 5.3 Variation to Tea Adjournment As stipulated by M. C. C. Law of Cricket 15.8, if at the agreed time for the tea interval nine wickets are down play shall continue for a period not exceeding 30 minutes or until the innings is closed. If a side is dismissed within 30 minutes of the agreed time for the tea interval, tea shall be taken immediately, with no deduction of overs to occur for the change of innings; and regulation 5.0 to

23 apply. If play is interrupted due to adverse weather within 30 minutes of the agreed time for the tea interval, tea shall be taken immediately. 5.4 In all finals game weather permitting, play may be extended by up to 60 minutes each day of play to cover any loss of play during the normal scheduled playing times on that day. The umpire shall be the sole judge of the fitness of the ground, weather and light for play. 6. CONDITIONS OF PLAY FOR TWO DAY GAMES - ALL SECTIONS 6.1 Times of Play The hours of play shall be as set out in Regulation Innings of Team Batting First Compulsory Closure Providing there is no earlier termination nor loss of playing time the side batting first shall have its innings compulsorily closed at the completion of the scheduled overs Interruptions to Play Not Exceeding 30 Minutes Where interruptions to play occur which do not exceed 30 minutes in total the number of overs to be bowled shall be adjusted and compulsory closure shall occur at the completion of those overs or at the scheduled finishing time, whichever is the latter. The adjusted overs shall be calculated using Table 1 below for District 1st and 2nd XI matches and Table 3 for other grades Interruptions to Play between 30 and 120 Minutes Where the total amount of time lost exceeds 30 minutes but does not exceed 120 minutes the number of overs to be bowled and the scheduled finishing time for the innings shall be adjusted. Compulsory closure shall occur at the completion of the adjusted number of overs. The adjusted number of overs and the adjusted finishing time shall be calculated using Table 2 below for District 1st and 2nd XI matches and Table 4 for other grades. Note that in such circumstances the innings of the side batting first will conclude on the second day of the match. Umpires shall be responsible for ensuring that the adjusted number of overs are completed before the rescheduled finishing time. In such circumstances Regulation 12 regarding fines for slow play shall apply Interruption to Play at the Scheduled Time of Completion If aggregate playing time lost does not exceed 30 minutes but play is not in progress at the scheduled finishing time of the innings or is interrupted after that time compulsory closure shall occur immediately Interruptions to Play Exceeding 120 Minutes If the total playing time lost during the first innings exceeds 120 minutes the match shall be completed under ordinary conditions and Regulation 4.9 shall apply. 20 overs shall not be required to be bowled in the last hour of play Play Prevented by Adverse Weather Conditions/unforeseen circumstances Should play on the first day of any match except finals be entirely prevented by adverse weather conditions/unforeseen circumstances, the clubs concerned may apply to the Pennant Committee to have the game resolved in a one day match the following weekend. Such applications are to be submitted in writing to the Chairman of the Pennant Committee by 8.00p.m on the Monday following the first week. NOTE: This does not apply when all matches in the section are cancelled by the Association. Notification must also be sent to the Grounds Chairman, Umpires Chairman & Opposition club. 6.3 Innings of Team Batting Second Team Batting First - Compulsory Closure If the innings of the side batting first has been compulsorily closed the side batting second shall be entitled to the same number of overs. Side batting first must not be all out at the conclusion of the first innings for compulsory closure to be registered Team Batting First - Dismissed or Declared If the side batting first has been dismissed or has declared the side batting second shall be entitled to receive both: (a) any overs bowled before the expiry of the time allotted for the innings of the opposing side and

24 (b) the overs to which it would have been entitled under Regulation plus any others which can be bowled before the scheduled finishing time as per the table in Reg 5.1. Under such circumstances a minimum of 20 overs shall be bowled during the last hour of play and a first innings result shall apply Interruptions to Play Not Exceeding 30 Minutes If on the second day the innings is delayed or interrupted for a total of playing time not exceeding 30 minutes play shall continue until the full entitlement of overs of the batting side, under this Regulation, has been bowled Interruptions to Play Exceeding 30 Minutes If on the second day the innings is delayed or interrupted for a total of playing time exceeding 30 minutes and play is able to resume the following shall apply: (a) the minimum number of overs to be bowled shall be calculated by deducting from the scheduled overs one over for each full three minutes or part thereof lost, (b) the batting side shall be entitled to receive the minimum number of overs as calculated in (a) above plus any additional overs which can be bowled before the scheduled finishing time provided the total overs bowled does not exceed their entitlement under Regulation (c) the team batting shall be entitled to receive a minimum of 20 overs in the last hour provided this does not result in the total overs bowled exceeding their entitlement under Regulation (d) Where a result is not obtained the match shall be considered drawn Interruptions to Play at Scheduled Finishing Time If the total playing time lost has exceeded 30 minutes at the scheduled finishing time or exceeds 30 minutes after the scheduled finishing time and play is not in progress at either time the match shall thereupon end. 6.4 Both Teams - Completed First Innings Where both sides complete a first innings within the scheduled time play shall continue until the scheduled finishing time is reached. Under such conditions Regulation 4.9 shall apply. 7. CONDITIONS OF PLAY FOR ONE DAY GAMES 1 st Eleven 4 th Eleven 7.1 Times of Play The hours of play shall be as set out in Regulation Innings of Team Batting First If not delayed, interrupted nor earlier terminated, the innings of the side batting first shall be compulsorily closed on the completion of 50 overs based on an anticipated batting time of 180 minutes which sets the interval at 3.15 pm. Captains and umpires shall ensure that play proceeds at an absolute minimum of 16 overs per hour so that the interval can be taken at the scheduled time upon completion of the current over (a) Sides failing to complete their allotted overs within the scheduled time will be penalized 10 runs per over and $25 per over for each over not commenced within the scheduled time. These penalties shall not apply after the commencement of the 48th over. * Note: this regulation does not apply below 2nds grade matches Delayed or Interrupted Innings (a) If time is lost during the first batting side s innings the anticipated batting time in shall be reduced by one-half of the difference between the aggregate time lost and the time by which the interval is to be reduced. (b) The overs for compulsory closure shall then be adjusted to the number listed the Adjusted Batting Time Table in Reg n 7.14 in respect of the reduced anticipated batting time. (c) Where 50% or more of the scheduled number of overs have been bowled and there is a continuing interruption, compulsory closure shall occur at the scheduled time for completion of the first innings (Tea Adjournment) Over Reduction Limit If the aggregate of lost time, during the first batting side s innings, reduces the number of overs for that innings to less than 50% of the scheduled number of overs, the match shall be abandoned. 7.3 Innings of Team Batting Second

25 7.3.1 No Interruptions to Innings The overs for the second side s innings shall be: (a) the number, including any part over, bowled at the time of compulsory closure of the other side s innings or (b) the number set for compulsory closure of the other side s innings should that innings have been terminated other than by compulsion. (c)the innings of the side batting 1st terminates at the scheduled interval if scheduled number of overs have not been bowled and the side batting 2nd only receives the number of overs they bowled. (d) Tea should be taken at the end of the first innings but not later than the scheduled time Interrupted Innings (a) If the innings of the side batting second is delayed or interrupted, its overs entitlement shall be reduced as per table 7.14, with the maximum entitlement as per regulation Declarations The side batting second may declare if: (i) a result has been achieved; and (ii) It is after 5.30pm If the side batting second does not declare, then its innings shall continue until the scheduled number of overs has been reached. 7.5 Both Teams - Completed First Innings Where both sides complete a first innings within the scheduled time play shall cease. 7.6 Results of Matches Win or Tie: Equal Overs Entitlement If the second batting side receives the number of overs applicable for compulsory closure of the other side s innings or is dismissed in less overs, the winner shall be the side with the higher actual score and if the scores are equal it shall be a tie Win or Tie: Less Overs for Second Side If a win result has not been reached already and the completed overs received or to be received by the second batting side are less than the maximum set for the other side, a number of runs as calculated in (a) or (b) of Reg n shall be the first side s deciding score which, subject to the provision for a draw in Reg n 7.6.3, must be exceeded by the second side for a win or equalled for a tie Drawn Match If the side batting second receives less than 50% of scheduled overs and no other result has been obtained, the match shall be drawn The side with higher run rate at the over of abandonment will be declared the winner. The run rate of the side batting first is to be calculated at the completion of their innings In the event of a tie the tie will stand. 7.7 Over Limits for Bowlers Limit per Bowler A bowler shall not deliver more than one-fifth of the maximum of overs permitted for an uninterrupted innings but where the maximum is reduced for either innings because of interruptions the limit shall be one-fifth of the adjusted maximum except for any bowler who already has exceeded the reduced limit Limit Reached or Exceeded No further deliveries shall be made by a bowler who has reached or exceeded a re-calculated limit except to complete an over previously commenced by him Fractional Adjustment Where the re-calculation of a bowler s limit results in a fraction the limit shall be raised to the next higher number for as many bowlers as is necessary to absorb the balance in overs Part-Over Incapacity or Suspension A part of an over bowled under the provisions of Law 22.7 (Bowler Incapacitated or Suspended During an Over) shall count as one full over in the limit of each bowler concerned in that over. 7.8 Limits for Batsmen (6th Eleven & 7 th Eleven only)

26 7.8.1 Batsmen must retire immediately on reaching their 50th run and may only return when all batsmen are out as defined by the laws of cricket. The order of returning shall be the order in which they retired. 7.9 Inner Field Area Restriction Note: Only applies to DIVISION 1&2 1st and 2nd grades Area of Restriction The restricted area shall be the area around the pitch within semi-circles, one at each end, and straight lines, one on each side Semi-Circles and Line Measurements The radius of each semi-circle shall be 27 metres from the centre stump and the extremities of its base shall meet with the straight lines of pitch length, at points in line with the bowling crease Marking of Area Limits The limits of the restricted area shall be clearly marked by a white line or by white discs. The discs shall be 30 in number and be fixed in place approximately 7 metres apart with one disc at each extremity of the bases of the semi-circles Fielding Restrictions On-Side Fieldsmen NOTE: applies to all grades At the instant of the bowler s delivery not more than 2 fieldsmen shall be behind the line of the popping crease and, inclusive of those 2, not more than 5 fieldsmen on the on-side Fieldsmen Within Restricted Area NOTE: Applies to Division 1 1st and 2nds only. (a) Until the ball is delivered not more than 2 fieldsmen shall be outside the restricted area during the first 15 overs of an uninterrupted innings. (b) For the same number of overs as in (a) 2 fieldsmen shall be within 15 metres of the striker s wicket and be stationary until the ball is delivered. (c) If the number of overs is adjusted because of adverse conditions during the innings of the side batting first to less than 47 overs, the overs subject to the restrictions in (a) and (b) shall be as follows: Adjusted Overs Restriction Overs (d) For the remaining overs to which (a), (b) or (c) do not apply no more than 5 fieldsmen shall be outside the restricted area. (e) The restrictions applied in the innings of the side batting first shall apply in the second batting side s innings irrespective of duration No Ball Fielding Restriction Infringements Either Umpire shall call and signal no ball for infringements of Reg n Deliveries Above Striker s Shoulders Either Umpire shall call and signal no ball for any delivery which passes or would have passed above the head of the striker standing upright at the crease. Limits on short pitch bowling shall be as per the Laws of Cricket Any underarm delivery shall be called a no ball Wide Ball Any delivery, not being a no ball, with which the striker has not made contact shall be called wide ball if: (a) it passes to either side of the wicket so that the striker, whether he moves from his normal stance at the crease or not, does not have a reasonable opportunity to score.
