4 1 AIMS AND OBJECTIVES 1.1 Aims To promote the development of young cricketers in the Sheffield and District area. 1.2 Objectives The objectives of the league shall be:- to provide fixtures for the playing of cricket and such competitions that the committee shall decide from time to time with agreement from the league membership to organise coaching activities to organise representative teams the development of cricket Spirit of Cricket: Preamble to the Laws Cricket is a game that owes much of its unique appeal to the fact that it should be played not only within its Laws but also within the Spirit of the Game. Any action which is seen to abuse this spirit causes injury to the game itself. The major responsibility for ensuring the spirit of fair play rests with the managers/captains. 1. There are two Laws which place responsibility for the team's conduct firmly on the manager/captain. Responsibility of managers/captains The managers/captains are responsible at all times for ensuring that play is conducted within the Spirit of the Game as well as within the Laws. Player's conduct In the event of a player failing to comply with instructions by an umpire, or criticising by word or action the decision of an umpire, or showing dissent, or generally behaving in a manner which might bring the game into disrepute, the umpire concerned shall in the first place report the matter to the other umpire and to the player's manager/captain, and instruct the latter to take action. 4

5 2. Fair and unfair play According to the Laws the umpires are the sole judges of fair and unfair play. The umpires may intervene at any time and it is the responsibility of the captain to take action where required. 3. The umpires are authorised to intervene in cases of: Time wasting Damaging the pitch Dangerous or unfair bowling Tampering with the ball Any other action that they consider to be unfair 4. The Spirit of the Game involves RESPECT for: Your opponents Your own captain The roles of the umpires The game's traditional values 5. It is against the Spirit of the Game: 6. Violence To dispute an umpire's decision by word, action or gesture To direct abusive language towards an opponent or umpire To indulge in cheating or any sharp practice, for instance: (a) to appeal knowing that the batsman is not out (b) to advance towards an umpire in an aggressive manner when appealing (c) to seek to distract an opponent either verbally or by harassment with persistent clapping or unnecessary noise under the guise of enthusiasm and motivation of one's own side There is no place for any act of violence on the field of play. 5

6 7. Players Captains and umpires together set the tone for the conduct of a cricket match. Every player is expected to make an important contribution towards this. 2 OPEN POLICY The Junior League is committed to safeguarding and promoting the wellbeing of its members. The League believes that it is important that members,coaches,administrators and parents carers or guardians associated with the league should at all times show respect and understanding for the safety and welfare of others. Therefore members are encouraged to be open at all times and to share any concerns or complaints that they may have about any aspect of the league with John Housley: League Chairman. 3 PRESIDENT S FORWORD President s Address 63 rd AGM 2012 What an eventful year it was with dreadful weather. This resulted in tremendous effort to get matches played. Well done players and all involved in cricket and cricket grounds. The Presentation evenings were a huge success and attendance was tremendous on both nights. This year the league has been elected as winners of the YCB OSCAS and I was invited to attend Lord s to celebrate the efforts of all the people like you who work so hard. It was a wonderful occasion, especially as two of our own passed juniors were two of the main speakers Michael Vaughan and Richard Kettleborough. 7 4 CHAIRMAN S REPORT Thank you to everyone for attending the 63rd AGM I am not going to mention the weather this year, as I am sure that it will be 1-2 years before we see the full effect it will have had on junior cricket within the league! I am sure we will have lost youngsters through not playing. I thank all the managers/ coaches for all their hard work in getting as many fixtures played. Thanks must also go to the result secretaries, who had to try and keep abreast of all the rearrangements. We must look at ways in which rearrangements of fixtures are recorded. The awards evenings shows just how the league is growing, we must all work together to find ways of administrating the coaching/playing of cricket. To make sure that the young cricketers get the best opportunity of developing to their true potential. The committee are always looking at ways to maximise the time that we have to get as much cricket played at all age groups. The representative sides are progressing in the right direction, we may not have achieved the achievements as in 2011 but the structure we have in place is giving them the best opportunity to achieve greater things! For this to carry on we MUST get the managers and assistants in place, It must come from the clubs so please if you know of any coach/manager who may be interested please let me know!! We have two new cups for batting and bowling for the U13 age group which have been donated by the family of the late Harry Wastnidge. Harry was junior coach at Frecheville cricket club, he captained the 2 nd eleven. In 1967 he was the Joe Lumb manager,which won the Joe Lumb Trophy for Sheffield against Doncaster. He was instrumental in getting youngsters to develop into good senior players. Finally thanks must go to all the committee who all give up their time to help junior cricket in this area. 12 6 REPRESENTATIVE CRICKET 2012 The Junior League entered teams at U11, U13 and U15 in the Yorkshire Junior Cricket Festival. Unfortunately we did not enter the Joe Lumb U17 competition because we could not get a team manager and over the last 2 years boys have preferred to play for their clubs instead of Joe Lumb. A total of 10 matches were scheduled of which 4 were won and 4 were lost, 1 cancelled and 1 abandoned due to an injury to a player and a scorer being taken ill. Under 11 Played 3 Won 2 1 Cancelled Unfortunately they failed to qualify for the semi-finals by 0.12 points (12 runs) as they finished level with Upper Airedale but lost out on Bonus points. In both games won they bowled out the opposition foe less than 60 and therefore did not have the opportunity to gain many batting points. Thanks to Richard Snookes and Barrie Cox for managing the team and to Mike Kite for umpiring. Under 13 Played 3 Lost 2 1 Abandoned A disappointing competition for this squad. The abandoned game was in this group when paramedics had to be called onto the Pudsey St Lawrence ground to attend to a player and a scorer. Thanks to Sean Marven and Andy Smales for managing the team and to Graham Ellis for umpiring. Congratulations go to Billal Anjum of Sheffield United who scored 101 in the game against Bradford at Pudsey St Lawrence. Under 15 Played 4 Won 2 Lost 2 Winning 2 and losing 1 in the group stages saw the U15 s play Halifax in the semi finals and though they scored over 200 batting first, this proved to be insufficient as Halifax knocked off the runs with 6 wickets down and 2 over s to spare. Thanks to Andy Smales for managing the side and to Graham Ellis and Peter Radcliffe for umpiring. 12

13 We would like to thank Killamarsh, Frecheville, Eckington and Whitley Hall for hosting the games, the scorers and Tea ladies and Chris Drury for his hard work in organising it all. We would also like to thank Terry Bentham and the South Yorkshire Senior Cricket League for providing us with the balls used in both the junior league squad games and the Yorkshire Junior Cricket festival itself. 13

Clubs are responsible for seeing that their players comply with the age qualification. The Management Committee may request to see birth certificates. 15

16 Girls shall be eligible to play in any age section of the League and may be two years older than the age limit of that section. Registration of Team Players to be entered on Play- Cricket by date of League Fixture Meeting. Instructions on how to register teams can be found on the League website Registration of team players to be entered on to play-cricket by 1 st April. Instructions on how to register players can be found on the junior league website. Any unregistered players will be ineligible to play until registered Transfer of players No player may play for more than one club in the League at the same level unless a bona-fide transfer has been agreed between the two clubs and the League Secretary or his/her deputy. A league player transfer form should be completed by both clubs and forwarded to League Secretary. Clubs who have more than 1 Team in any age group It would be good practice to register all your players in all your squads. For cup teams register the players who you may select in cup competitions. Clubs who have teams in U13 11 & 8 a-side leagues It would be good practice to register players in all team squads. We are expecting that all clubs will Play within the Spirit of the Game Players in Representative sides A boy or girl must be a member of a club which has a team in the League to be eligible to play for a representative side. There must be 3 or more youngsters from one team selected for representative game, for the fixture to be rearranged. 1 or 2 and the fixture is to be played. 16

17 12 FIXTURES 12.1 Schedule of fixtures All divisions shall be selected by a random draw made by the Management Committee after all clubs have returned their commitment forms. Start and finish dates of all age divisions shall be determined by the Management Committee. A draft fixtures list shall be distributed to clubs by the end of January. A meeting of clubs shall be called and clubs shall be given one calendar month to re-arrange fixtures and all re-arrangements must be submitted to the result secretary of the age group concerned for approval. The fixtures shall then be publicised in the handbook and website Alterations to fixtures Alterations to fixtures after publication shall only be allowed at the discretion of the results secretary of the age group concerned and only in the following circumstances- Ground is required by a senior team. Team is involved in ECB play-off. Any event out of the control of the team manager Cancellation of fixtures If, without the permission of the result secretary of the age group concerned, a club fails to fulfil a fixture on the due date or cancels the fixture at very short notice other than in the case of inclement weather, the following rule shall be applied:- The offending club shall be fined (see section 05). A win shall be awarded to their opponents Cancellation of matches owing to bad weather No match shall be cancelled owing to bad weather until four hours before the scheduled commencement. Only the responsible member of the home club can cancel the match. The home club shall advise its opponents. In exceptionally bad weather the home club may advise its opponents but may not cancel until 4 hours before the start. In cases where both teams arrive to play or when weather interrupts the match, managers/umpires shall decide the fitness of the ground. Manager of 17

18 home team must have alternative dates and times available when calling off fixture. All Regional Fixtures must be played. If required to be rearranged, these should be with agreement and before the age group cut off date, as indicated by the league. Merit round fixture, if called off due to bad weather 1 Point will be awarded to each team. There will be NO rearrangement at this stage. 13 ECB COMPETITIONS Entry to the ECB competitions at Under 15 and U13 (11 a side) is free of charge to clubs playing in the League. All eligible clubs will be entered in these competitions but have the option of withdrawing when submitting their commitment forms (see section 10). Clubs entering the ECB competitions shall play in a knock-out competition to decide the League representative. The ECB competitions finish earlier than the League s competitions; the regional organiser provides the League with a date by which this competition must be complete to allow the progress of the regional playoffs. Individual rounds may be played on mid-week days at the discretion of the Management Committee. If the home ground is not available on or before the scheduled date then home advantage shall be forfeited. In the event that neither ground is available on the scheduled date, the age group results secretary shall adjudicate. Games shall be played at least 48 hours before the next round. Games which are cancelled or abandoned because of inclement weather may be re-arranged once, at the discretion of the Management Committee. Either a bowl-out in nets or the toss of a coin shall decide any match not completed because of weather on the reserve date. Results shall be decided by the number of runs scored but, if scores are equal, the winners shall be the team losing fewer wickets. If scores and wickets are equal then the game shall be decided by the scores and wickets at the penultimate over of each innings and so forth until a winner is found. 18

19 14 CONDITIONS OF PLAY 14.1 Competition rules All matches shall be played in accordance with the Laws of the Game except as specifically modified by this handbook Artificial wickets Application for the use of artificial pitches shall be put in writing to the secretary, giving details of the type of surface and base for consideration by the Management Committee. With the exception of finals or other such matches, all League and cup matches may be played on artificial wickets Inclement weather Prior to the start of the game the umpires/managers shall decide on the number of overs to be bowled within the limits laid down by these rules. Should the normal starting time be delayed or the first innings be interrupted then the umpires/managers shall reduce the number of overs allocated to each side on the basis of one over for every full six minutes lost. If the allocated overs in the second innings are further interrupted and providing no result has been reached then the match shall be considered drawn Order of play Unless otherwise noted in specific competition rules, the order of play shall be:- In league games the visiting club shall bat first In cup matches teams shall toss for choice of innings 14.5 Retiring batters Retiring batters shall be credited with the score from their final balls; if an under 13 batsman on 29 runs hits a six, his score shall be registered as 35 retired, for example Tackle The home club shall provide the tackle, with the exception of bats, if requested to do so by the visitors. Full size and junior (4¾ oz) cricket balls shall conform to the laws of the game in all respects. Full size 19

20 balls, pitches and wickets shall be used in all matches except where indicated in the rules for particular age group competitions Helmets Helmets with faceguards or grilles must be worn by all players when batting and by wicket keepers when they are standing up to the wicket. No requests for permission not to wear helmets shall be accepted ECB Safety Guidance on the wearing of Cricket Helmets by Young Players In February 2000 the England and Wales Cricket Board (ECB) issued safety guidance on the wearing of helmets by young players up to the age of 18. In brief, the guidance recommends that: helmets with a faceguard or grille should be worn when batting against a hard cricket ball in matches and in practice sessions young players should regard a helmet with a faceguard as a normal item of protective equipment when batting, together with pads, gloves and, for boys, an abdominal protector (box) young wicket keepers should wear a helmet with a faceguard, or a wicketkeeper face protector when standing up to the stumps. With the assistance of schools, cricket clubs and leagues, the wearing of helmets by young players is now standard practice in cricket throughout England and Wales. Helmets are widely available and are covered by a British Standard (BS7928:1998). A face protector represents an alternative head protection system for young wicket keepers. Face protectors are, at the time of publication of this guidance, a relatively new innovation. Wicketkeeper Face Protectors are covered by a new British Standard (BS :2009). The original guidance allowed parents or guardians to give their written consent to allow a young player not to wear a helmet. However, now parental consent not to wear a helmet should not be accepted in any form of cricket. This guidance applies to all players up to the age of 18, both in adult cricket and in all junior cricket played with a hard cricket ball. The guidance also applies during all practice sessions. Any individual taking responsibility for players should take all reasonable steps to ensure that this guidance is followed at all times. 20

21 The ECB asks that the guidance is communicated to the parents or guardians of all young players through clubs and schools, and that young players are not allowed to bat or stand up to the stumps when keeping wicket against a hard ball without wearing appropriate protection Fielding Regulations The ECB has regulations covering the minimum fielding distances for young players in all matches where a hard ball is used. No young player in the Under 15 age group or younger shall be allowed to field closer than 8 yards (7.3 metres) from the middle stump, except behind the wicket on the off side, until the batsman has played at the ball. For players in the Under 13 age group and below the distance is 11 yards (10 metres). These minimum distances apply even if the player is wearing a helmet. Should a young player in these age groups come within the restricted distance the umpire must stop the game immediately and instruct the fielder to move back. In addition any young player in the Under 16 to Under 18 age groups, who has not reached the age of 18, must wear a helmet and, for boys, an abdominal protector (box) when fielding within 6 yards (5.5 metres) of the bat, except behind the wicket on the off side. Players should wear appropriate protective equipment whenever they are fielding in a position where they feel at risk. These fielding regulations are applicable to all cricket in England and Wales. Age groups are based on the age of the player at midnight on 31st August in theyear preceding the current season. 21

22 14.10 ECB Fast Bowling Match Directives Issued October For any subsequent changes visit AGE MAX. OVERS PER SPELL MAX. OVERS PER DAY Up to U14, U U16, U17, 7 18 U18, U19 For the purpose of these Directives a fast bowler is defined as a bowler to whom a wicket keeper in the same age group would in normal circumstances stand back to take the ball. Having completed a spell the bowler cannot bowl again, from either end, until the equivalent number of overs to the length of his* spell have been bowled from the same end. A bowler can change ends without ending his current spell provided that he bowls the next over that he legally can from the other end. If this does not happen his spell is deemed to be concluded. If play is interrupted, for any reason, for less than 40 minutes any spell in progress at the time of the interruption can be continued after the interruption up to the maximum number of overs per spell for the appropriate age group. If the spell is not continued after the interruption the bowler cannot bowl again, from either end, until the equivalent number of overs to the length of his spell before the interruption have been bowled from the same end. If the interruption is of 40 minutes or more, whether scheduled or not, the bowler can commence a new spell immediately. Once a bowler covered by these Directives has bowled in a match he cannot exceed the maximum number overs per day for his age group even if he subsequently bowls spin. He can exceed the maximum overs per spell if bowling spin, but cannot then revert to bowling fast until an equivalent number of overs to the length of his spell have been bowled from the same end. If he bowls spin without exceeding the maximum number of overs in a spell the maximum will apply as soon as he reverts to bowling fast. Captains, Team Managers and Umpires are asked to ensure that these Directives are followed at all times. For guidance it is recommended that in any 7 day period a fast bowler should not bowl more than 4 days in that period and for a maximum of 2 days in a row Age groups are based on the age of the player at midnight on 31st August in the year preceding the current season. *Any reference to he/his should be interpreted to include she/her. 22

23 14.11 Umpiring of Games Member Clubs are reminded that people undertaking umpiring duties should be suitably knowledgeable of the laws of cricket together with possessing an understanding of junior cricket (i.e. pairs cricket, no balls and wides etc.) In the League Committee s opinion people under the age of 16 should not be umpiring hard ball games Scorers The League expects all clubs to ensure that scorers of both teams are sat together throughout the game when scoring a match. 15 RESULTS 15.1 Outcome of Matches The result of any league game shall be decided by the number of runs scored without reference to the number of wickets fallen. If teams finish level on points at the Regional Round then it will be decided by Net Run Rate. Net Run Rate = total runs scored total wickets lost total runs conceded total wickets taken If teams finish level on points in Merit Round then the teams will share the Trophy (U11, age groups). U17 - If teams finish level on points then the teams will share the Trophy 15.2 Awarding of points Win Tie Abandoned game Abandoned game 3 points 2 points each 0 points when in Regional Round 1 point each when in Merit Round 15.3 Reporting of results At the start of each game the away manager must hand over a fully completed team sheet. The home team must enter the result on the play-cricket site within 48 hours of the scheduled start time. It is recommended that the home team should contact the away team when the result has been posted. This allows the away team to verify the result within 24 hours. 23

24 The Lockdown feature will be used on Play-Cricket after 48 hrs. You will be unable to enter a result after this time. Any alterations to the fixture should be notified to the Results Secretary and copied to Website Administrator ASAP. Failure to comply to above shall attract fines as set out in section UNDER 17 COMPETITIONS 16.1 League competition rules Games shall normally be played on Tuesday evening, 6:15 pm start. Maximum number of overs - 20 x six ball per side Minimum number of overs - 12 x six ball per side Batsman must retire on reaching 50 runs and cannot return to the wicket. Bowlers may bowl a maximum of four overs Parramore Cup Competition Rules Parramore Cup games must be played on or before the second date for the round. If no result is reached by this date, clubs must toss for the privilege of entering the next round. The final of this competition shall be played on the first Sunday in September with a reserve date of the second Sunday in September. The following rules shall apply:- The game shall be 40 overs per side with a tea interval. Clubs shall toss for choice of innings. No bowler may bowl more than one fifth of the allotted overs, Which must be bowled within ECB guidelines for young players. U17 : 7 overs per spell, U15: 6 overs per spell. In the event of overs being reduced due to inclement weather etc. the umpires are to reallocate overs within these guidelines. No retirement for the batsmen No player may play in the Parramore Cup final unless he or she has played in at least two U17 junior League games for that club. No player may play in the Parramore Cup for more than one team. In all matches in the Parramore Cup, in the event of a tie then the team losing the fewest wickets is the winner. 24

25 If the match is still tied, then each team will face one over with the winner being the team which scores the most runs. If the scores are still equal, then the team losing the fewest wickets wins. In the event of a further tie, then a further over will be bowled until one team is the winner Guidelines for umpires, team managers and coaches Umpires must not offer tactical advice to players of either team during the course of an innings nor seek to manage his team, while play is in progress; this is the role of the captain only. The umpires may offer advice on the Laws of the Game at any time to players of either team. 17 UNDER 15 COMPETITION 17.1 Competition rules Games shall normally be played on Sunday mornings, 10:00 am start. Any evening games shall start at 6:15 pm. All games to be completed within three hours of starting time. Maximum number of overs - 20 x six ball per side Minimum number of overs - 12 x six ball per side Batsman must retire on reaching 50 runs and cannot return to the wicket. No player may bowl more than four overs. No fielder shall field less than eight yards from the middle stump in front of the wicket or behind the stumps on the leg side Guidelines for umpires, team managers and coaches Umpires must not offer tactical advice to players of either team during the course of an innings nor seek to manage his team, while play is in progress; this is the role of the captain only. Substitutes may act as a fielder or a non striker when the team are batting. Two runs shall be awarded to the batting team for each wide and no ball bowled but no extra ball shall be allocated, except in the final over of each innings when, in addition to the two runs, an extra ball shall be bowled. The Paul Barton Trophy will be played for as follows;- Semi Final Division 1A winners v Division 1B second Division 1B winners v Division 1A second A toss of the coin will be used to decide bat/field first. Final - To be played between the winners of the semi final games. Umpires should keep advice to a minimum and try not to hold up the game more than necessary. 20 UNDER 9 (KWIK CRICKET) COMPETITION 20.1 Playing times Games shall normally be played on Sunday afternoons, 2:00 pm start Equipment Kwik cricket bats, balls and stumps Pitch length Two sets of wickets, 16 yards apart Number of players Eight players per side with the aim of encouraging both boys and girls to take part. 29

30 20.5 The start The two teams toss a coin to decide which team has the choice of either batting or fielding first The game Each game shall consist of one innings per team, each innings to be eight overs long Batting and Scoring The batting side shall bat in pairs, each pair batting for two overs. Each team starts batting with a score of 200 runs. Runs shall be added in the normal manner. Each time a batter is out, five runs are deducted and the other batter of the pair faces the next ball. A batter may be out bowled, caught, run out, stumped or hit wicket. There is no LBW rule unless the batter deliberately blocks the ball with a leg or foot. If a ball, bowled, bounces more than more than twice or rolls before it reaches the batter, or if it reaches the batter above waist height without bouncing, it shall be called a "no ball. A ball that is too far from the batter to strike shall be called a "wide". A ball shall not be called a wide, no matter how wayward it may be, if the batter manages to hit it! Two runs shall be awarded to the batting team for each wide and no ball bowled but no extra ball shall be allocated, except in the final over of each innings when, in addition to the two runs, an extra ball shall be bowled. Any runs scored off a wide or no-ball shall count in addition to those given for a wide or no ball. At the end of the first two overs, the first pair of batters retires and is replaced by the second pair and so on until all four pairs have batted for two overs each. The second team then bats for its eight overs. 30

31 20.8 Bowling and Fielding Each player on the fielding side must bowl one over. Bowling shall take place from one end only. Bowling should be over arm where possible. Players on the fielding side do not need to rotate fielding positions. With the exception of the wicketkeeper, no fielder is allowed within 10 yards of the batter until the ball is played by the batter The Result The team with the higher score wins. In the event of a tie the team taking more wickets shall be the winner. If it is still equal, each player bowls one ball at the wickets (no batter), with the team scoring the higher number of strikes the winner. 32 21 E D HITCHEN UNDER 15 SIX-A-SIDE COMPETITION (Sunday, 30 June) Rules of the Competition Normal rules of cricket apply except for the following : Each team shall consist of 6 players. One shall act as wicketkeeper wearing external pads, gloves and also a helmet as required. The other 5 players shall each bowl one six ball over. If a team loses 5 wickets during their innings then the not out batsman shall continue with the last batsman out at the running end. If either batsman is run out then the innings is closed. In the event of a tie on runs at the end of 5 overs then the team losing fewer wickets wins the game. If the wickets are equal the position at the end of 4 overs shall be applied. In the event of teams being level after the group stages the organisers on the day will decide who goes through. This may involve the runs scored and wickets taken by each team. 33 22 TROPHIES & CUPS 22.1 Teams level on points in the final table In under 17, 15 and 13 competition, teams level on points at the end of the season shall share the trophy and the individual players of these teams shall receive a plaque. The Management Committee shall make special arrangements for under 11 and under 9 if teams are level on points at the end of the season Award of Trophies At all age levels, the winning team of every division shall be awarded a trophy to be kept until 31 st August of the following year and the individual members of the team shall be given a plaque. Winners of cup competitions shall receive a cup and 12 individual awards Return of Cups and Trophies The Parramore Cup and E D Hitchen Trophy must be returned to Sheaf Sports by 31 May. Clubs failing to return cups and trophies on time shall be fined in accordance with section 25. If trophies are lost or damaged, the League will have no alternative but to invoice the club for the full cost of a replacement trophy. All clubs accepting trophies MUST make sure their own club insurance covers them for any loss or damage. 23 LEAGUE INDIVIDUAL AWARDS 23.1 Under 17, U15 and U13 Batting To be based on a minimum of 5 innings in league matches only.
